The arrest of a Zimbabwean man in South Africa for allegedly stealing copper cables has generated a heated online debate. Some individuals have called for a ban on all Zimbabweans from travelling or residing in South Africa as a result of this incident. However, others have come to the defence of Zimbabweans, arguing that it is unfair to judge an entire group of people based on the actions of a few individuals.
The debate emanated from a social media post by PSAFLIVE, an independent online news channel. The news outlet posted:

The Gauteng Crime Prevention Wardens from the Eastern Infrastructure Unit together with Gauteng Traffic Police have arrested an illegal Zimbabwean male whom they found in possession of suspected stolen City Power Cables at Primrose in Germiston. The suspect has been arrested and detained at Primrose SAPS.
</blockquote>
Some people suggested that all Zimbabweans should be banned from entering South Africa and that those already there should be forced to leave. Said Lungs @Lungs_star:
<blockquote>
At this point we must ban all the Zimbos from entering SA, and banish all those that are already here.
</blockquote>
Others have voiced concerns about Zimbabweans and other foreigners living in South Africa, claiming that their activities and livelihoods are unknown. Others called for a thorough clean-up of South Africa, emphasising the need for politicians to prioritise the country’s interests. Others said Julius Malema, the leader of the Economic Freedom Fighters (EFF) should be made aware of these criminal activities. Malema supports a borderless Africa and argues that Zimbabweans too should be allowed in South Africa.
Those defending Zimbabweans have highlighted that every society has both good and bad people, and it is wrong to generalise and stigmatise an entire nationality because of the actions of a few. Journalist Hopewell Chin’ono emphasised the need to separate criminal behaviour from the broader Zimbabwean community. He responded to the post:

Every society has good and bad people. You can’t paint every Zimbabwean as a bad person because of a few bad Zimbabweans that have committed crimes in South Africa. There are Zimbabweans who have run banks, companies like MTN, have invested millions in South Africa and have contributed to South African sports. I own property in South Africa, I have invested there since 2008, I am not a criminal. So I don’t know why I should be only identified through the lenses of bad Zimbabweans and not the good ones. It is the duty of South African police to arrest everyone who commits a crime in South Africa, it is the duty of South African immigration to uphold the laws of your country. When both fail as you insinuate, deal with your government instead of insulting us online. I am not an illegal immigrant when I enter your borders, I enter through your airports because your laws allow me to do so. I have never used a penny of South African public money, instead my investments pay tax which funds your hospitals that I don’t use. So why should I be asked to account for the actions of a few bad Zimbabweans who have committed crimes when I have always been an upright global citizen each time I am in your country?

Chin’ono also highlights that as long as South Africa continues to support rigged elections in Zimbabwe and undermine alternative political players, the immigration issue will persist. He emphasises that defending a corrupt electoral system next door and then complaining about the consequences is hypocritical. The ANC, which is the ruling party in South Africa, has been known to support ZANU PF, the ruling political party in Zimbabwe. ZANU PF is accused of being corrupt and running the country’s economy into the ground. As a result, many Zimbabweans have been forced to leave their country and go abroad in search of better opportunities.

Some South Africans Call For Ban On Zimbabweans After Arrest Of Copper Cable Thief

Zimbabwe’s ambassador to South Africa, David Hamadziripi, has appealed to his compatriots who reside in the neighbouring country to respect its laws.
Speaking in Pretoria on Thursday, Hamadziripi said not all Zimbabweans residing in South Africa are involved in criminal activities. He said:

Clearly, it is like in any basket, you will get bad apples. There are those focused on them.
We have thousands of Zimbabweans making positive contributions in South Africa.
We don’t hear much about them. We hear (only) about those who tarnish the name of Zimbabwe.
In our country, we want everybody to respect the law. We also expect them to respect the laws of South Africa.

Hamadziripi said Zimbabwe was worried about the ill-treatment of its citizens by South Africans. He said:

Our route is through the Department of International Relations and Cooperation (Dirco) to raise our concerns.
This is not the right thing to prevent people from accessing public services.
We have raised that with Dirco about such treatment. We wish those practices to stop.
Regarding those who were recently evicted from a building in Johannesburg, we interacted with authorities, including the police.
Our government has provided funding to assist those people who wish to return home.
Where our people need assistance, we have mobilised to help them.

