The <a href="https://www.pindula.co.zw/Zimbabwe_Electoral_Commission/">Zimbabwe Electoral Commission (ZEC)</a> has announced that by-elections will be held in four wards across the country. These by-elections were necessitated by the deaths of some of the candidates in those wards before August 23, 2023, harmonised elections. In a statement seen by Pindula News, ZEC said the affected wards are Kusile RDC Ward 13, Nkayi RDC Ward 11, Vungu RDC Ward 14, and Zvimba RDC Ward 23.
ZEC Chief Elections Officer, Utloile Silaigwana said the Nomination Court will convene on Tuesday, October 10, 2023, to receive nominations for the vacant wards. If necessary, a poll will take place on Saturday, November 11, 2023. Read the statement:

The Nomination Court for purposes of receiving nominations of candidates for election as councillors for the vacant wards shall sit on Tuesday 10 October 2023 commencing from 1000 hours to 1600 hours.
The nomination courts to receive nominations for the vacant wards shall sit at the offices of the respective local authorities.
The Zimbabwe Electoral Coromission fixes Saturday, 11 November 2023 as the day on which a poll shall take place if it becomes necessary in terms of Section 125(4) (b) of the Electoral Act.

Zimbabwe Electoral Commission (ZEC) Announces By-Elections In Four Wards

The ruling ZANU PF party has expressed confidence in victory in the general elections scheduled for 2023.
This follows the party’s victory in by-elections held in several wards across the country on 03 December 2022.
Out of the five wards that were up for grabs, ZANU PF won three while the opposition Citizens Coalition for Change (CCC) led by Nelson Chamisa bagged the remainder.
Addressing the media at the ZANU PF headquarters in Harare on Thursday, party National Political Commissar Mike Bimha, said:

ZANU PF participated in the recent by-elections with a clear intent to win in all the wards because there is growing confidence in the way the ruling Party is handling and managing national issues.
The Party has been renewing and creating sustainable relationships with rural and urban communities and generally responding to critical issues that matter to the people around the country.
The broad array of policy initiatives put in place by government since 2018, created a sense of new beginnings and new possibilities for everyone.
The development approach that emphasises local and project-based programmes impact positively on livelihoods both in rural and urban settings resulting in a sense of hope and anticipation.
</blockquote>
Bimha said, unlike opposition political parties that rely on “empty rhetoric” ZANU PF has been improving the lives of ordinary Zimbabweans in tangible ways. He said:

The political landscape is changing in favor of ZANU PF for a lot of reasons but most importantly coz other political outfits rely on empty rhetoric at the expense of tangible deliverables resulting in ZANU-PF winning resoundingly improving its share of the vote.
The recent by-election results in Binga, Ward 20, Gweru Urban, Ward 5 and Mberengwa, Ward 28 are a mirror held up to Zimbabweans so they can see the shift of political attitudes in favor of the ruling Party.
This shift is not predicated on some cheap political propaganda but on visible and tangible results of well-planned community and public investment programs throughout the country. No place and No one is being left behind.
The ruling Party’s commitment to dealing with key issues and policy areas at local and national level is unmatched and the public can see for themselves that ZANU PF is not just talking but taking practical steps to address problems that face our communities.
Most communities are able to see and relate to programs being implemented by the ruling Party and evidence of what’s in it for the people is verifiably present for everyone to see.

He said people in urban areas have now realised that opposition parties have nothing to offer, hence ZANU PF’s improved performance in towns and cities. Said Bimha:

What can not be denied today is that people in urban areas now know very clearly that those in control of cities are big at talking but totally incapable of delivering basic services to the people.
We are comfortable as a Party that we did well and we deserve the victory and the improved vote margins.

ZANU PF Confident Of Victory In 2023 General Elections

The national spokesperson of the opposition Citizens Coalition for Change (CCC), Fadzayi Mahere, has said her party was performing above many people’s expectations.
In reference to the CCC, Mahere said, “The new baby is 11 months old” but performed “well” in by-elections held in the country so far. She added:

It won the lion’s share of this year’s by-elections despite violence, intimidation, banning of rallies, persecution of members, unlawful arrests, deprivation of resources &amp; sponsored attacks. How many likes for the new CCC baby yatambudza Zanu?
They dug a political grave for us. We emerged stronger. They fell into the grave themselves.

