Health Minister Under Fire For Alleged Vote Buying
Health Minister, Dr Obadiah Moyo has come under fire for ordering National Pharmaceutical Company (Natpharm) to distribute medicines to Lupane East clinics ahead of August by-elections.
Although the Ministry of Health has defended the directive saying that MOHCC teams had a mandate to distribute medicines countrywide despite activities taking place, some civil society groups and opposition political parties are demanding that Moyo be investigated.
The act was viewed in some quarters of society as a strategy to win the hearts of the electorate. After losing in the Nyanga South Constituency and Zaka East Constituency wards by-elections, the opposition MDC referred to the Moyo’s directive as an example of how elections are manipulated in Zimbabwe. The party said that Dr Moyo has to be arrested for corruption.
In a statement, the Zimbabwe Association of Doctors for Human Rights (ZADHR) said:
As ZADHR, we believe distribution of drugs and services must be based on population, disease burden and current stocking levels and not on a parochial partisan political agenda.

Community Working Group on Health executive director, Itai Rusike, said that the issue needs to be investigated. Rusike said:
Health resources should be distributed to areas where there is the greatest need in order to address issues of equity and not on partisan lines. This was a very poor judgment by the minister of Health and he risks losing the trust and confidence of the general public given that the ministry of Health manages a lot of public resources from the taxpayers.
