The Inter-Ministerial Task Force on Legislative Alignment (IMT) mandated with the alignment of the country’s various legislations to the Constitution has questioned the country’s commitment to implementing genuine reforms.
In its report, the IMT said that the legislative alignment process which has been ongoing since 2013 has been not been holistic neither has it been speedy. Read the report:
<blockquote>This has brought into question government’s to usher-in genuine reform to the governance and human rights legal framework in the country.
Although the government denies it, there have been significant delays in aligning legislation to the Constitution.</blockquote>
The report comes when the <a href="https://news.pindula.co.zw/2019/09/25/political-economic-reforms-will-determine-usa-policy-on-sanctions-amb-nichols/">international community has been urging the Zimbabwe government to expedite</a> the implementation of reforms as a prerequisite for reengagement.
In his letter to the Australian authorities, Foreign Affairs Minister, Sibusiso Moyo revealed that <a href="https://news.pindula.co.zw/2019/10/11/full-text-sb-moyo-pleads-with-australia-to-help-zimbabwe-rejoin-the-commonwealth/">the country was still far from fully implementing the intended and recommended reforms</a>.

"Govt Denies It, But There's No Commitment In Implementing Genuine Reforms" - REPORT

Recent developments point towards a continued contest amongst world giants to win Zimbabwe.
On Thursday, the United States opened a remarkably large and expensive embassy in Harare. The U.S. ambassador to Zimbabwe described it as a symbol of America’s commitment to the people of Zimbabwe. This attracted several responses with some arguing that the USA was not being genuine as its sanctions are still on Zimbabwe.
Officially launching the embassy, Ambassador Brian Nichols said:
<blockquote>In addition to structures, we built relationships across a network of service providers. We look forward to deepening those relationships.
The United States aspires to strengthen its partnership with Zimbabwe and to expand trade and investment between our countries. Embracing political and economic reform is the key to achieving these goals.</blockquote>
Japan, perceived to be one of US’ allies, also recently pledged to support Zimbabwe on technology and infrastructure. This was revealed by the Japanese Ambassador to Zimbabwe Toshiyuki Iwado at an event held to commemorate the ascension of Japan’s new Emperor Naruhito. Japan together with India has had reservations on Chinese initiatives globally. However, their combined investments in Africa do match those of China
On the other hand, China <a class="x5l" href="https://www.newsday.co.zw/2019/05/china-to-set-up-culture-centre-in-zim/" rel="noopener external noreferrer" target="_blank">announced</a> plans this week to build a cultural center in Harare to cement its partnership with Zimbabwe on the Belt and Road Initiative (BRI). Chinese Ambassador Guo Shaochun praised China’s “great partnership” with Zimbabwe and “fruitful” cooperation on cultural and educational issues. However, China has been accused of exploiting African resources and offering unsustainable lines of credit to its deemed friends.

WATCH: The Official Opening Of The US Embassy In Harare

The United States Government has set aside US$15 million in additional funding to respond to the critical food security situation in Zimbabwe.
The food aid will be provided through the U.S. Agency for International Development (USAID).
The US$15 million brings the total U.S. funding for the current lean season to US$38 million. This ensures that almost 600,000 rural Zimbabweans have adequate food supplies before the next harvest.
United States Ambassador Brian A. Nichols announced the contribution in response to the United Nations’ Flash Appeal for humanitarian assistance during a press briefing on Thursday in Harare:

US Offers Zim US$15 Million For Drought Relief

United States of America has appointed Mr Brian Nichols as its new Ambassador to Zimbabwe, replacing Ambassador Harry Thomas Jnr.
Nichols is a long- serving member of the US Senior Foreign Service and has served as an American diplomat since 1989. He is currently the Senior Advisor in the Bureau of Western Hemisphere Affairs.
Previously, he served as US Ambassador to Peru, principal deputy assistant secretary in the Bureau of International Narcotics and Law Enforcement Affairs, and as deputy chief of mission at the US Embassy in Bogota, Colombia.
