Former Deputy Prime Minister of Zimbabwe, Arthur Mutambara, has expressed regret about the failure of the opposition to push for political and electoral reforms during the Government of National Unity (GNU). Speaking in an interview with Alpha Media Holdings Chairman, Trevor Ncube, Mutambara highlighted the importance of carrying out political and electoral reforms during the GNU and lamented that they failed to deliver on this agenda. Mutambara said:

Some serious regrets. A key part of the agenda of the GNU was carrying out political reforms, electoral reforms. Zero out of 100. We failed to deliver political reforms we failed to deliver electoral reforms. That’s why the terrain is still problematic, because of our failure. We were very keen on delivering on the economy, the constitution, that we didn’t think about the post-GNU. What are we going to do post-GNU? We were so naive to the extent that we spent a lot of time doing good work on the economy, good work, constitution was another product we did okay but we failed to plan for the post-GNU in the sense that ZANU PF was working for us to be offloaded in 2013 and then continue on their own. So that post-GNU lack of planning was a failure and the issue of political reforms was a failure.
</blockquote>
Asked why the GNU government failed to implement political reforms, Mutambara said:
<blockquote>
A coalition government is never the best way to run a country. It was a team of rivals and there has to be agreement on many things and ZANU PF was not interested in political reforms. Well, we didn’t try hard enough, but also it was a difficult exercise because it was a team of rivals where agreement was required for the implementation of those political reforms, but failure nontheless.

Mutambara also highlighted some of the successes of the GNU which include stabilising the economy following a 2008 hyperinflation. 
The Government of National Unity (GNU) in Zimbabwe was a coalition government formed in 2009 between three political parties: ZANU-PF, MDC-T, and MDC-M. The GNU was formed following the disputed 2008 elections and aimed to address Zimbabwe’s political and economic challenges. The GNU had three principals, one from each of the three political parties in the coalition government. They were: Robert Mugabe, President of Zimbabwe and the leader of the ruling party ZANU-PF; Morgan Tsvangirai, Prime Minister of Zimbabwe and the leader of the opposition party MDC-T, and Arthur Mutambara, Deputy Prime Minister of Zimbabwe and the leader of the MDC-M, a breakaway faction of the MDC-T.

Mutambara Regrets Opposition's Failure To Push For Political Reforms During GNU

Zimbabwe’s former Deputy Prime Minister, Arthur Mutambara, has said President Emmerson Mnangagwa has less than 10% of the late former President Robert Mugabe. He says that’s the reason why he missed an opportunity to unite Zimbabwe and re-engage with the international community after the removal of Mugabe in 2017.
In an interview with Trevor Ncube, Chairman of Alpha Media Holdings, Mutambara noted that there was significant goodwill towards Zimbabwe, particularly from the Southern African Development Community (SADC), and a capable leader should have capitalised on this momentum.
Mutambara further opined that Mnangagwa lacked the competence to lead Zimbabwe and could have done better in promoting the country’s interests. He also criticised Mnangagwa’s tribalism, stating that he was worse than Mugabe in this regard.
Asked if he was surprised that Mnangagwa didn’t see the opportunity to unite Zimbabwe post-Mugabe, Mutambara said:
<blockquote>
With hindsight, I’m not surprised because the ability is very limited there, the competence is very minimal there. He is not a very able man. In fact, in many fronts… The idea was if Mnangagwa was clever, if Emmerson Mnangagwa was clever, if he had 10% of Mugabe’s intelligence, he’d have used that moment of the Coup to do a team Zimbabwe approach. Not so much for Zimbabwe, for himself. But he was blind, deaf and dumb and missed the moment because Mugabe won 57 out of 80. He could have gone alone without Nkomo without Smith and set up his own government but he realised that it was a Zimbabwean moment, it was so much goodwill in the world. So what do I do? I reach out to ZANU and Nkomo, I reach out to Smith and I put together a team Zimbabwe.

Asked why he thought Mnangagwa could not emulate his long-time boss, Mutambara said:

Because he is not clever.

Arthur Mutambara also criticised Robert Mugabe for not stepping down from his position of power at the appropriate time and stated that this was an unwise decision. According to Mutambara, Mugabe should have left at the turn of the millennium and chosen a successor who he could have groomed to ensure the protection of his legacy. Mutambara’s view on the intelligence of Mugabe and Mnangagwa contradicts the popular view that both leaders are shrewd, strategic, and tactical thinkers.

