Citizens Coalition for Change (CCC) spokesperson Fadzayi Mahere has said political elites cannot delay the 2023 general elections.
Mahere also said CCC is opposed to the idea of postponing elections to form a Government of National Unity (GNU).
She was quoted by <a href="https://tellzim.com/ccc-laughs-off-gnu-election-postponement/">TellZim News</a> as saying elections when done properly, are a true expression of the will of the people. Mahere said:

The constitutional requirement that elections be held every five years can’t be suspended by political elites who have no support from the citizens and are afraid of electoral loss.
ZANU PF and its proxies are terrified of how much support they have lost and are seeking to use whatever hare-brained plan they can think of to try and stop the process.
We call upon citizens to continue to demand adherence to the Constitution. Elections are like Christmas, you can’t postpone them as they will come whether or not you have new clothes.
Elections are a Constitutional non-negotiable. Citizens must be at the centre of all national processes.
We reject the notion of elite pacts or a Government of National Unity or whatever basis put forward.
Done properly, elections are a true expression of the will of the people and a total necessity in a democracy.

MDC-T leader Douglas Mwonzora recently challenged the Zimbabwe Electoral Commission (ZEC)’s delimitation report.
Some commentators have suggested that the court challenge may lead to the deferment of the elections, which may lead to a GNU as the country prepares for another election.
In his court application, Mwonzora argued that the final delimitation report did not take into account the final results of the population census among other issues.
He argued that such issues will affect the credibility of the elections and thus his application seeks to ensure credible elections are held using a credible delimitation report.
Mwonzora goes on to say that in the event that elections are held with the report in question, the results can be easily challenged before a court of law and be invalidated.
A political analyst, Alexander Rusero dismissed claims that Mwonzora’s court challenge is a tactic by ZANU PF to postpone the general elections.
Since Mwonzora controversially took control of the MDC in 2020, critics claim he has been working with the ruling ZANU PF party to derail the “democratic project”. Said Rusero:

I think people have to understand why Mwonzora had taken the case to the court beyond the conspiracy theories doing circles that he is Mnangagwa’s blue-eyed boy intending to delay elections, that is a misleading statement and fallacy which is very costly to the opposition because ZANU PF wants those elections, they are not afraid and are prepared regardless of all such claims doing rounds in the misguided opposition rank and file.
Politics is the ability to determine outcomes and Mwonzora might be politically irrelevant in as much as the gravitas on the grassroots on the ground is concerned but you cannot take away his legal talents and prowess as he is one of the best lawyers produced in Zimbabwe since 1980.
So I am very sure he picked certain loopholes in the whole delimitation exercise that warrants court attention and that is why the case was given the green light that it warrants a hearing by the full bench.
There is really nothing to take away from that since it is not the first time a case has been granted such kind of attention by the courts.
Suppose Mwonzora wins that does not have a bearing on issues politically or at law to do with the proclamation of election dates or some possibilities of delaying an election.
The whole idea is, should he win because the case has been positively perceived to have some merits, ZEC can be directed to do certain things right and not necessarily to delay or stop the process of elections.
Elections are conducted when they are constitutionally due and not when a country is ready or ZEC has exposed certain incompetences or not political parties are ready. Elections are done within the prescribed time frame.

Rusero argued that the way ZANU PF has been campaigning does not indicate that the ruling party is considering the possibility of delaying elections.

Zimbabwe Republic Police (ZRP) commissioner-general, Godwin Matanga says the police force needs more resources to fully fight drug-related crimes, reported <a href="https://businesstimes.co.zw/drug-abuse-police-pleads-for-more-resources/">Business Times</a>.
Speaking at the Vision 2030 Movement engagement conference in Bulawayo last week, Matanga said currently the ZRP is not adequately equipped to fight the drug scourge. He said:
<blockquote>
These include high-powered motor vehicles for high-speed chases and low-cost vehicles for patrols and surveillance, state-of-the-art technologies at ports of entry and exit, as well as funding for more localised and international training to catch up with new skills requirements in this field.
</blockquote>
Matanga said police have arrested over 4 000 people, including 466 suppliers. He added:
<blockquote>
Again we confiscated and destroyed large quantities of substances. The drug mules from Brazil, India, Nigeria, and Latvia have been arrested while using undesignated points of entry to move the contraband.
</blockquote>

Police Boss Pleads For More Resources To Combat Drug Abuse

The Ministry of Foreign Affairs and International Trade is set to host a strategic inaugural Diaspora Investment Conference – “Spotlight Zimbabwe” on the sidelines of the 63rd edition of the Zimbabwe International Trade Fair (ZITF) in Bulawayo.
The event is scheduled for Wednesday and will take place at the Bulawayo Rainbow Hotel.
In a statement, the Ministry of Foreign Affairs said the event seeks to improve the participation of the Diaspora in socio-economic development activities at home and abroad. Part of the statement reads:

In fulfillment of the aspirations of the National Development Strategy (NDS 1) of improving Diaspora participation in national development, the Minister of Foreign Affairs and International Trade Honourable Ambassador Frederick Shava will host the Inaugural Diaspora Investment Conference “Spotlight Zimbabwe”, during the sidelines of the 63rd Edition of the Zimbabwe International Trade Fair (ZITF) on 26 April 2023, at the Bulawayo Rainbow Hotel.

Ministry Of Foreign Affairs To Host Diaspora Investment Conference At ZITF

President Emmerson Mnangagwa was on Saturday expected to personally hand over title deeds to 350 Epworth households during the launch of the title deeds and settlement regularisation programme.
In an interview with <a href="https://www.herald.co.zw/title-deeds-roll-out-brings-joy-to-epworth/">The Herald</a> on Friday, Epworth Member of Parliament (MP), Zalerah Makari, said an inter-ministerial task force is heading the programme. She said:

The President is true to his word and I am glad that he will deliver the main thing we requested from him during our campaign.
Shelter is a necessity so the people are excited and personally, I am humbled that the President would remember a forgotten dormitory township like Epworth.
He (President Mnangagwa) will be issuing title deeds to about 350 families tomorrow (today).
It is an ongoing programme as people qualify and regularisation takes place, people will be going to sign for these title deeds.
The mood is electric, and people are excited, the naysayers said this would not happen, it is a political gimmick but were are now getting title deeds in Epworth which is a great milestone.

