Ambassador Raphael Tayerera Faranisi is the Permanent Secretary for the Ministry of Home Affairs and Cultural Heritage. He was appointed to this position by President Emmerson Mnangagwa on October 7, 2023. Before this, he served as the Permanent Secretary in the Ministry of Environment, Climate, Tourism and Hospitality Industry after taking over from Mr Munesushe Munodawafa who retired in August 2022. He previously served as the President's Secretariat in the Office of the President and Cabinet (OPC) a position that was created in November 2019.

Ambassador Raphael Faranisi has a degree in Politics and Administration, as well as a Master's Degree in International Relations. He is a highly experienced career diplomat who has worked in various senior administrative roles, specializing in diplomacy and protocol services.

Throughout his career, Ambassador Faranisi has gained extensive experience in the Ministry of Foreign Affairs. He started at the bottom and worked his way up to become the Director of the Protocol Department. He has also served as a senior diplomat in several countries, including Uganda, Kenya, Tanzania, Botswana, and the Democratic Republic of Congo (DRC).

During his time in the DRC, Ambassador Faranisi was appointed as the Head of the Sadc Group of Ambassadors, representing the Southern African Development Community.

Additionally, he has held the position of Chief Director for Multilateral Affairs in the Ministry of Foreign Affairs and International Trade.

Events

President Emmerson Mnangagwa made new government appointments in November 2019. The appointments, announced by Misheck Sibanda, were made in terms of Section 205 (1) of the Constitution of Zimbabwe Amendment (No.20) Act 2013 and were with immediate effect.
