Public workers and the government have agreed on a new salary package but the parties still have differences that need to be ironed out.
On Friday, the government and representatives of civil servants met under the auspices of the National Joint Negotiating Council (NJNC).
Speaking to <a href="https://www.chronicle.co.zw/govt-workers-agree-on-salary-review/">New Ziana</a>, Public Service, Labour and Social Welfare Minister, Paul Mavima said the salary negotiations will continue on Thursday this week. He said:

Negotiations are continuing. There are a few sticking points that can be resolved. They will sit again on Thursday to continue with the negotiations.
[However] we are not going to disclose what we offered. But the fact that they went back to the negotiating table means there was a variation. We would not go back without a variation.

Secretary general of the Zimbabwe Confederation of Public Sector Workers Unions, David Dzatsunga, said:

The Government did come up with a substantially reviewed offer, which was a fairly reasonable response to our demands.
The offer, though it was speaking to our counteroffer, there were some sticking points of equality where we felt that all workers should be treated equally.
Within their offer, there were some measures that we felt would, in a way, divide the workers.
We are saying that the reviewed salaries should be backdated to January while the Government offer is from April 1st.
We are going to have to persuade them to backdate the offer.

Minister Mavima Speaks On Civil Servants Salary Negotiations

Civil servants reportedly rejected a US$50 salary increment offered by the Government during a National Joint Negotiating Council (NJNC) meeting held last week Friday.
On Thursday 02 March, the government reportedly offered civil servants a 50% Zimbabwe dollar increment and a US$20 hike which was rejected.
Then on Friday, 10 March, the government offered to increase civil servants’ gross salaries in local currency from 50% to 100% and reconfigured the COVID-19 allowance and the cushion allowance from the previously offered US$220 to US$250.
Representatives of the civil servants under the Zimbabwe Congress of Public Sector Trade Unions (ZCPSTU), did not disclose the figures tabled by the government during the negotiations.
In a statement issued on Friday, ZCPSTU only said there were issues that they did not agree with during the negotiations. Part of the statement reads:

The government made several concessions on our demands, but there are outstanding issues.
As a workers’ team of negotiators, we requested the government team of negotiators to engage their principals and make further consultations about the outstanding demands.
The meeting has agreed to meet on March 16, 2023, for feedback from the government’s side.

Govt, Civil Servants Representatives To Meet Again On 16 March

An investigation by an online publication, The NewsHawks, has revealed the pay hike offer the government made to public sector workers at the National Joint Negotiation Council (NJNC) meeting that was held in Harare last week.
The salary negotiations were held on the 9th-floor boardroom of the Kaguvi Building in Harare between representatives of the Public Service Commission (PSC) and the Zimbabwe Congress of Public Sector Trade Unions (ZCPSTU).
The meeting ended in a deadlock and the negotiations were postponed to Thursday (today).
Speaking after last week’s meeting, ZCPSTU chairperson Cecilia Alexander said they agreed not to publicise the government’s offer until an agreement has been reached.
According to <a href="https://thenewshawks.com/hidden-pay-hike-offer-to-civil-servants-unmasked/">The NewsHawks</a>, the government offered: a 50% Zimdollar increment, US$20 across the board, US$50 teaching allowance converted to Zimdollars on the prevailing interbank market rate and US$30 to the rest of the public sector workers, also converted to local currency.
The civil servants’ demand through ZCPSTU was US$840 salaries, an increase on the US$540 that they have long been clamouring for.
Teachers are currently earning a minimum of ZWL$36 000 and US$120, plus US$75 COVID-19 allowance.

Govt Pay Hike Offer Rejected By Civil Servants "Revealed"

Civil servants have urged Parliament to investigate the Premier Service Medical Aid Society (PSMAS) to establish the cause for the closure of health facilities owned by its subsidiary, Premier Service Medical Investments (PSMI).
PSMAS provides medical cover for almost all State employees as well as other people who are not members of the civil service.
According to <a href="https://www.herald.co.zw/public-workers-want-parly-to-investigate-psmas/">The Herald</a>, civil servants’ premiums are subsided by the government while PSMAS members outside the civil service pay a higher tariff as they do not get a Government subsidy.
The closure of PSMI clinics, pharmacies and hospitals has forced members to move into the private sector and make co-payments even when their cards are accepted.
Representatives of the Zimbabwe Confederation of Public Sector Trade Unions (formerly Apex Council) on Monday appeared before the Portfolio Committee on Public Service, Labour and Social Welfare.
Speaking before the Committee, ZCPSTU secretary general David Dzatsunga said the situation has become dire for civil servants. He said:

When it comes to PSMAS, most of the PSMI institutions are closed and the situation has become dire for civil servants who cannot afford the high tariffs charged by private doctors and institutions.
… As a committee you can engage with the regulator of medical aid societies (Ministry of Health and Child Care, Air Commodore Dr. Jasper Chimedza), PSMAS and the Public Service Commission.
These are the institutions you may want to engage and get to know what exactly is going on.

