President Emmerson Mnangagwa has challenged the new Cabinet Ministers to practice servant leadership by prioritising the interests of the people and not theirs.
Mnangagwa is in his second and final term following his re-election in disputed polls held on 23 and 24 August.
Addressing new Cabinet ministers, deputy ministers, permanent secretaries, chief executive officers and chairpersons of parastatals and local authorities during a high-level retreat in Harare on Thursday, Mnangagwa said:

Our people deserve quality, affordable and accessible services. Under our watch, as members of the Executive, more of our people must be taken out of poverty into prosperity, especially the vulnerable, women and youth.
To achieve this, servant leadership, continuous learning and the responsive implementation of policies and projects remain integral.
Further, we must work with a great sense of urgency, unity of purpose and seamless synergies.
… I will not accept the “shef-shef” mentality. We are servants of the people and must manage Government affairs with humility and servant leadership.

Mnangagwa also said public entities should be reformed to guarantee their viability and profitability.
The President urged Ministers and Permanent Secretaries to promote inclusive participation of all the pertinent partners in the economy. He said:

To enhance inclusive participation of all the stakeholders in the economy, ministers and permanent secretaries must be agile and provide the requisite leadership.
Participation in NDS1 thematic and technical working groups must be taken seriously and meetings, timeously convened.
Dereliction of duty in this regard will not be condoned. You are all directed to entrench the spirit of collaboration, partnerships and joint programming with all stakeholders.

Mnangagwa said his administration will continue to create an environment that attracts investment. He said:

Government must continue to create an enabling environment for investment. It is my expectation that over the next five years, government business will be anchored by the “Whole of Economy and Society Approach to Development”.
The open-door policy must be the norm and not an exception. Hence, stakeholder engagement and dialogue has to be promoted.

"Serve The People With Humility", Mnangagwa Tells New Cabinet Ministers

President Emmerson Mnangagwa has sworn in three Deputy Ministers at the State House on Thursday morning.
The three are Deputy Minister for Youth Empowerment Development and Vocational Training Kudakwashe Mupamhanga, Deputy Minister of Transport and Infrastructural Development, Joshua Sacco, and Deputy Minister for Higher and Tertiary Education, Innovation and Science and Technology Development Simelisizwe Sibanda.
Mnangagwa announced a 26-member Cabinet on Monday and swore in the Ministers on Tuesday.
ZANU PF spokesperson Chris Mutsvangwa was appointed as the Minister of Veterans of the Liberation Struggle Affairs, while his wife, Monica, who was previously the Minister of Information, Publicity and Broadcasting Services, was named the new Minister of Women Affairs, Community and SMEs Development.
Mnangagwa appointed his son, Kudakwashe David, as the Deputy Finance Minister as well as his nephew, Tongai, as the Deputy Tourism Minister.

Three Deputy Ministers Sworn In

President Emmerson Mnangagwa’s newly appointed Cabinet goes beyond nepotism and shows that he is a terrified man with no one but friends and family to trust.
This was said by a political commentator, Dr William Mpofu, after Mnangagwa, appointed his son, Kudakwashe David, as the Deputy Finance Minister as well as his nephew, Tongai, as the Deputy Tourism Minister.
Speaking to <a href="https://www.sabcnews.com/sabcnews/mnangagwas-newly-appointed-cabinet-beyond-nepotism-mpofu/">SABC News</a>, Mpofu said Mnangagwa has lost the support of some of his enablers and is now only left with close friends and relatives to appoint to the Cabinet. He said:

This is now a faction of a faction that has come to power, President Mnangagwa’s group keeps getting smaller and smaller.
There are many people who were his friends before, that are no longer friends, there are many people who were with him after the coup that are no longer with him.
Hence, he’s left with friends and family to appoint to the Cabinet- this is a terrified man who no longer trusts anyone, who is afraid of everybody, who knows that he’s not wanted.
He’s hated, he’s illegitimate. That’s why he’s willing to subvert the political will of Zimbabweans- it’s not out of power hunger, it’s out of fear.

Mnangagwa appointed his new cabinet following his re-election amid a disputed win by the opposition parties which claimed rigging.

The Women’s Coalition of Zimbabwe (WCOZ) and the opposition Labour, Economists and African Democrats (LEAD) party have urged President Emmerson Mnangagwa to appoint a gender-balanced cabinet.
Section 104 of the Constitution of Zimbabwe says “In appointing Ministers and Deputy Ministers, the President must be guided by considerations of regional and gender balance.”
WCOZ said women remain under-represented in the National Assembly and this reveals “the patriarchal nature of public leadership and the systematic discrimination of women” in Zimbabwe. The group said:

We urge President Mnangagwa to fulfill his constitutional obligation and appoint a gender-balanced cabinet that reflects the diversity of the Zimbabwean people.

LEAD president Linda Masarira also urged Mnangagwa to appoint a gender-balanced cabinet, in accordance with the constitution. She said:

We are just demanding at least one-woman vice president, a gender-balanced cabinet and gender balance to be observed as enshrined in the constitution of Zimbabwe.

