Chasi: I've Made A Very Important Decision About My Future

The government has said it is crafting a pricing structure that will see long and extra-long fuel queues disappear in Zimbabwe, ZBC News reports. The government has reportedly hinted that it is crafting a realistic pricing structure since motorists are having a hard time obtaining the precious liquid.
This was revealed by the Energy and Power Development Minister Advocate Fortune Chasi while he was commissioning Petrotrade’s solar-powered service station in Mabvuku yesterday. The minister said:
<blockquote>We are proposing that a new pricing structure that will put an end to these shortages because a lot of fuel was being diverted to the black market</blockquote>

Alex Tawanda Magaisa, the former advisor to Morgan Tsvangirai has said posted a brief summary of how Energy Minister, Advocate Fortune Chasi, herein referred to as Mukanya or sekuru gudo (his surname) was handed a tricky ministry of Energy which was already struggling with the fuel and electricity crisis. I tweeted in response, drawing upon the folk story of gudo (Mukanya) &amp; tsuro. In a bid to win the hearts of girls, Tsuro tricked Mukanya into a battle with a snake. Tsuro had pretended to fight a live snake. Unbeknown to all it was already dead. Mukanya has a torrid time.

Energy Updates From The Minister

Energy Minister, advocate Fortunate Chasi has said that efforts to instal solar power at all Airports were already underway.
Posting on Twitter, Chasi said:
<blockquote>ENERGY UPDATE: Efforts afoot to place all airports on solar… No stopping now.</blockquote>
His remarks come as the country is facing a very huge power deficit which has seen most parts of the country going without power between 0400 hours and 2200 hours.
Zimbabwe power utility, ZESA, has attributed the shortage to dwindling water levels at Kariba Dam which supplies the Kariba South Hydropower Station.
ZESA also say that ageing equipment at the Hwange Thermal power station has contributed immensely to the shortage of electricity in the country.
Resultantly, the country has been engaging its counterparts in the Southern African region in a bid to import more power.
So far, the country has managed to secure 400 megawatts from South Africa power utility, ESKOM and is in the process of securing more power from Mozambique power utility, Hydro Cahorra Bassa.
A huge debt the country owes to both local and foreign power providers is a huge hurdle standing in between ZESA and potential power suppliers.

Following the announcement by the energy minister, advocate Fortune Chasi, that he had fired the entire ZESA Holdings board, a number of social media users have expressed their views. Some are just skeptical of the move praying that he had the right diagnosis of the problem. Some who believe that the retooling of the local power utility was long overdue said that the minister nailed it by starting with governance issues. Others are just hoping he stroke the right key. They said that all they wanted was good governance that uproots any evil or corrupt people from the system. One user said:

How Zimbabweans Responded to "Chasi Fires Entire ZESA Board"

Energy and Power Development Minister Fortune Chasi has announced that the government has, with immediate effect, increased the mandatory ethanol blending of unleaded petrol from 10% to 20%.
The increase is expected to simultaneously reduce the import bill and improve fuel availability since ethanol is locally produced.
The Extraordinary Government Gazette published yesterday in terms of the Petroleum Act (Chapter 13:22): (Excepting from Levels of Mandatory Blending of Anhydrous Ethanol with Unleaded Petrol) Notice 2019 read:
<blockquote>It is hereby notified in terms of Section 4(1) of the Petroleum (Mandatory Blending of Anhydrous Ethanol with Unleaded Petrol) Regulations 2013, published in Statutory Instrument 17 of 2013, that the Minister of Energy and Power Development approves the current level of mandatory blending to 20 per centum.
The consequence of this approval is that all licensed operators shall from the date of publication of this notice, be mandated to sell unleaded petrol which is blended at E20.</blockquote>
Fuel was being blended by 15% until January this year when it was reduced to 5% between February and March due to a shortage of ethanol. The level was subsequently raised to 10 percent owing to improved availability of ethanol from Green Fuel in Chisumbanje.
A <a href="https://pdfs.semanticscholar.org/5c39/dcfad924d22d9cae637750c883a561fa3b26.pdf" rel="noopener noreferrer" target="_blank">2003 research by Journal of KONES Internal Combustion Engines</a> revealed that when ethanol-gasoline blended fuel is used, the engine power and specific fuel consumption of the engine slightly increase; Carbon monoxide emission decreases as a result of the leaning effect caused by the ethanol addition; Hydrocarbon emission decreases in some engine working conditions; and Carbon dioxide emission increases because of the improved combustion.