PSMAS and its subsidiaries have also failed to pay workers for several months, with the bulk of company resources reportedly being channeled to management welfare.

Civil Servants Want Parliament To Investigate PSMAS

Civil servants rejected a salary offer tabled by the government during a National Joint Negotiation Council (NJNC) meeting held in Harare on Thursday.
Zimbabwe Congress of Public Sector Trade Unions (ZCPSTU) chairperson Cecilia Alexander told <a href="https://www.newsday.co.zw/local-news/article/200008230/no-joy-for-civil-servantsas-govt-tables-paltry-offer">NewsDay</a> that what the government had offered was too little and embarrassing.
She said the parties agreed not to publicise the offer until an agreement has been reached. Said Alexander:
<blockquote>
We agreed with the government not to publicise the offer in order for negotiations to proceed in good faith. We outrightly rejected the offer from the government.
What government offered as increments were too little from what we are asking. However, we agreed on further engagements.
We allowed the government to make further consultations so that it comes up with meaningful proposals at the negotiation table.
In other issues, we deliberated on the issue of school fees payment for teachers’ children, to which we agreed that both parties (government and ZCPSTU) should follow up on the matter to ensure that every eligible teacher benefits from the incentive.
</blockquote>
The NJNC will meet again on Thursday next week for further deliberations.
Under the NJNC, civil servants are demanding a salary increment that will see the least-paid worker earning US$840.
Currently, teachers are earning at least $36 000 and US$120, plus a US$75 COVID-19 allowance.

Civil Servants Reject Latest Government Salary Increment Offer

The government says it is experiencing financial constraints and therefore cannot afford to pay civil servants bonuses at once, and will spread the payment of the 13th cheque over two months, that is, November and December.
This came out during a National Joint Negotiating Council (NJNC) meeting held on Monday, 7 November 2022, in Harare.
The NJNC brings together the government and unions representing civil servants for negotiations on the latter’s salaries and conditions of service.
During yesterday’s NJNC meeting, the government said it would pay all employees 50% of their bonuses this month, while the balance would be paid next month.
Addressing reporters after the meeting, Zimbabwe Confederation of Public Sector Unions president Cecilia Alexander said it was agreed that all civil servants from the deputy director level and below would receive their bonuses unconditionally. She said:

The workers’ side representatives met with the government on the 7th of November 2022 to deliberate on quite a number of issues, chief among them is the payment modalities of 2022 annual bonuses.
The meeting agreed that all civil servants from deputy director grade and below will receive their bonuses unconditionally.
The bonuses will be accorded in two tranches starting from November to December across the board.
Fifty percent of the annual bonus will be paid per the said months plus the usual earnings.

Alexander said outstanding fees for teachers’ children would also be paid in batches for all terms in December through the Salary Service Bureau. She added:

On performance advancement, all members will be rightfully placed in their grades in January 2023, while the arrears will be worked upon thereafter.

Progressive Teachers Union of Zimbabwe (PTUZ) secretary-general Raymond Majongwe, said while the government should be commended for paying bonuses unconditionally, it was disheartening that teachers were paid far less compared to other civil servants. Said Majongwe:

We applaud the government’s first step to treat all workers unconditionally. However, we continue imploring the employer to do likewise on salary earnings.
We are not happy with the current salary discrepancies that have seen teachers earning less than the rest of the civil servants when we are working for the same employer.

The government on Monday reversed its controversial plan to pay performance-based bonuses to some civil servants.
In the past, the government had paid a uniform 13th cheque to public sector workers but recently announced that only deserving workers will get a bonus.
A National Joint Negotiating Council (NJNC) meeting was held today where public sector union representatives pressed the government to scrap its plan to award bonuses based on performance.
Cecilia Alexander, the president of the Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU), told reporters:

The workers’ side representatives met the government to deliberate on quite a number of issues, chief among them the payment modalities of the 2022 annual bonus.
The meeting resolved that all civil servants from deputy director grade and below will receive their bonuses unconditionally.

She said the government cited cash-flow challenges and as a result agreed to pay the bonus over two months, with half of the bonus payment set to be effected alongside November salaries, and the other in December.
Alexander also said the government committed to paying outstanding school fees for teachers’ children in December.

Govt Scraps Performance-based Bonus For Junior Civil Servants

The National Joint Negotiating Council (NJNC) is scheduled to meet on Monday morning with the issue of modalities for the payment of the 2022 bonus on the agenda.
The NJNC brings together the government and unions representing civil servants for negotiations on the latter’s salaries and conditions of service.
A letter dated 7 November 2022, addressed to Apex Council chairperson, Cecilia Alexander, by the NJNC chairman, reads in part:

The Chairperson of the National Joint Negotiation Council (NJNC) invites members to an NJNC meeting to be held on 07 November 2022 at 1100hrs in the 9th Floor Boardroom, Kaguvi Building.
</blockquote>
Last week, the Minister of Public Service, Labour and Social Welfare Paul Mavima said that civil servants will start receiving the 13th cheque this month.
He, however, said some top civil servants, that is, heads of Government departments who signed performance contracts will not receive their bonuses if they fail to meet their targets.
Civil servants are demanding an unconditional 13th cheque and a living wage.

