Apex Council Meeting Resolutions on NUNC Meeting Impasse
The Apex Council meeting on 10 January 2020 received feedback on NJNC meeting where the Government tabled an offer that did not in any way address the incapacitation of workers which has now become chronic.Feedback
The meeting which was attended by 15 Unions and Staff Associations and made the following resolutions:
- The Government offer of RTGS2033-00 for the lowest paid worker does not in any way address the incapacitation of workers which has now become chronic.
- The Government must respond to our position paper presented to them in 2019 whose substantive demand is that the October 2018 salary of USD475-00 for the lowest paid civil servant is multiplied by the going interbank rate.
- An interbank rated salary is the only way to restore the value of wages and any other intervention will not work given the hyper-inflationary environment which negates any RTGS Dollar increase.
In the light of the above, the Civil Service Apex Council would like to declare as fact to the employer that;

Civil servants are now severely incapacitated and there will be increased nonattendance from work stations as a result.
The employer must urgently move to capacitate workers in order to restore normalcy in service delivery as well as protect livelihoods.
Capacitation of workers can only be achieved through an interbank rated salary as has become the case with prizes of goods and services which is thus rated.
We request that in this crisis, the employer should respect the workers’ rights to a fair and reasonable wage among other rights as enshrined in Section 65 of the Zimbabwe Constitution as domesticated from ILO Conventions 87 and 98.