350 Epworth Families Set To Receive Title Deeds

Mbare midwife Esther Zinyoro, (aka Mbuya Gwena), is still operating from her old squalid lodgings at Tagarika flats despite making headlines five years ago.
The traditional midwife came into national focus in 2019 when it emerged that she had turned her home into a maternity ward to help expectant mothers in her neighbourhood.
She rose to fame at a time when medical staff — junior doctors and nurses — were on strike over poor working conditions.
The First Lady Auxillia Mnangagwa visited Mbuya Gwena in November 2019 during the week that she had helped deliver 100 babies in her tiny two-room apartment.
Mnangagwa donated foodstuffs and some household goods.
On Thursday Mbuya Gwena told <a href="https://www.newsday.co.zw/health/article/200010517/time-has-stood-still-for-iconic-mbare-midwife">NewsDay</a> that she no longer has a mobile phone and cannot afford one.
She, however, said the First Lady made her work easier as more people now appreciate the work she is doing. She said:

Since the visit, my popularity has increased. I am now known countrywide and the number of people seeking my services has increased.
I really don’t know why they are shunning hospitals and other modern medical facilities by coming here. The visit also liberated me in the way I do my business.
Soon after the visit, Good Samaritans began flocking to assist with several services, and of interest is a man from the Mufakose suburb who started to help with water tanks to help with sanitation issues.

Mbuya Gwena, who is a self-styled prophetess at St John Apostolic Church, said she relies on her God-given talent. She said:
<blockquote>
When assisting the women, I use my spiritual prowess and as a result, I have managed to assist even those with complications that would have been difficult at the hospitals.
I even dream about a client’s challenge and how they may need to be assisted to deliver safely.
</blockquote>
She has, however, faced resistance from health professionals who claim her activities had taken the country’s health system backward.
The traditional midwife said nurses at Edith Oppermann Clinic resented her and accused her of stealing their clients until she helped them solve a complex situation.
Gogo Gwena insists she is helping people deliver a gift from God.
Born in 1949, she has 10 children and 15 grandchildren.

Famous Mbare Midwife Still Delivering Babies In Squalid Conditions

City of Harare mayor Jacob Mafume says it is not the mandate of the Zimbabwe Republic Police (ZRP) to inspect businesspeople’s operating licences.
This comes after police officers were filmed confronting a businesswoman in the central business district (CBD) purportedly asking to see her operating licence. Said Mafume:
<blockquote>
We have taken note of the video of police officers asking for business licences in the city centre and we are going to write to the Officer Commanding Harare asking him to explain.
Police have no role in inspecting business licences in the city. It’s the duty of municipal police.
We believe that this is a duplication of roles that will breed-rent-seeking behaviour.
</blockquote>
ZRP national spokesperson Assistant Commissioner Paul Nyathi told <a href="https://www.newsday.co.zw/local-news/article/200010513/police-have-no-mandate-to-inspect-shop-licences-harare-mayor">NewsDay</a> that police have a constitutional mandate to enforce all the laws in the country, including municipal by-laws. He said:
<blockquote>
The Harare mayor knows what to do when he has a complaint. He should write to the Police Commissioner-General.
In terms of the country’s laws, ZRP has a constitutional mandate to enforce all the laws promulgated by Parliament.
We have the mandate to enforce laws such as Forestry Act, EMA Act and council by-laws in the country.
So there is nothing sinister about police inspecting if businesses are operating within the confines of the law.
</blockquote>
The enforcement of municipal by-laws is primarily the responsibility of local authorities.
However, the ZRP may be called upon to assist in enforcing municipal by-laws if necessary.

"ZRP Has No Mandate To Inspect Shop Licences"

A 28-year-old till operator in Chiredzi allegedly stole more than US$4 100 and R12 400 from his employer before vanishing.
National police spokesperson Assistant Commissioner Paul Nyathi said Takudzwa Chipfuwa was employed as a till operator at a wholesale in Chiredzi.
It is alleged that Chipfuwa stole the cash on 10 April this year before disappearing. Said Asst Comm Nyathi:

Police in Chiredzi are appealing for information that may lead to the arrest of Takudzwa Chipfuwa aged 28 who is being sought in connection with a case of theft that occurred on April 10, 2023, at a wholesale shop.
The suspect allegedly stole US$4 102.50 and R12 483,50 at the shop where he was employed as a till operator.
The last known address of the suspect is 1836 Denhe Road Tshovani, Chiredzi.

Till Operator Disappears With Over US$4 100, R12 400

The Zimbabwe National Students Union (ZINASU), a student organisation that advocates for the rights and welfare of students, has written to the Minister of Finance and Economic Development Mthuli Ncube demanding that he acts on fee increments by higher learning institutions.
In a letter dated 21 April 2023, and signed by ZINASU president Boris Muguti, students described the fee increments by universities and colleges as “unruly and anarchic”. Wrote ZINASU:
<blockquote>
We note with high concern, consistent statements from the government over its incapacitation to fund fundamental social services.
The failure of the government to prioritize funding for education has led to unruly and anarchic fees increment being enforced by institutions of learning.
This has been a catastrophic blow to society which continues to bleed from financial mismanagement.
Students have been forced to defer their studies due to financial constraints, moreover, most of them are born of civil servants who can barely afford a quarter of the charged fee.
This is a clear indication that the nation has suffered an ideological blow as only a minority and privileged class can access fundamental rights that our forefathers fought for.
</blockquote>
ZINASU also bemoaned endemic and systemic corruption that has negatively impacted the Government’s ability to provide social service to citizens. Reads the letter:
<blockquote>
We are alarmed by the manner in which corruption has systematically embedded in the system and culture of governance yet a lot remains unresolved.
The level of impunity by corrupt government actors and officials is shocking. We submitted some reports of corruption to offices within the government and we continue to seek ways to combat corruption as this affects service delivery and puts a death nail in our economy.
The recent findings from the At Jazeera screened documentary illuminated the already known magnitude of corruption in the country and it is our utmost desire to put an end to the smuggling of national resources.
We believe that if resources are channelled to the national interests the economy will be revived and free education can be a possibility in our lifetime.
</blockquote>
ZINASU requested Ncube to respond to five questions about the conditions of student teachers, corruption exposed by the Al Jazeera documentary Gold Mafia, and the “catch and release” syndrome. Here are the questions:

<li>Why students and teachers are poor when their country is rich like what was exposed in the Gold Mafia Documentary?</li>
<li> Why does the government fail to provide free and quality education when we are making millions of dollars from Gold, platinum, diamonds, lithium among other minerals?</li>
<li>Why is it difficult for the government to offer students grants when it is harnessing millions of dollars from gold exports?</li>
<li>Why is the government through your Ministry wasting tax payer’s money funding the operations of ZACC, $23mil USD/year when it is clear that it is completely dysfunctional and incompetent apart from “catching and releasing?”</li>
<li>Is your Ministry in keeping with the liberation ethos of power to the people? or it’s now happiness to a few global mafia kings? Do you sleep well making an average $10million USD/month whilst civil servants struggle with $225 USD/month?</li>

ZINASU has demanded a face-to-face meeting with Ncube as soon as possible and warned that they will stage protests in Cowdray Park in Bulawayo where Ncube is the ZANU PF candidate for the upcoming elections if he fails to give them audience.