Govt, Civil Servants' Unions Meet This Monday

Teachers have grudgingly welcomed the upward review of public sector workers’ USD allowances to US$200 from US$175.
The new salary regime was tabled on Tuesday during a meeting of the National Joint Negotiating Council (NJNC).
The government also pledged to continue paying the annual bonus, a 13th cheque, in foreign currency as was done last year but the full details of that payment are yet to be revealed.
Secretary-General of the Association of School Heads Munyaradzi Majoni said they welcomed the increment but they want teachers’ salaries and allowances to be at par with the rest of the civil service. He said:
<blockquote>
Any increment is welcome though we are still lagging behind when compared to other Government departments.
Education is paid five times less than nurses and other civil servants.
Our allowances are too low and the allowances should be the same for all civil servants But we welcome the increment.
</blockquote>
The chairperson of the National Association of Primary Schools, Cynthia Khumalo, said the increment is better than nothing. She said:
<blockquote>
We appreciate the increment but we want the authorities to look further into the issue because 25 per cent will not change anything. It is difficult to accept but at least the increment is better than nothing.
We want the money to be reviewed to US$540 because we once earned that money sometime back during the dollarisation era.

Zimbabwe Teachers’ Union (ZIMTA) secretary-general Goodwill Taderera said:
<blockquote>
The money is not adequate or to our expectations. When the minister promised us an increment, we had higher expectations.
We want social dialogue to prevail so that we can address our concerns to the Government.
</blockquote>
The outcome of Tuesday’s NJNC meeting was confirmed by Apex Council chairperson Cecelia Alexander. She said:

The employer offered an increase of 25 per cent on the USD$100 to make it US$125 and maintained the USD$75 COVID-19 allowance to make the total US dollar package US$200 with effect from September 1, 2022.
The workers acknowledged the increase but chose to wait for specific modalities on how this is going to be implemented
The employer did not offer or table any increase on the Zimbabwe dollar salary and the workers demanded that this be also reviewed without fail.
In the end, the Government side asked for time out to consult.

"Teachers Paid Five Times Less Than Other Civil Servants"

Civil servants say the government has promised to consider increasing the United States dollar component of their salaries and also review the portion paid in Zimbabwe dollars in September this year.
Forty (40) trade unions representing civil servants met Finance and Economic Development Minister Mthuli Ncube in Harare on Monday to discuss salaries and conditions of service.
In a statement after the meeting, which was also attended by Public Service, Labour and Social Welfare Minister Paul Mavima and other government officials, Zimbabwe Congress of Public Sector Trade Unions (ZCPSTU), formerly the Civil Service Apex Council, said:
<blockquote>
The Minister of Finance in response stressed that government treats the welfare of civil servants as a priority but was unequivocal that government does not yet have the capacity to pay the entire salary bill in US dollars.
Government will, however, review the situation in September to see if there is scope to increase the US and as well the Zimdollar components premised on revenue inflows.
He did not rule out the possibility of part US dollar salaries though but was cautious to commit himself.

Civil servants are currently getting US$175 in allowances, but their salaries are paid in Zimbabwe dollars.
Last week, the majority of civil servants ignored the call to take part in the two-day national strike that was planned for Wednesday and Thursday.
Union leaders later said the strike failed because civil servants were afraid of reprisals from their employer such as docked salaries and omission from future national programmes, among other reasons.

The Government has invited the Apex Council, the union representing all civil servants for a meeting on 11 July 2022.
In a letter addressed to Apex Council chairperson, Cecilia Alexander, dated 6 July 2022, the chairman of the National Joint Negotiating Council (NJNC) C Matorera, said the Government will give feedback on the Cost of Living Adjustment proposals by civil servants.
The last NJNC meeting was held in Harare on Friday, 17 June 2022 where the government offered its workers a 100% pay increase which civil servants flatly rejected.
Civil servants are demanding a pre-October 2018 salary level of US$540 a month for the lowest-paid worker.
Secretary-General of the Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU), formerly Apex Council, recently said civil servants will only consider a US dollar offer from their employer. He said:

We gave the government representatives a position that workers are only accepting US$ salary.
They said we don’t have a mandate from the principles to speak to that and they asked for time to consult.
They should just put a mind to it that what can one do with ZWL$, where can you buy, you go to the black market to access US$ as everything now needs forex for example landlords need hard currency, fuel requires the same, passport and schools hence no need for the local currency offer.
If we don’t get US$ we are excluded from the economy.
We flatly rejected the 100% ZWL$ increment and anything to do with the ZWL$ as it will not mean anything especially when the authorities say the effective date will be July 1.
If we negotiate now, by the time that money gets into our account it will not mean anything.

