A man from St Peter’s area near Old Pumula suburb in Bulawayo was assaulted and injured after he was caught relaxing with a married woman by the woman’s husband.
It is alleged that Nqobile Dube returned home from work earlier than usual and found Arnold Tshuma, also from the same suburb, seated in the living room with his wife Samantha Sibanda.
Tshuma reportedly pretended to be a census enumerator as he had a phone tablet in his possession.
However, Dube became suspicious and demanded Tshuma’s identity card, to prove that he was indeed a census enumerator.
Tshuma is said to have started asking Sibanda (Dube’s wife) some questions but he failed to produce the identity card saying he had forgotten it at home.
Dube inspected the house only to find some empty beer bottles and an empty box of condoms behind a couch.
B-Metro reported a source as saying that after the discovery of the beer bottles and condoms a quarrel arose between Dube and Tshuma. Said the source:

For some time Tshuma was always visiting Sibanda whenever her husband went to work, but that day, he was unlucky.
When he was busted Tshuma pretended to be a census enumerator but he failed to produce an identity card to prove his claims.
That incensed Dube who also discovered some empty beer bottles and an empty box of condoms in the sitting room before he went out and took a thick wooden stick from his bedroom intending to assault Tshuma.
Sensing danger Tshuma bolted out of the house and fled towards a nearby bushy area.
Dube pursued him, caught up with him and struck him several times all over the body.

Tshuma was left nursing injuries after he was beaten by Dube but he did not report the assault to the police.
Dube refused to speak to B-Metro about the issue saying the matter is private and “doesn’t have anything to do with the Press”.

Man Busted With Married Woman, Pretends To Be A Census Enumerator

The Zimbabwe Statistical Agency (Zimstat) has released several teachers who had been hired and trained as enumerators for the national population census and replaced them with ZANU PF youths.
The teachers were fired from the programme for allegedly participating in the strike which took place in February when schools opened for the first term.
Teacher enumerators who had just completed training at Bulawayo Polytechnic told NewZimbabwe.com that they were asked to hand over their census material to ZANU PF youths and leave the venue on Saturday. One of the teachers said:

All along, the Zimbabwe National Statistics Agency has been using state resources to train us, only to be told when we are about to be deployed that we were on strike and therefore we are not suitable for the job.
For starters, I have never been on strike. Now, who is going to pay me for the time I spent while undergoing the enumeration training?

Another affected teacher, who is now contemplating suing Zimstat for breach of contract, said the move is cruel, vindictive and illegal. Said the teacher:

The move to suspend teachers was declared illegal by the High Court.
Why are the government and the Ministry of Primary and Secondary Education so petty to the extent of denying the suffering teachers an opportunity to earn extra income for their children?

Zimstat spokesperson, Mercy Chidemo, said she had no information about the alleged incident at Bulawayo Polytechnic but said teachers who were deemed to be on strike were barred from participating in the census. She said:

I am not really sure about what happened, but I am sure you are aware of a memo that was sent to PSC [Public Service Commission] that they should not hire teachers who were on strike.
So, in this case, the PSC coordinators were responsible for recruiting the enumerators.
There were teachers that were on incapacitation/strike that had sneaked into classes.
So the PED (provincial education director) said they should not participate and they sent them packing yesterday evening.
They were replaced by other teachers from MoPSE (Ministry of Primary and Secondary Education).

Zimstat Replaces Teacher Enumerators With 'ZANU PF Youths'

The Zimbabwe National Statistics Agency (ZimStats) has reportedly hired ZANU PF youths as enumerators for the forthcoming national population census.
This has raised concerned citizens’ fears that the census figures may be doctored ahead of the delimitation exercise as the country heads to the 2023 general elections.
A delimitation exercise, that is, the redrawing of electoral constituencies, will be conducted based on the census figures, and this may give room to gerrymandering.
Gerrymandering is the manipulation of the boundaries of an electoral constituency so as to favour one party over others.
ZimStats spokesperson Mercy Chidemo confirmed that 20% of the enumerators were drawn from unemployed youths. She said:
<blockquote>
I can confirm that we hired unemployed youths drawn from the enumeration areas.
The majority are civil servants and there is only a small number reserved for youths, who are also below 35 years, that are computer literate and are able to communicate properly.
Ministries have been submitting their lists to PSC for vetting.