Govt Increases Mandatory Ethanol Blending Of Unleaded Petrol

Energy Minister, advocate Fortune Chasi has said that renewable energy is the way to go. His remarks follow a meeting with US ambassador to Zimbabwe, Mr. Brian A. Nichols.
The US embassy in Harare said that the meeting was meant to discuss how Zimbabwe’s reforms will promote U.S. investments in traditional and renewable power generation.
Chasi who described the meeting as “Great meeting”, said that he was looking forward to furthering interactions with his US counterpart. He added that the probability of the US investing in into renewable energy is great.
Their meeting comes at a time when Zimbabwe is facing acute shortages of electricity and fuel. Chasi’s appointment resuscitated the hopes of many which were dying as the crises in the energy sector became worse every day.
The power utility, ZESA Holdings has introduced power cut schedules, locally known as load shedding to serve the little power the country is getting. ZESA attributes the shortage of power to shrinking water levels at Kariba dam and also on the debts the country has to power suppliers. As for the shortage of fuel, the major identified issue was the scarcity of foreign currency to import adequate fuel.

Renewable Energy Way To Go: Chasi

Energy and Power Development Minister Fortune Chasi on Wednesday said that the Reserve Bank of Zimbabwe (RBZ) is taking measures to stabilise fuel prices. He said that the measures included maintaining the foreign currency exchange rate for fuel for two weeks to reduce fuel price fluctuations.
Minister Chasi said that price fluctuations were worsening the situation. He said:
<blockquote>One of the challenges we’re having in supplying fuel is related to fuel price fluctuations. In the past, fuel price changes were caused mainly by the changes in the price of fuel on the international market but such changes were usually minimal. 
Now the interbank rate, at least up to the time it stabilises, will also be causing fuel price changes. Currently, the changes are upwards and more significant than the price changes caused by the international prices of fuel. To curtail the fluctuations in the short-term, the Reserve Bank will hold the fuel exchange rate constant for two weeks.</blockquote>
Minister Chasi also opined that the long term solution to the issue was to establish a Fuel Stabilisation Fund which will act as a subsidy to cushion consumers from fuel price increases.

RBZ To Maintain Fuel Exchange Rate For 2 Weeks To Curtail Fuel Price Fluctuations.

Energy Minister, Fortune Chasi has claimed that the fuel supply situation remains constrained due to panic buying by consumers.
Addressing Parliament, Chasi said that speculation was fueling panic buying. He said:
<blockquote>Generally, the fuel supply situation remains constrained due to what we believe is panic buying on the part of consumers. Because of panic buying, not all service stations have fuel at any one time.
This results in queues at service stations that may be having fuel. The market is receiving reasonable volumes of fuel to keep the country running. Panic buying originates from speculation that fuel prices may increase sharply.</blockquote>

"Fuel Supply Situation Remains Constrained Due To Panic Buying", Energy Minister

The minister of Energy, Advocate Fortune Chasi has warned power producers who are failing to resume operations that their licences will be revoked. The move can result in about 30 independent power producers (IPPs) losing licences.
Last Friday, Chasi assured productive sectors of the economy that they would get adequate electricity and fuel to power their operations. Addressing delegates during the Zimbabwe Annual Mining Conference in Victoria Falls, Chasi said:
<blockquote>The ministry is set to launch a Renewable Energy Policy once all approvals have been achieved, which will promote the uptake of renewable energy projects and allow for competitive procurement selection processes for the development of future projects.
This is opposed to the current situation where potential investors solicit for bids and hold on to licences. At the moment, more than 30 entities have been licensed for power generation with capacity in excess of 5 000MW.
Those currently not demonstrating capacity to execute their projects will have their licences revoked to avoid rent-seeking tendencies.</blockquote>
The minister further disclosed that the review of all licences issued to potential investors to establish if the projects will be implemented in the short to medium term is already underway. The Herald reports that about 13 IPPs are already generating up to 13,2MW of power, which is being fed into the national grid.