Govt, Civil Servants' Representatives Meet On 11 July

The Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU), formerly the Civil Service Apex Council, has demanded an apology from the permanent secretary in the Ministry of Finance and Economic Development, George Guvamatanga for his recent remarks on civil servants’ pre-October 2018 salaries.
Addressing the media alongside treasury boss Mthuli Ncube on Monday, Guvamatanga claimed that civil servants never earned US$540 as of pre-October 2018.
ZCPSTU on Wednesday said they were “disturbed” by the comments and demanded that Guvamatanga apologise. The union said:
<blockquote>
We are disturbed by the misleading utterances by the Finance Secretary. He referred to the official exchange rate of 2.5, of which, if he was in the country at that material time, he would know there was only one currency, the USD.
It is our contention that the secretary misinformed the nation and would do well to honourably apologise.
</blockquote>
ZCPSTU has also rejected the 100% salary increment by the government to be effected on 1 July 2022, calling it “a non-event”.
Civil servants and government representatives met almost a fortnight ago under the National Joint Negotiating Committee (NJNC) to deliberate on civil servants’ salaries and conditions of service.
The meeting ended in a deadlock after civil servants rejected a 100 per cent salary hike and instead demanded the restoration of their pre-October 2018 salaries. ZCPSTU said:

The much-touted ZWL Cost of Living Adjustment to be effected on July 1, 2022, was flatly rejected by the workers at the last NJNC meeting of June 17, 2022, and therefore is a non-event.
At that said NJNC, we advised the government not to bring to the bargaining table a ZWL offer for obvious reasons.

Civil servants say they will not accept a Zimbabwe dollar salary increment and will only consider a US dollar offer from their employer.

Last week, civil servants rejected the government’s 100% Zimbabwe dollar salary increment.
The lowest civil servant earns about ZWL$18 000 plus an allowance of US$175.
Another National Joint Negotiating Council (NJNC) meeting is expected this week to break the deadlock.
Civil servants are demanding a pre-October 2018 salary level of US$540 a month.
The cost of living for a family of six is now over ZWL$133 000 per month, with the average civil servant earning less than that figure.

"Civil Servants Won't Consider A Zimbabwe Dollar Salary Offer"

The Zimbabwe Republic Police (ZRP) on Friday ordered civil servants to cancel their planned march over poor salaries on the pretext that the situation in the country is tense.
About 16 unions representing civil servants under the Zimbabwe Confederation of Public Sector Trade Unions (ZCPTSU) had planned to hand over a petition to the government over poor salaries today.
On 26 March, the police wrote to the Unions, allowing the march to go ahead, reported NewZimbabwe.com.
But on Friday morning, three police vehicles with armed anti-riot officers were deployed to the Public Service Association (PSA) building at Livingstone Avenue and Third Street, Harare.
The police officers instructed the civil servants’ representatives to defer the march.
Addressing journalists during a press conference, PCPTSU secretary-general, David Dzatsunga, said:
<blockquote>
We had intended to hold our march to serve the ministries of Labour and Finance respectively and parliament with petitions over civil servants’ salaries, but the police informed us that the situation in the capital is tense.
The police alleged our procession could end up being hijacked by some other unscrupulous elements, leading to an uncontrollable chaotic situation.
It is for that reason that we had to defer the march to sometime soon.
Certainly in the coming week, we should be able to do that action, which is overdue.

Dzatsunga said they wrote to the Ministry of Public Service and Social Welfare several times requesting an urgent meeting to deliberate on civil servants’ conditions of service. Said Dzatsunga:

We have written to the ministry of Public Service four times now requesting an urgent meeting.
It is common cause that the current economic environment, the hyper-inflationary environment, and the exchange rate madness that is facing us as a nation, are hitting hard on civil servants and all workers in general.
The ministers have not replied to our correspondence to date. Ministers prefer to talk about our grievances through the press without engaging us.
We believe this is not professional, as we write to them officially.

He also criticised the Government for suspending teachers who failed to report for duty last term due to incapacitation.
The Government also deducted the teachers’ salaries and summoned them to appear for disciplinary hearings.
Dzatsunga described the move as victimisation and harassment of civil servants by the Public Service Commission (PSC).

Police Block Civil Servants’ Demonstration In Harare

Civil servants’ representatives have submitted a request to the Government for a National Joint Negotiating Committee (NJNC) meeting.
NJNC comprises Government and public service representatives under the banner of the Zimbabwe Confederation of Public Sector Trade Unions.
It is a platform where the two parties meet to deliberate on civil servants’ conditions of service.
Public Service, Labour and Social Welfare Minister Professor Paul Mavima said:
<blockquote>
I am aware that civil servants have requested a meeting of the NJNC.
It will be arranged at the earliest convenience for both parties and in line with the Government’s commitment to always review and improve the conditions of service of civil servants.
</blockquote>
Public Service Commission (PSC) Secretary, Jonathan Wutawunashe, said the Government understands the challenges civil servants are facing. Said Wutawunashe:

In the normal rhythm of things, civil servants are responding to inflationary pressures and are seeking an improvement in their salaries.
I think we need to commend the civil servants because they are continuing to come to work taking advantage of some cushioning measures taken by the employer.