Mnangagwa Has Less Than 10% Of Mugabe's Intelligence: Prof Mutambara

President Emmerson Mnangagwa missed the chance to unite a divided Zimbabwe and steer the country towards a new trajectory after the military-assisted coup that toppled long-time ruler Robert Mugabe in 2017, according to former deputy prime minister Arthur Mutambara.
Mutambara believes that Mnangagwa failed to use the moment of the coup to adopt a team Zimbabwe approach that would have united the country’s political factions. Instead, he continued with polarising politics, copying the handbook of Mugabe’s rule, according to opposition parties, Mutambara added.
Mutambara argues that there was an opportunity for change, but it was squandered by a lack of intelligence and strategic thinking. He insists that a different leader in 2017 could have created an opportunity to delink with the past and create a Zimbabwean moment, rather than a Zanu PF moment. He told Alpha Media Holdings chairman, Trevor Ncube:

A clever Mnangagwa who is strategic would have told Chinamasa to shut up. When I proposed this it was not much for Zimbabwe but for Mnangagwa’s own legacy.
There was an opportunity for change. There was so much goodwill in the country in Zimbabwe. So much goodwill in SADC and the continent and globally. The goodwill was squandered by a lack of intelligence, by lack of strategic thinking.
A different leader in 2017 could have created an opportunity of delinking with the past. I am very clear that there was an opportunity because it was a Zimbabwean moment not Zanu PF moment. There was a lack of leadership.
</blockquote>
The opposition in Zimbabwe supported the removal of Robert Mugabe from power in 2017, as they saw it as an opportunity to end his long-standing rule and bring about political change in the country. The opposition played a significant role in the protests and demonstrations that took place in the lead-up to Mugabe’s ouster, calling for his resignation and urging the military to intervene. 
ZANU-PF officials, however, claimed that the removal of Robert Mugabe from power was an internal party matter aimed at addressing internal divisions and preventing opposition forces from taking power. They argued that Mugabe’s promotion of his wife as his successor and economic mismanagement necessitated his removal to restore stability and ensure continuity within the party.

Mutambara Says Mnangagwa Missed An Opportunity To Unite Zimbabwe After Mugabe's Removal

Former Deputy Prime Minister Arthur Mutambara says the opposition was naive and ended up being deceived by ZANU PF during the <a href="https://pindula.co.zw/Government_of_National_Unity">Government of National Unity</a> (GNU) era.
Mutambara claimed that the opposition was made to tackle the country’s economic challenges while the ruling party entrenched its power.
GNU was a coalition government between the three major political parties in Zimbabwe (MDC-T, ZANU PF and MDC) formed on 13 February 2009 after the signing of the Global Political Agreement.
Speaking at the launch of his latest book, “Ideas and Solutions: In Search of the Elusive Zimbabwean Dream”, in Bulawayo last Friday, Mutambara said the opposition was foolish to only focus on addressing Zimbabwe’s economic crisis instead of pushing for political reforms. Said Mutambara:
<blockquote>
We are where we are today because of the failure of the Government of National Unity to deliver political reforms, that is one definite failure. We were very successful on the Constitution and on the economy.
We were so committed to a fault, ZANU PF were saying “let these fools help us revive the economy and we dump them” and they dumped us in 2013. We were naive in a way as ministers in the GNU.

In 2022, the MDC-T led by Douglas Mwonzora supported the Constitution of Zimbabwe Amendment (No.2) Bill in Parliament arguing that some of the changes were progressive such as extending the quota of extra women MPs by two more terms and adding 10 more seats reserved for people aged 21 to 35.
The amendment was criticised by other opposition political parties particularly CCC as it gave the President unchecked authority to fill the seats of the three most senior judges in the country.
However, President Emmerson Mnangagwa proclaimed the 23rd of August 2023 as the day for the country’s general elections before Parliament had finalised the Electoral Amendment Bill.
The Bill seeks to operationalise the latest constitutional amendments for the election of 10 youth members to the National Assembly, one from each province, as well as the continued election of 60 women, six from each province, to the National Assembly under a quota system, among others.
Following the proclamation of the election date, work on the amendments has become an academic exercise when it comes to voting on 23 August.
This means that the opposition gave ZANU PF what it wanted, that is, giving Mnangagwa more powers in the appointment of top judges, but failed to get what it expected, that is, the passage of the Electoral Amendment Bill before the 2023 elections.