Teachers’ unions, among them Progressive Teachers Union of Zimbabwe, Amalgamated Rural Teachers Union of Zimbabwe, Zimbabwe National Teachers Union, and Educators Union of Zimbabwe, alleged that ZANU PF had hijacked the census enumeration exercise.
In previous censuses, teachers have been recruited as enumerators but this year, PSC said teachers who were on strike in February will not be considered for the exercise.
ZANU PF secretary for administration Obert Mpofu dismissed the allegations, saying there are some people who are “obsessed” with the ruling party. Mpofu told NewsDay:

ZANU PF was not advised about how the national census was going to be carried out. People just worry, and they are so obsessed with ZANU PF.
I don’t know what the problem is. We are the ruling party, and we are the party-government.
We cannot be part of those irregularities as alleged by your sources.

This is in spite of the fact that during a recent post-Cabinet media briefing, Information minister Monica Mutsvangwa announced that youths would be engaged as enumerators following a Cabinet resolution.

ZimStats Hires 'ZANU PF Youths' For National Population Census

The Zimbabwe National Statistics Agency (ZIMSTAT) has urged field supervisors and enumerators to be focused and disciplined to ensure a credible national census.
Speaking at the ongoing provincial supervisors training workshops in Harare and Bulawayo, ZIMSTAT director-general, Taguma Mahonde said:
<blockquote>
The issue of discipline is important as we cannot put the name of ZIMSTATS and government into disrepute. This means cheating is not tolerated. Census means 100% enumeration.
But, some will decide to do a census under a tree instead of interviewing the households. This will not be tolerated as we would be putting taxpayers’ money to waste.
Also, there is a need for supervisors and enumerators to be neutral when doing data collection in the suburbs and villages
As leaders, let’s also see that there will be sober behaviour as some enumerators would give preference to alcohol.
This year’s national census, which will be the fifth since independence, will take place from 21 to 30 April 2022.

Zimbabwe last held its census in 2012 when the country’s population was estimated to be 13 061 239.
The 2022 national population census will be the first to be held in April as previous censuses were held in August.
Results are expected to be released within six months, instead of two years as has been the case with previous censuses.
This is because this year’s will be carried out using tablets known as Computer Assisted Personal Interviewing (CAPI) instead of paper and pen, hence, data will be processed faster.

'Be Disciplined', Zimstat Tells Field Supervisors Ahead Of Census

Zimbabwe’s population is projected to be nearly 17 million in 2022, the Zimbabwe National Statistics Agency (ZimStat) has said.
ZimStat conducted a census mapping exercise in 2021 which projected the population to be at 16.9 million, with 8,8 million being females while 8.1 million are males.
The last census was conducted 10 years ago in 2012 and the country’s total population was 13 061 239 – 6 780 700 females and 6 280 539 males.
ZimStat public relations and communication manager Mercy Chidemo said:

The projected 2022 Population number is 16 980 513 with 8 810 090 females and 8 170 423 males.
</blockquote>
ZimStat is expected to conduct another census this year. The Computer-Assisted Personal Interviewing (CAPI) technique will be used in capturing data from members of the public.
Chidemo said ZimStat has completed its pre-census mapping exercise and is now recruiting census field workers, most of whom will come from the public service. She said:

We now have the enumeration areas and we are now moving into training for the level one teams.
Starting this month, we will be training national supervisors and trainers who will train the enumerators.
Most of the recruitment is being done from the public service.
And all the recruitment is being done this month for the enumerators, the supervisors and information communication technology experts.

ZimStat wants to recruit 50 000 enumerators who will conduct the census exercise from 21 April to 30 April this year.

Zimbabwe's Population Now At 17 Million

Bulawayo Provincial Affairs and Devolution Minister Judith Ncube has cast doubt on the veracity of population census results that have been released by the Zimbabwe Statistic Agency (Zimstat) over the years.
Ncube queried why population figures in Matabeleland provinces have remained the same during successive censuses, saying results of the census will help guide the Government on how to approach development and service delivery.
She challenged Zimstat to produce population census results that are a true reflection of the number of people in the province when it conducts the 2022 national census. Said Ncube:

In our briefing, I made an indication that the late national hero Cde Sydney Malunga used to talk very strongly about the Bulawayo and Matabeleland population.
The figures we present determine the size of the cake that is given to each province. If we misled the leadership, they will believe that uBulawayo ulabobaba abangaphiwanga inzalo.
The population remains at 600 000 every time which will lead to an investigation about the men of Bulawayo and Matabeleland on what natural family planning methods they are using as the population does not grow.
The figures remain almost the same as we are not increasing but I did appreciate what the director general of Zimstat told me that the approach and method they are going to use will give a true reflection about Bulawayo.

