Chief Fortune Charumbira has said the media, as well as police, army, and intelligence operatives, will not be allowed to attend the Gukurahundi hearings, which are scheduled to begin soon.
Speaking to editors and journalists at a media sensitisation workshop in Bulawayo on Thursday, Charumbira, who is the Deputy President of the National Chiefs’ Council, said the media blackout is meant to allow victims in rural communities to speak freely.
He said the media will be given updates fortnightly on the progress of the hearings. Charumbira said (<a href="https://cite.org.zw/chiefs-ban-media-security-from-gukurahundi-hearings/">via CITE</a>):

All these meetings, and workshops we are having are how we get to the big victim best to give them the best environment to express themselves and how do we record that?
How do we share that with the nation? If we wanted to hide anything. We wouldn’t hold this workshop?
As we were designing the programme or the approach, it was asked if we were going to allow police for meetings because people wouldn’t be comfortable saying anything. Including our chiefs. If you bring the intelligence, army people would not be comfortable.
As a result, when we do these interviews, there will be no police, there will be no CIO, and no army.

Charumbira also said “outsiders” will not be allowed to attend the outreach meetings so that local people can speak without being intimidated. He said:

That’s very important. There will be no strangers, because even the people themselves will ask what if that person wants to write and follow me afterwards, so we should agree on that one.
There will be no strangers and I will come to the media. Underline there will be no strangers so the police would be some of those strangers. So we agree.
The traditional leader said barring the media and State security agents from the meetings will protect Gukurahundi victims as they may suffer “permanent damage” if their submissions are publicised. He said:
The other issue is people would be narrating the experiences they went through, some of it very emotive.
Some of it, I think once released to the public, will cause permanent damage to that very person who made this submission.
People will say “Oh that one, she was raped in this manner,” and others will say we didn’t know she went through a gruesome act.

Charumbira also said the media should cover properly structured and standardised reports so that they do not distort what would have been said.

Chiefs Ban Journalists, Security Agents From Gukurahundi Hearings

Deputy President of the National Chiefs’ Council, Chief Fortune Charumbira, has said Gukurahundi should not be classified as genocide.
Charumbira was responding to questions from media editors at the ongoing Gukurahundi sensitisation workshop in Bulawayo.
Genocide is the deliberate killing of a large number of people from a particular nation or ethnic group to destroy that nation or group.
As reported by <a href="https://www.zimlive.com/gukurahundi-was-not-genocide-charumbira-tells-editors-ahead-of-hearings/">ZimLive</a>, the workshop has been called ahead of the rollout of hearings to be spearheaded by traditional leaders within communities under a programme coordinated by the Government.
Charumbira warned the media not to classify the 1980s killings as genocide until the hearings are done. He said:

It’s not genocide and it should not be classified as such until the whole processes are concluded.
</blockquote>
Charumbira also defended the government’s decision to exclude the Catholic Commission for Justice and Peace (CCJP), which was at the forefront of calling for an end to Gukurahundi. Said Charumbira:

We are doing this the traditional way. We will see if we need their records.
</blockquote>
He said only the Council of Chiefs and the Office of the President were conducting the processes.
President Emmerson Mnangagwa’s administration has acknowledged the need to bring closure to the Gukurahundi legacy which continues to bring tensions within the country to this date.
In October 2022, Mnangagwa launched a manual on the Gukurahundi community engagement processes by chiefs, including a report on their consultative meetings.
Traditional leaders crafted and adopted the Gukurahundi manual to guide the holding of public hearings.
The manual is a culmination of traditional leaders’ meetings with Mnangagwa, which started in March 2019.
Gukurahundi refers to the killing of thousands of mainly Ndebele civilians carried out by the North Korean-trained Fifth Brigade of the Zimbabwe National Army in the 1980s.
Many were maimed, others lost homes and some were raped. The Fifth Brigade was deployed by the Government ostensibly to hunt down “dissidents”, that is, a handful of army deserters who were sympathetic to former Vice President Joshua Nkomo’s PF ZAPU.
The term Gukurahundi is derived from a ChiShona term which loosely translates to “the early rain which washes away the chaff before the spring rains.”

Gukurahundi Was Not Genocide - Chief Charumbira

Chief Fortune Charumbira has vowed to fight Masvingo West MP Ezra Chadzamira, who is also Minister of State for Provincial Affairs for Masvingo, saying he (Charumbira) does like him (Chadzamira) “because of the way he does his things”, <a href="https://tellzim.com/i-will-fight-chadzamira-till-end-chief-charumbira/">reported TellZim News</a>.
Charumbira, who is battling to remain the president of the Pan African Parliament (PAP), said he will ensure that Chadzamira will not retain the Masvingo West Constituency seat come 2028.
The traditional leader has being accused of corruption by one of the vice presidents at PAP, among other allegations.
Addressing his subjects in Ward 12 recently, Charumbira said they should start looking for another candidate to represent ZANU PF in Masvingo West Constituency in 2028. He said:

I know the issue about the MP (Chadzamira) that you are not happy about.
He has too many issues which I’m sure you don’t know but I know them and I am going to expose him in the not so distant future.
Of all the MPS who have been here like the late Mudhenge (Stan) and Mavhaire (Dzikamai), they never addressed meetings in my absence but this one (Chadzamira) did that and you never bothered to ask him why?
You should have asked him why he was addressing his rallies in my absence.
He (Chadzamira) fought me and I’m going to fight back – that’s who I am. I am a hard nut to crack; I want to finish him – let us plan and find someone among our people to replace Chadzamira.
Don’t tell me that we cannot find one of our own here in Wards 12, 11 or 9. If you fail to get one then I will put an advert in the press saying we are looking for someone willing to become our MP because we do not have one,
Even the President knows this; I told him that I don’t get along with him (Chadzamira) because of the way he does his things.