In response to Mahere’s remarks, self-exiled former minister of Information, Publicity and Broadcasting Services, Professor Jonathan Moyo cited Pedzisai Ruhanya who had earlier said CCC has a huge task ahead of the 2023 elections. He said:

It is childish for a by-election loser to claim, “chakutambudzai chinhu chevanhu”. Atambudzwa nekuhwina ma by-elections ndiani!? By-election results have your worried backers thinking: “the opposition (CCC) has a lot of ground to cover with only 6 months to go”.

Commenting on the by-elections results, Pedzisai Ruhanya, a <a href="https://www.pindula.co.zw/Zimbabwean" title="Zimbabwean">Zimbabwean</a> academic, journalist, and political commentator said:

Jonathan Moyo, Fadzayi Mahere Comment On By-election Results

The Zimbabwe Electoral Commission (ZEC) has announced the suspension of by-elections for wards 6, 8, 10, 15, and 23 of Binga Rural District Council scheduled for Saturday 03 December 2022.
In a statement on Friday, 02 December, ZEC chief elections officer Utloile Silaigwana said the High Court ordered the suspension of the by-elections after the nominations of five of the candidates were challenged in court. Reads the statement:

The Zimbabwe Electoral Commission would like to inform members of the public that the High Court has ordered the suspension of by-elections for wards 6, 8, 10, 15, and 23 of Binga Rural District Council scheduled for Saturday 03 December 2022.
This follows urgent chamber applications by Collen Mudenda who challenged the nominations of John Simunene Sikabotu, Kingson Mpofu, Mathias Mudenda, Joseph Mwembe, and Wilson Siampolomba on the grounds that they were disqualified from contesting as candidates in terms of Section 119(2) (h) of the Electoral Act.
The Section states that a person shall be disqualified from being nominated as a candidate on the nomination day or the day of an election when he or she is in default with the payment of any levy, rate, charge, or tax due and payable to the council concerned for more than 120 days.
The High Court ordered that the Commission should not proceed with the by-elections for the five wards pending the hearing of the cases which was postponed to 4 January 2023.
However, despite this High Court order, by-elections for ward 20 of Binga Rural District Council, wards 4, 5, and 18 of Gweru Municipality, and ward 28 of Mberengwa Rural District Council will go ahead tomorrow 3 December 2022 as scheduled.

ZEC Announces Suspension Of Some Binga RDC By-elections

The High Court has barred the Zimbabwe Electoral Commission (ZEC) from holding by-elections in five wards under Binga Rural District Council that were scheduled for 03 December 2022.
The by-elections have been suspended due to objections filed against the nomination of CCC candidates who are alleged to owe the local authority debts of over 120 days.
High Court judge Justice Tawanda Chitapi on Friday, 02 December, granted an application by Collen Mudenda who was seeking the court to bar Mathias Mudenda, who was cited as the first respondent, and ZEC, which was cited as the second respondent, from going ahead with the elections. Ruled Justice Chitapi:

The elections set for 3 December 2022 for the election of Councillors for Wards 6, 8, 10, 15, and 23 of Binga Rural District Council be and are hereby suspended.
</blockquote>
Meanwhile, ZEC said all other by-elections scheduled for 3 December will proceed.
The by-elections will be held in Binga Ward 20 and in Gweru in wards 4, 5, and 18.

High Court Suspends Five Local Government By-elections In Binga

The opposition MDC-T led by Douglas Mwonzora has disputed remarks made over the weekend by its national chairperson, Morgen Komichi, who said the party will contest upcoming by-elections after boycotting all by-elections held after 26 March 2022.
Komichi told an online publication that the party had fielded representatives in all the vacant wards. He was quoted as saying:

This time around we are going to take part in the upcoming by-elections. We have already identified through consensus our candidates. We are urging Zimbabweans to vote for the MDC-T.
</blockquote>
However, in a statement released on Monday, MDC-T spokesperson Witness Dube refuted Komichi’s comments saying the party’s position on by-elections has not changed. Dube said:

The MDC’s position on by-elections remains that we will not be participating in any by-election until after our current restructuring exercise and congress preparations are completed.
A report by an online newspaper on the 31st of October 2022 suggesting that we will be participating in the upcoming by-elections is not the correct party position but simply statements attributable to our National Chairperson Morgen Komichi.

Following the 26 March by-elections in which the MDC-T failed to win a single seat, the party’s leadership took a decision not to participate in any future by-elections.

