Was The Bio-metric Registration Of Civil Workers Project Discarded?

A Techzim blog has raised concern over government’s silence on the biometric registration project. The project that was announced by the Minister of Finance, Mthuli Ncube in November 2018 was meant to filter-out ghost workers. Reduction of government expenditure was one of the project’s intended outcomes.
As Ncube noted last year, biometric data would involve capturing of one’s unique physical attributes such as fingerprints, DNA, iris and retina pattern, using ICT.
The Sunday Mail reported in December 2018 that the process would begin within the first quarter of 2019. Dr Hungwe, the Public Services Commission Chairperson is believed to have indicated that the PSC would collaborate various ministries towards that cause.
A Chronicle article in January indicated in January that the process was now underway. It appears now the article was referring to the setting of a committee to stir the process. Mr. Ethet Gambe, the Public Service Commission deputy Communications Manager revealed that absence of funds to support the project was hindering the team from implementing the project.
The currently unknown status of the project is what is causing great concern. It would not be the first government project to be designed and shelved.