Zimstat will conduct the national population and housing census next year from April 21 to April 30 that will provide new figures for the country`s demographic, social, and economic profile.

Minister Casts Doubt On Accuracy Of Census Results

The Government has set aside ZWL$9 billion for the population and housing census to be conducted from 21 April to 30 April 2022.
Addressing a press conference in Harare this Wednesday, Finance and Economic Development Minister Mthuli Ncube said a pre-census test will be conducted at the end of this year and the end of January next year.
He said preliminary results of the census would be published on the 1st of August 2022 followed by the national results, at the end of November 2022, same as the provincial results.
Ncube revealed that 85 % of the country had been mapped so far, with Bulawayo, Harare and Mashonaland Central having seen 100% mapping.
The other seven provinces are expected to have been mapped by January 2022. Said Ncube:

Basically, we have budgeted about USD$85 million and at the current exchange rate, we are looking at about $9 billion to get this whole exercise done.

In 2019, the government said it had set aside US$85 million to prepare for the 2022 population census.
Ncube also said tablets instead of the paper system will be used, with 51 000 tablets for 51 000 enumerators set to be acquired before year-end.
Zimbabwe National Statistics Agency (ZimStat) Director-General, Taguma Mahonde said the use of electronic devices would enhance efficiency through the newly developed system.
The use of tablets will also help to collect meaningful data and reduce the time of editing as it would be done during data collection. Said Mahonde:

A software has been developed to ensure that these tablets are used well and that if stolen they can be quickly recovered.
The enumerators have been trained to avoid cases of theft to these tablets.

The census will be Zimbabwe’s fifth since independence in 1980.
The country has held censuses in 1982, 1992, 2002 and 2012.
At the last census in 2012, the country’s population was projected at 13.3 million.

Zimbabwe National Statistics Agency (ZiMSTAT) would like to advise members of the public that the institution is currently undertaking a field mapping and household listing exercise across the country, in preparation of the 2021 Population and Housing Census. The exercise aims to subdivide the country into unique enumeration areas from which enumerators will be assigned to work from during the actual census count in August 2021. It will provide information on population size, its geographical location, housing stock and the sampling frame, in advance of the census enumeration. The information we are collecting is confidential and will be used only for statistical purposes.
The enumerators will be collecting the following information; name of head of household, number of persons in the household, number of male and female, agriculture status of the household, home address and contact details. The information collected is confidential.
Our enumerators will be moving from one household to the other and will be identified with Government and Covid-19 essential services identity cards together with any one of the following: branded hats/cap, t-shirt or work Su,. In observing the Covid-19 WHO health guidelines, the enumerators will be putting on face masks and will also have with them hand sanitizers.

ZIMSTAT Conducting Field Mapping, Household Listing

The Zimbabwe National Statistics Agency (Zimstat) is racing against time to carry out the population census this year whose data will be used for the delimitation of constituencies by the Zimbabwe Electoral Commission (ZEC) ahead of the 2023 general elections.
Last year Parliament passed the Census and Statistics Bill which seeks to align the taking of decennial national censuses in a manner that will enable ZEC to take into account census data when delimiting electoral boundaries every 10 years as required by section 161(1) of the Constitution.
The Ministry of Finance and Economic Development has since allocated $4.4 billion to Zimstat to enable the agency to carry out its activities that include conducting the 2021 population census.
However, the process was hindered last year by the emergence of the coronavirus resulting in Zimstat losing almost 10 months of work.
Zimstat spokesperson, Mercy Chidemo said they have so far made significant progress in census mapping since they were granted essential service status. Said Chidemo:
<blockquote>Currently, the Census mapping is ongoing and we have managed to map 45 per cent of the wards in Zimbabwe.
The census questionnaire and enumerator manual were adopted and approved by stakeholders.
We are now finalising the development of the data collection system.
We are doing our best to ensure the attainment of a successful and credible census.</blockquote>
Chidemo added that Zimstat has computerised data collection and processing and this will ensure the availability of oof census results in six months after data collection, rather than 12 months. She said:
<blockquote>We have computerised data collection and processing. We will be using Computer Assisted Personal Interviewing. Census results will be available six months after data collection.
Prior to this data collection was paper-based hence census results were being published as late as 24 months after data collection.</blockquote>