Meanwhile, presidential spokesperson, George Charamba, recently hinted that there won’t be major changes in Cabinet as Mnangagwa begins his second and final term.

Women's Group Demands A Gender-balanced Cabinet

President Emmerson Mnangagwa’s spokesman, George Charamba, has hinted that there won’t be major changes in Cabinet as his principal begins his second and final term.
Charamba said Mnangagwa will announce a new Cabinet soon and the focus will be on completing “far-flung projects around infrastructure” that he started during his first term.
Mnangagwa has already named his two deputies, Constantino Chiwenga, and Kembo Mohadi, who resigned in shame early in 2021 over a sex scandal.

Finance and Economic Development Minister Mthuli Ncube lost his bid to be elected to Parliament after contesting in Cowdray Park in Bulawayo.
Observers say Ncube will likely continue despite losing after the Ministry of Finance released a statement on Thursday saying it would continue with current economic policies.
Ahead of ZANU PF primaries that were held in March this year, Mnangagwa said his Agriculture Minister, Anxious Masuka “will be a non-constituency Member of Parliament”, an indication that he will continue.
Ministers who lost their seats include Industry Minister Sekai Nzenza who lost her constituency in Chikomba to delimitation.
She then contested another seat in the party primary but lost to Felix Mhona, the Transport Minister who went on to win the seat in the election.
Tourism Minister Mangaliso Ndlovu also lost his seat after his Bulilima East was collapsed into a new constituency, Bulilima.
Justice Minister Ziyambi Ziyambi lost party primaries in Zvimba West but is reported to be a Mnangagwa favourite and will most likely bounce back.
Mnangagwa is allowed to appoint five Cabinet Ministers from outside parliament.
In 2018, Mnangagwa’s non-constituency Cabinet Ministers were Ncube, Amon Murwira as Higher Education Minister, Sports Minister Kirsty Coventry, Obadiah Moyo as Health Minister, and July Moyo at the Local Government Ministry.

New Cabinet: Mnangagwa Spokesperson Hints At Continuity

CCC leader Nelson Chamisa on Monday expressed confidence that he will triumph in the 23 August elections, telling his supporters that he has already started formulating his Cabinet, reported <a href="https://www.newsday.co.zw/2023-elections/article/200015651/im-preparing-next-cabinet-chamisa">NewsDay</a>.
Chamisa urged thousands of his supporters during the party’s final rally at Robert Mugabe Square in Harare, to remain at polling stations within the permitted 300-metre radius after voting to guard against electoral theft. Said Chamisa:

God has remembered Zimbabwe. Congratulations Zimbabwe. God’s plan will never fail. I have already started formulating my Cabinet…
There is no way we will not [win]. Some people think there is going to be a repeat of 2018. Not this time. We are not donor-funded. We are funded by the citizens.
We will not accept failure by ZEC [Zimbabwe Electoral Commission] to fix V11s on polling stations. We will start the celebrations on Thursday.
Tomorrow [Tuesday] we are tying up loose ends. We have managed to provide polling agents to all 12 374 polling stations…
Let’s guard against theft. Let’s stay at the polling stations, 300 metres away and guard against the theft of our vote.
There is no rigging that they can do that we are not aware of.

Chamisa accused President Emmerson Mnangagwa of gerrymandering electoral boundaries and imposing double candidates on the CCC.
He also said he met election observers on Monday and briefed them on electoral irregularities.
Election campaigning ended on Monday and candidates are not allowed to campaign this Tuesday, 22 August.
Wednesday, 23 August, the day of the elections, has been declared a public holiday through a Government Gazette announcement.

CCC national organising secretary, Amos Chibaya, says he will grab the Local Government and Public Works ministerial portfolio from the incumbent, July Moyo of ZANU PF next year.
Addressing a party fundraising event in Birmingham, UK, earlier this month, Chibaya said CCC president Nelson Chamisa will form the country’s government after general elections scheduled for 2023.
He also urged the party’s supporters in the diaspora to start establishing a skills database so that they will occupy top positions in the new CCC-led government.
The Mkoba MP said he has already informed Chamisa that he ought to be rewarded for his “hard work” with a Cabinet position and should be appointed Minister of Local Government and Public Works.

CCC Organising Secretary Chibaya Reveals His Cabinet Job When Chamisa Takes Power

The Zimbabwean cabinet Tuesday set US$150 as the minimum payable wage across all sectors saying it can be paid either in Zimbabwe dollars or foreign currency at the prevailing bank rate.
Speaking during a post-cabinet briefing, Information, Publicity and Broadcasting Services Minister Senator Monica Mutsvangwa said:

Pertaining to salaries and wages, here are some of the recommendations:- that a guide be provided to all bargaining platforms across all sectors to strive towards pegging the minimum wage at US$150.00 payable either in ZWL$ or at the prevailing bank rate.