In Binga, the by-elections will be held in Wards 6, 8, 10, 15, 20 and 23 while in Gweru the elections are set for Wards 4, 5 and 18. We Have Not Changed Our Stance On By-elections - Mwonzora's MDC-T

The opposition MDC-T led by Senator <a href="https://www.pindula.co.zw/Douglas_Mwonzora">Douglas Mwonzora</a> has made a U-turn on participation in by-elections.
Following poor performance during the 26 March by-elections, MDC-T resolved not to partake in any by-elections choosing to wait for the 2023 elections.
The party’s National Chairperson, Morgen Komichi, however, said the party will field candidates in forthcoming local authority by-elections after having a relook at the earlier position, he told NewZimbabwe.com in a recent interview.
He speaks as the Zimbabwe Electoral Commission (ZEC) last week announced that the nomination court will receive nomination papers for Binga, Victoria Falls and Gweru by-elections on November 3, while polling will be held on December 3.
Komichi, also known as Baba Abrahama in political circles, says they will participate this time. He said:

This time around we are going to take part in the upcoming by-elections. We have already identified through consensus our candidates. We are urging Zimbabweans to vote for the MDC-T.
Our party is the only political party which can bring real change in Zimbabwe. Our people have suffered a lot under ZANU PF.

In Binga, the by-elections will be held in Wards 6, 8, 10, 15, 20 and 23 while in Gweru the elections are set for Wards 4, 5 and 18. In Victoria Falls, Ward 8 will have by-elections. 
The posts arose mostly as a result of recalls of incumbent councillors and Members of Parliament (MPs) by the MDC-T.

Mwonzora-led MDC-T Changes Stance On By-elections

Nomination courts are set to seat next week for candidates seeking to fill local government vacancies in Binga, Gweru and Victoria Falls.
The vacancies were largely created by the mass recall of councillors by the Douglas Mwonzora-led MDC-T with Binga set to have the most number of by-elections.
The MDC Alliances were recalled by Mwonzora on allegations of working with the MDC-T’s rival, the Nelson Chamisa-led Citizens Coalition for Change (CCC).
In a notice, Zimbabwe Electoral Commission (ZEC) chief elections officer Utoile Silaigwana said the by-elections will be held on 3 December.
He said six wards were vacant in Binga, three in Gweru, and one in Victoria Falls. Said Silaigwana:

In relation to the election of the councillors for the said wards, nomination courts shall sit on Thursday 3 November 2022 commencing from 10 AM to 4 PM at the offices of the chief executive officer for Binga Rural District Council, for the purposes of receiving nominations of candidates for election as councillors for the vacant wards 6, 8, 10, 15, 20 and 23 and the offices of the town clerk for Gweru Municipality, Gweru, for purposes of receiving nominations of candidates for election as councillors for the vacant wards 4, 5 and 18.
The offices of the town clerk for Victoria Falls Municipality, Victoria Falls, for purposes of receiving nominations for candidates for elections as councillor for the vacant ward 8 of Victoria Falls Municipality.

 These are likely to be the last by-elections ahead of the 2023 general elections as ZEC recently announced that any vacancy that arises on or after 1 November will not be filled through a by-election.

The notice seen by Pindula News notes that the ruling ZANU PF won five (5) seats out of six (6) that were up for grabs while the remaining one (1) was won by the opposition Citizens Coalition for Change (CCC). ZEC Releases Results Of 22 October 2022 By-elections

Police have urged political parties to conduct their activities peacefully ahead of six local authority by-elections set for Saturday, 22 October 2022.
The ward-based by-elections will be held in Matobo, Insiza, Guruve, Mutare Central, Buhera and Chirumhanzu.
ZRP’s Senior Staff Officer (Press and Public Relations], Assistant Commissioner Paul Nyathi, reminded political parties that they should shun all forms of violence to ensure that law and order are maintained in the country. He said:

The Zimbabwe Republic Police assures the public that it has adequately deployed Police officers to ensure that the Local Authority By-Elections scheduled for the 22nd of October 2022 in Matobo, Insiza, Guruve, Mutare Central, Buhera and Chirumhanzu are held peacefully.
The Police urge political parties and supporters to conduct their campaigns and activities peacefully to ensure that the voting process will be conducted in a peaceful manner, as outlined by the Zimbabwe Electoral Commission.
Political parties must be responsible and shun all forms of violence in order to contribute towards the maintenance of law and order in the country.