The Opposition Was Naive During GNU Era - Mutambara

Former Deputy Prime Minister <a href="https://pindula.co.zw/Arthur_Mutambara">Arthur Mutambara</a> has described the late former President Robert Mugabe as a sophisticated tribalist adding his successor, President Emmerson Mnangagwa is a crude tribalist.
Tribalism refers to the behaviour and attitudes that stem from strong loyalty to one’s own social group or tribe, often at the expense of other groups.
Speaking at the launch of his latest book, “Ideas and Solutions: In Search of the Elusive Zimbabwean Dream”, in Bulawayo last Friday, <a href="https://www.newsday.co.zw/local-news/article/200012520/ed-a-crude-tribalist-mutambara">Mutambara said</a>:

Clansmanship, ethnonationalism, ethnicity, those words are there, people say no, you do not use tribalism, it’s an old term.
There is tribalism in Zimbabwe. Mugabe was a tribalist, a bit sophisticated. This one (ED) is very crude, the current leader is a crude tribalist clansman, we need to fix that.
… What I am saying to you is there is a serious problem of ethnicity in this country.

Mutambara also said his book will explain why issues like the Gold Mafia happen in government. He said:

My book will explain to you why these things happen. My book will show you why we have tribalism in Zimbabwe.

Mnangagwa A Crude Tribalist Clansman - Mutambara

Former Deputy Prime Minister Professor <a href="https://wiki.pindula.co.zw/Arthur_Mutambara">Arthur Mutambara</a> has said President Emmerson Mnangagwa’s government is incompetent, corrupt, authoritarian, and lacks direction.
He made the comments in his third and final book in the trilogy titled In Search of the Elusive Zimbabwean Dream: An Autobiography of Thought Leadership.
Mutambara will launch volume three of the book titled Ideas &amp; Solutions: Deputy Prime Minister and Beyond at the University of Johannesburg on Tuesday, in Harare on 30 May and in Bulawayo on 02 June.
He will also launch the same book on 08 June in Sandton, South Africa.
In an introduction seen by <a href="https://www.newsday.co.zw/thestandard/news/article/200011864/mutambara-roasts-shamelessly-incompetent-mnangagwa-govt">The Standard</a>, Mutambara said the Zimbabwean State, which he considers a securocracy, is insecure and divided. He wrote:

Well, it never rains but it pours. This administration has proven to be hopelessly and shamelessly incompetent, corrupt, authoritarian and directionless.
With the advent of the global COVID-19 pandemic in March 2020, the situation has degenerated further while being compounded by, among other factors, an insecure, edgy and divided securocratic state, the brazen theft of COVID-19 funding, ethnonationalism on steroids, unprecedented looting of national resources and excessive use of force against citizens.
Evidently, this has led to a collapsed healthcare system, unrelenting poverty, and severe food insecurity, loss of livelihoods and dramatic shrinking of democratic space.
… At the core of this national tragedy is a government whose primary raison d’être is the feudal pursuit of the insatiable financial interests of Mnangagwa’s family and clan members; at the expense of national aspirations.

Mutambara was appointed Deputy Prime Minister together with <a href="https://wiki.pindula.co.zw/Thokozani_Khupe" title="Thokozani Khupe">Thokozani Khupe</a> on February 11, 2009, in a power-sharing agreement that included ZANU PF, MDC-T and MDC-N.
He has written several books which include Mechatronics and Robotics: Design and Applications (Control )(May 2000), Decentralized Estimation and Control with Applications to a modular robot (1994), and Design and Analysis of Control Systems (1999).

