Minister of Industry and Commerce Mike Bimha has said that his ministry is currently processing licences for those that had purchased items under the Instrument before it's gazetting. Bimha said that,

"We have started giving licences to those who had already already processed consignments before the announcement of the import controls as long as they provide evidence that they purchased the goods before the statutory instrument was promulgated. The statutory instrument is effective but we are processing licences to those with goods in transit. In fact some licences have been issued to help importers bring in their products."

Bimha went on to shade light on the statutory instrument by saying,

"It's not a ban. Whoever wants to import will be issued with a licence if he/she provides a satisfactory explanation why the goods are needed in the country."