Victoria Falls City Council has warned residents about the presence of bed bugs in all areas residential areas.
Bed bugs are small, reddish-brown insects that feed on the blood of humans and animals and are usually found in beds, mattresses, and box springs, chairs and sofas.
A bed bug bite can result in a number of health problems such as skin rashes, insomnia and allergy among others.
In a statement, the Victoria Falls City Council encouraged residents to immediately report to health officials in the event of their premises getting infested. Read part of the statement:

Victoria Falls City Council is urging its valued residents, stakeholders, and visitors to be on high alert for the presence of bed bugs in all areas of residence in the city.

One can tell if his or her premises are infested through bites on the skin, blood stains on sheets or pillowcases, dark spots on bedding or furniture, eggshells or shed skin, and they also leave a musty odour.
Here are some tips to help prevent bed bugs:

<li>Inspect secondhand furniture before bringing it into your home: Check for signs of bed bugs, such as shed skins, eggs or fecal spots.</li>
<li>Keep your home clutter-free: Clutter provides hiding places for bed bugs, so try to keep your home as tidy as possible.</li>
<li>Use protective covers on your mattress and box spring: Encase your mattress and box spring in a zippered, bed-bug-proof cover to prevent bed bugs from infesting them.</li>
<li>Be careful when traveling: When staying in hotels or other accommodations, inspect the room for signs of bed bugs before settling in. Store your luggage on luggage racks instead of on the floor or bed.</li>
<li>Regularly vacuum your home: Vacuuming can help remove any bed bugs or eggs that may be hiding in your home.</li>
<li>Seal cracks and crevices: Bed bugs can enter your home through small cracks or crevices, so seal up any openings you find.</li>
<li>Wash and dry your bedding regularly: Washing your bedding in hot water and drying it on high heat can help kill any bed bugs that may be present.</li>

Bed Bugs Invade Victoria Falls Homes

Citizens Coalition for Change (CCC) leader Nelson Chamisa has claimed their political opponents are trying to infiltrate the party’s ongoing candidate selection process.
Chamisa said the selection process, which is now at the vetting stage, will be thorough and meticulous to prevent infiltration by ZANU PF members. Said Chamisa:

Citizens win big. The doctrine of strategic ambiguity and a structureless structure working very well.
The other side’s investment in infiltration is huge, they are quaking and sweating!
Our Candidate credentials and track record vetting will be thorough and meticulous.

On Thursday, CCC said the candidate selection process is transparent and will produce the right candidates to represent the party in upcoming general elections. The party said:

We have set up a robust and transparent process that will make sure that only the best candidates will represent us.
Nominated candidates are currently undergoing a rigorous, meticulous and thorough vetting process.
Candidates’ professional expertise, community and ethical standing, political history and record, and loyalty to the struggle among other factors will be considered to assess their suitability for legislative and administrative positions.

CCC recently held a candidate nomination process for aspiring members of parliament, senators and councillors.
The party moved away from the traditional primary elections and adopted the candidate nomination process which is being conducted by an independent body, the Citizens’ Independent Candidate Selection Panel (CISP).
The process has four stages, namely candidate nomination, candidate vetting, candidates’ caucuses and declaration of successful candidates.

Chamisa Claims His "Structureless Structure" Has ZANU PF Quaking

The father of a 27-year-old Masvingo woman, who was allegedly sexually assaulted by the president of the Chiefs Council, Fortune Charumbira, in late March and early April this year, has demanded the traditional leader’s arrest.
The woman filed a case of sexual assault against Charumbira on Saturday last week at Masvingo Central Police Station under RRB 5457646.
In an exclusive interview with <a href="https://www.newsday.co.zw/local-news/article/200010448/sex-assault-charumbira-victims-family-speak-out">NewsDay,</a> the father said her daughter is terrified. He said:
<blockquote>
My daughter is terrified. She feels intimidated. This is because of the communication that she has been receiving from the perpetrator.
</blockquote>
It is alleged that Charumbira, who is also president of the Pan-African Parliament (PAP), tried to influence the woman to drop the case, but did not succeed. Said the woman’s father:
<blockquote>
She will not bow to any influence to withdraw the charges.
But we want justice to prevail in this case. The law should take its course.
We don’t know whether because he is a high-profile person, who holds a top post, including that of PAP, is influencing authorities not to get arrested.
But for the record, we are not engaging Chief Fortune on any platform apart from waiting for justice to take its course.

According to a leaked police memorandum, Charumbira allegedly sexually assaulted the complainant on two separate occasions.
He allegedly fondled the complainant’s breasts, kissed her without her consent, and groped her private parts.
The alleged assault took place at Rainbow Towers Hotel on 31 March this year and on 02 April at Crown Plaza Hotel, respectively.
The father told NewsDay that Charumbira made sexual advances fully aware that she was his niece. He said:
<blockquote>
My daughter did not grow up in the Charumbira area.
She was raised by her mother elsewhere and would occasionally come to visit.
Her first encounter with Charumbira was in January this year.
She wanted a piece of land in the Charumbira area for her horticultural projects.
She asked me to accompany her to the chief to ask for the land on her behalf.
But I said, “No. I must not influence the chief to give you the land. Go on your own and introduce yourself and if he indeed can offer you the land, he can, even without my influence.”
She went there and introduced herself to Charumbira, who acknowledged her as his daughter (niece).
From what my daughter told me, her encounter with him went well that first time but was not really fruitful, because he asked her to come back another day.
</blockquote>
On Thursday, Charumbira told the publication that his enemies were creating stories about him. He said:
<blockquote>
It is very clear from your publications that someone is pushing an agenda against me. It’s very clear.
</blockquote>
The traditional leader also said he does not handle land issues. He said:
<blockquote>
I refer all requests for land to a team, which is assigned for that purpose.
(The victim) never said she wanted to see me for land. Mind you, I never knew her properly.
I have her texts leading to seeing me in Harare on March 31 and April 2. All is clear in the texts.
I have been holding on to them for legal reasons now that there are such allegations.
I have messages all the way through. You have one side of the narrative.
</blockquote>
Police spokesperson Assistant Commissioner Paul Nyathi told NewsDay that they will release a statement on the matter in due course.