This comes when government workers have since 2019 been at loggerheads with the employer demanding restoration of their pre-October 2018 salaries which were around US$540. 
The government resorted to paying workers in local currency in 2019 following the reintroduction of the Zimbabwe dollar in June of that month. 
The Zimbabwe dollar which was pegged at 1: 1 against the USD when it was reintroduced has been shedding value at an unparalleled rate thereby eroding workers’ salaries.
The government says it has no means to pay all its workers in United States Dollars.

Govt Sets US$150 As Minimum Payable Wage Across Sectors

Cabinet received an update on the country’s response to the COVID-19 Pandemic and a Report on the Procurement and Roll-Out of Vaccines, as presented by the Chairperson of the Ministers’ COVID-19 National Committee, Vice President and Minister of Health and Child Care, Honourable Dr. C.G.D.N. Chiwenga.
As of 21 February, 2022, Zimbabwe’s cumulative COVID-19 cases stood at 233 352, with 224 940 recoveries and 5 386 deaths. The recovery rate stood at 96%, with 929 active cases having been recorded. The number of new COVID-19 cases increased to 1 971 during the week under review, compared to 929 recorded the previous week. The following areas recorded the most significant number of new cases : – Masvingo (642); Manicaland (402); Mashonaland East (280); and Matabeleland North (191).

Regarding the national vaccination programme, Cabinet advises the nation that as at 18 February, 2022, the cumulative number of first, second and third doses administered stood at 4 336 120, 3 369 172 as well as 101 748 respectively. Of concern is the low vaccine coverages for Chitungwiza City (25.5%), Mashonaland East Provinces (31.6%)and Mashonaland West Province (28.8%).During that during the week under review, 145 learners in 38 schools tested positive for COVID-19, while 11 members of staff also tested positive. All the active cases detected through the schools’ surveillance system are under isolation and being managed in accordance with the relevant protocols.

That, in view of the science-based guidance from the Paediatric Association of Zimbabwe Special COVID-19 Vaccine Group,COVID-19 vaccination be extended to the 12 to 15 years age group;
that the Risk Communication Sub-committee should urgently meet with the Expanded Programme on Immunisation (EPI) unit of the Ministry of Health and Child Care and begin to prepare and mobilise communities for the March to June national vaccination blitz;
that Ministers of State for Provincial Affairs and Devolution and their teams should urgently finalise their updated vaccination strategies and micro plans for the harmonised vaccination blitz in line with the agreed timelines; and that strict enforcement of all COVID-19 regulations must continue, coupled with strengthened risk communication on the pandemic must continue.
<h2>PROGRESS REPORT ON THE RESUSCITATION OF ZISCO-STEEL</h2>
Cabinet received an update on the resuscitation of ZISCO-Steel as presented by the , Honourable Dr. Sekai Nzenza.
Cabinet is informing the nation that due process was undertaken for the identification of an investor to partner Government in the operationalisation of ZISCO Steel. The standard process to find an investor/partner for ZISCO-Steel was undertaken under guidance from the Zimbabwe Investment Development Agency (ZIDA) and incorporated inputs from the State Enterprises Restructuring Agency (SERA). Initially, nine prospective investors expressed interest, and after a review by the Executive Management team, four bidders were shortlisted. Following further, due diligence, the bidders were reduced to three. Out of the three, Kuvimba Mining House was recommended. Accordingly, Cabinet approved that Kuvimba Mining House be engaged as the Investment partner for the resuscitation of ZISCO Steel. Kuvimba Mining House is a reputable player in the mining and metals sector, and has previously been involved in the Cases in point are the recent resuscitation ofJena Gold Mine in Midlands Province and Shamva Gold Mines in Mashonaland Central Province, a process which has resulted in the remittance of dividend to Treasury.
<h2>3.0 PRIORITY PROJECTS FOR THE FIRST 100-DAY CYCLE OF 2022</h2>
Cabinet considered and approved Priority Projects for the First 100-Day Cycle of 2022 as presented by the Minister of State for Presidential Affairs and Monitoring Implementation of Government Programmes in the President’s Office, Honourable Joram Gumbo.
The nation is being informed that a total of three hundred and forty (340) projects spread across Ministries, Departments and Agencies were submitted for implementation under the First 100-Day Cycle of 2022, which commenced on 10 February, 2022 and will end on 21 May, 2022.The priority projects should contribute to the advancement of the National Development Strategy 1: 2021-2025, and have an impact on the livelihoods of the citizenry.

