The ZPRA Veterans Association has called for security sector reforms so that the country’s security services will not be used by political parties to perpetuate politically-motivated violence in the country.
Zimbabwe is set to hold by-elections on 26 March this year and general elections in 2023. The country has a history of violence during elections.
The appeal from the ex-ZPRA fighters also comes after unknown people bombed a Gukurahundi memorial plaque at Bhalagwe Concentration Camp on 4 January 2022.
The memorial plaque was the third to be vandalised on the same site where two others were previously defaced.
Speaking in an interview with CITE, ZPRA Veterans Association spokesperson, Buster Magwizi, said security sector reform is imperative. He said:

These reforms will change the status quo in the mindset of the security systems, that no one should use violence in Zimbabwe.
We are dismayed and perplexed at the same time at the callous bombing that took place at Bhalagwe where a plaque that had been placed at the mass graves as a result of the Gukurahundi.
Those who bombed the plaque are just showing signs of violence, they are propagating violence, they want to perpetuate violence. We don’t want violence in Zimbabwe, we abhor violence.
All those who are doing that must realise that they are jeopardising the security sector of this country, they are destabilising the security of this country.
… The use of the military, use of the security system, use of the national military, use of the national security system in the use of violence should not be entertained.

Magwizi urged war veterans to desist from victimising the “very same people” they liberated.

Zimbabwe Needs Security Sector Reforms - War Veteran

The Deputy Chief Secretary to the President and Cabinet (Presidential Communications), George Charamba, said Matabeland-based pressure groups should not “drag” the Government into commenting on the bombing of a memorial plaque in Bhalagwe, Maphisa Matabeleland South Province.
This comes after a memorial plaque that was erected in October last year by pressure group, Ibetshu Likazulu, which was bombed on 4 January by suspected state security agents.
The plaque was erected at Bhalagwe Concentration Camp to honour victims of the Gukurahundi mass killings.
Speaking in an interview with CITE, Charamba said the activists built the plaque without involving the state, therefore it would not involve itself in the issue because there is a problem now. Said Charamba:

You see those symbols of memorialisation at sites, which by the way, are being arbitrarily chosen by the activists, the erection of those memorials were never done in consultation with the government.
You don’t drag us in a conversation, into a phenomenon that you yourself have created without having the courtesy of informing the state.
There’s a difference between discussing Gukurahundi and trying to raise emotive symbols around it.

Charamba said efforts to resolve the Gukurahundi issue were being led by traditional leaders working together with the Ministry of Local Government and the President’s Office. He said:
<blockquote>
On that one let there be clarity, the government’s policy says this is led by chiefs, not a simple one or two chiefs but chiefs collectively in consultation with the Local government, Home Affairs and the President’s office.

He accused the activists of trying to use the Gukurahundi matter to campaign ahead of general elections scheduled for 2023. Charamba said:

There’s nowhere in the government’s policy where it says activists, who have their own eyes on 2023, will lead the process.
It won’t happen and the sooner they realise it the better for everyone these things are being done arbitrarily with a view to making a point and a point that is anti-establishment.
Why do you think a non-player has an obligation to address this issue which doesn’t concern them?
As the state, we are saying we were not consulted, so whatever becomes of that effort following the efforts of self-seeking activists cannot be our business and cannot be our concern.
If you decide to raise a tombstone for your own family, why do you think the state must worry about it?

The Government says the erection of Gukurahundi memorial plaques at the Bhalangwe mass graves site, Matabeleland South province, was an unlawful act.
The plaque, that was erected recently by pressure group, Ibetshu Likazulu, was bombed last week by suspected state security agents.
Speaking in an interview with CITE, Deputy Chief Secretary to the President and Cabinet (Presidential Communications), George Charamba, said:
<blockquote>
I think a criminal act was committed when an act was done out of the policy and the state was indifferent.
You don’t just in a sovereign country with a competent government just go and erect a monument in a community without involving the state. Where is that done? We are not a lawless society.
You don’t cherry-pick chiefs of the like mind of the activists and say you have chiefs on your side. It doesn’t work like that and we are talking tough on that one.