The ZESA prepaid electricity token purchase system will not be available from the 5th to the 7th of May 2023.
In a public notice, the Zimbabwe Electricity Transmission and Distribution Company (ZETDC) said:

Citizens’ Coalition for Change (CCC) legislators for Mutare Central and Mutasa Central, Innocent Gonese and Trevor Saruwaka, respectively, stepped down from contesting in upcoming elections despite being nominated.
In a statement, Gonese, who is one of the opposition’s senior officials, said he had decided to back another nomination candidate Brian James to contest for the seat.
Gonese announced his decision to not contest in the upcoming general elections shortly after Saruwaka stepped down from contesting. Said Gonese:

I would like to thank the people of Mutare Central for giving me the opportunity to represent them as their representative in Parliament and also for nominating me as a Candidate in the forthcoming elections.
I am also happy that the former Mutare Mayor was also nominated as a candidate and while all the names are being vetted pending further processes, such as consultations and consensus in terms of the new candidate selection procedures, I have decided to decline the nomination.
I had a fruitful discussion with James yesterday as I consider him a very worthy and deserving person to take over from me and I am pleased to advise that we are going to work together to ensure that Mutare Central remains yellow and plays its part in ensuring that we deliver maximum votes for President Chamisa and all candidates in other positions.

Gonese has been quite vocal in Parliament ever since he was elected into the August House in 2008 on an MDC-T ticket.
The CCC candidate nomination process is being conducted by an independent body, the Citizens’ Independent Candidate Selection Panel (CISP).
The process has four stages, namely candidate nomination, candidate vetting, candidates’ caucuses and declaration of successful candidates.

Two Veteran CCC Lawmakers Decline Nomination

The  Reserve Bank of Zimbabwe’s Financial Intelligence Unit (FIU) says it has fined over 300 firms in the past 18 months for fuelling illegal foreign currency activities on the parallel market.
FIU director general Oliver Chiperesa told Business Times that some firms “dump” their proceeds onto the parallel market in search of scarce US dollars, thereby destabilising the local currency and fanning inflation. He said:

We have fined over 300 companies in the past 18 months over their participation in the illegal trading of foreign currency on the parallel market thereby influencing the exchange rate.
Since 2021 we have taken this administrative action against these companies to instill discipline.
</blockquote>
Early last year, FIU froze the bank accounts of several companies including Transervet, Powerspeed trading as Electrosales, Halstead Brothers, and Enbee. Said Chiperesa:

As FIU we check the anomalies in the banking sector, that is where we monitor how the money was moved, what where you buying, whether is it a normal operating company, and does it have the services you require, if we see that there is no linkage and there is no normal business relationship with the two companies we pick it.
After that, we dig deep and analyse the findings as well as engage the parties, resultantly many have confessed to taking part in the parallel market.
If we are tough with every business that we find guilty, the economy will ground to a halt. That’s why we try to strike a balance.
The main reason why we try to deal with the issues at FIU level is that our criminal laws are a bit weak on that side as most issues we have referred to the police were not effectively dealt with.

Chiperesa said FIU now has the power to freeze accounts for 90 days from the previous 14 days to give the police the time to investigate.
The penalties stretch to over ZWL$1 million per violation but sometimes the violations could be bigger and attract bigger penalties.

FIU Fines 300 Firms Over Parallel Market Activities

Norton MP Temba Mliswa (Independent), claims the constituency delimitation exercise by the Zimbabwe Electoral Commission (ZEC) reduced ZANU PF’s support base in Norton.
ZANU PF Mashonaland West provincial Women’s League chairperson, Constance Shamu was elected the party’s candidate for Norton in upcoming elections during primary elections held last month.
Shamu will likely face Citizens’ Coalition for Change (CCC)’s Richard Tsvangirai.
Posting on Twitter recently, Presidential spokesperson, George Charamba, asserted that males who are contesting against aspiring female candidates must prepare for exit. Wrote Charamba:

This year is the year of the girl child. It is our chance to equalise. As such if you are a man and you find yourself standing against a woman, you should begin packing your bag in earnest, @TembaMliswa be warned.

In response, Mliswa claimed ZANU PF lost the little support it had in Norton due to the delimitation exercise. He said:

Hijacked platitudes about the girl child, awkwardly pasted on my female senior, won’t redeem your standing as a party in Norton.
ZANU PF cannot win there especially now that the two rural wards in which it had a veneer of control are gone due to delimitation.

Mliswa owes his incumbency to the MDC Alliance’s benevolence after the opposition party opted not to field a candidate in Norton in 2018.
The outspoken former ZANU PF Mashonaland West Provincial chairman defeated the ruling party’s candidate Christopher Mutsvangwa in 2018.

ZEC Delimitation Reduced ZANU PF's Support In Norton - Mliswa

The Agricultural Marketing Authority (AMA) says more deterrent measures are still needed to curb the side-marketing of cotton by farmers.
Speaking to <a href="https://www.sundaymail.co.zw/new-ama-in-fight-against-cotton-side-marketing">The Sunday Mail</a>, AMA chief executive officer Clever Isaya said side marketing remains a big threat to the cotton sector.
He said AMA has since signed memoranda of understanding (MOUs) with cotton contractors to contain the practice through agreed fines and penalties. Said Isaya:

Cotton is a strategic crop in the country and the second-largest foreign currency earner after tobacco.
Therefore, its value chain has to be protected. We are currently in the process of identifying common buying points which our farmers will use during the marketing season.
AMA clerks will be deployed to these points to monitor the process and ensure that there are no side-marketing activities.
</blockquote>
He said all contractors are required by law to buy from their contracted farmers only.
Side marketing is when growers sell their produce to third parties in breach of contractual agreements that bind producers to sell their yield to the contractor who would have provided inputs to the grower.
There are varied reasons why side marketing of crops is now rife in the market but it mainly stems from lower producer prices set by the government and the contractors.
Cotton is typically harvested between April and July. The process of cotton harvesting involves picking the mature cotton bolls from the plants by hand or machine.