Last week, Wutawunashe announced that the Government had released $2.6 billion for tuition fees for teachers’ children. He said:

Details of 103 556 children of some 52 171 teachers from all the 10 provinces have so far been identified by schools as eligible for this benefit.
In February this year, as a way of improving the welfare of teachers and as part of a host of other incentives extended to civil servants, the Government made an undertaking to pay school fees for up to three biological children per teaching family, paying up to $20 000 per child per term. These payments would be made directly to schools.
Given the sheer scale of the exercise, Government is aware that there may be schools which are yet to furnish the requisite details but has taken the decision to make disbursements in respect of schoolchildren whose details have been verified and submitted by schools while awaiting the completion of the exercise in respect of those whose details may still be outstanding.
For that reason, parents whose children’s details have been provided will shortly receive the benefit in respect of Term 1, which will be followed by the disbursement by the Government of fees due for Term 2.

Civil Servants Request A Salaries' Indaba With Govt

Civil servants say they are now able to go to work after the Government awarded them a 20 per cent Zimbabwe dollar salary increment plus an additional US$100 cash allowance, among other incentives.
In an interview with Zimpapers Television Network (ZTN), the secretary for the Public Sector Trade Unions David Dzatsunga said while the salary adjustment is not good enough, it should at least be enough to enable civil servants to return to work. He said:

We believe that these new measures will certainly make it difficult to justify incapacitation.
With US$175, the RTGS component could amount to an extra US$100 and we are looking at US$375 for the lowest worker on the current obtaining parallel market rate.
I believe that US$375 should be enough, it’s not good enough, it’s not the best, but it should be enough for someone to get to work.

Teachers downed tools when schools opened for the 2022 first term on Monday citing incapacitation and the Government responded by suspending the striking teachers.
Dzatsunga said they were in negotiations with the Government over the suspension of the teachers. He said:

We had a fallout on the Government side with the threat to punish teachers who didn’t travel to their workstations because of incapacitation.
They have genuine problems of incapacitation and the divide was too wide between the poverty line and their income.

Also speaking to ZTN, Minister of Public Service, Labour and Social Welfare Paul Mavima called for cool heads on both sides for progress’ sake. Said Mavima:

It’s almost a matter that is sub judice because there are now court challenges and other things like that.
It’s not proper for us to be dragging each other through the courts and it’s not proper for the learners of this country to not be attended to as the Government is making frantic and very genuine efforts to improve the conditions of service of the workers.
I would appeal to everyone to really maintain a position of rationality so that we can move our country forward.

Civil Servants Say Latest Salary Increment Is 'Enough'

Civil servants have slammed the government for unilateralism when making decisions that affect them while using intimidation tactics to force them to toe the line.
This comes after the Public Service Commission (PSC) on Friday announced that the Salary Service Bureau (SSB) will pay workers in accordance with their attendance at work.
Zimbabwe Confederation of Public Sector Trade Unions secretary-general David Dzatsunga said they were not consulted about the new policy that will have serious repercussions for civil servants. Dzatsunga said:
<blockquote>
This is an unexpected and unfortunate reaction to the incapacitated civil servants.
The government is intimidating the civil servants, rather than engaging them.
Of late, we have noted unilateralism by the government on issues affecting workers.
The public service should go back to the rules of engagement. It is not proper to impose policies unilaterally when there are established institutions to represent the workers.

Zimbabwe Congress of Trade Unions (ZCTU) secretary-general, Japhet Moyo urged the government to respect workers’ rights. He said:

Where workers are engaged in sanctioned protests, they should receive their salaries and not be threatened.

Zimbabwe Nurses Association (ZINA) president Enock Dongo reminded the government that workers are forced by circumstances not to report for duty. Said Dongo:

The no work no pay policy is a clear indication that government is not concerned about the welfare of its workers.
Workers do not intentionally abscond from work, but they are forced by the circumstances.
In this case, poor wages are forcing civil servants to abscond duty.
Where there are issues of concern among civil servants, the government has always blamed the workers for the discontent, which is not the way they should address the issues.

Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) leader, Obert Masaraure described the government’s decision as “an empty threat.” He vowed teachers will continue demanding better wages.

Govt, Civil Servants On Collision Course

Public Service, Labour and Social Welfare Minister Paul Mavima has pleaded with civil servants to exercise patience, saying the government is committed to improving their conditions of service in line with the prevailing economic environment.
Mavima said the Government will increase civil servants’ salaries guided by stabilisation of the economy which will take a bit of time to achieve due to fiscal limitations.
This comes after the permanent secretary in the Ministry of Primary and Secondary Education revealed that some teachers, who make up the bulk of civil servants, were not reporting for duty citing incapacitation. Said Mavima:

We call upon civil servants to be patient with the Government which is committed to improving their conditions of service.
Government is committed to reviewing their salaries in line with the prevailing economic conditions.
The review of salaries will be a continuous process through quarterly meetings of the National Joint Negotiation Council.