Cabinet wishes to advise the nation that some of the projects will be replicated in more than one province or district. Fifty-one (51) percent of the projects will be funded by Government, while 36 percent will be funded by Development Partners while the remaining 13% will be jointly funded by Government and Development Partners.Government, on the other hand, will continue to use the Executive Electronic Dashboard (EED) and the Whole of Government Performance Management System, as e-planning, e-monitoring and e-reporting tools for expeditious decision-making purposes at all levels.
Ministries willbe required to submit their proposals for consideration by Cabinet.
<h2>4.0 PROPOSED INVESTMENT PROJECTS</h2>
Cabinet considered and approved the following four (4) Investment Projects which were presented by the Minister of Finance and Economic Development, Hon. Prof. Mthuli Ncube, as Chairman of the Public-Private Partnerships (PPP) Committee:
Proposed Joint Venture between TelOne, Flashcord and the National Venture Capital Company of Zimbabwe to form the Zimbabwe Innovation and Technology Company (Pvt.) Ltd. (ZITCO) for the Manufacture of ICT Devices;
Proposed Partnership between ZMDC and Chandiwana Mines (Pvt) Ltd. for the Resuscitation of Sabi Gold Mine;
Proposed Joint Venture Partnership between ZMDC and Govine Enterprises on the Resuscitation of Shamrock Copper Mine; and
Proposed Engagement of Samano Holdings (Pvt) Ltd by Mazowe Rural District Council in the Mining of Limestone at Dandamera Farm in Mashonaland Central Province.
<h2>Joint Venture Between TelOne, Flashcord and the National Venture Capital Company of Zimbabwe to form the Zimbabwe Innovation and Technology Company (Pvt.) Ltd. (ZITCO)</h2>
The Zimbabwe Innovation and Technology Company (Pvt.) Ltd. (ZITCO) is a joint venture company formed to manufacture ICT gadgets, and based e in the Msasa industrial area of Harare. To date, a total of 3 500 such gadgets have been manufactured, with production expected to reach 5 000 at the end of the year.
The economic benefits of the Joint Venture are:
employment creation: over 2 000 jobs will be created at the plant;
revenue generation: local production of the devices will result in import substitution, thereby saving foreign currency. The targeted export market includes Zambia, Malawi, Namibia, Botswana and Mozambique, and exports are estimated to generate US$25 million in the first three years (2022-24); and
strengthening of local industries through engagement of local skilled personnel use of local and materials. This will promote both upstream and downstream industries.
<h2>Partnership between ZMDC and Chandiwana Mines (Pvt) Ltd. for the Resuscitation of Sabi Gold Mine in Zvishavane, Midlands Province</h2>
Cabinet noted the Joint Venture Partnership between ZMDC and Chandiwana Mines (Pvt) Ltd on the resuscitation of operations at Sabi Gold Mine. Chandiwana Mines (Pvt) Ltd will inject the necessary working capital, while ZMDC will contribute mineral and material resources.The joint venture will be for a five (5) year period and will contribute 1 428 kilogrammes of gold to overall national production.
The project will initially create 650 jobs for locals, and this number will subsequently benefit 800 employees at full production. The other benefits of the project will include the following, among others: sustained production at Sabi Gold Mine; enhancement of the socio-economic environment in Zvishavane; and clearance of the debts as well as generating goodwill for Government as a shareholder. The project will also contribute to the US$12 billion Mining Industry by 2023, a milestone set by the Second Republic.
<h2>Joint Venture Partnership between ZMDC and Govine Enterprises on the Resuscitation of Shamrock Copper Mine</h2>
The Joint Venture Partnership between ZMDC and Govine Enterprises on the resuscitation of underground operations and dump treatment at Shamrock Copper Mine in Mashonaland West Province. The mine is expected to produce 34 200 metric tonnes of copper per year and generate US$45 million annually when fully operational. Govine Enterprises will inject the required while ZMDC will contribute mineral resources, mining title and infrastructure at the mine. ZMDC and Govine Enterprises will share revenue from gross sales in the ratio 20:80 in the first six years and 33:67 in the subsequent four years.
The project will create 400 jobs for locals, and Zimbabwe will benefit from technology transfer as well as US$295 million in foreign currency generation over ten years. The investor, as part of corporate social responsibility, will construct amenities and facilities such as schools and clinics for the benefit of the local community.
<h2>Engagement of Samano Holdings (Pvt) Ltd by Mazowe Rural District Council in the Mining of Limestone at Dandamera Farm in Mashonaland Central Province</h2>
The Joint Venture Agreement between Mazowe Rural District Council and Samano Holdings (Pvt) Ltd will involve the exploration and mining of limestone,thereby contributing to increased revenue inflows for the local authority.Samano Holdings will invest US$10.6 million into the venture, including US$4.5 million required for the 5MW solar plant to supply power to the mining operations. Mazowe Rural District Council will contribute mineral resources and the mining title.The Mazowe RDC and Samano Holdings joint inject will run on a shareholding ratio of 30:70 in the first five years and 40:60 subsequently.
The project will create at least 1 000 jobs for locals, generate US$170 million over ten years and plough back to the community through corporate social responsibility programmes. The mining venture will also provide wide range of products for use by agricultural and construction industries, thereby contributing to economic growth for the surrounding areas.

President Emmerson Mnangagwa on Tuesday warned Cabinet ministers against globetrotting with no tangible results and instead focus on developmental programmes in line with Vision 2030.
He said the unnecessary foreign trips by Cabinet ministers must stop immediately.
The President made the remarks while addressing ministers at the first 2022 Cabinet meeting at the State House in Harare yesterday. He said:

… I have observed a worrisome trend where, as ministers, you are now prone to foreign travel, along with your senior officials. This unbecoming culture should stop forthwith.
</blockquote>
Former Finance minister and Citizens Coalition for Change (CCC) vice-president Tendai Biti dismissed Mnangagwa’s statements on foreign travels as a trick intended to attract attention and mislead the public. Said Biti:

It is deceit and lies. No Cabinet minister travels out of the country without Cabinet approval and it’s Mnangagwa who issues Cabinet approval.
No minister travels out of the country without the approval of the President.
This is just a statement full of dishonesty because Mnangagwa is the one who signs the approvals for the trip.