Authorities Seek To Curb Side-marketing Of Cotton

The ZANU PF Politburo on Wednesday confirmed candidates who won in the primary elections re-runs held over the weekend.
Briefing the media after the Politburo meeting, ZANU PF National Political Commissar Mike Bimha revealed that the party had endorsed the victorious candidates after reruns held over the weekend.
Party spokesperson Christopher Mutsvangwa said the outcomes are testimony that there are no sacred cows in the party when it comes to democracy.
ZANU PF conducted primary elections reruns on Saturday in Churu, Mbare, Zvimba West, and Gokwe Nembudziya.
The winners are as follows: Fundukwa Ephraim (Churu), Matinyanya Martin (Mbare), Mercy Dinha (Zvimba West), and Flora Buka (Gokwe Nembudziya).
The losing candidates are Charles Matsika (Churu), Emmanuel Mahachi (Mbare), Ziyambi Ziyambi (Zvimba West), and Justice Mayor Wadyajena (Gokwe Nembudziya).

ZANU PF Politburo Confirms Primary Elections Reruns Results

The late ZBC photojournalist and online producer Idah Mhetu was buried at Warren Hills Cemetery in Harare on Wednesday.
Mhetu, affectionately known by her peers as MaGumbo, succumbed to a short illness on Sunday aged 35.
Speaking at Mhetu’s burial, the Deputy Minister of Information, Publicity and Broadcasting Services Kindness Paradza said:

Idah was a professional photographer who would understand the assignment when called for duty.
Her work speaks for itself through the photographs she took which told the story of the work being done by the Second Republic of developing the country.
She may be gone but her photographs will live to the story for years to come.

Before joining ZBC, Mhetu worked for several local publications, including New Zimbabwe, Daily News and the Financial Gazette.

Cabinet has approved the proposed structures for the establishment of the National Committee on the Elimination of Drug and Substance Abuse in Zimbabwe.
The Committee is expected to devise systematic and sustainable responses that will assist in curbing drug and substance abuse in the country.
Speaking after a Cabinet meeting on Tuesday evening, the Minister of Information Publicity and Broadcasting Services Monica Mutsvangwa said:

Following Cabinet’s decision at its last Meeting to establish an institutional framework to decisively deal with the menace, Cabinet has decided to set up a National Committee on the Elimination of Drug and Substance Abuse.
The Committee will be empowered to come up with systematic and sustainable responses that will assist in ensuring that society is free of drug and substance abuse.

Mutsvangwa added that most of the illicit drugs being consumed in Zimbabwe are imported. She said:

Most of the dangerous drugs and substances being abused are imported, with the traffickers acting in cahoots with local drug lords and an array of criminal elements in our society.

Drug and substance abuse is a growing problem in Zimbabwe, particularly among low-income and homeless youths.
Commonly used substances in Zimbabwe include glue, bronclee, mangemba, cane sprit, marijuana, codeine and methamphetamine (crystal meth).
Studies show that some young people start to abuse alcohol, drugs and other substances at the age of 12 years.

Cabinet Forms National Committee On The Elimination Of Drugs

President Emmerson Mnangagwa will on Saturday, 22 April, personally issue title deeds to Epworth residents as he launches the title deeds and settlement regularisation programme.
This was said by ZANU PF chairman for Harare Province Godwills Masimirembwa.
He was speaking to <a href="https://www.herald.co.zw/epworth-residents-to-get-title-deeds-this-saturday/">The Herald</a> on Wednesday after a Provincial Coordinating Committee (PCC) meeting. Said Masimirembwa:

This was a very important PCC. President Mnangagwa is on Saturday launching the title deeds and regularisation programme in Harare Metropolitan Province.
So on Saturday at Epworth Secondary School the President will launch this programme where title deeds are going to be issued to families in Epworth as a starting point.
It is a continuing programme not everyone will get title deeds but the President will launch by actually handing over title deeds to a number of families in Epworth.
At a technical level the Ministry of Justice, Legal and Parliamentary Affairs is handling this programme belongs to them. Title deeds are issued under the deeds office which falls under the Ministry.
We as the beneficiaries and recipients of the President’s good works are mobilising the people of Harare to attend this momentous and historic occasion in huge numbers.

They are important for establishing a clear title to the property and can be used as evidence in disputes over ownership or boundaries.
Epworth is a largely informal settlement situated to the southeast of Harare where thousands of families have no title deeds to their properties.
For years, Epworth residents have fallen victim to land barons. Residents also face a number of challenges including inadequate access to water and sanitation, poor road infrastructure, and limited economic opportunities.

ED To Hand Over Tittle Deeds To Epworth Families - Masimirembwa

Prominent Bulawayo surgeon Dr Kelvin Tendai Kaseke, who was based at United Bulawayo Hospitals has died. He was 44.
According to United Bulawayo Hospitals (UBH), Acting Clinical Director Dr Harrison Rambanapasi, Dr Kaseke died at Avenues Clinic in Harare.
He was seeking medical treatment after developing an illness. Said Dr Rambanapasi:

He passed on at around midnight. He suffered a short illness, he fell ill about two weeks ago and had to seek treatment.
He developed an emergency while he was there, where he was bleeding in the head.
He also was suffering from hypertension, which likely contributed to his condition.
It is unfortunate that he failed to respond to treatment and succumbed to the illness.
</blockquote>
He said Dr Kaseke’s death is a blow to the medical fraternity. Said Dr Rambanapasi:

He was a senior surgeon at UBH. He held one of the highest offices in the history of Zimbabwe’s medical history.
UBH has lost a brilliant surgeon, his family too. He was a loving and responsible man.
The greatest blow is on the medical fraternity. I personally worked with him and I gained a lot of knowledge and expertise from him. I must say I am truly gutted by his death.

