Mnangagwa Could Be Impeached For Not Firing Mupfumira - MADHUKU

Law expert, Professor Lovemore Madhuku has said that President Mnangagwa must relieve Tourism Minister, Priscah Mupfumira of her duties.

Madhuku said that the constitution provided that any Minister implicated in corruption scandals must not hold public office.

He observed that appointing Mupfumira’s replacement was unconstitutional as that meant that she was still the minister.

Speaking to the Daily News, Madhuku said that Mupfumira’s case provides reasonable ground for the president to fire her. He added that if she continues to serve as the Minister, she will be doing so at the pleasure of the President.

Speaking on the doctrine of ministerial responsibility which requires a public office bearer to resign or be fired in the event that there are reasonable allegations of misconduct, Madhuku said:

That has been satisfied by Zacc and confirmed by the court. If she does not resign, the president must fire her… He must act within the dictates of the Constitution…

These are circumstances that in a normal democracy lead to an impeachment of a sitting president.

Mupfumira was arrested over seven counts of corruption which have prejudiced the National Social Security Association (NSSA) of millions of United States dollars.

She was further implicated by the NSSA report which revealed that she authorised several shady deals during her tenure at the NSSA (2017 – 2018).