Parliamentary Portfolio Committee on Budget and Finance chairperson Mathew Nyashanu told NewsDay that most foreign travel by government officials was unnecessary. He said:

While foreign travel is necessary for appreciation of best practices across the globe through benchmarking exercises and for research and development, some of the travels by government officials is extremely wasteful and unnecessary.

Mnangagwa Chides Ministers Over Unnecessary Foreign Trips

Cabinet on Tuesday resolved that there is no longer any need to quarantine travellers from countries that were considered to be afflicted with the Delta variant before such as India. 
This is because the Delta variant is now 98 per cent of COVID-19 cases in Zimbabwe. Pindula News presents some of the Cabinet resolutions as reported by Information, Publicity and Broadcasting Services Minister Senator Mutsvangwa at a post-Cabinet media briefing yesterday in the capital.

1) All local activities in which the participants are below the age of 14, shall in all cases be checked for COVID-19 symptoms, have regular temperature checks and follow social distancing protocols as well as play sport with the same age group where possible.
2) Athletes or Children aged 14-18 are highly recommended to get vaccinated and the National Sports Associations can work with the Sports Recreation Commission to get this done. 
3) All Sports Clubs must ensure that their coaches, managers and any support staff are vaccinated. 
4) Sporting activities can now be resumed subject to strict observance of COVID-19 prevention measures and protocols. Attendant staff should be vaccinated. 
5) Gymnasia and health spas can now open to only vaccinated clients. All staff should also be vaccinated. 
6) Cinemas and theatres can now allow 50 per cent sitting capacity of vaccinated clients and all workers should be vaccinated.

Cabinet: Sports Resume, No Quarantine For Travellers From Delta-Affected Countries

The MDC Alliance has accused legislators who became MPs on its ticket and dumped the party for the MDC-T led by Douglas Mwonzora in order to retain their positions of being sellouts who sacrificed the electorate for selfish gains.
This comes after Mwonzora last week announced a 26-member shadow cabinet and 10 Minister of State for Provincial Affairs and Devolution. 
MDC Alliance’s Felix Magalela Sibanda told NewsDay that it was a waste of time for the Mwonzora faction to appoint a Shadow Cabinet when it had no following. Sibanda said:

The so-called appointees are opportunists and Mwonzora is trying to cause confusion on the part of the electorate.
Dube, who claims to be a legal mind, was elected into office on an MDC Alliance ticket in Gweru, where people are now labelling him a sell-out.
They are all opportunists looking for power and we are not worried about them.
We are not surprised by these opportunists. The MDC-T has no followers and Mwonzora’s legitimacy was only directed by the courts.

Sibanda claimed the so-called Shadow Cabinet had exposed that Mwonzora had no qualified people to lead government departments and portfolios.
The MDC-T Shadow Cabinet include party chairman Morgen Komichi (Defence and War Veterans), Vincent Tsvangirai (Youth, Sports and Culture), Khalipani Phugeni (ICT), Tapiwa Mashakada (Finance and Economic Development), Yvonne Musarurwa (Environment) and Brian Dube (Foreign Affairs).

MDC Alliance Slams Mwonzora's "Shallow" Shadow Cabinet

The next cabinet meeting will be held next week on Wednesday as President Emmerson Mnangagwa had other international commitments.
Cabinet did not meet this week because President Mnangagwa was attending the 41st Ordinary Summit of Southern African Development Community (SADC) Heads of State and Government in Malawi early in the week.
In a notice to Cabinet members on Friday, the Chief Secretary to the President and Cabinet Misheck Sibanda said:

Cabinet Defers Weekly Meeting

MDC-T president Douglas Mwonzora on Thursday appointed a 26-member shadow Cabinet to monitor the performance of sitting ZANU PF Cabinet ministers.
Some of Mwonzora’s nominees include Senator Morgen Komichi appointed as the Shadow Minister of Defence and War Veterans, Dr Ruth Labode; Health and Child Care, and Tapiwa Mashakada; Finance and Economic Development.
Paurina Mpariwa was appointed shadow Public Service, Labour and Social Welfare Minister while Vincent Tsvangirai was appointed Youth, Sports, Arts and Recreation shadow minister.
Mwonzora also appointed provincial Ministers of State. He said the shadow ministers will monitor, check the performance of the Government ministers and providing checks and balances. Said Mwonzora:

Mwonzora Names 26-member Shadow Cabinet

National Assembly Speaker Jacob Mudenda (ZANU PF), has criticised ministers and their deputies for their failure to come to parliament saying this has greatly affected proceedings in the august house.
Mudenda said that the absence of the members of the Executive arm of government from Parliament has denied legislators the opportunity to raise issues of national interest with the government officials.
The Speaker said in parliament this week that ministers have developed a habit of writing to parliament making excuses about their absence.
This has left Ziyambi Ziyambi, who is the leader of government business to answer questions on ministers’ behalf.
Mudenda named the Minister of Health and Child Care Vice President Constantino Chiwenga and Defence minister Oppah Muchinguri-Kashiri among the chief culprits. Said Mudenda:

While apologies are accepted, they are now becoming a habit. That habit is unacceptable.
There are some ministers who are perpetually sending apologies. That is not good for the country and parliament at large.