National Census: Zimstat Racing Against Time

President Emmerson Mnangagwa has signed into law the Census and Statistics Amendment Bill to bring the national census forward from 2022 to before July 2021.
The signing into law of the Bill was announced by the Chief Secretary to the President and Cabinet, Misheck Sibanda in a Government Gazette recently.
The holding of the national census next year will give the Zimbabwe Electoral Commission (ZEC) ample time to delimit all 210 constituency boundaries for the presidential, parliamentary and local government elections using up-to-date census data.
The Zimbabwe Elections Support Network (ZESN) had also been calling for the passing of the census law to be expedited. ZESN chairperson Andrew Makoni said:
<blockquote>The census is governed by legislation and can be easily amended without effecting changes to the Constitution. The move to amend the Census and Statistics Act is consistent with calls by ZESN for the census to be moved backwards to address concerns around the process of delimiting electoral boundaries, instead of delinking the delimitation exercise from the population census.</blockquote>
The coming into effect of the Census and Statistics Amendment Act means ZEC will redraw the 210 constituency seats for 2023 polls in a manner that reflects the present population distribution premised on latest census data.

President Mnangagwa Approves Census Law

Zimbabwe is set to conduct the Fifth <a href="https://www.pindula.co.zw/Population" rel="noopener noreferrer" target="_blank">Population</a> and Housing Census in August 2022, with the exercise expected to cost $1,4 billion.
This was revealed by Zimbabwe National Statistics Agency (ZimStat) director-general, Taguma Mahonde while addressing a press conference in Harare recently. He said:
<blockquote>To successfully plan for economic and social development and carry out an administrative activity or scientific research, it is necessary to have reliable and detailed data on the size, composition, distribution and other benchmark statistics on the population.
The census provides this much-needed information. However, the census is very costly to undertake and this is why it is conducted every 10 years.
Thorough and careful planning is required to ensure that the programme is implemented effectively and efficiently.
Before conducting the Population and Housing Census, it is a requirement that a cartographic census mapping exercise is carried out.</blockquote>
Mahonde further disclosed that ZimStat is already doing the mapping exercise where every ward is divided into enumeration areas by people physically on the ground.
Zimbabwe’s population was 12 973 808 when the previous census was conducted in 2012.
Since then, the population is estimated to have ballooned to around 17 million people.

$1.4 Billion Needed For The 2022 Population Census

Zimbabwe has commenced preparations for its fifth national population census to be held in August 2022. The first one was held in 1982, two years after independence.
Zimbabwe National Statistics Agency (ZimStat) director-general Taguma Mahonde revealed that the focus currently is on a pre-enumeration mapping exercise.
This involves the subdivision of the country into small geographic units called Enumeration Areas which contain the prescribed population size of 80 to 120 households. Said Mahode:
<blockquote>The 2022 Zimbabwe Population Census will be carried out in August 2022 in accordance with the Census and Statistics Act [Chapter: 10:29)] 1/2007 Section 12 Sub-section (i) which stipulates that a national census shall be carried out every 10 years.
It needs to be stressed that the census is a national project that requires the support of everyone. Although ZimStat is the main implementing agency, the support of all government ministries, private sector, civil society organizations and research and training institutions is vital for conducting a successful census.</blockquote>
Mahode added that Zimbabwe will use mobile devices for mapping and data collection during census enumeration in line with global trends.
Zimbabwe holds censuses every 10 years with the last one held in 2012. The country had slightly over 13 million people then.

2022 Census Preparations Gather Momentum

The <a href="https://www.pindula.co.zw/Government_Ministries_of_Zimbabwe" rel="noopener noreferrer" target="_blank">government of Zimbabwe</a> has begun preparations for the national <a href="https://www.pindula.co.zw/Population" rel="noopener noreferrer" target="_blank">population</a> census scheduled for 2022.
The census will cost $85 million, the Minister of Finance and Economic Development <a href="https://www.pindula.co.zw/Mthuli_Ncube" rel="noopener noreferrer" target="_blank">Mthuli Ncube</a> revealed on Monday. He said:
<blockquote>We are going to be training something like 33-36 000 enumerators; it is a major undertaking which requires a lot of manpower.
The idea is that in August 2021 we have a trial run to make sure that the system will work and then finally on the midnight of 17th August 2022 the census officially starts.</blockquote>
