Finance and Economic Development Minister Mthuli Ncube said that the central bank will put an additional $500 million banknotes and coins into the economy in the next six months.
Ncube also revealed that $8.5 billion has been set aside to increase power generation as well as import electricity from the region.

An additional $500m in notes and coins will be put into the economy in the next 6months. This will ease the demand for physical cash and citizens won’t be ripped off by money changers who sell cash at various markup prices.
Electricity – $8.5billion has been set aside to improve ZESA’S output and to import additional electricity. Power is expected to increase as more independent producers come online. We will be giving incentives for those who want to go off-grid and put in place solar systems.
Food security – No Zimbabwean should go hungry, we will be importing maize, wheat, soya beans and other goods to make sure there is enough food on the table.
The prices of basic commodities remain stable, the central government is living within its means and has put in place deliverable policies to stimulate production and exports.
Employment Creation – Every young Zimbabwean should be able to get a job, the youth employment tax incentive and the National venture fund have been introduced to create opportunities for jobs for the young people.</blockquote>

Mthuli: $500 Million In Notes & Coins To Be Released Soon

An opinion in the Herald has opined that ZACC and Ecocash should help solve the cash crisis that has ravaged the country. Zimbabwe has been experiencing cash shortages since 2016 and Ecocash agents started selling cash then. The cash situation has deteriorated to such an extent that cash is now sold for close to 60% for bond notes and 50% for coins.
The editor encouraged citizens to stop abusing cash amid reports that the reserve bank is moving to curtail cash shortages by injecting more cash into the system. The editor further notes that the selling of cash if the chief architect of 2 tier pricing and that alone undermines the strength of our currency and promotes illegal dealings the editor penned.
The solution the editor gave are as follows:
<blockquote>EcoCash, the host of the main platform outside the use of banking cards, has been abused by many businesspeople and entities and we think Econet Wireless should put in place mechanism to thwart those abusing their facility
The Zimbabwe Anti-Corruption Commission should also descend on those who abuse the finance system. It is fact not fiction that big retailers, wholesalers, fuel service stations supermarkets, individuals who are fluid with cash and other companies with access to cash are the ones fuelling the selling of cash. Many people dealing with the selling of cash at the high premium are actually sponsored by big companies and this is now common practice.</blockquote>

OPINION: EcoCash And ZACC Should Assist In Solving The Cash Crisis

Reserve Bank of Zimbabwe (RBZ) governor John Mangudya blamed banks for fuelling the black market adding that the central bank does not participate in the parallel market.
In July 2017, Stanbic Bank Zimbabwe manager Tariro Nyazema appeared in court for swapping 30 000 in bond notes for US dollars.
Mrs Nyazema allegedly instructed her colleagues at the branch to exchange her bond notes to US dollars that the branch had received from the bank’s cash depot for tobacco farmers. The Herald reports that Nyazema had a group of “money changers”at Roadport whom she supplies with US dollars from Stanbic in exchange for bond notes. Investigations by the publication also showed that the money changers work with employees from most banks to access US dollars in exchange for bond notes, which they exchange at a premium.

Mangudya Accuses Banks Of Fuelling Black Market

The Zimbabwe Anti-Corruption Commission (Zacc) has warned fast food outlets and retailers that it will be coming after them, warning that it has credible reports that some of them are not banking their cash takings. Speaking at a press conference on Wednesday, Zacc’s Head of Investigations Unit, Goodson Nguni said,

We are going to look at all detailed balance sheets of all companies if they have been paying the tax, banking the cash, they are receiving, because we are aware there are many companies that have received cash, millions of dollars from the public….they use a credit card to transfer the money, As a result, the fast-food outlets are not baking the cash and we are not going to stand for it anymore. We are also aware they are some retail outlets, they are receiving hundreds and millions of cash every day from members of the people,
We have information, that some companies are keeping this cash, then the managers transfer money from their personal accounts, they take the cash from the cashiers. We are not going to take it anymore.</blockquote>