Norton MP Temba Mliswa (Independent) recently suggested that President Emmerson Mnangagwa should come and respond to questions if his cabinet ministers are not available.

Mudenda Castigates Ministers For Avoiding Parliament

Zimbabwe’s law enforcement agents are intensifying efforts to curb the re-emergence of “illegal transport operators” in an endeavour to curb the spread of the coronavirus.
The development was announced by the Minister of Information, Publicity and Broadcasting Services, Senator <a href="https://www.pindula.co.zw/Monica_Mutsvangwa">Monica Mutsvangwa</a> during Tuesday’s post-cabinet briefing. She observed:
<blockquote>Law enforcement agents are intensifying efforts to curb the re-emergence of illegal transport operators. Seventeen thousand seven hundred and twenty seven (17 727) arrests were made countrywide during the week under review for flouting the various lockdown regulations, bringing the total arrested so far to 607 386.</blockquote>
Since the outbreak of the coronavirus in the country in March 2020, the government <a href="https://news.pindula.co.zw/2020/08/11/passengers-association-calls-for-the-lifting-of-kombi-ban/">banned private transport</a> not registered with the <a href="https://www.pindula.co.zw/Zimbabwe_United_Passenger_Company">Zimbabwe United Passenger Company (ZUPCO)</a> from carrying members of the public.
The ban created a huge transport shortage as ZUPCO has inadequate vehicles to sustain the demand that has been increasing since the reopening of the economy.
In the recent past, some private commuter omnibus (kombi) operators, started pirating some routes, a development the government is saying was hamstringing efforts to weather the coronavirus storm.

Govt Intensify Efforts To Curb Re-emergence Of "Illegal Transport Operators"

The government of Zimbabwe is expecting the 2021 maize yield to surpass 2.8 million tonnes for the first time since 1984, Newswire reports.
The matter came to light in parliament after it emerged the government was planning on purchasing 1.8 million tonnes of maize and 200,000 tonnes of small grains and the gains will cost the government Z$65.2 billion, against a budget of $8 that was set aside by the Treasury for the same purpose.
The cabinet said in a statement:
<blockquote>Cabinet was informed that although the Ministry is awaiting the results of the First Round of the Crops and Livestock Assessment later in March, 2021, for planning purposes an estimated national production of 2,5 to 2,8 million metric tonnes of maize an 360 000 metric tonnes of traditional grains has been based on the promising bumper harvest in 2021.
On the basis of the afore-stated estimates, deliveries to the GMB are expected to be 2 million metric tonnes of cereals (that is, 1.8  million  metric tonnes of maize and 200 000 metric tonnes of traditional grains).</blockquote>
The grain producer price that was set by the government in December for maize is $32 000 and $38 000 for small grains. In 1984 over 2.9 million tonnes were harvested in Zimbabwe followed by 2017 when 2.1 million tonnes were harvested.
The government has not yet explained how it plans to fund purchasing grains from farmers given the huge deficit they are facing.

Govt Expecting 2.8 Million Tonnes Of Maize For The First Time Since 1984

The four recently appointed ministers will be sworn in today, Monday 15 February 2021, at 1500 hours at State House, the Chief Secretary to the President and Cabinet, Misheck Sibanda said in a statement.

<blockquote>APPOINTMENT OF MINISTERS AND DEPUTY MINISTERS BY HIS EXCELLENCY THE PRESIDENT, CDE. DR. E. D. MNANGAGWA: HARARE, 8TH FEBRUARY 2021
In terms of Section 104(1) and (2) of the Constitution of Zimbabwe (Amendment No. 20) of 2013, His Excellency the President, Cde. Dr. E. D. Mnangagwa has appointed the following Ministers and Deputy Ministers of Government:
1. Hon Felix Tapiwa Mhona, Member of Parliament for Chikomba Central, Mashonaland East Province, as Minister of Transport and Infrastructural Development. Hon Mhona holds a Masters of Business Administration Degree and Bachelor of Commerce Degree (Marketing) among other qualifications.
2. Hon Michael Madiro, Member of Parliament for Mutare North, Manicaland Province, currently Deputy Minister of Home Affairs and Cultural Heritage, has been reassigned to the Ministry of Transport and infrastructural Development as Deputy Minister.
3. Hon Ruth Mavhunga-Maboyi, Member of Parliament for Beitbridge West, Matabeleland South, has been appointed Deputy Minister of Home Affairs and Cultural Heritage. Hon Mavhunga-Maboyi is a holder of the following degrees: B.A. Education and Administration; M.A. in Public Administration and M.A. in International Relations and Diplomacy.
4. Hon Kindness Paradza, Member of Parliament for Makonde, Mashonaland West Province, has been appointed Deputy Minister of Information, Publicity and Broadcasting Services. Hon Paradza is a holder of a number of Diplomas and Certificates in Journalism.
5. Hon Nokhuthula Matsikenyeri, Member of Parliament for Chimanimani West, Manicaland Province, has been appointed Minister of State for Provincial Affairs and Devolution for Manicaland Province. Hon Matsikenyeri holds a Bachelor of Education Degree and a Diploma in Education.
6. In terms of Section 157(1)(d) (i)(ii) of the Constitution of Zimbabwe (Amendment No. 20) of 2013, His Excellency the President, Cde. Dr E. D. Mnangagwa has appointed Dr Fraderick Shava, Zimbabwe’s Ambassador to the United Nations, New York, as Minister of Foreign Affairs and International Trade. The appointment of Dr Shava will take effect upon issuance of an appropriate Gazette as Senator for the Midlands Province.</blockquote>