Charamba said the Government has nothing to do with the destruction of the plaques and will not get involved in the matter. He said:
<blockquote>
Let that be very clear, they should never (erect plaques). It’s unlawful. So if anything becomes of that unlawful deed, it can’t be a problem of the state to explain on what basis, it’s an unlawful deed.
You take a risk which is an unlawful step, you live with the consequences and deal with those whatever becomes of it, it’s their business isn’t they feel strongly about it outside state parameters.
We are working on fixing wounds from early independence and if you listened to the President’s statement on the Unity Accord commemorations, we said the negative forces trying to sort of reactivating the spotlight on the conflict must be kept at bay and we meant it.
You can’t expect the police to police illegality or to account for it when it gets demolished, on what basis?
From your little hovel, you stand up to say you are going to raise a monument, as who? 
Why don’t you win elections and establish your own government where you can do that?
You put your squatter camp along Umguza River and it’s raised to the ground by your girlfriend or boyfriend, you expect the police to be on standby to protect you?

There has been concern over theft and vandalism of Gukurahundi memorial plaques.
The plaques were erected in memory of thousands of people killed by the North Korean trained Fifth Brigade in the Midlands and Matebeleland provinces between 1982 and 1987.

Erection Of Gukurahundi Memorial Plaques Unlawful Acts - Charamba

The National Transitional Justice Working Group (NTJWG) notes with concern that a plaque that was unveiled at the Bhalagwe mass grave site in Kezi, Matabeleland South Province on 25 May 2021 was stolen.
The unveiling was done during a memorial service held in memory of all the people who tragically lost their lives during the Gukurahundi era which was a series of massacres of thousands of civilians carried out by the Zimbabwe National Army from early 1983 to late 1987.
The plaque was unveiled by Chief Fuyane with the support of Ibhetshu Likazulu, an NTJWG stakeholder that pursues justice for victims of Gukurahundi.
The NTJWG condemns this theft and views it as an attack on the memory of the estimated 20 000 people who lost their lives during Gukurahundi, their families and survivors who continue to grapple with the trauma of this excruciating period.
This theft is particularly concerning as it is the second incident of this nature with the first having occurred in 2018 when a similar plaque at Bhalagwe was destroyed.
Back then, villagers consisting of victims, survivors, and families of victims of Gukurahundi atrocities were threatened and warned against participating in erecting similar structures.
These incidents are indicative of intolerance and a deliberate effort to rewrite history by erasing the lived experiences of victims and survivors.
Memorial sites and structures such as this are a key part of truth recovery and preservation through memorialisation initiatives.
Given Zimbabwe’s history of violence and conflict, memorialisation is an urgent and pertinent issue that must be prioritised.
Gukurahundi is part of Zimbabwe’s history which though heinous must not be forgotten. Plaques such as the one unveiled at Bhalagwe are important reminders of what happened in the past which must fill every Zimbabwean with a desire to play their part to guarantee non-recurrence of human rights violations such as Gukurahundi.
Therefore, this theft is an unacceptable act that undermines the nation’s efforts to realise national peace, reconciliation, and healing and it must not go unpunished.
The NTJWG, therefore, stands with the people of Kezi, Ibhetshu Likazulu and other victims of Gukurahundi in condemning this act and calls on all Zimbabweans to take a stand against the destruction of memorial sites and structures.
The NTJWG specifically calls upon the National Peace and Reconciliation Commission (NPRC) to launch an investigation into the destruction of the plaque and hold the perpetrators of this callous act accountable.
Furthermore, the NTJWG implores the NPRC to provide the people of Kezi with counselling services and any other necessary support as this incident has likely re-traumatised them.

NTJWG Statement On The Destruction Of Memorial Plaque At Bhalagwe {Full Text}

Some chiefs in Matabeleland South Province have questioned the government’s sincerity in solving the Gukurahundi atrocities after they were detained by police on Sunday while on their way to Bhalagwe in Maphisa, for a Gukurahundi memorial event.
The traditional leaders were part of the delegation led by Ibhetshu LikaZulu, a pressure group, who were initially blocked by the police from proceeding to Bhalagwe before they were cleared after several hours.
Chief Fuyane of Maphisa told CITE that there is an agreement between the chiefs and the government which gives them authority to have meetings and talk about Gukurahundi freely.
The chief bemoaned the fact that whenever they want to go to Bhalagwe, which bore the brunt of the Fifth Brigade operations as thousands were killed and buried in mass graves, they are stopped. Said Chief Fuyane:
<blockquote>This is the second plaque that is being erected here, and it was installed within our community so who removed it, I am giving you all homework.
I am happy that the government said we must freely talk about Gukurahundi which means this plaque that we are erecting here must be protected by the government, not by people.</blockquote>
This comes after a Gukurahundi memorial plaque erected on Sunday at Bhalagwe in memory of the victims of the 1980s massacres was stolen.
Meanwhile, Chief Mathema from Gwanda said it is important for the affected communities to take control of the processes themselves. He said:
<blockquote>People of Matabeleland together with the Midlands should stand together with one voice and do not expect much from Chiefs as it’s not all of them who talk about Gukurahundi in the meetings.</blockquote>

Mat South Chiefs Question Govt Sincerity On Resolving Gukurahundi

A Gukurahundi memorial plaque erected on Sunday at Bhalagwe in Maphisa, Matabeleland South, in memory of the victims of the 1980s massacres has reportedly been stolen, CITE reports.
A memorial service was held at Bhalagwe by Ibhetshu Likazulu, a local pressure group.
Bhalagwe bore the brunt of the North Korean-trained Fifth Brigade operations as thousands were killed and buried in mass graves.
During the memorial service, a plaque in memory of the Gukurahundi victims was erected to replace a tombstone that was erected at the same site in 2019 before it was destroyed by suspected security agents.
Speaking to CITE, Ibhetshu Likazulu secretary-general Mbuso Fuzwayo said he received information on Monday morning that the plaque was missing. Said Fuzwayo:
<blockquote>I just received the information that the Gukurahundi memorial plaque that we installed yesterday has been stolen.</blockquote>
Fuzwayo said the plaque had cost them US$300 excluding transportation and other necessities. He added that they will find other means to install another plaque at the site.
Reports indicate that police initially blocked roads leading to the camp and detained traditional chiefs and other guests for hours before they were given the go-ahead to proceed with the event while observing COVID-19 regulations.
Speaking on Tuesday at the Bhalagwe turn off after they were detained by the police, Fuzwayo, said:
<blockquote>It’s either the police are defying the President or the President misled the nation but the truth of the matter is we want to go and replace the plaque that they stole because I strongly believe that the state was behind the removal of that plaque that we had erected in 2018.
We reported it to the officers and they did nothing but what they are good at is always trying to ensure that the people of Matabeleland do not remember the people who were killed by the government but honestly speaking the plaque will be erected and we will always remember the victims.
They stopped us asking us whether we reported to the regulating officer but our position is clear we can’t ask anything from the regulating officer because the police are implicated in the commissioning of Gukurahundi, so we can’t ask them because they are an interested party.</blockquote>

Chiefs in Matabeleland provinces have voiced their disagreement to a decision by the Matobo Rural District Council (MRDC) to turn the Gukurahundi burial site in Bhalagwe, Kezi in Matabeleland South Province into a district heroes’ acre.
The bodies of thousands of innocent people massacred by the Zimbabwe National Army during the Gukurahundi genocide were allegedly thrown into the disused Antelope Mine at Bhalagwe.
Outspoken traditional leader, Chief Mathema, castigated the MRDC after it was revealed that the council had declared the site a Heroes Acre about 20 years ago.
Speaking during a National Peace and Reconciliation Commission consultative meeting on Friday in Maphisa, Kezi, Chief Mathema said:
<blockquote>The issue of Bhalagwe has been dominating most of the conversation around Gukurahundi.
To Matobo RDC, you did wrong. I want to call a spade a spade, you were not supposed to make a resolution as a council and declare Bhalagwe a Heroes Acre without even consulting people.
You were supposed to consult us as the chiefs as well.
Was there no other place where you could locate a Heroes Acre? There are many clean sites besides Bhalagwe where mass graves of innocent people are located.
That place is a victims’ area, as those people were buried there involuntary.
I advise you that in everything you do, you need to consult the chiefs. Please reverse that decision.</blockquote>
Activists in Matabeleland have called for the Bhalagwe gravesite to be recognised as a Gukurahundi monument by constructing a plaque.