Shun Violence During By-elections - Police

The Zimbabwe Electoral Commission (ZEC) has expressed its readiness to hold six local authority by-elections across the country on Saturday, 22 October 2022.
ZEC will conduct elections in Ward 4 Insiza Rural District Council (RDC), Ward 2 Matobo RDC, Ward 24 of Buhera RDC, Ward 4 Guruve RDC, Ward 18 Mutare Municipality and Ward 6 Takawira RDC tomorrow.
The run-up to the by-elections has been marred by politically motivated violence which rocked Matobo and Insiza, Matabeleland South where suspected ZANU-PF supporters attacked an injured CCC activists and also damaged vehicles.
Despite the violence, ZEC spokesperson Jasper Mangwana told <a href="https://cite.org.zw/zec-expresses-readiness-for-saturdays-by-elections/">CITE</a> that they are ready to conduct the -by-elections. He said:
<blockquote>
ZEC is ready. Printing of ballot paper and distribution of materials for the 6 by-elections to be held over the weekend is in progress.
Preparations are going on well and the commission hopes that by Thursday all materials will be in place.
I am urging all contesting candidates and the electorate to conduct their electioneering peacefully.

ZEC Ready For Saturday's By-elections - Mangwana

The Zimbabwe Electoral Commission (ZEC) says the holding of National Assembly and Local Authority by-elections will be suspended on 1 November 2022 pending the 2023 General Elections.
In a notice, ZEC chairperson Priscilla Chugumba said vacancies that occur on or after 1 November 2022 will be suspended in line with Section 158(3) of the Constitution. Said Chigumba:
<blockquote>
Section 158(3) of the Constitution provides that polling in by-elections shall take place within ninety days of the vacancies occurring unless the vacancies occur within nine months before a general election is due to be held. 
The last general election held in 2018 was held on 31 July 2018. It is therefore anticipated from a reading of section 158(3) of the Constitution that general elections will be held on a date to be set during the month of either July or August 2023.
Members of the public are thus notified that the filling of vacancies that occur on or after the 1st of November 2022 will be suspended pending the conduct of the 2023 general elections.

The Douglas Mwonzora-led MDC-T recently recalled two Victoria Falls councillors accusing them of defying party protocol and siding with rival opposition, CCC.
The affected councillors are Ward 7 councillor Thuso Moyo and Josepha Dzangai of Ward 8.
Since a controversial Supreme Court ruling in March 2020 on the MDC-T succession dispute, the opposition party has recalled scores of councillors.
The announcement by ZEC means that any MP or councillor elected on an MDC Alliance ticket or ZANU PF for that matter, in 2018, who is recalled from 1 November going forward will have to wait for the general elections to contest for the seat again.

ZEC To Suspend By-elections Pending 2023 General Elections

The opposition CCC has started conducting a “post-mortem review” of recent by-elections to ascertain areas that need change and improvement.
CCC national spokesperson Fadzayi Mahere said the party has noted electoral malpractices in areas such as Mberengwa and Nyanga during the by-elections conducted on 08 October 2022. She said:

We’ve consistently said that each by-election is a dry run for 2023. We’re keenly aware of the assisted voting, political violence, banning of CCC meetings and voter intimidation that take place in Mberengwa and Nyanga. ZANU PF will never win a free and fair election in Zimbabwe.
We’ve begun our post-mortem review of these elections to examine how to sharpen our response to electoral manipulation in these areas.
We have a model of how to win rural elections that has worked in places like Binga and Bulilima which we are scaling across the country.

Mahere urged citizens to register as voters and vote in huge numbers and also defend their votes to guarantee “change” in Zimbabwe. She said:

CCC Conducts "Post-mortem Review" Of By-elections

ZANU PF has won two of the contested Rural District Council seats in Nyanga and Mberengwa.
The Zimbabwe Electoral Commission (ZEC) conducted the by-elections on Saturday, 08 October 2022 after the seats fell vacant following the deaths of ZANU PF councillors Matongo Collins and Ravasingadi Zhou.
ZANU PF retained both seats with huge margins.
In Nyanga Ward 27, ZANU PF’s Simon Nyazenga garnered 376 while CCC’s Artwell Tichiwangani received 123 votes.
In Mberengwa Ward 15 Albenias Nkonzo of ZANU PF garnered 765 while Cornias Dhongijena of CCC got 165.

ZANU PF Wins In Nyanga And Mberengwa By-elections

President Emmerson Mnangagwa is reportedly angry with ZANU PF members over the party’s loss in two by-elections held in Kwekwe in March.
Former State Security Minister, Owen “Mudha” Ncube, who is believed to be a close ally of Mnangagwa, recently told ZANU PF supporters in Kwekwe that the President was not happy with the results. Said Ncube:

I want to tell you, that not only the party but also the President is unhappy with the by-election results. The President is displeased that the party lost Kwekwe Central and Mbizo.
You are the ones who caused us to lose. How do you explain a situation whereby, in Mbizo three-quarters of the people who voted were ZANU PF members, but the party went on to lose?

Mnangagwa Angry Over By-election Defeats In Kwekwe

CCC is confident of victory in the upcoming Matobo Ward 2 by-election after it snatched two council seats from ZANU PF in Bulilima last week.
The seat fell vacant following the death of ZANU PF councillor Tom Moyo.
The election will be held on 22 October, with CCC’s Sindiso Ngwenya up against Liberty Nyirongo of ZAPU and Frederick Siwela of ZANU PF.
In by-elections held in Bulilima on 3 September, CCC won two out of three seats in wards 1 and 16 which were previously held by ZANU PF.
In an interview with CITE’s <a href="https://cite.org.zw/author/senzeni/">Senzeni Ncube</a>, CCC candidate Nonhlanhla Mlotshwa said the same methods used in Bulilima will be employed as they approach the by-election. She said:

The same method that we used in Bulilima is the same method that we will continue to use, we will use those methods we won’t change anything.
[However], we saw some people being bused to polling stations, especially in ward 14 which was very sad and we saw that in Malalume, 10 per cent of the votes were assisted voters, some of those voters didn’t need assistance at all.
The euphoria is everywhere, from Bulilima coming to Matobo, everyone wants to win, and everyone wants change.
I strongly believe we are going to win, I think we are the only party out of these three parties that is fielding a woman, so it means it’s time for women and it’s time for change.

Citizens’ Coalition for Change (CCC) leader Nelson Chamisa has expressed gratitude to voters in Bulilima after the opposition party won two out of three wards under Bulilima Rural District Council in by-elections held on 3 September.
Bulilima RDC wards 1, 14 and 16, fell vacant following the resignation of two ZANU PF councillors, Tonny Mlotshwa and Ntungamili Dube and the death of Delani Mabhena, also of ZANU PF.
But CCC, formed in January this year, managed to snatch wards 1 and 16, while ZANU PF retained Ward 14.
Posting on Twitter this Sunday, Chamisa also thanked the party’s foot soldiers as well as Zimbabweans based in the diaspora for assisting the party to make electoral gains in rural Matabeleland. Wrote Chamisa:

According to the Zimbabwe Electoral Commission (ZEC), voter turnout was slightly above 50 per cent in the three wards.
CCC’s Makhadi Moyo and Ephraim Moyo won wards 16 and 1 respectively, while ZANU PF’s Experience Dube won Ward 14.
CCC has been barred from campaigning in various parts of the country, some of its MPs have been in pre-trial detention for months and its activists have been violently attacked by thugs recently in Gokwe and Wedza.

We Won In Bulilima "Against All Odds" - Chamisa

The Citizens’ Coalition for Change (CCC) has won two out of three wards in by-elections held in Bulilima on Saturday, 3 September 2022, with the other ward taken by ZANU PF.
Bulilima RDC wards 1, 14 and 16, fell vacant following the resignation of two ZANU PF councillors, Tonny Mlotshwa and Ntungamili Dube and the death of Delani Mabhena, also of ZANU PF.
According to official results released by the Zimbabwe Electoral Commission (ZEC), CCC won wards 1 and 16, while ZANU PF won Ward 14 of Bulilima District Council (RDC).

CCC Makes Inroads In Bulilima, Takes Two Council Seats From ZANU PF

The Zimbabwe Electoral Commission (ZEC) says it is ready to conduct by-elections in three wards under Bulilima Rural District Council (RDC) slated for Saturday, 3 August 2022.
ZANU PF, the Citizens Coalition for Change (CCC) and ZAPU have fielded candidates to contest the three wards.
Bulilima RDC wards 1, 14 and 16, fell vacant following the resignation of two ZANU PF councillors, Tonny Mlotshwa and Ntungamili Dube and the death of Delani Mabhena, also of ZANU PF.
The three CCC candidates are Ephraim Moyo (Ward 1), Ephraim Moyo (Ward 14) and Makhadi Moyo (Ward 16).
Speaking to CITE on the eve of the by-elections, ZEC spokesperson, Jasper Mangwana said it is all systems go. He said:

The Zimbabwe Electoral Commission is ready for the by-elections. We have already set up the 13 polling stations and we are expecting 3 000 people who are voting according to the voter population of the area.
We have displayed the voters’ roll outside the polling stations the day before which is today (Friday) to ensure that people are able to inspect their voter registration details.
Because this is a by-election for a local authority so it’s only those who had registered to vote in these respective local authority wards before the vacancies fell that are eligible to vote.
All those that registered after that are not eligible to vote in this election.

Voting was expected to start at 7 AM and end at 7 PM on Saturday. Said Mangwana:

Our polling stations will be open at 7 in the morning and closing at 7 in the evening.
We want to urge contestants to continue to observe the peace that is prevailing in the area as citizens cast their votes tomorrow.

CCC candidate for Ward 14 council by-election in Bulilima District, Ephraim Moyo, said that the suffering of Zimbabwean citizens in countries such as South Africa and Botswana inspired him to run for political office in order to change their fortunes.
Moyo will face ZANU PF candidate Experience Dube and ZAPU candidate Linos Moyo in the by-election set for 3 September 2022.
In an interview with CITE’s <a href="https://cite.org.zw/author/senzeni/">Senzeni Ncube</a>, Moyo said the suffering being experienced by Zimbabweans in the diaspora made him contest in the upcoming by-elections. He said:

I saw the suffering of our children in other countries as I also worked in Botswana and South Africa, you find a teacher or a lawyer doing menial works such as gardening in other countries, this pushed me to join hands with others and help in this situation so that we can change the government maybe the new one will hear the cries of the people.

Moyo expressed confidence in his chances of winning the council seat even though he conceded that most villagers are afraid to openly support the opposition CCC due to intimidation.
Another CCC candidate, Ephraim Moyo, who is contesting for the vacant Ward 1 seat said resource constraints have hampered his campaign. Moyo said:

The challenge that we have is economic challenges, people want to help us but they have no money, most of the time we use bicycles to travel and when there is someone with a car, they also assist but again the challenge becomes fuel because our ward is big.

He said if he is elected, he will work on finishing some projects in the ward that include a clinic and a police base. Said Moyo:
<blockquote>
The first thing is to respect the people and do what they love and fulfil their wishes. Secondly, there are projects which were left incomplete, there is a clinic that is still incomplete and we are not sure where the challenge is.
The other one is to finish the police base because we have a high crime rate in our village, so those are the projects that I am hoping to fulfil.
I wish to have a vocational skills school where children can learn skills like carpentry, building, sewing, and cooking because I am a carpenter myself so that is what I am hoping to see in my community.

CCC Aspiring Councillor Says Zim Crisis Inspired Him To Join Politics

The Mthwakazi Republic Party (MRP) has no interest in participating in by-elections as it is still laying the ground for the 2023 elections, its leader Mqondisi Moyo.
MRP participated in the 2018 elections but has not contested by-elections that have been held since the last general elections.
Speaking to CITE’s <a href="https://cite.org.zw/author/senzeni/">Senzeni Ncube</a>, Moyo confirmed that MRP will not participate in the upcoming Bulilima council by-elections set for 3 September. Moyo said:

We still have a lot of work to do because we can’t just be participating in elections without going around canvassing for support from our people because we know that these by-elections at times are pre-determined by ZANU PF. One can tell that the outcome of the by-elections is ZANU PF.
For us, it wasn’t an issue of just participating in a by-election but it was an issue of making sure that when we take part in elections, we will have massive support from our people because we feel by-elections on the other hand will be a way of making ZANU PF measure its strength on whether they are losing ground or they are gaining.

Moyo said Mthwakazi Republic Party is currently holding outreach meetings in rural areas.
Last week ZEC gazetted candidate nomination fees through Statutory Instrument (SI) 144 of 2022.
According to the new regulations, aspiring presidential, members of parliament, councillors and those intending to be nominated for senate will pay US$20 000, US$1000 and US$200 respectively. Moyo considers the fees “madness”. He said:

That is total madness from both ZEC which is an arm of Zanu-PF because how on earth would one come up with such figures, did they consult all the stakeholders involved because when such issues happen, I think there should be even a cabinet ruling or other statutory instruments that enforce that to happen.
But we know that the government of Zimbabwe through its leader Emmerson Mnangagwa have never won an election since 1980 up to date, so it came as a way of trying to reduce political players in the coming elections.

CCC member Thokozani Khupe said the opposition party needs a thousand votes to gain control of three wards in the upcoming by-election in Bulilima.
The Zimbabwe Electoral Commission (ZEC) will hold by-elections in Bulilima on 3 September 2022 in Ward 1, 14 and 16 following the resignation of ZANU PF councillors, Tonny Mlotshwa and Ntungamili Dube and the death of Delani Mabhena.
Currently, ZANU PF controls 21 councillors in Bulilima Rural District Council while the opposition MDC Alliance has one ward.
Speaking during a recent Twitter space organised by the CCC Mthwakazi, a group of the party’s supporters based in the diaspora, Khupe, who was the deputy Prime Minister during the GNU era (2009-2013), said:

The by-election will build a strong foundation for the 2023 election. Bulilima used to be our stronghold up until 2013 and it is very possible for us to regain it.
We can only manage to generate these votes, if we have the right tools to use, hence the reason why we are appealing for your assistance in terms of fuel, t-shirts and flyers.
The manpower we have is ready to work but people need assistance to be able to interact with the electorate.
As you know, people vote for the party which interacts with them constantly. That is why it is important that we keep in touch with our electorate until September 2, a day before voting on September 3, 2022.
This can only happen if we go to all the villages and be there every day. That’s why we need fuel, fliers, and t-shirts.
Campaign teams can’t go without t-shirts and regalia because people want to identify with them through their regalia. People need that regalia so we are appealing to you.
We have people who are not registered, people who don’t want to vote and passive voters so we want to change them and make sure everybody votes because every vote counts.
We are going to be interacting with people on the voters’ roll, who are registered, talking to them to generate the 900 and 1 000 votes.

1 000 Votes Needed For CCC To Win Bulilima By-election - Khupe

The Zimbabwe Electoral Commission (ZEC) on Friday set 27 August 2022 as the date for the by-election for the vacant Gokwe-Kabuyuni seat.
ZEC chief elections officer, Utloile Silaigwana made the announcement under General Notice 1793 of 2022 in the Government Gazette.
Silaigwana also appointed Kudzai Nkomo as the constituency elections officer.
The Gokwe-Kabuyuni seat fell vacant following the death of Leonard Chikomba who died in a car accident on 29 May.
ZANU PF will field Spencer Tshuma while Costin Muguti who once held the seat under the MDC-T ticket between 2008 and 2013, will contest the vacant seat as the CCC candidate.

ZEC Sets Date For Gokwe-Kabuyuni By-election

CCC has expressed confidence in winning the Gokwe-Kabuyuni National Assembly Constituency in the upcoming by-election scheduled for 27 August.
The by-election will be a two-horse race pitting CCC’s Costin Muguti and ZANU PF’s Spencer Tshuma.
The seat fell vacant following the death of Leonard Chikomba (ZANU PF) who died in a road accident on 28 May 2022.
Muguti is a former Gokwe-Kabuyuni member of parliament (MP) who won the seat in 2008 after garnering 7 234 votes against Chikomba’s 7 156 before losing it to the latter in 2013.
CCC interim Provincial Chairperson Josiah Makombe said Muguti will reclaim the seat after ZANU PF failed to improve the livelihoods of people. He said:

The chances of the CCC winning the coming by-elections are very high. Since 2018 our people have been working tirelessly in that constituency.
ZANU PF government has failed to deliver and ZANU PF has indeed let down the people of Kabuyuni.
If one is to look at the state of roads in Gokwe Kabuyuni it’s very sad. The constituency does not only have poor roads, but it is among the constituencies which have the worst roads in the country.
Poor infrastructure is also manifest in the bridges and other amenities.
There are perennial challenges of clean water in Gokwe Kabuyuni, access to clean water is a challenge.
These are some of the issues which people in Gokwe Kabuyuni have been trying to knock some senses in their late legislator but to no avail.
You do not see ZANU PF coming victorious in such a situation. We are very confident, come 27 August CCC is going to clinch that seat from ZANU PF.
CCC won Mbizo, Kwekwe Central and Mkoba but lost Gokwe Central and Mberengwa South in the 26 March by-elections.

The Citizens Coalition for Change (CCC) has claimed victory in two by-elections conducted on Saturday in Chipinge and Kariba.
The Zimbabwe Electoral Commission (ZEC) on Saturday conducted by-elections in Ward 16 under Chipinge Rural District Council (RDC) and in Kariba’s Ward 5.
ZEC has not yet officially announced the results for the two by-elections.
Posting on their Twitter page, CCC <a href="https://twitter.com/CCCZimbabwe/status/1551069773840121856?s=20&amp;t=zPnppho5SDkAb6E7k-FvEg">said</a> their candidate in Chipinge Ward 16 garnered 1 291 votes, while the ZANU PF candidate won 1 205 votes.