Full Text: President Mnangagwa Appoints 6 Ministers & Deputy Ministers

President Emmerson Mnangagwa has made key Cabinet appointments and re-assignments following the death of several ministers last month due to COVID-19.
Frederick Shava, until now Zimbabwe’ Ambassador to the United Nations (UN), is now the new Foreign Affairs and International Trade Minister while Chikomba Central MP Felix Tapiwa Mhona is the new Transport and Infrastructural Development Minister.
The late Sibusiso Busi Moyo held the Foreign Affairs portfolio while Joel Biggie Matiza was Transport Minister.
Deputy Home Affairs Minister Mike Madiro will deputise Mhona while Kindness Paradza becomes the new Deputy Minister of Information, Publicity and Broadcasting Services, taking over from Energy Mutodi who was fired last year.
Chimanimani West MP Nokuthula Matsikenyere replaces the departed Ellen Gwaradzimba as the new Manicaland Minister of State for Provincial Affairs and Devolution and  Ruth Mavhunga-Maboyi takes over as the Home Affairs Deputy Minister.

<blockquote>His Excellency the President, Cde ED Mnangagwa has made two Cabinet appointments, among other appointments. Ambassador Dr FREDERICK Shava, until now our UN Ambassador, is now the new Foreign Affairs and International Trade Minister following the recent demise of Dr SB Moyo.
Hon Mhona, MP for Chikomba Central becomes the new Transport Minister, filling the gap left by late Dr Biggie Joel Matiza. Deputy Minister Mike Madiro relocates from Home Affairs to Transport and Infrastructural Development.
Hon Kindness Paradza becomes the new Deputy Minister of Information, Publicity and Broadcasting Services. He replaces Hon Mutodi.
Hon Matsikenyere, MP for Chimanimani West becomes the Minister of State for Provincial Affairs and Devolution in charge of Manicaland.
Hon Mabhoyi-Ncube from Beitbridge joins Home Affairs as Deputy Minister.</blockquote>

Mnangagwa Appoints SB Moyo, JB Matiza & Mutodi Replacements

The ruling ZANU PF party has reminded cabinet ministers that they are not serving their personal interests in government and should always toe the party line.
While addressing a provincial co-ordinating committee meeting (PCC) in Mashonaland East on Sunday, ZANU PF politburo member and acting spokesperson Patrick Chinamasa said all government programmes which were funded by all Zimbabweans through tax collections, regardless of political affiliation, should be credited to his party.
He further warned cabinet ministers that the party was watching them and they risk being fired if they fail to give credit to ZANU PF for their achievements. He said:
<blockquote>There should be no programme done by the government that should be done without Zanu PF being given credit and being at the forefront.
We don’t want to hear that you are commissioning a road, yet Zanu PF does not know when we are the ones who sent you; we are going to construct a dam, then you proceed to build a dam without informing the party.
It is the party that should get credit for all the work that you do in government, us as Zanu PF.
If you behave and act in that manner, we will not have any problems. All ministers in government should not forget that we sent them there, and we are watching if you are toeing the line of the party. If we see that you are pulling in your own direction, we know what to do.</blockquote>
Chinamasa’s remarks ignited an old age debate about the separation between government and Zanu PF.
There are a few cabinet ministers who are not known for being active ZANU PF members such Finance Minister Mthuli Ncube and Sports Minister Kirsty Coventry.

ZANU PF Threatens Cabinet Ministers

The Cabinet will from next week conduct its meetings on a virtual platform, the Chief Secretary to the President and Cabinet, Dr Misheck Sibanda has announced.
In a statement on Friday, Sibanda said details relating to the actual modalities for the meeting will be provided. The statement read:
<blockquote>The Chief Secretary to the President and Cabinet, Dr Misheck Sibanda advises that the next Cabinet meeting had been rescheduled to 0900 hours on Tuesday, 18th August 2020 on a virtual platform.
Details relating to the actual modalities for the meeting will be provided in the usual manner.
Members should be therefore plan accordingly.</blockquote>
The development comes after reports have indicated that several Cabinet Ministers are in self-isolation after coming into close contact with people with coronavirus.
On Wednesday, Information minister Monica Mutsvangwa, Mines and Mining Development minister Winston Chitando and Home Affairs minister Kazembe Kazembe reportedly skipped the weekly cabinet meeting as a precaution.