Mutambara Says Mnangagwa's Govt Is "Incompetent, Corrupt, Authoritarian And Directionless"

Professor Arthur Mutambara has said the preliminary delimitation report is invalid and unconstitutional, therefore, the Zimbabwe Electoral Commission (ZEC) should redo the whole exercise.
The preliminary delimitation report was tabled in Parliament last week on Friday by Justice Legal and Parliamentary Affairs minister Ziyambi Ziyambi.
Ziyambi said the total number of registered voters was divided by 210 (the total number of constituencies) resulting in a national average of 27 640 voters per constituency.
He said they used the formula to determine voter population thresholds permissible in line with section 161(6) of the Constitution.
A percentage variance from the national average was then determined using a maximum registered voter threshold of 33 169 and a minimum of 22 112 voters.
Mutambara, who was Deputy Prime minister in the 2009-2013 Government of National Unity (GNU), argued that ZEC misinterpreted the Constitution. He said:
<blockquote>
The delimitation process has to be redone according to Section 161 (6) of the Constitution of Zimbabwe.
The current delimitation report is invalid since it is in violation of the current Constitution of Zimbabwe’s Section 161 (6).
Of course, in carrying out the delimitation exercise, there must be no mischievous intention to disadvantage or advantage any political players. There must be safeguards against such shenanigans.
The current Constitution of Zimbabwe’s Section 161 (6) looks similar but is different from Section 61A(6) of the old Lancaster House Constitution of Zimbabwe.
Section 161 (6) stipulates that the difference between the allowable minimum and maximum voters in a constituency should be less than 20%, whereas Section 61A (6) (Lancaster Constitution) stipulates that the difference should be less than 40% (ie 20% + 20%)
It is important to note that the old Lancaster provision 61A (6) is better phrased than the current provision 161 (6).
Section 161 (6) should have explicitly said 10% above or below the average number of voters allowable in a constituency.

Delimitation Process Has To Be Redone - Mutambara

Former Deputy Prime Minister, Professor Arthur Mutambara, has challenged African leaders to improve the political and economic conditions in their respective countries to curb the emigration of their citizens.
Mutambara was responding to a viral video in which South Africa’s Limpopo Health MEC, Dr Phophi Ramathuba, chided a Zimbabwean citizen, admitted at a provincial hospital.
Ramathuba made the remarks in a recent video at Bela-Bela Hospital that Zimbabweans are placing a strain on the province’s healthcare system.
She added that Zimbabwe’s President Emmerson Mnangagwa does not contribute to Limpopo’s health budget.
The unnamed Zimbabwean woman was scheduled for surgery at a hospital in the province. In response, Mutamba said:

The government of Zimbabwe, the government of Malawi and Botswana must make sure they fixed their health systems in their countries so that there is no need for Zimbabweans to come to South Africa for health care.
National countries must work so that there is no influx into South Africa – looking for jobs looking health care.

Meanwhile, Ramathuba defended her controversial statement arguing that foreign nationals are abusing South Africa’s health system. She said:
<blockquote>
I did stand by its content because I need to share that understanding that they are not doing anything to our surgical backlog, people are abusing the system.
When they hear that the MEC is coming to this district with special care, they leave their country, enter SA illegally, and come to our hospitals but doctors who operate them for ethical reasons even though the Constitution will cover the doctors, but they don’t refuse to operate them.
The South African whom we did this budget for is unable to get operated because they’re still flooding even our initiatives. This is an initiative outside our daily work.

Mutambara Urges African Leaders To Improve Political, Economic Climate

Former Zimbabwe Deputy Prime Minister Arthur Mutambara says African people should establish a media company owned wholly by black people so that outsiders will not decide what people on the continent watch.
Mutambara said this in response to DStv’s parent company, MultiChoice’s move to freeze Russia Today, a Russian television channel following Russia’s invasion of Ukraine last week.
The former MDC leader said White people, through DStv, decide what Africans can watch, a situation he believes is less than ideal. Said Mutambara:
<blockquote>
Multichoice (DStv) has just shut down RT (Russian Television) Channel across Africa because of the invasion of Ukraine.
It is the view of the company that Africans must not listen to anything balanced or sympathetic to Russia. Very sad and shameful, indeed.
Multichoice is an ‘African’ company switching off the entire continent from accessing balanced information about a war that has nothing to do with Africa.
White people who own this conglomerate are deciding what information is available to Africans across the continent.
If there was a need to demonstrate our lack of agency and control on the continent, this is it.
If we don’t control what information we have access to what else don’t we control?
If one white company on the continent can shut down access across the continent what does that say of us Africans?
White people who own an ‘African’ company, Multichoice have more influence than all the African governments put together.
Can we not set up an African company that we control as black people in the media space?
Given our 55 governments and our many black billionaires?
Why are we being totally undermined by one white company in our continent?