Renowned United Bulawayo Hospitals Surgeon Dies

A British Member of Parliament in the House of Lords, which is the British Upper House of Parliament, has requested that Uebert Angel and Rikki Doolan, who is married to his niece Nicola, be investigated for alleged gold smuggling, money laundering, and corruption.
Lord Jonathan Oates has also demanded that Angel and Doolan’s assets be frozen since they are also UK citizens.
This follows the release of Al Jazeera’s latest investigation, Gold Mafia, which exposed gangs allegedly driving gold smuggling and money laundering worth billions of dollars in Southern Africa.
Angel, who is President Emmerson Mnangagwa’s special envoy and ambassador-at-large to Europe and the Americas, offered to Al Jazeera’s undercover reporters that he could use his diplomatic cover to carry large volumes of dirty cash into Zimbabwe as part of a laundering operation also involving gold smuggling.
Doolan repeatedly told Al Jazeera’s undercover reporters who posed as gangsters that he and Angel would be able to arrange a meeting with President Mnangagwa.
Lord Oates raised the issues during a written questions-for-answers session in the House of Peers at the Pace of Westminster in London. The questions read:

Lord Oates to ask His Majesty’s Government what steps they will take, if any, to address the allegations of criminal activity made against British citizens in the Al Jazeera documentary, Gold Mafia.
Lord Oates to ask His Majesty’s Government what assessment they have made of allegations of corruption and money laundering contained in the Al Jazeera documentary Gold Mafia, and what steps, if any, they will take to freeze assets held in the UK or dependent territories by those who have been (1) alleged to have engaged in, and (2) found guilty of, financial crime.
Lord Oates to ask His Majesty’s Government what steps they will take, if any, to investigate alleged discrepancies in the application that Uebert Angel, Zimbabwe’s Ambassador at Large, made for British citizenship.
Lord Oates to ask His Majesty’s Government what assessment they have made of allegations against British citizens made in the Al Jazeera documentary, Gold Mafia; and what steps they will take, if any, to investigate the activities of companies whose named directors are alleged to have been involved in a conspiracy to commit financial crime.

In June 2022, Lord Oates criticised the Zimbabwean government for putting the Nyatsime 16 in leg irons, saying it damaged the country’s reputation around the world.

Gold Mafia: British MP Demands Uebert Angel's Assets Be Frozen

Three people were killed while 27 others were injured when a commuter omnibus side-swiped with a Mandaza bus in Hwedza (Wedza) on Monday.
In a statement released on 18 April, Zimbabwe Republic Police (ZRP) spokesperson Assistant Commissioner Paul Nyathi said the bus veered off the road before landing on its left side.
The accident occurred at the 29-kilometre peg along Wedza- Mutiweshiri Road. Said Asst Comm. Nyathi:

… the Zimbabwe Republic Police, recorded another fatal road traffic accident which occurred on 17th April 2023 at the 29-kilometre peg along Wedza- Mutiweshiri Road in which three people died on the spot whilst twenty-seven (27) others were injured when a commuter omnibus side swiped with a Mandaza bus, resulting in the bus veering off the road before landing on its left side.
</blockquote>
The bodies of the victims were taken to St Mary’s Hospital, Wedza for post-mortem while the injured are admitted at the same hospital.
He said the three (3) victims have been identified by their next of kin as follows:

<li>Agnes NYADONGO (53), a female adult of Gombe Village, Mutare,</li>
<li>Caroline BANDA (34), of Dora, Dangamvura, Mutare,</li>
<li>Nenyasha DARARA, a female infant aged four (4), of Dora Dangamvura, Mutare.</li>
</ul>
Asst Comm. implored public service vehicle drivers to be cautious on the roads and comply with all road rules and regulations to safeguard lives.
Meanwhile, a concerned citizen, Diva Mandeya said authorities are unprepared to respond to disasters such as major accidents.
In a post on Twitter, Mandeya narrated how members of the public worked with authorities with very few resources to save people who were trapped in the wreckage of the Mandaza Bus. <a href="https://twitter.com/DivaMandeya/status/1648109741313228801">Below is Mandeya’s Twitter thread</a>:

[AT] 9 am we got an alarm a fatal accident had happened 2.5km from Goto Business Center paGanyau.
I quickly changed my itinerary and rushed with 2 employees to see what help we could render. 20 mins later we discovered we were in for a huge responsibility.
A few motorists were already ferrying the injured to our poorly equipped clinic at Goto, 3km away.
There were people trapped under the bus lying on its side &amp; a child could be heard crying helplessly.
It was a hounding &amp; desperate situation that villagers frantically pulling out the injured could not do much about.
Shortly police officers arrived but they were bemused by the magnitude of the crisis.
Traffic control on the highway became orderly but there was no command on how to proceed with the rescue mission.
There was total confusion. More officers and an ambulance arrived in good time including nursing staff from Mt St Mary’s Mission Hospital 27 km away.
Commendably, the injured were ferried to the local clinic in the ambulance and several private vehicles.
The real problem was what to do with the trapped of which the crisis was magnified by haphazard police action.
There was absolutely no command element directing operations. Every person who had an idea tried to prevail over the other but there was no meaningful rescue effort.
There was no qualified rescue personnel until a Marondera fire brigade rescue team arrived 4 hrs later from 100km away.
We mobilized a tractor from a local businessman but it could not pull the bus to save the trapped.
Later a JCB from Wedza GP arrived &amp; combined wt the tractor to lift the bus off the trapped people but failed.
We ended up using jacks, picks, and shovels to try and dig the people out to no avail. We could see &amp; tell the people had died.
In spite of warnings from police about damaging the bus we used axes to cut up metal but we fell short until we rushed back home to get a generator and a grinder which become the best improvisation.
After some arduous cutting and bending we managed to retrieve the first body 5 hours later. 2 were still trapped.
Working with the ill-equipped Marondera men we retrieved the other two bodies around 4 pm amid wailing and heart-rending mourning from relatives who had arrived from Mutare, almost 200km away.
I feel haunted as l write this thread now. The sounds are ringing in my ears as l type. It’s traumatic.
l feel that some of the accidents happening in this country can be avoided.
a). Highways must not be left littered with deep potholes
b) Speed dzemabhazi anonzi Yuotong are not appropriate for our roads.
c) Police need emergency rescue training. They were clueless.
d) Every district must have appropriate rescue equipment &amp; services
e) Accident scenes or any crime scene must have a clear command element and structure.
f) Highways need centre line markings and overtaking restriction lines.
g) Overloading is going unchecked.
h) The Youtong bell/ hooter is too alarming. It can cause dangerous panic and disorientation to other motorists.
These are my humble recommendations. I am not OK tonite. We have responsibilities that we need to embrace as citizens of Zim.