SA: Ambassador Hamadziripi Says Majority Of Zimbabweans Are Law-abiding

Three Zimbabwean nationals were burnt to death in Chavani Village outside Elim on Saturday, reported <a href="https://www.groundup.org.za/article/three-zimbabweans-burnt-to-death-in-elim/">GroundUp</a>.
The three Zimbabweans had been accused of stealing cables and solar panels.
Following the attack, about 200 immigrants fled their homes into the bush or other villages. Some were forced out of their houses by vigilante groups.
Makhado police spokesperson Sergeant Tshifhiwa Irene Radzilani said the three Zimbabweans “were burnt beyond recognition”. 
Police have opened murder cases but no arrests have been made.
Malume Chinabwa, from the Kagisano (seTswana for living together harmoniously) programme, run by the Lawyers for Human Rights (LHR) in Elim and Musina said:

Since Saturday more than 200 foreigners – Zimbabweans, Mozambicans and Malawians – have been calling me for assistance.
During the day, they try to visit townships where they are not known, in search of food but spend the night in bushes.
</blockquote>
Elim resident Francis Thiba told GroundUp that at about 6 PM on Saturday a group of youths, including women, came to his residence.
He said his wife and three children were ordered to leave and they fled to the bush. Police later rescued them the same day.
Thiba was beaten on the head and in the face before he was rescued by Waterval police at about 7 PM who took him to Elim hospital.
He was discharged on Tuesday and joined his family at Waterval police station, where they had sheltered for three days.
Thiba, who has been living in Shirley village, Elim, for over ten years, has been in South Africa since 2000.
He said they are prepared to leave for Zimbabwe, but he has no money for transport.
Meanwhile, police have called on the community not to take the law into their hands.

A video circulating on social media has shown Zimbabweans being driven away, taunted as “amakwerekwere” and harassed in South Africa reflecting the rising anti-immigration sentiment and intense Afrophobia, public hostility and populism by political parties using immigration issues to win support. The video below was shot at a company called Ortimo Gosforth in Germiston, South Africa.

This comes as South Africa has announced that it would not extend them beyond December 31.
Millions of Zimbabweans are living and working in South Africa the majority of which does not have the required documents.

The Botswana government has issued a travel warning to its citizens destined for South Africa as violence targeting foreigners increases in that country.
Human Rights Watch Director for Southern Africa region, Dewa Mavinga claims that the unrest erupted when a <a href="https://news.pindula.co.zw/2020/01/23/xenophobic-attacks-erupt-in-joburg-after-zimbabwean-man-kills-sa-police-officer-report/">“Zimbabwean national allegedly killed a police officer in Diepsloot, Johannesburg on 17 January. The killing sparked Xenophobic violence which is raging still.”</a>
The attacks, targeting foreign nationals in South Africa, are likely to affect trade in the region. Botswana, for instance, is dependent on South Africa for food imports and petroleum products.
Gaborone-based political analyst Lawrence Ookeditse says all affected countries should voice their concerns to the South African government and bring back their emissaries if necessary.
Meanwhile, Botswana’s president, Mokgweetsi Masisi, flew to Cape Town on Tuesday for the World Economic Forum on Africa when leaders from the Democratic Republic of Congo, Malawi and Rwanda have pulled out of the meeting, amid concerns over the deteriorating situation.
Violence targeted at foreign nationals and their businesses also erupted in South Africa last year and HRW in its <a href="https://www.hrw.org/world-report/2020/country-chapters/south-africa" rel="noopener noreferrer" target="_blank">World Report 2020</a> attributed the violence to economic insecurity, poverty, high unemployment and rhetoric by government officials, among other factors, led to the xenophobic violence, said the report.

Botswana Government Issues Travel Alert To Citizens Destined For South Africa

Refugees in South Africa have clashed with the police after they had protested in the mid hours of Wednesday morning demanding to be relocated to another country.
Zim Morning Post reports that refugees want to be relocated arguing that the South Africa government has failed to extinguish the ongoing violence targeted at foreign nationals in that country.
The publication further reports that the clash with the police left a huge number of protesters injured and in need of immediate medication.
The violence started in August with South Africa nationals reportedly burning vehicles and shops owned by or where foreign nationals were employed saying they were taking away business and jobs from local nationals.
South Africa has been a place of refuge to thousands of Africans including Zimbabweans who escaped socio-economic and political crises in their countries.

The president of South Africa, Cyril Ramaphosa has sent special envoys to countries whose citizens were mostly affected by xenophobic attacks in that country.
The envoys were sent to Nigeria, Niger, Ghana, Senegal, Tanzania, the Democratic Republic of the Congo and Zambia to mend relations.
Foreign nationals-targeted violence broke out in South Africa amidst growing unemployment rates in that country.
South Africa nationals claim that foreign nationals residing in that country are taking away their jobs and are negatively impacting on salaries as desperation compels them to accept paltry salaries and wages.