Africans Should Have Own Media Company - Mutambara

ONE Campaign, a global charity organisation fighting extreme poverty and preventable diseases in Africa, has appointed Zimbabwean academic, Dr Jackie Chimhanzi, to its board of directors.
Dr Chimhanzi is the wife of former Deputy Prime Minister Professor Arthur Mutambara.
In a statement, the organisation, founded by American musician and humanitarian, Paul David Hewson, known by his stage name Bono, also announced the appointment of former Finland Prime Minister Professor Alexander Stubb to the board. The statement read:
<blockquote>The ONE Campaign is pleased to announce the appointments of Dr Jackie Chimhanzi and Professor Alexander Stubb to the organisation’s board of directors.
The two new board members bring considerable leadership experience and expertise in international relations to ONE’s mission to end extreme poverty and preventable disease.</blockquote>

ONE has helped secure at least US$37.5 billion in funding for historic health initiatives, including the Global Fund to Fight AIDS, TB and Malaria, and Gavi, the Vaccine Alliance.

ZANU PF Director of Information and Publicity, <a href="https://www.pindula.co.zw/Tafadzwa_Mugwadi">Tafadzwa Mugwadi</a> has said celebrations over the ouster of Chief Justice Luke Malaba are premature as the High Court ruling might be overturned if appealed at the Constitutional Court.
The High Court ruling on a challenge to the extension of Malaba’s term of office said the Chief Justice had ceased to be the leader of the Judiciary when he attained 70 years.
Mugwadi speaks when social media is awash with celebratory messages with some suggesting that the historic High Court ruling was the people’s victory against “an abusive” government. Mugwadi said:
<blockquote>
_What so-called learned advocates will not want you all to know is that the High Court set as a court of the first instance on this constitutional matter but certainly, its judgements are not binding on the High Court itself._ 
_The final arbiter is the Concourt which is why an appeal is imminent. The Concourt’s position will be final. Ironically, those celebrating the High Court ruling have refused to be bound by the Concourt decision of 2018 &amp; attacked it with impunity &amp; still remain stuck to the matters it resolved._ 
_The same people want to school you &amp; me on how court rulings should be respected when they can’t respect the apex court ruling. This is at best ignorant dishonesty._ 
_Hold your guns. It’s not Christmas time yet. Ask my lecturer Professor Lovemore Madhuku, this is a basic law position. A match lasts 90 minutes. Only 15 minutes played so far._

Mugwadi echoes sentiments by former deputy Prime Minister (GNU era) Arthur Mutambara who said the matter was far from over. Mutambara said: 

<blockquote>
_The Next Step the Legal Struggle. The HC case was narrow. What was addressed was whether Malaba can benefit from the Amend (No. 2) Act. The HC said NO. The amendment itself has not yet been challenged. That is the next step in the Fightback: Challenge the Legality of the Act._
</blockquote>
In response, MDC Alliance Vice President, Tendai Biti who is one of the lawyers who challenged the extension of Malaba’s tenure just said “Pfavai VaMutambara [Clam down Mr Mutambara]).

ZANU PF Official Says Celebrations Over Malaba Ouster Are Premature

Zimbabwe’s former deputy Prime Minister, Arthur Mutambara, has insinuated that Robert Mugabe might not have been removed from power through a coup if <a href="https://zero.pindula.co.zw/parliament-votes-to-remove-presidential-running-mate-clause/">Zimbabwe had adopted a running mate clause in 2013.</a>
Mutambara speaks at the backdrop of efforts by the ruling <a href="https://zero.pindula.co.zw/lawyer-challenges-passage-of-constitution-amendment-no-1-bill/">ZANU PF to amend the constitution</a> to do away with the running mate clause and to grant the president power to appoint his vice presidents, the Chief Justice and deputies.
In an exercept from his upcoming book: In Search of the Elusive Zimbabwean Dream Volume 3, Mutambara argues that Mugabe might not have been forcibly removed from office by a coup d’état in November 2017 if Zimbabwe had a running mate clause.
Mutambara says Mugabe was removed “after having incredulously expressed interest in running again for the presidency in 2018, ridiculously and unashamedly at the age of 94.” He added:
<blockquote>With hindsight, maybe if the running mate clause was implemented in 2013, the political history of Zimbabwe could have been different.
Anyway, that is the price we pay for the utter lack of leadership in both Zanu PF and the opposition parties.</blockquote>
Mutambara also says there is absolute silence from the opposition MDC Alliance over the running mate clause issue. He added:
<blockquote>It seems the MDC Alliance leader also does not want a running mate!
In fact, he ran for the 2018 presidential elections without a vice president in the party, much less a running mate.
In 2020, there is speculation that some of the MDC Alliance leaders are having second thoughts about the term limit clause in the 2013 National constitution.
‘What if the people want their person to continue? We must not undermine the people.’
Those are their unprincipled and shameful utterances.</blockquote>
Mutambara added that it is obvious that Mnangagwa intends to consolidate political power and is “repurposing” state institutions towards this objective.