Zacc Puts Fast Food Outlets, Retailers On Notice Over Banking Cash

Minister of Justice, Legal and Parliamentary Affairs Ziyambi Ziyambi has claimed that President Emmerson Mnangagwa and his administration never promised to solve the cash shortages quickly. Ziyambi insisted that the cash shortages were never identified as one of the problems to be solved within the first 100 days. Responding to a question in Parliament on behalf of Finance Minister Patrick Chinamasa, Ziyambi said,
<blockquote>I would like to thank the Hon. Member for the question which he asked pertaining to the programme of Government, the Hundred Day Programme and what he indicated as promises to end queues within hundred days which is not correct. When the President came in, he promised to introduce a new culture of working and of accountability. Hence the Government came up with the hundred-day targets to ensure that we turn around the economy and introduce a new culture and work ethic. Among the targets which were set, nobody indicated that the problem of cash is a problem that can be overturned overnight.
…Government never promised that the cash shortage will end overnight. It is a programme to ensure that the economy is turned around and it is not something that you expect someone to get in and overnight things change. It is work in progress and within our 100-day plan, I do not remember anywhere where it is written that the cash shortages are going to be turned within the 100 days and no queues will be there.</blockquote>
Minister Ziymabi was speaking on behalf of Chinamasa because the Finance Minister has not been attending the National Assembly. Independent legislator for Norton, Temba Mliswa said,
<blockquote>Chinamasa has not been in this House for two months, yet the issue of cash shortages is critical. If the government cannot solve the cash crisis, then they have failed.</blockquote>

Mnangagwa Never Said Cash Shortages Will Be Solved Overnight: Justice Minister

Minister of Finance and Economic Development Patrick Chinamasa yesterday professed ignorance towards the existence of a parallel market where people are buying cash at huge premiums from cash dealers. Chinamasa said that he needed more time to look into the issue as he was unaware of the existence of cash dealers. Chinamasa went on to add that there was no law which criminalised the selling of cash. Responding to a question from Shamva South Member of Parliament Cde Joseph Mapiki on what the government was doing about cash dealers, Chinamasa said:
<blockquote>The law to jail people (dealing in cash) is not yet there. What is there are penalties for those found doing that. 
We have agreed as Cabinet that a law be put in place. I am not saying cash is not being sold, but I do not know about it because I would not be there when people sell it.</blockquote>

Barclays Bank Zimbabwe chief executive officer George Guvamatanga has claimed that civil servants have no right to demand their money in cash because they are not exporters. He said that civil servants should be content using electronic money such as RTGS, EcoCash. Guvamatanga was speaking at the Mobile Money and Digital Payments conference in Harare. Guvamatanga said
<blockquote> 
Let’s face something here, you cannot have something that you have not created. We have to understand that when you want the US Dollar, you need to have exported. Farmers and small scale miners should get all their money in cash because they have exported. A civil servant cannot go to the bank and demand all their money in cash because he has exported nothing.
…Same applies to me, if I’m working here and I get my money credited to my account, I cannot go to the bank and demand all of it in cash. We have to understand that for us to have that cash, someone should have exported.
If you have not exported, all you have is your RTGS money. Use wipe! Use EcoCash. Use Telecash. Because you have not exported. The money cannot just appear from nowhere.
…We can’t continue saying “.it’s my money it’s my money”. Yes, it’s your money but it’s RTGS… That reality we should face it as Zimbabweans otherwise we have a problem.</blockquote>

Addressing guests during the unveiling of a low-density housing project in Masvingo, Finance Minister Patrick Chinamasa said that there are no cash shortages as evidenced by the construction of high rise buildings in Rusape.
Said Chinamasa:
<blockquote> I was surprised in Rusape, a small growth point, there is construction of double-storey buildings. There is no cash shortage. The shortage is on the fiscus and we are trying to tie-up the loopholes that see money getting into the pockets of individuals without passing through the formal channels.</blockquote>
He also said Treasury Bills (TBs) do not fuel inflation.

There are no cash shortages: Chinamasa

As the country continues facing cash shortages, dealers in second-hand clothes, popularly known as mabhero in Shona, have now adapted to the situation and are now accepting electronic payments such as EcoCash and Zipit. The traders, however,  usually add an extra $1 to the charge to enable them to offset the charges of buying cash needed for restocking. A trader at Avondale Flea Market told weekly publication, the Standard,
<blockquote>…the use of plastic money helps to alleviate the cash shortages as most of our customers are paying via Zipit, swiping and EcoCash and it has been going on for a while now.
But the challenge is that only a few of our suppliers accept plastic money, so we find ourselves paying 10% to get cash from the black market so that we restock.</blockquote>

Second-hand clothes traders now accepting electronic money as cash shortages bite