WATCH: Remains Of Zimbabwean Boy Burnt Alive In SA Repatriated

The Minister of Foreign Affairs and International Trade, Sibusiso Moyo informed the 32nd Cabinet meeting held on Tuesday that a total of 171 Zimbabwean nationals had been affected by the current xenophobic or Afrophobic attacks in South Africa.
Moyo also indicated that two of them had lost their lives already. He also said that as a result of the violence, plans are underway to urgently repatriate the affected citizens back home.
The minister also indicated that the Zimbabwean embassy in South Africa is in the process of engaging some international organisations for support to the affected citizens.
He also said that the government continues to monitor the situation with a view to escalating the evacuation exercise should the situation deteriorate.

South Africa has closed its embassy in Nigeria as it fears for the safety of its staff. Reports suggest that Nigeria nationals this week burnt shops owned by South Africans in response to violent attacks against foreign nationals residing in South Africa. Nigeria authorities threatened, in response to violence in South Africa, to take “definitive” measures to ensure the safety of its citizens. Later, Nigeria revealed plans to roll out a voluntary repatriation process. Although it is not clear what sparked the violence in South Africa, the chaos coincided with protests called by an unidentified local truck drivers association that accuses truck owners of employing foreigners ahead of South Africa nationals.

Justice Minister, Ziyambi Ziyambi has said that President Emmerson Mnangagwa will meet with President Cyril Ramaphosa and other SADC leaders to discuss violent attacks targeted at foreign nationals.
Mnangagwa who is the current chairperson of the SADC Organ on Politics, Defence and Security Cooperation is currently in South Africa attending the World Economic Forum meeting.
Ziyambi also said that the violence now constituted a security threat to the whole region. Speaking on Afrophobia, he said:
<blockquote>This has become a serious security issue in the region and I understand the President will discuss the matter with  President Ramaphosa  and other SADC leaders to have stability in the region.
This is also going to be one of the major talking points at the WEF. The violence has also prompted President Mnangagwa to attend the WEF and find ways to end the xenophobic attacks.  Other SADC leaders face the same problem.</blockquote>
Analysts have been saying that Mnangagwa is “heartless” as he was not taking bold steps to address the South Africa crisis.
They argued that Zimbabwe was to be on the forefront denouncing violence as South Africa houses scores of Zimbabweans who skipped the borders in search of greener pastures.
Their remarks come as other African countries have taken measures including cancelling football matches with South Africa or engaging South Africa authorities as a way to show displeasure in the way foreign nationals were being treated in South Africa.

"ED Will Discuss Afrophobia With Ramaphosa  & Other SADC Leaders" - Justice Minister

Madagascar has declined the invitation by South Africa to a friendly football match citing security of the delegation of Madagascar and Malagasy nationals in South Africa. In a press statement, the Malagasy Football Federation (FMF) apologised to South Africa who had already started preparing for the match. The press statement reads as follows:
<blockquote>The Malagasy Football Federation (FMF) has been approached by the South African Football Federation (SAFA) to organize a friendly match between the national team of Madagascar and that of South Africa.
Honoured by this consideration, and finding the interesting opportunity to prepare the Malagasy national team for the different deadlines that await them, the FMF initially gave its agreement in principle for the organisation of the meeting.
However, after having agreed with Malagasy national institutions in particular regarding the security of the delegation of Madagascar and Malagasy nationals in South Africa, it was found necessary and judicious to decline the invitation.
The Malagasy national team will continue its reunion in Madagascar and will see its elements return to their respective clubs after the FIFA date.
Finally, the FMF apologises to SAFA for the efforts they have begun to organise the meeting, and also supporters of Malagasy football who looked forward to the match. </blockquote>
South Africa engaged Madagascar after Zambia had cancelled their friendly match over the violent attacks targeted at foreign nationals in South Africa.
Meanwhile, Zimbabwe plays South Africa on Friday at Orlando Stadium.

The government of Nigeria has announced that it intends to begin a voluntary repatriation of its citizens residing in South Africa as violent attacks targeting foreign nationals intensify.
Nigeria’s Foreign Affairs Minister, Geoffrey Jideofor Kwusike Onyeama, announced on Wednesday that the exercise will commence tomorrow Friday.
The government asked citizens interested to go to the country’s embassy in Pretoria.

The government added that the Proprietor of Air Peace Airlines, Chief Allen Onyema, has volunteered to send an aircraft from Friday, 6th September 2019 to evacuate Nigerians who wish to return to Nigeria free of charge. The government added:
