New York-headquartered global rating firm Fitch Solutions says Zimbabwe will most likely record a surplus for a “third consecutive current account surplus” this year for the first time since 2009. 
A current account surplus means that a country has more exports and incoming payments than imports and outgoing payments to other countries. It is generally deemed a positive because the current account surplus adds to a country’s reserves.
<a href="https://www.sundaymail.co.zw/zim-to-have-surplus-in-2023-fitch">The Sunday Mail</a> reported citing Fitch Solutions’s recent report. Reads part of the report:

At Fitch Solutions, we anticipate that Zimbabwe will realise a current account surplus, although it will narrow from 3 percent of GDP in 2022 to 2,2 percent of GDP in 2023.
This is testament to the fact that there is something positive happening in the country, and since the Minister of Finance (<a href="https://www.pindula.co.zw/Mthuli_Ncube">Professor Mthuli Ncube</a>) came into office, prudent economic policies have been put in place. We, however, need to look at ways to further increase the gap in the positive direction, as it translates to more domestic production, which also means more jobs and a bigger local market.

Fitch Solutions believes the surplus would narrow owing to a combination of strong import demand in the run-up to this year’s harmonised elections and weak global commodity prices.
However, consumer spending is expected to remain strong which will keep import demand robust and lead to a narrower current account surplus.
Zimbabwe’s import bill is expected to reduce as average crude oil prices are projected to drop by 6.9 per cent over the course of 2023. The prices rose sharply in 2022 following <a href="https://zero.pindula.co.zw/ukraines-foreign-minister-putin-launched-full-scale-invasion-well-defend-and-win/">Russia’s invasion of Ukraine on 24 February</a>. 
Fuel accounted for 15.6 per cent of imports into Zimbabwe in 2021.
Fitch Solutions believes that the Zimbabwean export sector will be dealt a heavy blow by stagnant gold prices and receding nickel prices, resulting in less revenue.

Fitch Solutions Says Zimbabwe Will Most Likely Record A Current Account Surplus This Year

Finance and Economic Development Minister Mthuli Ncube has said the country recorded a budget surplus amounting to $9.8 billion in the first quarter of 2021.
In the latest Treasury report for the first quarter ended March 2021, Ncube said the government’s economic stabilisation reforms have been successful as evidenced by the significant drop in annual inflation. He said:
<blockquote>On the fiscal front, a budget surplus of $9,8 billion was recorded as Government continued fiscal consolidation for ensuring stability and restore market confidence.
Success of stabilisation reforms is also being evidenced through a significant drop in the annual inflation rate to 240,6 per cent by March 2021 from 837,5 per cent in July 2020.
Similarly, the exchange rate has stabilised at around US$1: $84 throughout the quarter.</blockquote>
In June last year, the monetary authorities introduced the weekly Foreign Currency Auction Trading System, replacing a fixed exchange rate of US$1: $25.
To date, over US$1,3 billion has been traded on the platform. Ncube said the first quarter has marked the beginning of NDS1 implementation — through the 2021 National Budget.
The National Development Strategy 1 (NDS1) is a five-year economic development plan which is expected to run from 2021 to 2025.
It replaced the two-year Transitional Stabilisation Programme (TSP) that ended in December 2020.

'Zimbabwe Records $9.8 Billion Budget Surplus'

Professor Mthuli Ncube was appointed Finance Minister and assumed duty in September 2018 after the watershed July 2018 elections that controversially issued the second republic into power. Ever Since the fundi became the treasury boss, he has proclaimed surplus 8 times despite a dire economic turmoil that is seeing inflation reaching unprecedented levels for the first time since 2008.

<li>The brand new minister hit the ground running by announcing a $29 Million <a href="https://zero.pindula.co.zw/mthuli-ncube-lauds-austerity-measures-claims-that-govt-achieved-29-million-budget-surplus/">surplus</a> for the month of October 2019.</li>
<li>The Minister in December 2018 announced a $733 million <a href="https://www.thestandard.co.zw/2019/04/14/budget-surplus-worth-celebrating/">surplus</a> and he said the austerity measures he had announced were working</li>
<li>A month later in the month of January 2019, the Economics fundi also announced yet another <a href="https://www.thestandard.co.zw/2019/04/14/budget-surplus-worth-celebrating/">surplus</a> of $113 million and again lauded his austerity measures.</li>
<li> In May 2019, Mthuli announced yet another <a href="https://zero.pindula.co.zw/govt-attains-443-1-million-surplus-in-1st-quarter-of-2019/">surplus,</a> Mthuli said the government had achieved close to half a billion in surplus after it attained a RTGS$443.1 million surplus for the first quarter of 2019.</li>
<li>Treasury in the midterm budget review proclaimed yet another <a href="https://www.theindependent.co.zw/2019/08/02/zim-records-zw803m-budget-surplus-ncube/">surplus</a> and said, the country had attained a surplus of ZW$803,6 million between January and June 2019</li>
<li>Overally, 2019 was a year of surpluses with Professor Mthuli as the treasury boss as he announced a cumulative <a href="https://bulawayo24.com/index-id-news-sc-national-byo-183804.html">surplus</a> of $437million for the year 2019.</li>
<li> In March 2020, The government announced it had a ZWL $3 Billion <a href="https://zero.pindula.co.zw/government-claims-it-has-a-cash-surplus-of-over-zwl-3-billion/">Surplus. </a>Already civil servants were lamenting that they were poorly paid and inflation had passed the 400% mark.</li>
<li>A few weeks after headlining for sending an SOS to the international community saying the government coffers were dry and the country might implode, the treasury boss in July 2020 announced a <a href="https://zero.pindula.co.zw/mthuli-ncube-announce-yet-another-surplus-says-the-country-is-liquid-enough-to-withstand-covid-19-economic-effects/">Surplus</a> of ZWL$800 million</li>