"Their Licences Will Be Revoked", Chasi Tells Power Producers Failing To Resume Operations

Energy Minister Fortune Chasi and central bank governor John Mangudya have said that foreign fuel suppliers are now demanding cash up front when purchasing fuel since Zimbabwe owes them US$200 million. This is said to have exacerbated the challenges associated with the importation of fuel.
Speaking before the Parliamentary Committee on Thursday, Mangudya said:
<blockquote>Fuel queues are an eyesore, we don’t want to see them. The fuel situation is a symptom of a bigger problem in the economy.</blockquote>
The scarcity of foreign currency has made it difficult for local oil to pay for fuel upfront. Resultantly, the central bank is forced to write a letter of credit to foreign suppliers on behalf of local importers guaranteeing that payment will be made for fuel supplies. Mangudya said the central bank had in the past two weeks issued US$115 million in letters of credit to oil companies to import 170 million litres of fuel, enough to last just over a month.
Companies which supply Zimbabwe with oil, Glencore, Total and <a aria-label="Trafigura (opens in a new tab)" href="https://www.ft.com/content/84d989d6-4f02-11e9-9c76-bf4a0ce37d49" rel="noreferrer noopener" target="_blank">Trafigura</a>, Engen and Independent Petroleum Group still ship fuel to Zimbabwe but keep it in bonded storage on the outskirts of the capital Harare until they have been paid in US dollars.

Foreign Fuel Suppliers Now Demand Cash Up Front As Zimbabwe Owes Them US$200M

Energy and Power Development Minister Advocate Fortune Chasi has warned fuel players to be cautious in their dealings as their actions shall be considered when their licenses become due for renewal in six months.
Chasi claims that some dealers are withholding fuel thereby exacerbating the crisis. The minister, since his appointment, promised to deal with the crisis. He has already claimed that the crisis goes beyond the scarcity of foreign currency as there are errant fuel moguls.
He further noted that whereas ZERA is responsible for regulating competition in the sector, prices remain unchanged at least until next week Thursday when the Ministry is meeting energy players to discuss prices.
The minister also indicated that the ministry has already submitted draft measures against errant fuel retailers to the Attorney General for streamlining.

Chasi Tells Fuel Dealers To Act Knowing Their Licences Are Due For Renewal In 6 Months

Energy Minister, advocate Fortune Chasi has met with fuel players to discuss the fuel crisis. In the video below, he says that the role of regulating competition is for ZERA. He said that ZERA is the regulator hence has the mandate to decide who gets what, when and how. The minister aslo said he shall not interfere with the authority when it is executing its duties and responsibilities. The Sunday Mail’s reporter, Debra Matabvu (DM) conducted an interview with the recently sworn in Minister of Energy and Power Development, Advocate Fortune Chasi (FC). Matabvu wanted to understand on a number of issues including the fuel crisis. Below is an excerpt from the interview:
<blockquote>DM: Lastly, there are some sections of society that say your latest appointment is tantamount to being thrown in the deep end. This is in light of you presiding over electricity and fuel, which is in shortage, what is your response to this as well as your vision?
FC: We need to recognise that the enormity of the task requires commonality of vision and a determination to achieve it.
Resolution of the challenge requires everyone’s cooperation and, in that regard, engagement is key. That is why I have met the players in the petroleum industry. We agreed to work together for the good of our country and the national interest. I want to engage everyone, including the ordinary person. I also need, desperately, to engage commerce and industry to hear their side of issues and them to hear ours.We need to use our fuels and power responsibly and with sensitivity to the implications on the country. We need them (industry) to consider going off grid, by going solar during the day and using Zesa power at night.
We need to do this for many institutions, particularly those that are strategic like hospitals and so on. Many buildings in Harare have spaces for solar installations. We need to invest in solar energy equipment so that we can reduce reliance on traditional sources of power. The private sector will be key in all of this, so will pension funds and any other institution that needs a home for its money. This is a good way to invest. I hereby invite all those interested to contact me so we can commence this conversation.
This will not only save us significant amounts in foreign currency, but it will also make substantial amounts of power available for other purposes. It would be highly irresponsible for me not to pursue this.Econet has led in this enterprise and I want to encourage other corporates to do so.
When I meet industry and commerce, I am hoping to persuade them to take this approach. Above all, it makes serious business sense as it removes uncertainty and assures them of business continuity.
So yes, it is a deep end but my team and I, as well as, the entire power and petroleum industry, will leave a serious imprint.
It will be necessary for me to engage international financial institutions to assist us.
So, only a collaborative approach will yield results. If I am in the deep end, then all of us are. If it is a live snake that has been thrown at me, then I will play my part in its skinning!</blockquote>