PS. Mandaza Bus Company only brought contingency for the recovery of their bus. Damaged luggage and stranded passengers had nowhere to go and no recourse.
We had to ferry, accommodate &amp; feed 6 survivors whose fate is unclear as far as compensation is concerned.

3 People Perish In Hwedza Bus Accident

Zimbabweans based in the United Kingdom (UK) on Tuesday, 18 April staged protests at the Zimbabwe and United Arab Emirates embassies in London.
The protestors were demanding the arrest of all Zimbabweans implicated in alleged gold smuggling and money laundering that was recently exposed by Al Jazeera in a four-part documentary called “Gold Mafia”.
The coordinator of the protests, Patricia Chinyoka, told <a href="https://www.newsday.co.zw/local-news/article/200010385/diasporans-hold-gold-mafia-protests">NewsDay</a> that they will continue protesting until the Gold Mafia kingpins were arrested. Said Chinyoka:

We are expecting the UAE to investigate all those implicated in the Al Jazeera documentary.
Tomorrow we are going to have a vigil for Hon (Job) Sikhala where we will be joined by the British MPs.
</blockquote>
ZANU PF UK executive member Xavier Muneyi Muzukuru Zavare accused the protestors of lacking patriotism. He said:

What they are doing is very shameful and embarrassing. It’s like desecrating the graves of their and our ancestors. That’s mocking the great job done by the ancestors.
You can’t choose one’s wedding day or remember a late person to introduce your own story.
Nowhere in the world do you find people not respecting their country’s independence day.
We are quite surprised if these people are Zimbabweans or Rhodesians. It’s shameful because most of these Zimbabweans are led by a Rhodie who recently said on Twitter and their Change Radio that there is no Independence.

Last month, the Government said the individuals mentioned in the Gold Mafia documentary will be punished if they are convicted of gold smuggling and money laundering.
“Gold Mafia” is a four-part documentary series by Al Jazeera that looks at how international criminal gangs were buying gold in Zimbabwe and illegally exporting it to countries such as Dubai (United Arab Emirates).
The series exposes alleged illicit financial flows from Zimbabwe, including serious allegations of abuse of diplomatic immunity, illicit gold trading, corruption and money laundering in the mining sector.
Some of the prominent individuals featured include President Emmerson Mnangagwa’s Ambassador at Large and Presidential Envoy to Europe and the Americas, Uebert Angel, and Zimbabwe Miners Federation (ZMF) president Henrietta Rushwaya.

Zimbabwean Diasporans Hold "Gold Mafia" Protests In UK

The Zimbabwe School Examination Council (ZIMSEC) will open a mop-up registration window to allow candidates who failed to register before 14 April to be able to register.
The window will be open from the 8th to the 12th of May 2023. In a statement released on 17 April 2023, ZIMSEC said:

The Zimbabwe School Examinations Council (ZIMSEC) issued a circular to all Examination Centres on the 31st of January 2023, informing of the approved Ordinary and Advanced level June/ November examination fees and the closing dates for registration for each session respectively.
ZIMSEC wishes to make the following announcement to the nation and our stakeholders.
1. The November 2023 Ordinary and Advanced level examination registration closed on the 14th of April 2023.
2. ZIMSEC will carry out a registration mop-up exercise from Monday 8 May 2023 to Friday 12 May 2023 to allow centres to ensure that all their candidates have been registered for the November 2023 examinations. Candidates who wish to sit for their examinations should ensure that they register at their centre of choice during this period.
3. Examination registration fees during that window are pegged according to the normal registration. The registration fees are accepted in the currency parents and guardians are comfortable paying in. For parents who wish to pay in ZWL, payments will be made at the prevailing exchange rate which will be communicated on Friday, 5 May 2023.
4. Payments for the examination fees should NOT be paid directly into ZIMSEC accounts by individual parents. Candidates/ Parents should make payments to the centre of registration for forward remission to ZIMSEC.
5. Centres are hereby advised that this window is open only for individual candidates who would have failed to meet the 14 April 2023 deadline and not for whole centres. Kindly refer to Examinations Circular No. 4 of 2023 and Finance Circular No. 1 of 2023 for guidance. NB. THERE ARE NO LATE REGISTRATION FEES TO BE PAID before the 12th of May 2023.

He made the remarks while addressing thousands of people who attended the main Independence Day celebrations held in Mt Darwin, Mashonaland Central Province. He said:

As the harmonised general elections draw nearer, I call on the nation to remain vigilant and protect our hard-won Independence.
No voices, foreign or local, inclusive of rogue NGOs, should sow seeds of division and disharmony among us.
Unity and peace should be preached in our families, churches and communities.
Dialogue and tolerance have been the hallmark of the Second Republic.
We must all say: No to violence, before, during and after elections.
</blockquote>
Mnangagwa, who has been endorsed as ZANU PF’s presidential candidate in the upcoming general elections, promised to deliver credible polls. He said:

My government has put measures in place to ensure free, fair and credible elections.
</blockquote>
According to the Election Resource Centre (ERC), an electoral and democracy think-tank, Zimbabwe cannot hold free and fair elections in 2023 if the polls are conducted under current electoral laws.
Moreover, opposition political parties have demanded that the Zimbabwe Electoral Commission (ZEC) release the voters’ roll but it has hitherto refused to do so.

The Zimbabwe Republic Police (ZRP) has released the names of the 13 people who died in the Timboom Bus Accident near Chivhu on Sunday.
Police identified the deceased as

Police Release Names Of Timboom Bus Accident Victims

Data analysts Team Pachedu on Sunday announced they had cancelled their planned mass protests against the deteriorating socio-economic environment and the continued incarceration of Job Sikhala.
The protests were also against the looting of the country’s resources by the elite exposed by the Al Jazeera documentary called “Gold Mafia”.
In a Twitter post, Team Pachedu said they cancelled the protests which were scheduled to coincide with Independence Day celebrations on 18 April due to a lack of stakeholders’ consensus. Reads the post:

We have been pushing for a peaceful national protest on April 18 in light of the deteriorating socio-economic environment, including the Gold Mafia saga and the unjust continual detention of Job Sikhala. Regrettably, we are calling off due to a lack of stakeholders’ consensus.
</blockquote>
However, some civil society organisations said they had not been formally approached by Team Pachedu about the planned protests.
Speaking to <a href="https://www.newsday.co.zw/local-news/article/200010352/gold-mafia-demo-flops">NewsDay</a>, Crisis in Zimbabwe Coalition chairperson Peter Mutasa said:

We are not aware of any discussions around this. We were never approached or consulted about it.
So we do not know much about why stakeholders didn’t support it as stated.
</blockquote>
Centre for Natural Resource Governance director Farai Maguwu also told the publication that Team Pachedu never consulted them about the protests. He said:
<blockquote>
I am not privy to who was coordinating, how they consulted and who was consulted.
I think the coordination should have occurred through or with established movements such as workers’ unions, student movements, and civil society.