Corona Forces Cabinet To Meet On A Virtual Platform

Chief Secretary to the President and Cabinet Misheck Sibanda has said Cabinet has deferred its regular Tuesday sitting to Thursday, saying more pressing engagements have emerged. Sibanda said in a statement:
<blockquote>Owing to unforeseen circumstances, this week`s Cabinet meeting has been rescheduled to 09:00 hours on Thursday, 21st May 2020 at State House.</blockquote>
President Emmerson Mnangagwa was expected to host the SADC Organ on Politics, Defence and Security Cooperation for a one-day Extraordinary Organ Troika Summit of Heads of State and Government over the security situation in Mozambique.
President Mnangagwa, Edgar Lungu of Zambia, Botswana’s Mokgweetsi Masisi were expected to be joined by President Filipe Nyusi of Mozambique.
There are fears that an Islamic insurgency operating in Mozambique’s northern Cabo Delgado province could spill over into the country’s neighbours.

Cabinet Meeting Postponed

People visiting Zimbabwe from Coronavirus countries are now required to present a medical clearance certificate against the novel coronavirus. The certificate must show that they have been tested and cleared of any COVID-19 signs and symptoms at a designated government hospital in their country.
This was one of the resolutions passed on in the cabinet today as tweeted by the Ministry of Information:

Visitors From COVID-19 Affected Countries To Present Medical Clearance Certificates Against The Virus

Thousands of prisoners will see themselves out of prison soon as the cabinet has approved a move by the justice minister to decongest the country’s 46 prisons through a general amnesty.
This was tweeted by the Ministry of Infomation which said:
<blockquote>Cabinet approved the proposal to have a General Amnesty for prisoners. Cabinet noted that the country’s prison population currently stands at 22 000 against an official holding capacity of 17 000. The Amnesty will decongest the country’s prisons.</blockquote>
ZPCS has reportedly been <a href="https://news.pindula.co.zw/2020/02/09/ed-to-pardon-5k-inmates-as-zpcs-struggles-to-feed-prisoners/">struggling to feed the inmates</a> hence the general amnesty grant decision.

Prisoners General Amnesty Proposal Approved By The Cabinet

The new Constitutional Amendment Bill seeks to give President Emmerson Mnangagwa powers to appoint seven people to the Cabinet who are not Members of Parliament.
Justice, Legal and Parliamentary Affairs minister Ziyambi Ziyambi said the Bill will allow the president to appoint more ministers with critical skills:
<blockquote>This provision allows the president to appoint people who have critical skills as ministers and it’s a good move. It’s not related to the number of the whole ministers but it only deals with the number of ministers who are not MPs or senators. The president can choose not to appoint anyone who is not a legislator, he is only limited to appoint up to seven.</blockquote>
Under current Constitutional provisions, the President has the power to appoint “only” five people to the cabinet who are not legislators.
Mnangagwa’s current cabinet has Local Government minister July Moyo, Higher and Tertiary Education minister <a href="https://www.pindula.co.zw/Amon_Murwira" rel="noopener noreferrer" target="_blank">Amon Murwira</a>, Youth, Sport, Arts and Recreation Minister <a href="https://www.pindula.co.zw/Kirsty_Coventry" rel="noopener noreferrer" target="_blank">Kirsty Coventry</a>, Finance minister <a href="https://www.pindula.co.zw/Mthuli_Ncube" rel="noopener noreferrer" target="_blank">Mthuli Ncube</a> and Health minister Obadiah Moyo who are not Members of Parliament.

WATCH: Post Cabinet Media Briefing

A South African online publication, TimesLive, has apparently mocked the government of Zimbabwe for naming eight streets after President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa" rel="noopener noreferrer" target="_blank">Emmerson Mnangagwa</a>.
An article by the publication about Mnangagwa’s move to have the streets named after himself has been titled: “Me, me, me, me, me, me, me and me: Mnangagwa names eight streets after himself.”
An MDC Alliance councillor from Harare said that changes to road names were the responsibility of local government and not Cabinet and as such, the local authority would try to block the decision. Said the councillor:
<blockquote>According to the <a href="https://www.pindula.co.zw/Urban_Councils_Act" rel="noopener noreferrer" target="_blank">Urban Councils Act</a> passed in 2018 section 212(1) signed by the minister of local government, renaming streets or numbering of structures is a prerogative of the local authority. So if we don’t endorse it, by law it shouldn’t go through.</blockquote>
President Mnangagwa has already amassed eight honorary doctorate degrees during his two years in office and earlier this month, he unveiled his own statue at <a href="https://www.pindula.co.zw/Masvingo_Airport" rel="noopener noreferrer" target="_blank">Masvingo Airport</a>.