Teachers are pushing for the restoration of the pre-October 2018 salaries that were pegged at over US$500 per month or the equivalent in Zimbabwe dollars.
Mavima admitted that the slashing of civil servants’ salaries in October 2018 has become a bone of contention between the government and its workers. He said:

The so-called bad blood emanated from the monetary changes that took place in 2018 when the Government was on a stabilisation programme.
Due to fiscal limitations, it will take a while to claw back to 2018 salary and wage levels and we remain committed to improving their conditions of service. There is a need for patience on the part of employees. 
Government is sincere in making sure that there will be conditions that sufficiently motivate our public service employees for effective performance.

He said the review of salaries will be a continuous process through quarterly meetings of the National Joint Negotiation Council (NJNC), with the next indaba set for the last quarter of the year.
Apex Council deputy secretary-general Gibson Mushangu said they last had a meeting with the Government under NJNC on 11 August.
He also said civil servants want Government to conduct workshops for them so that they are abreast with its programmes that are aimed at improving their conditions of service.

Govt To Gradually Increase Civil Servants' Salaries, Says Mavima

The Permanent Secretary of the Public Service Commission (PSC), ambassador Jonathan Wutawunashe has said the government is committed to ensure a living wage for workers.
He made the remarks after a meeting between the government and the Apex Council which represents workers had failed to agree on workers’ salaries after workers rejected the offers the government had tabled.

1.0 Government is pleased to advise that the meeting between workers’ representatives and the Government team in the National Joint Negotiating Council (NJNC) continued in earnest and in a very honest way. Government expressed constraints emanating from –
a) a prolonged economic shutdown period within the country owing to the lockdown measures instituted to manage the Covid 19 pandemic. during which revenue generation was reduced to virtual insignificance:
b) payment for vaccines against Covid-19 pandemic, with the aim of administering doses to at least 60 percent of the population. thus achieving a measure of herd immunity
Even as Government faced these constraints, it remained committed to fulfilling the payment of salaries and benefits to all civil servants. including those who were at home during the long periods of national lockdown restrictions.
2.0 Government anticipates that as the economy is opening up. more revenue streams will also open up. 
3.0 As the economy improves. Government anticipates more space for further improving conditions of service for its workers.
4.0 While continuing with the crucial negotiations. Government wishes to implement payment of increments from what is immediately available to support its workforce. without prejudice to the negotiating process, which must continue. It needs to be borne in mind in that regard that some civil servants do not belong to any union, and might not wish to forgo the immediate improvement of their emoluments pending the conclusion of negotiations in the NJNC:

Civil servants in Zimbabwe have hinted at going on strike if salary negotiations with the Government do not resume this week.
The government offered civil servants a staggered 75 per cent pay rise when the two parties met on 12 March but the Pubic Service Association wants a 150 per cent pay hike which will see the least paid worker earn 30 thousand Zimbabwe dollars.
Meanwhile, several teachers’ unions, among them the Progressive Teachers Union of Zimbabwe (PTUZ) and the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) are pushing for the restoration of their pre-October 2018 salaries of between US$520 and US$550 or the equivalent in the local currency.
Public Service Association president Cecilia Alexander told ZTN that they have notified the employer of their intention to go on a strike if the parties fail to meet this week. Alexander said:
<blockquote>Unfortunately, there has not been any communication from the Government to date and we are still waiting for them.
However, we served them with a letter notifying them that we will go on a strike if they do not act soon.
So if the worst comes to the worst then we will go the strike route. But we are willing to dialogue with them.
Therefore we are giving them up until the end of the week to act.</blockquote>
Public Service, Labour and Social Welfare Minister Professor Paul Mavima said that the talks will resume this week.
<blockquote>I instructed the secretariat last week to ensure that the National Joint Negotiating Council meeting is held this week. So I will make a follow up on the matter. But definitely, they should meet this week</blockquote>

Civil Servants Issue Salary Talks Ultimatum

Civil Servants under the Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU), have given the government 7 days to address their salary grievances or they will embark on a full-blown strike, Newsday reports.
This was stated in a petition from  ZCPSTU president Cecilia Alexander to the Public Service Minister Larry Mavhima that stated that:
<blockquote>Government is wilfully disregarding the NJNC (National Joint Negotiation Council) resolution of December 2020 which stated that the NJNC would meet early January 2020 to craft a roadmap towards the restoration of the value of wages to the pre-October 2018 level
The ZCPSTU/Apex Council will within seven days from the date of this letter, notify the employer of an impending civil service-wide job action, and that such notification will be served to you in accordance with the laws of the land and in fulfilment of the desires of our members.</blockquote>
The government is yet to respond to the Civil servants’ petition. The ultimatum by the Civil servants comes a few short days before schools reopen in 2021 after the 2 months long national lockdown.