Mutambara Discusses The Running Mate Clause And Mugabe's Removal

The president of opposition MDC Alliance, Nelson Chamisa has dismissed reports that suggest that he had abandoned party activists who are <a href="https://news.pindula.co.zw/2019/02/11/sadc-silent-on-army-killings-and-violent-crackdown-on-protesters-blames-ngos-for-trying-to-destabilise-zimbabwe/">“being persecuted” by the government</a> by remaining silent on the matter.
Chamisa is allegedly silent when a handful of MDC Alliance activists including Joana Mamombe, Netsai Marova, Cecilia Chimbiri, and Haruzivishe Makomborero were recently arrested in Harare.
Chamisa’s critics observe that some of the MDC Alliance leadership such as Tendai Biti and Job Sikhala have been vocal on several platforms castigating the arrests while Chamisa has not been doing the same.
Responding to questions from journalists this Thursday on the sidelines of the 11 March 2007 Commemorations hosted by Crisis in Zimbabwe Coalition at the Media Centre in Harare, Chamisa said:
<blockquote>What is your definition of silent? What do you want me to do? How do you want me to talk?
Please educate me on how I should talk because when I say something I am quiet, when I am acting I am silent? Some in Zanu PF are saying Chamisa is making too much noise. It depends on where you are.</blockquote>

Chamisa added that the MDC Alliance’s fight for democracy was not a one-day event, but a series of struggles that will eventually result in a peaceful revolution and a democratic Zimbabwe. He said:
<blockquote>As I speak, 98% of people who have cases in court are MDC (Alliance) leaders across the length and breadth, some arrested in Warren Park, some arrested in Bulawayo, and some in Harare.
It is an ongoing process. A revolution is not a walk in the park. It is not a one-day wonder, it is multiple action, consistent and persistent and resilient.</blockquote>
The 11 March 2007 Commemorations prayer meeting held at the Zimbabwe Grounds in Highfields, Harare was meant to remember victims of state violence who were on that day 14 years ago assaulted by police while one youth activist was shot dead.
Senior opposition leaders who were present include the now late MDC founding leader Morgan Tsvangirai, NCA president Lovemore Madhuku and Arthur Mutambara.

Chamisa Speaks On "He's Silent" When MDC Members Are Being Persecuted

The former president of South Africa, Thabo Mbeki on Monday met Zimbabwe president, Emmerson Mnangagwa and opposition MDC Alliance leader, Nelson Chamisa separately in Harare.
Mbeki who mediated the talks between ZANU PF then led by former president Robert Mugabe and the two MDCs then led by former Prime Minister Morgan Tsvangirai and his Deputy Professor Arthur Mutambara, respectively, is said to have come to familiarise with the Zimbabwean crisis.
He suggested during his over 2-hour meeting with President Mnangagwa held at the State House that he was willing to assist Zimbabwe in resolving the challenges it was facing.
Addressing members of the media after meeting with Mnangagwa, Mbeki said:
<blockquote>… I am very glad indeed with what the President and the country are doing to respond to the challenges, and I think it’s very important that the region comes behind the President and the country because the challenges of Zimbabwe are our challenges.</blockquote>
The Herald reports that Chamisa confirmed meeting with Mbeki but did not reveal what they discussed.
Mbeki earlier said that <a href="https://news.pindula.co.zw/2019/06/17/watch-mbeki-says-mdc-must-be-part-of-the-dialogue/">leaders in Zimbabwe must go beyond party interests if they are to solve the socio-economic and political crises</a> in the country saying it was not enough to claim an election victory.

