MDC Manicaland legislator Trevor Saruwaka has claimed that President Emmerson Mnangagwa stole his party’s ideas and incorporated them in the National Budget presented by Finance Minister Patrick Chinamasa last week.
He said that his party is willing to advise Mnangagwa’s administration with more ideas to improve the lives of Zimbabweans. Said Saruwaka:
<blockquote>Our desire as MDC is for Zimbabweans to live well. We have never once refused to advice government to improve the welfare of Zimbabweans. Mnangagwa found it fit to start stealing ideas coming from MDC so that it helps the nation and is something quite commendable and positive. What the nation should realise is that the positive they will see are MDC ideas but those things that will be amiss will be Zanu PF. But when MDC gets custody of government after the next elections things will be even much better. Let them try to copy as much as possible to improve the economy.</blockquote>
He also praised Zanu PF’s approach in coming up with the National Budget and said:
<blockquote>What is exciting is that listening to minister (Patrick) Chinamasa’s Budget you could not hear any mention of sanctions or ZimAsset. This is a clear admission by Zanu PF that they were lost and taking the country up a garden path but policies that were always been promoted by MDC were always good so we are happy if they succeed.</blockquote>

"Mnangagwa Stole Our Ideas": MDC MP Reacts To Budget

Zanu-PF Representative in the United Kingdom and Europe, Nick Mangwana has called on the government to have uniform policies saying it cannot afford to have policy dissonance again. Mangwana was referring to an article which appeared in State media which quoted Public Service, Labour and Social Welfare Minister Petronella Kagonye saying that Registrar-General Tobaiwa Mudede was not going anywhere despite the fact that he was well past the retirement age of 65 years. In the article Kagonye is quoted as saying:
<blockquote>It is important for us to consider social trends and keep abreast with global and continental trends. Our laws must remain relevant and devoid of discrimination against age in this particular context, otherwise, we perish for want of vision.</blockquote>
Mangwana, however, noted that this was at odds with what Finance and Economic Planning Minister Patrick Chinamasa said in his budget statement last week. Said Mangwana:
<blockquote>[The] government can’t afford policy dissonance again. Hon Chinamasa says Civil Servants over 65 to be retired. Hon Kagonye says when it comes to Mudede that’s age discrimination! We can’t have rules for one person and another 4 the rest of us. Especially 1 with archaic views not fit for today.</blockquote>
However, it seems that the article in which Kagonye talks about Chinamasa has been overtaken by events. The minister made her statements last week before the budget had been presented by Chinamasa. In his budget statement Chinamasa had said:
<blockquote>A number of public officials continue to be engaged in the public service well beyond their retirement age.
In this regard, from January 2018 Government will, through the Service Commissions, retire staff above the age of 65. 114. Staff that retire will be assisted with access to capital, to facilitate their meaningful contribution towards economic development, including taking advantage of allocated land, for those who are beneficiaries of the land reform programme.</blockquote>

Govt Cannot Afford Policy Dissonance Over Retirement: Zanu-PF Official Speaks on Tobaiwa Mudede

MDC Alliance principal Tendai Biti trashed the 2018 National Budget presented by Finance Minister Patrick Chinamasa and said that it had “lipstick” reforms which will not do anything to revive the economy.
Biti said the reforms are “lipstick” because they are meant to hide the real issues. He says the dismissal of over 3 000 youth officers is insignificant when Government is paying over 200 000 ghost workers. Said Biti:
<blockquote>We submit that the attempt to deal with the wage bill through the elimination of over 3 000 or so youth officers, the attempt at repealing the Indigenisation and Empowerment Act, the attempt at reining in government expenditure particularly through the curtailing of travel allowances and conditions of service are things that ought to have been done many years ago, but they are nominal, normative and lipstick. If you eliminate 3 000 youth officers where you have ghost workers of over 200 000, then you have a challenge. The inclusive government used to pay 236 000 civil servants and they are now paying 558 000 civil servants and so 200 000 of those are ghost workers so eliminating 3 000 when faced with 200 000 that is lipstick.</blockquote>
MDC-T deputy president Nelson Chamisa said that they will make Government adjust the budget so that the Health Ministry gets more than Defence.

"There's nothing to celebrate in budget": Biti trashes Chinamasa's "lipstick" reforms

It looks like President Emmerson Mnangagwa’s government is serious about corruption. This afternoon in his <a href="http://www.pindula.co.zw/National_Budget_Presentations">budget presentation to parliament</a>, the Minister of Finance Patrick Chinamasa announced that the government is setting up a toll free telephone number in the president’s office for people to report on corruption.
Zimbabwe has been riddled by corruption since independence with increasing magnitude and number of corruption cases every year. The current government is under pressure to show that they are decisive in dealing with this endemic problem if they are to attract the much needed cooperation and support from the international community.
Not only the international community is watching, more importantly all Zimbabweans are watching to see if there will be a real change in how leaders operate.