Most of these surpluses were announced at the back of deteriorating socio-economic conditions and civil servants strikes and incapacitation calls.

LIST: 8 Times Mthuli Ncube Proclaimed A Budget Surplus Since He Became The Treasury Boss

The Minister of Finance Mthuli Ncube during Thursday’s mid-term budget review announced yet another surplus, The Zimbabwe Independent reports.
The professor said the country recorded a budget surplus of ZW$800 million in the period from January to June 2020 and declared the country has enough funds to wade through the murky COVID-19 economic waters and treasury, therefore, didn’t have to budget for the necessary social safety nets.
In announcing the surplus, Mthuli said:
<blockquote>This enables us to operate to the end of the year as we reallocate to cover the critical needs, especially those related to Covid-19 and social protection. This position enables us to avoid tabling a Supplementary Budget, given our current levels of spending.
Treasury will be dealing with arising expenditure pressures, as we consolidate our fiscal position during the remainder of the year, taking account of revenue performance against inescapable reprioritised expenditures.</blockquote>
The surplus declaration came a few short weeks after the treasury boss wrote to the international community including the World Bank, the International Monetary Fund and African Development Bank looking a bailout passage as he said Zimbabwe would likely implode without their intervention, which would according to him affect other countries.
Professor Ncube also said ministries are yet to use 54% of their allocated 2020 funds as they have only used utilised 46% of their allocations from January to June 2020. <a href="https://news.pindula.co.zw/2019/09/14/government-achieved-a-fiscal-surplus-of-159-8-million-in-june-report/">This is not the first time the Minister has announced a surplus since he assumed duty in 2018, last year during yet another civil strike he also announced yet another surplus. </a>

Mthuli Ncube Announce Yet Another Surplus, Says The Country Is Liquid Enough To Withstand COVID-19 Economic Effects

Finance and Economic Development Minister, Mthuli Ncube revealed that almost half a billion dollar budget surplus was achieved in the first quarter of 2019.
This indicates that public finances are in a healthy state, unlike in previous years when deficits were the order of the day.
In Treasury Bulletin number 31, 2019 released last week, Ncube said that despite the operating environment being still very unstable, the Transitional Stabilisation Programme (TSP) has started to bear some fruit. He said:
<blockquote>On a positive note, there is marked improved performance on central Government finances, with revenues at $1,9 billion, outperforming target of $1,8 billion throughout the first quarter of 2019 to give overall positive variance of $146 million.
On the other hand, expenditures were contained at $1,5 billion against a target of $1,7 billion to give savings of $218 million. This, as a result, gave a budget surplus of $443 million.</blockquote>
The increased revenue emanated, in part, from the 2 per cent tax on electronic money transfers;
<blockquote>The performance also benefited from the Intermediated Money Transfer Tax (IMTT), which generated an average monthly revenue of $95 million against a target of $50 million.</blockquote>

Budget Surplus Close To $500 Million - Ncube

Finance and Economic Development Minister Mthuli Ncube revealed that the government achieved a surplus after it spent within the budget.
However, Harare economist John Robertson says the US$113 million revenue surplus in January 2019 was achieved by over taxation of poor citizens, and not fiscal discipline on the part of the government. Said Robertson:
<blockquote>The surplus has not been achieved due to anything that has to do with financial discipline, but rather, the ongoing widening of the country’s tax base.
Notably, the 2 per cent tax is churning out huge amounts of revenue and this source is now covering up the over expenditures that were experienced in the past.
So it is not as rosy as the government wants to portray it because people’s buying power has been eroded, demand has gone down drastically at a time when salaries are not even matching the cost of living.
Such a surplus is only worth celebrating if it is in tandem with economic growth.</blockquote>