In an interview with CNBC Africa, former deputy prime minister Arthur Mutambara said President Mnangagwa is worse than his predecessor Robert Mugabe.
He was responding to a question on whether Mnangagwa is truly fighting corruption. He said Mnangagwa had done nothing in fighting corruption. Said Mutambara:
<blockquote>They have done nothing. In fact they are worse than Mugabe on every front. Chiwenga and Mnangagwa were the enforcers of Robert Mugabe. Chiwenga and Mnangagwa were the front henchmen, were the runners of the system that Mugabe created. So you don’t expect any different between the behaviour of Mnangagwa and the behaviour of Robert Mugabe. What’s disturbing is that in fact in terms brutality, in terms of corruption, in terms of misgovernance, Mnangagwa is worse than Mugabe. What a tragedy.</blockquote>

Mnangagwa Is Worse Than Mugabe- Arthur Mutambara

In an interview with CNBC Africa, Zimbabwe’s former Prime Minister Arthur Mutambara hinted that he might come out of retirement.
In a wide ranging interview, Mutambara said at the moment he is focused on writing. When asked what his future plans were Mutambara said:
<blockquote>Right now I am busy writing because I think writing is important. We don’t do enough writing, documentation is divine. Writing is important. Our change makers; civic society, business people, the politicians do not write. I have just given an example of President Mugabe; 57 years of front end action, zero books…However, since these guys are messing up the country I might have to come out of retirement and become a political gangster one more time. But for now lets right. But I will keep my options open.</blockquote>

Mutambara Hints At Returning To Active Politics

Former deputy prime minister Arthur Mutambara has said Zimbabweans should first remove sanctions they are imposing on themselves first for the Western countries to remove sanctions on the country.
Mutambara said this in a wide ranging interview with CNBC Africa. When asked if President Mnangagwa had implemented enough reforms for sanctions to be removed, Mutambara said:
<blockquote>The starting point on the discussion on sanctions is to accept that there are two types of sanctions. There are sanctions you impose upon yourself, that’s the number one sanction you should discuss. Then there’s another type of sanction which are imposed on you by foreigners by outsiders. My interest, my bone of contention is that as Zimbabweans we must address those sanctions we are imposing upon ourselves. Misgovernance, corruption, rigging elections, poor country governance, murdering our own people; those are sanctions we are imposing upon ourselves. So I am not even interested in discussing the number two type of sanctions because we as Zimbabweans are not solving the sanctions we are imposing upon ourselves. Shame on us. Why would you want others to remove sanctions on you when you are busy imposing sanctions on yourself.</blockquote>

Former Deputy Prime Minister Professor Arthur Mutambara said that President Emmerson Mnangagwa should not waste time taking with losing presidential candidates in the 2018 election who voted for themselves, but should rather talk to the MDC Alliance.
Mutambara was addressing a public meeting called for politicians, civil society leaders, business and other interested groups by a local think-tank. He said:
<blockquote>Mnangagwa must not waste time meeting losing presidential candidates who only voted for themselves.
…The nature of the dialogue is important. You can’t invite 20 elements and bring them to Statehouse and say ‘we are going to dialogue’. Dialogue of who, with who, without MDC Alliance.
If Zanu PF and the government are serious about dialogue, there must dialogue with the MDC Alliance.
Those 20 people don’t matter. They are irrelevant. You can bring civil society, business people, MDC Alliance and talk.</blockquote>

Former Deputy Prime Minister Arthur Mutambara said that the opposition MDC Alliance lacks strategy. He asserted that the MDC should be serious if it expects to form the next government.
Mutambara was speaking at a Harare conference organised by SIVIO Institute in Harare on Wednesday. He said:
<blockquote>In terms of my friends in the opposition (MDC), I have lots of respect; they did very well even by the rigged election. 2.1 million votes are a lot of votes, they did very well in Parliament and in everything.
But I also want to urge them to think about being strategic. What do you want; one day you say ‘we don’t want an inclusive government, we just want reforms, we want to talk about reforms’; another day, they say ‘we want an NTA (National Transitional Authority).
It’s a joke because there is no one who accepts that. The opposition won’t accept that because they want to be in power and in government, and Zanu PF won’t accept that.
And now two weeks ago, I hear ‘we want two years for Mnangagwa and two years for MDC and the next day we don’t want that.</blockquote>

Former Zimbabwe Deputy Minister, Arthur Mutambara, has said that the problem in Zimbabwe is that the current regime is the product of a coup.
Said Mutambara:

Former Deputy Minister Arthur Mutambara has responded to The Herald’s article that he trashed Government of National Unity (GNU) talks.
Mutambara said he did not say President Mnangagwa is legitimate but that it is difficult for the opposition to challenge Mnangagwa’s illegitimacy. Writing on Twitter Mutambara said:
<blockquote>There is obviously a bit of spin by today’s Herald. I did NOT say ED is legitimate. I said it is difficult to operationalise the challenge to his illegitimacy and I explained why this was the case.</blockquote>

Arthur Mutambara Responds To Herald Article, Says He Did Not Say ED Is Legitimate

In an interview with South African television station SABC News last week, during a review of his book, “The Path to Power — In Search for the Elusive Zimbabwe Dream” Arthur Mutambara said the current political situation are not conducive for another Government of National Unity (GNU).
Mutambara said unlike the time where he was Deputy Prime Minister as the ruling Zanu-PF shared power with the MDC factions, Zanu-PF has the majority in parliament. He also said South Africa, SADC and the AU have endorsed Mnangagwa as legitimate making it difficult. Said Mutambara:
<blockquote>Number one, the opposition is not challenging Parliament, ZANU- PF controls two thirds majority in Parliament. In our case, we the opposition controlled the majority and ZANU- PF were in the minority. Secondly, when we said Mugabe is illegitimate after the run-off we had the support of South Africa, SADC and the African Union. Unfortunately in this situation, where there is a challenge to the legitimacy by (President) Mnangagwa, the South Africans have endorsed Mnangagwa, SADC have endorsed Mnangagwa and the AU have endorsed Mnangagwa which makes it very difficult to operationalise the challenge to the legitimacy of Mnangagwa.</blockquote>

Former Prime Minister Arthur Mutambara has scoffed at Zanu-PF’s claim in its election manifesto that it will turn Zimbabwe into a middle-income country (MIC) by 2030. Writes Mutambara,
<blockquote>Despite the critique we have offered in the past, Zanu PF in its recently launched manifesto, insist on claiming that its vision is for Zimbabwe to be a middle-income country (MIC) by 2030……More significantly from my analysis of their entire Zanu PF manifesto, I don’t see where that growth of at least 6% over the period 2018 to 2030, will come from.
There is absolutely no articulated and demonstrated sources of such phenomenal growth. Nothing.
It is neither sensible nor meaningful for Zanu PF to posit that their vision is for Zimbabwe to be a middle-income country (MIC) by 2030. Zimbabwe needs a proper vision process and a more rigorous economic planning effort.</blockquote>

Neither Sensible Nor Meaningful For Zanu PF To Say Zim Will Be A Middle Income Country By 2030: Arthur Mutambara

Former Deputy Prime Minister Professor Arthur Mutambara has been alleged to have defrauded Switzerland based non-profit-organisation Global Fund. Mutambara is accused of submitting plagiarised reports after he was awarded two consultancy contracts through the Mutambara Foundation in 2014. The foundation was paid $$115 000 in consultancy fees for four written documents. The foundation also received US$40 000 for travel expenses.
The Office of the Inspector-General’s (OIG) ran the reports through plagiarism detection software and said,
<blockquote>The software showed that 56% of the text in the interim report and 43% of the text in the final report had been plagiarised from sources publically available on the internet. In addition, the OIG checked both the interim report and the final report against sources publically available on the internet and the information that was provided by the sourcing department to the Director of the Mutambara Foundation as background for this project.
This additional manual check confirmed the findings of the plagiarism software. The same finding also applied to the Participant Slides and the Deployment Algorithm. The text, charts and images in 46 of the 80 substantive slides in the participant slides and 22 of the 75 slides in the Deployment Algorithm were copied directly from other sources without credit . . . The vast majority of the plagiarised material was taken wholesale from a 2013 copyright-protected book that covers issues related to the global problem of substandard and falsified medicines.</blockquote>
However, Mutambara denied the reports saying the issue was resolved internally and that his political opponents were trying to tarnish his image,
<blockquote>This is a three-year-old false and malicious report which was internally resolved with the Global Fund CEO Mark Dybul. I was not even involved in the performance of the work. The report is being brought up and circulated three years later by political opponents to tarnish my image, in this election year.</blockquote>