ZANU PF members in Kariba District on Thursday disrupted learning at Mahombekombe Primary School in the district after they held a political rally at the school.
The rally was staged for ZANU PF Kariba Ward 5 candidate, Kudakwashe Mafusire ahead of this weekend’s by-election.
Pupils and Mahombekombe residents were made to sit in the blazing sun while ZANU PF officials “sold” their candidate and also donated a handful of textbooks.
ZANU PF sent high-ranking officials to the rally, among them, Mashonaland West Provincial Affairs minister and ZANU PF provincial chairman, Mary Mliswa-Chikoka, and Politburo member, Ziyambi Ziyambi, as well as senior war veterans and Youth League members.
Meanwhile, the country’s third-largest political party after ZANU PF and MDC Alliance, the Citizens Coalition for Change (CCC) accused the ruling party of vote-buying.
CCC interim provincial spokesperson, Blessing Mandava, told NewZimbabwe.com that ZANU PF has been promised US$20 cash for those who vote for the ruling party. Said Mandava:

ZANU PF Disrupts Classes At Kariba School

CCC Mashonaland West interim provincial spokesperson, Blessing Mandava, has criticised Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi for taking Kariba Ward 5 residents “for fools” after he allegedly dished out sweets at a mini-rally.
Ziyambi, who is also a member of the ZANU PF Politburo, reportedly handed out mint-flavoured sweets to mostly women attending a mini-rally held in Mahombekombe Suburb, last Saturday.
He was also quoted as saying residents should avoid voting for the CCC candidate in the upcoming by-election or face the risk of ZANU PF blocking development in the area.
Speaking to NewZimbabwe.com, Mandava said Ziyambi should be championing sustainable livelihoods in Kariba instead of throwing sweets at adults. Mandava said:

His recent remarks clearly show that ZANU PF is worried about its impending loss in the Kariba Ward 5 by-election.

The Kariba Ward 5 seat fell vacant following the resignation of then CCC councillor, Tendai Mapondera, over criminal abuse of office charges.
Tonderai Chikwati will stand for CCC while ZANU PF will field Kudakwashe Mafusire in the by-election.

CCC Says ZANU PF Takes Voters For Granted After Minister Dishes Out Sweets At Rally

The Douglas Mwonzora-led MDC-T has reversed the recall of its two councillors in the Manyame Rural District Council (RDC).
MDC-T has since requested the Zimbabwe Electoral Commission (ZEC) to call off by-elections in the two wards that had been set for September.
The two councillors are Blessing Tangwara-Werd and Cly Tichana Munhunepi.
In a letter to Manyame RDC, Local Government Minister July Moyo said there were no longer any vacancies in wards 1 and 8. The letter read in part:

Following my communication to your office notifying you of the suspension of the below-listed councillors, kindly be advised that I have further received communication from the party rescinding the suspensions.
Be hereby advised that the positions of these councillors remain unchanged as instructed by the Movement for Democratic Change (MDC) party. Your co-operation is appreciated.

ZEC confirmed on Wednesday that it had cancelled by-elections for the two wards after the rescission of the recall of the incumbents by their sponsoring party. ZEC said in a statement:

It is further notified that the advertised vacancies for Manyame Rural District Council Wards 1 and 8 are no longer in existence following the rescission of the recall of the incumbents by their sponsoring party.
Accordingly, the Zimbabwe Electoral Commission advises that all electoral processes in relation to the advertised by-elections have been cancelled with immediate effect.

Mwonzora has recalled scores of councillors since 2020 but failed to regain a single ward in the 26 March by-elections and subsequent by-elections.

Mwonzora Reverses Recall Of Two Manyame RDC Councillors

The Zimbabwe Electoral Commission (ZEC) has declared Chenjerai Mumbire (ZANU PF) the duly-elected councillor for Ward 21 of Masvingo Rural District Council following elections that were held on 25 June.
In another development, ZEC has cancelled by-elections for Manyame Rural District Council Wards 1 and 8 after the rescission of the recall of the incumbents by their sponsoring party. ZEC said in a statement:

The Zimbabwe Electoral Commission (ZEC) has released the results from the eight (8) local authority by-elections held across the country on Saturday, 7 May 2022.
The opposition CCC won 7 of the 8 wards, ZANU PF won a single ward, while the MDC Alliance led by Douglas Mwonzora failed to win a single council seat.