The Gold Mafia is a term used to describe gold smuggling and money laundering gangs in southern Africa who share links with top officials in Zimbabwe’s government.
The Al Jazeera Investigative Unit recently produced a four-part series titled “Gold Mafia” which exposed how the gangs work.
The gang members get rich while plundering their nations and keeping millions in abject poverty.
They use gold to turn dirty cash into clean, seemingly legitimate money for those with large amounts of unaccounted wealth.
The criminals do so by using a complex web of companies, counterfeit identities and fake documents.

Team Pachedu Cancel Gold Mafia Protests

The owner of Timboom Bus Company Tinoziva Tsvangirai availed ZWL$2.5 million for the victims of a road traffic accident that claimed the lives of more than a dozen people and left others with nursing injuries in Chivhu on Sunday morning.
According to the Ministry of Transport, the Tinboom Coaches bus was carrying 60 passengers, 13 died, and 40 sustained injuries, of which 27 were treated and discharged. 8 are still admitted at Chivhu Hospital, whilst 5 were transferred to Parirenyatwa Hospital.
However, on Sunday, national police spokesperson Assistant Commissioner Paul Nyathi said the bus had 40 passengers on board.
In a statement on Monday, Tsvangirai said the company will do its best to ensure that the deceased get a befitting send-off. Said Tsvangirai:

With a profound feeling of grief and sorrow, Tinboom Coaches’ management and staff hereby condole the families of the people who perished in the horrific crash involving one of our buses on April 16, 2023, in Chivhu district. Our prayers and thoughts are with the families of the deceased.
As we continue to cooperate with the relevant authorities in their quest to establish the cause of the catastrophic accident which has so far claimed 13 lives, we would like to pledge our full support to the bereaved families.
We will do our utmost best to ensure that their dear departed get a befitting send-off while at the same time taking active steps to avoid the recurrence of such an accident.
</blockquote>
Survivors who spoke to <a href="https://www.herald.co.zw/all-buses-to-be-fitted-with-speed-limit-devices/">The Herald</a> on Monday attributed the fatal accident to speeding and bad weather.
Speaking to the media during the hospital visit, one of the survivors Kenneth Makonese, said:
<blockquote>
I think the driver of the bus was speeding. The bus started to swerve and in an instant veered off the road.
I saw the bus crashing and from there, I saw myself outside the bus.
I was with my young brother and my son. So I started looking for them, though I was in pain.
I stepped on the wheel of the bus and looked inside but they were not there.
I continued searching outside, and that is when I saw my young brother lying on the ground.
I rushed there and discovered that he was unconscious. I tried to remove his shoes and shirt, and that is when I saw him bleeding from the nose and mouth.
I knew from that moment that he was not going to make it. When we arrived at the hospital, that is when I was told that he had passed away.
I am in pain. My leg is fractured, and I have chest pains. I am also in pain because my brother is no more. May his soul rest in peace.
</blockquote>
Another survivor Chrispen Makonese attributed the accident to overspeeding and inclement weather. He said:
<blockquote>
When we approached a curve, just before the accident occurred, the bus swerved to the right, and in that instant, the driver tried to control it, and it made another swerve to the left.
The bus then swerved again to the right and it veered off the road. Also, the weather was bad. It was showering and misty and speeding was not a good idea.
In an instant, I just found myself lying on the ground, outside the bus, injured. Other passengers were also outside, some were unconscious, while others were crying, it was just a horrific sight, I do not know how I came outside the bus, but I guess I was thrown outside the window.
I injured my right hand, and I am in pain, but I thank God I am alive.
</blockquote>
Minister of State for Provincial Affairs and Devolution for Mashonaland East Aplonia Munzverengi called for stiffer penalties for drivers who break road rules and regulations.
The Government has since declared the accident a national disaster.
This means that the Government will provide support towards the burial of the deceased, and also support towards the injured.

Timboom Bus Company Owner Avails $2.5 Million For Accident Victims

Today, Zimbabwe celebrates 43 years of independence. We join the nation in honouring this important day as we look to the sacrifice made by those who fought on our behalf for the constitutional entitlement of one man, one vote.
The liberation struggle was anchored on the fight for free, fair and credible elections.
We seek to complete the mission this year to ensure we win Zimbabwe for change by winning the election and taking power.
As a citizens’ movement, the Citizens’ Coalition for Change acknowledges the effort and sacrifices of the soldiers, war veterans, war collaborators and citizens, living and departed, who contributed to attaining the liberation of our nation from colonial rule.
We acknowledge and respect all national processes that relate to the history and legacy of Zimbabwe as this is the collective definition of our identity as a people.
Independence Day belongs to all Zimbabwean citizens. It is a national event which, in a functional nation, ought to be inclusive, non-partisan and be a moment of pride and celebration for all members of our society.
When our forebears took up arms, they were guided by liberation ideals including universal adult suffrage, sovereignty of the people and their will, as well as shared prosperity for the masses.
For this reason, the movement participates in these platforms, standing on the belief that these are national events, not partisan processes. We do so for our country and for the collective being of the people.
As election day beckons, we are mindful that the 43-year-old bad governance crisis has rendered the Liberation promise empty. Our aspirations for Zimbabwe are yet to be realized.
The latest corruption expose betrays a sad pattern of a rich nation being poorly managed and looted by political elites at the expense of the citizens.
Like every other corruption scandal that has preceded it over the last 43 years, it is an indictment of the liberation dream and the promise of independence.
This is not the Zimbabwe that the citizens had hoped for. We urge every citizen to ensure that they perform their civic duty by voting en mass in the coming election for ethical, competent leaders who will usher in a New Great Zimbabwe with dignity, prosperity and freedom for all.