Citizens Will Be Able To Report Corruption Directly To President's Office Toll Free

Making the 2018 National Budget Presentation on Thursday afternoon, Finance Minister Patrick Chinamasa said that starting in January 2018, Government will retire all civil servants above 65 years. He also said that Government will remove duplication of posts in line with the leaner cabinet that has been put in place.
Chinamasa also said that they will proceed to abolish 3 479 youths officers posts. In August this year, former President Robert Mugabe ordered the reinstatement of over 2 000 youths who had been retrenched from Government. Mugabe claimed that they had been retrenched without Cabinet approval. 
Chinamasa also proposed measures to cut budget expenditure and these include: 
<ul>
<li>cut number of embassies from current 46 </li>
<li>no first class travel for govt officials expect the Presidium</li>
<li>reduction of delegation to foreign assignments </li>
<li>reduce vehicles for top officials from Permanent Secretaries to one</li>
</ul>
In 2016 Chinamasa announced that the government wage bill gobbled up 94 percent of the national budget, which is funded entirely on taxes. As part of the Lima Plan, Zimbabwe committed to reduce the fiscal deficit to sustainable levels through the alignment and re-organisation of the public service. 
The move to lay off civil servants above the retirement age can be seen as an attempt by Chinamasa to fulfill the obligations so that Zimbabwe gets access to fresh capital from the World Bank, International Monetary Fund (IMF) and  the African Development Bank. Zimbabwe has so far managed to repay its debt to the IMF.

<li>The government wants to review charges for mobile money and electronic transactions in order to increase plastic and mobile money transactions and to enforce acceptance of those forms of money by traders.</li>

<li>The Minister says there is need to solve the cash crisis, and to deal with corruption.</li>
<li>He adds that Zimbabwe must pursue international engagement, and ensure that the 2018 elections are credible for investor confidence.</li>
<li> 86% of the exports in Zimbabwe are from mining and tobacco.</li>

<li>The government will abolish 3 479 youth officers posts and freeze the recruitment of non-essential posts.</li>
<li>The fuel benefits for government officers are to be reviewed and only one personal vehicle will be allocated to permanent secretaries of ministries.</li>
<li>Delegations for foreign assignments will be reduced and there will be no first class travel for government officials except for the Presidium.</li>
<li>The government has resolved to downsize the number of diplomatic missions from the current 46 embassies. The embassies require $65 million per year resulting and resulted in a $17,3 million deficit.</li>
<li>ECD is going to be scrapped.</li>
<li>Technically insolvent parastatals which are not strategic will be closed down. Others will be commercialised while others will become part of joint ventures.</li>
<li>The government will set up toll-free lines to the Office of the President to allow citizens to report corruption.</li>
<li>The local authorities will be required to allocate 70% of revenue to service delivery and 30% to wages.</li>
<li>The government will engage the USA, UK and EU at the highest level of debt clearance and support, as well as international financial institutions like the IMF, World Bank.</li>
<li>Indigenisation law will be amended to limit 51:49 local ownership requirement to diamond and platinum mining only. All the other sectors are open to investment from all nationalities</li>
<li> The expected revenue collections for 2018 stand at $5,1 billion and government expenditure is targeted at $5,8 billion.</li>
<li>Government employment costs stand at $3,2 billion.</li>
<li>Expected budget deficit of  $672 million, will be 3.5% of GDP </li>
<li>The government will set up vocational training schools in every district to cater for 180 000 “O” level graduates thrown in the streets each year.</li>
<li>The government will honour its commitment to pay civil servants bonuses in 2018. However,  these will be staggered like what happened in 2017.</li>
<li>A target of 200 ha of land should be put under irrigation per district annually for the next 10 years.</li>
<li>US$ 132 million has been set aside for the 2018 elections </li>

Mnangagwa expected to attend 2018 budget presentation

Acting Finance Minister Patrick Chinamasa is set to present the 2018 National Budget on 7 December.
Former Finance Minister Dr Ignatius Chombo, had initially been scheduled to present the budget on Thursday last week before his arrest and subsequent appearance in court. The 2018 National Budget is largely expected to remain around $4 billion and is expected to give direction to President Mnangagwa’s policies outlined in his inauguration which are aimed at reviving the economy through boosting exports, creating jobs and attracting foreign investment. Said Mnangagwa:
<blockquote>The bottom line is an economy which is back on its feet and in which a variety of players make choices and fulfil roles without doubts, in an environment shorn of fickle policy shifts and unpredictability, Only that way can we recover this economy, create jobs for our youths and reduce poverty for all our people who must witness real, positive changes in their lives.</blockquote>