Civil Servants Plotting A Massive Strike - Report

The president of the Progressive Teachers Union of Zimbabwe, Dr Takavafira Zhou has made a bold claim that the Apex Council was bribed by the government to weaken workers’ fight for better salaries and working conditions.
The Apex Council is the main negotiating arm for Zimbabwean civil servants. It is leading teachers unions such as PTUZ and ZIMTA, to push for better wages and improved working conditions for the government’s workforce.
However, PTUZ, a militant group often accused of dabbling in opposition politics by authorities, has accused its partner of betrayal saying the Council accepted some government concessions. In a statement, Zhou said:
<blockquote>The real traitors or architects of civil servants suffering and poverty are Apex Council leaders whose hands are greased by gvt to betray workers through landing posts in gvt parastatals where they receive hefty emoluments in foreign currency.
No amount of misinformation, disinformation and outright lies can fool teachers, who in essence are professionals gifted with critical thought and rigorous analysis that can unravel betrayal after betrayal by Apex Council leaders.
Gvt must mellow down to a more constructive approach permeable to reason and facts rather that believing a casus belli (an excuse) proffered by Apex Council in which they see opposition politics in genuine labour issues.
Positive criticism nourishes leadership while self-pollination stifles debate, is parochial and weakens the ultimate output. Lies have short legs and capital and labour are strange bad fellows.
The moment labour leaders whip members to accept hogwash and starvation salaries, such leaders would have stopped to represent workers and must be jettisoned from leadership.
Social dialogue fosters industrial harmony and productivity, as opposed to collective begging, threats and outright fabrication of reality. Section 65 of the constitution is clear on workers’ rights and collective bargaining. Why Apex cling to a moribund, archaic and obsolete Statutory Instrument 141 of 1997 as opposed to section 65 of the constitution baffles logic and common sense…
Indeed, government workers, be it teachers, soldiers, police officers, health personnel etc have a dispute of right emanating from gvt unilateral reduction of their salaries from US$520 to US$550 (for teachers) in October 2018 to the current US$140.</blockquote>
Government workers say their salaries are insignificant and as a result, are incapacitated to execute their contractual duties and responsibilities.

Apex Council Betrayed Workers - PTUZ President

The government through the Public Service, Labour, and Social Welfare Minister Professor Paul Mavima has promised to match 2018 salaries for civil servants by mid-next year, The Sunday News reports.
Mavima said this while he was speaking at a Parliamentary Pre-Budget seminar in Harare when he said the government and the Apex Council agreed that the government will continue to improve wages till they match 2018 salaries.
Said Minister Mavima:
<blockquote>We have made a lot of progress with civil servants. When we started this year civil servants were complaining that they were earning something like $30 to $40 equivalent in US dollar terms.But if you look at where we are today, using the auction rate, we have reached the US$200 level which is a very big improvement.
We have signed an agreement with the Apex Council accepting that level, but we have also in that agreement come up with a road map to continuously improve the conditions of service for civil servants to where maybe by June or July next year we may have clawed back to the levels they are demanding of July-August 2018.
It’s a process. I think it’s important for civil servants to understand that. It depends much on the performance of the economy and if we continue to build on the progress we have made so far we will reach the levels they demand. The truth is that the Government is not in a position to pay the 2018 salaries right now because there is no money.</blockquote>
Civil servants especially teachers have implored the government to match the 1 October 2018 salaries in their bid to get a decent living wage from the government.

Govt Promises To Match 2018 Salaries By June 2021

The Apex Council has accepted the 41 per cent salary increase offered by the government on Friday last week. The offer includes allowances, with teachers getting an additional 10 per cent risk allowance.
The latest increment will see the least- paid civil servant earning about $14 500 while the lowest-paid teacher will earn a little over $18 000.
Speaking on Monday after a meeting of the National Joint Negotiating Council (NJNC), Apex Council chairperson Cecilia Alexander confirmed the deal. She said:
<blockquote>We have agreed to a cost of living adjustment to be paid as follows: an average salary increase of 41 per cent of the total package that is the basic salary, transport and housing allowances plus special civil service allowance. It is going to be effective from November 1, 2020.
We have settled for the offer because we are now getting at the end of the year and Government is also going to be paying us bonuses for two months.
What it means is that if we had refused the offer, civil servants were going to lose bonuses or get paid using calculations of the previous salary structure.</blockquote>
Civil servants had been pushing to be paid according to the value of salaries in October 2018 (US$520) but this was not met.
Alexander said they settled for the increase in good faith hoping that next year would bring better fortunes.