Chair of the finance committee of parliament, David Chapfika, said that the government should come up with rigid mechanisms to deal in order to end cash shortages. Said Chapfika:
 
<blockquote>If there are thieves they must be stopped. All educated people are poor, the crooks are rich. We need to go through a paradigm shift.
Countries that have gone through what we are going through, Malaysia, China, Japan, Brazil, Cuba, Argentina, they have come up with very rigid mechanisms for a period to manage the situation.
In Ghana when I was there, if you were caught stealing, firing squad. Jerry Rawlings was there, line-up shoot (thieves) every Friday.
You would leave your car open and nothing would happen. So, if we continue here dilly-dallying hee open market what what and so forth, we are not doing anybody a favour.
Catch one guru, lock him properly I won’t say shoot but I want to hear that Mahommed Mussa has been arrested and locked, 10 years in jail.</blockquote>

Reserve Bank of Zimbabwe (RBZ) deputy governor Kupikile Mlambo has claimed that the current foreign currency challenges started in 1965 when the Rhodesian government of Ian Smith started an import substitution program.
Said Mlambo while addressing a Confederation of Zimbabwe Retailers Indaba,
<blockquote>The shortage of cash is a shortage of foreign exchange it has a historical context that begins in the 1960s. Then authorities decided to industrialize by replacing imports, while it worked it did not generate sufficient foreign currency to bring in essential raw materials</blockquote>
Mlambo also said that the RBZ was not going to adopt the South African Rand as the anchor currency.
<blockquote>Our problems are of a structural nature and whatever currency we adopt is foreign currency, the point CZI miss is that we don’t have enough foreign currency and that is our problem since the 1960s we need to export more. Secondly we are uncompetitive on the regional markets as our cost structures are high.</blockquote>

Cash shortages caused by 1965 program started by colonial regime says Reserve Bank

<a href="http://www.pindula.co.zw/news/2017/02/21/five-things-probably-not-know-forgotten-robert-mugabe/" target="_blank">President Robert Mugabe</a> has admitted that he does not trust the banking system to allow him to access his cash, and as a result, he also keeps his money at home.
In an interview with state media, before his birthday, Mugabe admitted that he empathized with ordinary people who preferred to keep their cash at home due to the ongoing cash crunch. He admitted that the majority of the people in the country are afraid that they may not be able to access their money, resulting in those who have spare cash preferring to keep it out of the banking system.
Said Mugabe during the interview:
<blockquote>That’s what has happened; these homes are stashed with cash
If we unleash the police and soldiers and say go yee, house by house and dig for the funds that are being hidden there; don’t take them as yours but dig them up and tell us who and who have them, you (interviewee) will be guilty, I would be guilty. 
I don’t know who will not be guilty because we are all afraid we may not be able to access our monies tomorrow if we deposit it, so you tend to keep it.</blockquote>
The president blamed the system for the shortage of cash saying:
<blockquote>It’s not your fault, it’s not my fault, it’s not his fault, it’s the fault of a system that has not yielded enough cash.</blockquote>

Mugabe admits keeping money at home, says it's fault of the system

Busines people who want to buy goods from South Africa in cash are reportedly paying up to $2,50 extra for $100 bills.  The $100 bill is in huge demand partly due to the ease of carrying cash in $100 bills.  South African suppliers also prefer the bill compared to the Rand.  The South Africans offer a higher rate compared to the local cash dealers.
In South Africa, $100 can get as much as R1500 instead of the normal R1400.
A dealer who spoke to Newsday said:
<blockquote>These business individuals and cross-border traders are coming to us to buy higher denomination notes, especially the $100 note. The $50 and $100 notes attract a better rate compared to buying the South African rand. These are the guys who are externalising money to South Africa who do not want the rand. If you go with the rand to South Africa, they will not refuse, but they prefer the United States $100 bill.</blockquote>

Forex shortages cause cash dealers to sell $100 bills at a premium

Gold output for 2016 is at 22 tonnes, which is lower than the government target of 24 tonnes.  This has been attributed to the government’s failure to pay small scale miners, due to the cash shortages. As a result, the small scale miners are now looking for alternatives and are no longer delivering gold to Fidelity Printers.
Minister of Mines and Mining, <a href="http://www.pindula.co.zw/Walter_Chidhakwa" target="_blank">Walter Chidhakwa</a> said:
<blockquote>Somewhere in September we slipped because of the cash shortages….the miners told me that if you do not pay us cash we will sell elsewhere and that is where we lost it otherwise we could have been at 23 tonnes or 24 tonnes.</blockquote>