Minister of Infomation, Monica Mutsvangwa has issued a statement with regards to the fuel crisis. Mutsvangwa reported that the minister of Energy informed the cabinet yesterday that the country’s fuel supply situation is beginning to stabilise. Advocate Fortune Chasi is also said to have informed cabinet that it had come to his notice that some fuel stations were now charging fuel in USD only and hiking prices as high as $7 per litre. He met the fuel dealers after the cabinet meeting and ordered them to desist from such behavior forthwith. He also warned that Zimbabwe Energy Regulatory Authority personnel shall be out in full force, checking all service stations and those found on the wrong side of the law shall bear the consequences.

"Country's Fuel Supply Situation Is Beginning To Stabilise" - Energy Minister

Minister of Energy and Power Development Advocate Fortune Chasi has promised action to redress the current fuel hikes by fuel players. This comes after reports circulated on social media suggesting that fuel prices had gone up to RTGS$7 per litre.
His remarks come after Zimbabwe Energy Regulatory Authority (ZERA) and permanent secretary in the ministry of Finance George Guvamatanga refuted the reports that the government had increased fuel prices.
Chasi’s sentiments suggest that fuel players have raised fuel prices. Speaking during a post Cabinet briefing in the capital today, Chasi warned that ZERA  will be out in full force enforcing the law. He said:
<blockquote>It is unacceptable for fuel players to insist on US dollar payments only. That is not compliant with their licences. Remedial action will be taken.</blockquote>

"Remedial Action Will Be Taken", Minister Chasi Forewarn Fuel Dealers

Advocate Fortune Chasi, the newly appointed Energy and Power Development Minister has indicated that the scarcity of foreign currency was not the only factor contributing to the fuel crisis.
The minister then called for a full analysis of consumption patterns for fuel and energy with the aim to limit power outages. He said:
<blockquote>At the same time, we also need to do that to the extent that if possible, we can limit load shedding arrangement that is now in place.</blockquote>
Minister Chasi also said that concerted efforts of all stakeholders are key in solving the crisis. He said that ZESA has to take the leading role in the area of power and development.
He also noted the need to conduct an analysis on the fuel shortages which were now a recurrent issue in the country. Chasi said that the perennial crisis has tremendously affected the business community. He said:
<blockquote>We also need to do an analysis as Government to say precisely what is happening in the fuel industry. What are the challenges? I don’t believe that forex shortages are the only factors affecting the fuel situation in the country.</blockquote>
He said that the analysis shall help in identifying consumption patterns. If need be, consumption has to be addressed, he added.

Forex Shortages Not Only Factors Causing Fuel Shortages - Fortune Chasi

Zambezi River Authority (ZRA) and Mozambique’s Hydro Cabora Basa (HCB) are negotiating a deal that might help eradicate Zimbabwe and Zambia’s electricity problems.
The deal is on condition that the ZRA limits water inflows into Mozambique. The lake from which HCB draws water for power generation is full owing to Cyclone Idai and further inflows into the lake will force the opening of flood gates.
ZRA Chief Executive Officer Engineer Munyaradzi Munodawafa said that ZRA is scheduled to meet with the HCB authorities by the end of this month. He said:
<blockquote>By end of this month, we are going to meet and discuss with HCB. They can give us 500MW which can be shared between the two utilities [Kariba North and South power stations]. They have two generators dedicated to supply through Zimbabwe. We are preparing the letters for the negotiations.</blockquote>
Energy and Power Development Minister,  advocate Fortune Chasi said that it is imperative to understand the conditions before committing to anything. He said:
<blockquote>We treat this as an opportunity. We need to have a full understanding of the deal and what conditions HCB wants fulfilled by the Zambezi River Authority.</blockquote>
The development comes when both Zimbabwe and Zambia are facing power shortages following the dwindling water levels in Lake Kariba. Each country’s water allocation towards power generation has been reduced by around 50% to 17 billion cubic metres. ZESA engineers have projected a complete shutdown by September if water continues to decrease at the current rate.