Civil Servants Finally Accept 41% Pay Rise

The Apex Council has rejected accusations from unions representing teachers, that it has betrayed them during salary negotiations with the government.
Apex Council spokesperson David Dzatsunga said the Progressive Teachers’ Union of Zimbabwe (PTUZ) and other like-minded unions should stop throwing accusations around and negotiate with the government if they feel they are better at it. He said:
<blockquote>To start with, we are the bona fide negotiator at law. PTUZ and whoever wants to negotiate, who thinks that they can negotiate better, are free to negotiate.
As unions, bad-mouthing is wrong and this is a bad idea — calling others sellouts.</blockquote>
Dzatsunga also said the PTUZ president, Takavafira Zhou, is an MDC Alliance politician masquerading as a union leader.
He said mudslinging is not helpful as the Apex Council was trying hard to negotiate for a better deal for civil servants.
Meanwhile, PTUZ secretary-general Raymond Majongwe said they are disappointed by the government’s stance that it cannot increase teachers’ salaries anymore.
Majongwe reiterated that teachers are neither on strike nor regime change agents but are only asking for a living wage.

Civil Servants Divided Over Govt Salary Offer

The government has tabled an improved salary offer for civil servants during Friday’s National Joint Negotiating Council (NJNC) meeting, the Apex Council has said.
While the new proposed salary scales could not immediately be established, union leaders said they will consult members before deciding whether or not to accept the offer.
The Apex Council, which represents civil servants, said in a communiqué:

Earlier this week, the government offered public sector workers a 40 per cent salary increment which they immediately rejected, instead, demanding at least US$500 or its equivalent in RTGS dollars.

Govt Tables Improved Salary Offer

Government representatives and officials from the Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU) – formerly the Apex Council – were expected to hold a meeting this Friday on public sector workers’ conditions of service.
This was confirmed by ZCPSTU secretary-general David Dzatsunga who told the Daily News on Thursday that public sector workers remained incapacitated in spite of a recent 40 per cent salary hike. Said Dzatsunga:
<blockquote>It’s a crunch meeting. We cannot speak about that (40 per cent increment) announcement because it is not coming from any negotiations.
We have already made our demands known. Workers are incapacitated and our greatest expectation is for the government to be able to heal the incapacitation.
We are open to negotiations, but we cannot negotiate in public. We will wait for tomorrow (today)’s meeting.</blockquote>
This comes as teachers have steadfastly refused to return to work since schools reopened in September, pressing for better pay and working conditions, among other things.
Civil servants, in general, have also rejected the 40 per cent salary raise, insisting on their pre-October 2018 salaries.

Government Meets Civil Servants Over Salaries Imbroglio

Government workers have rejected the Government’s salary adjustment offer which would have seen the least-paid earning ZW$13 590 (US$167).
Grade C5 was offered ZW$14 105 (US$174), grade D1 $15 077 (US$186) and grade E1 $16 430 (US $201).
The offer was tabled and rejected during salary negotiations in the capital, Harare, on Tuesday.
Instead, the civil servants want the least-paid to get US$520 or the equivalent in Zimbabwe dollars which they were earning back in 2018.
In a communiqué after the meeting, their representatives said:
<blockquote>The workers’ side flatly rejected the offer for falling short of addressing the incapacitation of civil servants.</blockquote>
Talks are expected to continue this week.
Workers have since last year embarked on a spate of industrial action to force the government to restore the value of their salaries which has over the past twenty-four-hours been eroded by inflation.
Salary talks come when teachers who refused to return to work when schools reopened on 28 September have vowed not to return to work citing incapacitation.
They are currently earning an equivalent of about US$30 per month.

Civil Servants Reject Government's Salary Offer

Civil servants will know today how much their employer has offered them following reports last week that the government <a href="https://news.pindula.co.zw/2020/11/01/govt-offers-civil-servants-salary-hike/">has a new salary offer</a> for public workers.
This comes as a National Joint Negotiating Council (NJNC) meeting, initially set for Monday, was postponed to today (Tuesday) after the government requested for a postponement.
The NJNC comprises Government and civil servants’ representative body, the Apex Council and will meet for the third time this year.
The meeting is expected to deliberate on a Cost of Living Adjustment (COLA) for the last quarter of the year. Apex Council vice secretary Gibson Mushangu said:
<blockquote>The meeting will be held tomorrow (today) at 10 am. It was supposed to be held today (yesterday), but the Government requested that it should be pushed to tomorrow (today).</blockquote>

Civil Servants' Deal To Be Finalised Today

The Government and the Apex Council will tomorrow convene a meeting to deliberate on the civil servants’ remuneration.
The meeting will be the third and final meeting between the Government and the civil servants’ representatives.
According to the law, if the parties fail to reach a consensus, the negotiations will be deemed as a deadlock. Apex Council chairperson Cecilia Alexander had this to say:
<blockquote>The meeting with Government has been scheduled for Monday. Legally this will be the last meeting between Government and civil servants regarding this matter.
We hope that we will reach an agreement. If we do not, it means we would have reached a deadlock and we can’t negotiate any further. These are the provisions of the law.
We are not privy to what the Government is bringing to the table on Monday. We will be updating you on the outcome of the meeting.
We have been having the negotiations since April and the Monday meeting will be our last.</blockquote>
The Government recently effected a 40 per cent cost-of-living salary adjustment (COAL) for civil servants which they started receiving last month.
Civil servants are also receiving a US$75 a monthly COVID-19 allowance.