Gold deliveries lower as government fails to pay small scale farmers

Wholesalers and retailers have been accused of taking advantage of the current cash shortages by selling cash to desperate people.  Some fuel stations are alleged to have joined in this opportunistic business by declining electronic money in order to get more cash for resale.
Speaking at an Institute id Chartered Accountants of  Zimbabwe, <a href="http://www.pindula.co.zw/George_Guvamatanga" target="_blank">George Guvamatanga</a>, the managing director of Barclays Bank of Zimbabwe said:
<blockquote>Retailers are hording cash and selling it. There are cash discounts happening depending on whether an RTGS and cash back system (has been used).</blockquote>

Retailers and Wholesalers accused of selling cash

Consumers are worried about an imminent shortage of basic commodities as retailers are now rejecting electronic money and are demanding  hard cash for goods like cooking oil and rice.
Retailers like Choppies, Food World and Mohammed Mussa among others are claiming that the manufacturers are not accepting electronic money, hence they cannot accept it  as well.
Retailers are attaching notices which read:
<blockquote>NOTICE ON COOKING OIL: Due to manufacturers demanding hard cash payment to supply us, please note all cooking oil will now be sold on a strictly” CASH” basis in order for us to be able to re-stock. We apologize for this inconvenience which is out of our control.</blockquote>

Consumers worried as shops reject plastic money, want hard cash for cooking oil, rice

South African retail and wholesale giant, Spar Group have closed its distribution centre in Zimbabwe, due to the challenging economic conditions.  From now onwards, they will be supplying independent Zimbabwean stores from the South African side.
Spar Group Chief Executive Officer Graham O’Connor told Reuters that:
<blockquote>The economy was just too tough… payment issues, infrastructure issues, so it was better that we exited.</blockquote>

Spar Group pulls out of Zimbabwe, local franchises to get goods directly from S.A.

The <a href="http://www.pindula.co.zw/Zimbabwe_Energy_Regulatory_Authority" target="_blank">Zimbabwe Energy Regulatory Authority (Zera)</a> is set to investigate reports that some service stations were refusing electronic money and insisting on cash, a move which is counter-productive given the current cash shortages.   Zera boss Gloria Magombo told parliament that Zera will act with the <a href="http://www.pindula.co.zw/Reserve_Bank_of_Zimbabwe" target="_blank">Reserve Bank of Zimbabwe</a>  to ascertain such cases and take “necessary action.”
Magorimbo is quoted as saying:
<blockquote>We are currently investigating the issue why service stations are not accepting coins or swipe machines and have written to fuel companies about the issue and they responded to Zera saying they accept EcoCash payments and plastic money.
f there are specific service stations that are not accepting plastic money or swipe machines, this should be brought to our attention so that, together with the Reserve Bank of Zimbabwe, we follow up and take necessary action</blockquote>

ZERA to take action against service stations refusing plastic money

The ongoing shortage of cash is hurting huge businesses and affecting their ability to pay foreign suppliers for critical raw materials. The sourcing of the raw materials is not the only area being affected as companies are also failing to remit dividends to foreign investors.
<a href="http://www.pindula.co.zw/Zimbabwe_Stock_Exchange" target="_blank">Zimbabwe Stick Exchange (ZSE)</a> listed blue chip company, <a href="http://www.pindula.co.zw/Delta_Corporation" target="_blank">Delta Corporation</a> has failed to pay up to $30 million in dividends to its foreign investors due to the the fact that local banks are having difficulties  in settling any foreign payments.
Delta finance director Mathlogonolo Valela said:
<blockquote>We still owe major shareholders some dividends from last time because banks have delayed payments and we owe foreign creditors.
We have  a foreign loan of about $30 million from Mauritius which falls due in the next 15 months but we are taking measures that should resolve the issue.  We will never allow our creditors to be exposed to that extent but this is not something we can control.</blockquote>

Cash crisis compromising companies' ability to source raw materials

The cash shortages which are currently being experienced in <a href="http://www.pindula.co.zw/Zimbabwe" target="_blank">Zimbabwe</a> have resulted in some shops, posting two prices.  One for cash and one for electronic money.  To skirt around the issue of being accused of charging a premium for electronic money, these shops are instead offering a cash discount .  That way they cannot be directly implicated in having 2 parallel markets.