Zambezi River Authority Negotiating Power Deal With Hydro Cabora Basa

The coming in of the new energy Minister, Advocate Fortune Chasi has given Zimbabweans new hope. Resultantly, they have lifted their attention from Finance Minister Mthuli Ncube to the energy minister.
A Daily News article suggests that the fuel crisis can be rectified if Chasi deals decisively with unscrupulous fuel attendants and dealers. The article suggests that these dealers have aided in exacerbating the crisis that initially resulted from limited foreign currency reserves. The article further claims:
<blockquote>Fuel dealers and their service station employees have been conniving not to release all the fuel they get to the motoring public in order to sell it either to friends or to extort bribes from desperate motorists or to sell it on the black market at inflated prices through third parties.</blockquote>
Daily News further urges Chasi to stand firm against corruption which it argued was being tolerated by the former energy minister, Joram Gumbo. It also notes that many citizens’ hopes are now pinned on Chasi. It further reads:
<blockquote>Things on the ground tend to point to a combination of economic malfunction, corruption, and Western sanctions. All eyes are not on Mthuli Ncube but on Chasi. Can his name be of any help or is it his attention to work. The main factor behind the recent shortages, is foreign currency.</blockquote>

Focus On Chasi Gives Mthuli Ncube Some Relief

Chivayo has said that the Gwanda Solar Project Will be a success. He was responding to Energy Minister Advocate Fortune Chasi’s directive to ZESA bosses to recover money paid for the project.
Speaking to ZimLive, Chivayo said that he was looking for an opportunity to present his case to the new minister. Chivayo who is adamant that the project will be a success said:
<blockquote>All I can say is that against all odds, success of the project is inevitable. The minister is a very senior advocate and level-headed politician of unquestionable integrity. When he’s fully briefed of the facts on the ground, he will come up with a conclusion based on an informed position.</blockquote>
Earlier, the new Energy minister had urged ZESA bosses to recover US$5.6 million dollars paid to Intratrek Zimbabwe for the Gwanda Solar Project. The minister has said:
<blockquote>When you pay money, either you get value for your money or you get the money back. It’s that simple. No dilly-dallying.
If you cause financial loss, wilfully or through negligence you’re liable. If there are people who were in ZESA who acted negligently, we would also want that money from them; these are public funds.</blockquote>

Success Of The Project Is Inevitable, Chivayo Responds To Minister Chasi

Advocate Fortune Chasi, the newly appointed Energy Minister has revealed that he did not sleep on the night he was handed the tough Energy and Power Development ministry in a mini-reshuffle by President Emmerson Mnangagwa.
Chasi revealed this after many social media users had suggested that he was waking up to his new job as the minister of Energy. The Ministry is convincingly at a Lazarus moment considering that Zimbabwe is facing a gigantic fuel crisis and a crippling blackout. The minister said:
<blockquote>I’m yet to sleep. How do I?</blockquote>
After studying the task ahead, Chasi concluded that heading the ministry was a mammoth task. He, however, insists that concerted efforts by all stakeholders are bound to bear the desired outcome.
Many social media users were very pessimistic arguing that Chasi was handed “a live snake”. One of his followers on twitter wrote:
<blockquote>Even if you change the bar, as long as you don’t have money to buy alcohol you won’t get drunk.</blockquote>
The tweet suggested that it was not about the rotation of ministers. The government needs to provide, in addition to the human capital, other resources particularly the financial resource which is currently very scarce.