It is alleged that ZANU PF lost Wards 11 and 12 because Charumbira campaigned against Chadzamira.
However, during his address, Charumbira blamed Chadzamira for the loss saying people voted for CCC because they did not want the MP.
Contacted for comment by TellZim News, Chadzamira said that he respects traditional leaders and it was their right to have different views. He said:

I want to that the people of Masvingo for voting peacefully and now that election time is over, we have to work together for development and to achieve the President’s vision 2030.
I respect traditional leaders very much and it is their right to have different opinions and views but what is important is for people to unite and work together.
I encourage everyone to put hands on the deck to work for development whilst respecting traditional leaders and their views.

Chief Charumbira Vows To Fight And "Finish" Off Ezra Chadzamira

Ndavaningi Mangwana has lamented the removal of Chief Fortune Charumbira as president of the Pan African Parliament (PAP) and described the move as a “coup”.
<a href="https://www.zimlive.com/rape-accused-chief-fortune-charumbira-removed-as-pap-president/">ZimLive</a> reported that following the dissolution of Zimbabwe’s parliament to pave way for elections on 23 August, Charumbira was also no longer a PAP MP where one’s term runs concurrently with the parliamentary term in their home country.
During a meeting of the PAP in Johannesburg on Friday, chaired by acting president Ashebir Gayo, it was resolved that a vote would take place between October 16 and 18 to elect a new president, first vice president, and fourth vice president.
However, Mangwana, a former chairman of the ZANU PF UK chapter, said Charumbira’s removal from the PAP presidency was “a disgraceful seizure of power”. He said:

There have been a number of coups d’état on African soil in the last 3 years but nobody expected the African Union Parliament (PAP) to experience a disgraceful seizure of power.
We all saw Chief Charumbira winning the presidency of PAP but he now finds someone in his office claiming to have taken over that presidency. We need order in the continental body.

Africa has experienced <a href="https://www.africanews.com/2023/08/30/africa-the-7-military-coups-over-the-last-three-years//">eight coups since August 2020</a>. The coups have occurred in Niger (26 July 2023), Burkina Faso (24 January 2022, and another on 30 September 2022), Sudan (25 October 2021), Guinea (05 September 2021), Mali (18 August 2020, another one on 24 May 2021), and Gabon (30 August 2023).
Meanwhile, Charumbira faces sexual assault allegations by his 27-year-old married niece.
In April this year, the alleged victim, who is a schoolteacher, filed a police report but Charumbira has not been arrested.
The woman alleged that the traditional leader invited her to his vehicle and began caressing her breasts and kissing her without her consent. The chief also allegedly put his hand under her dress.

Chief Fortune Charumbira has been removed as president of the Pan African Parliament (PAP) with elections for his replacement scheduled for October this year.
Charumbira became PAP president in June last year but following the dissolution of Zimbabwe’s parliament to pave way for elections on 23 August, Charumbira was also no longer a PAP MP where one’s term runs concurrently with the parliamentary term in their home country.
The then president of the Chiefs Council had a seat in Zimbabwe’s Senate courtesy of a quota reserved for traditional leaders.
During a meeting of the PAP in Johannesburg on Friday, chaired by acting president Ashebir Gayo, it was resolved that a vote would take place between October 16 and 18 to elect a new president, first vice president, and fourth vice president.
In a letter to the Clerk of Parliament Lindiwe Khumalo, Miles Sampa, the chairman of the Committee on Audit and Public Accounts said the vote will take place during a sitting of the PAP’s Third Ordinary Session of the Sixth Parliament.
Charumbira was recently replaced as president of the Chiefs Council by Chief Mtshana Khumalo of Bubi, Matabeleland North.

Chief Fortune Charumbira Removed As PAP President

Chief Mtshane Khumalo has been elected unopposed as the president of the National Council of Chiefs, replacing Chief Fortune Charumbira, who has also been elected unopposed as the vice president of the National Council of Chiefs. Both chiefs will automatically become members of the National Assembly and sit as Senators.
The election took place on August 10, 2023, in Harare, and was conducted by the Zimbabwe Electoral Commission (ZEC). This follows Chief Charumbira’s recent announcement that he would not seek re-election as the head of the national traditional chiefs’ body, despite the unanimous resolution by the National Chiefs’ Council to deploy him to a suitable position where his wisdom can continue to benefit the organisation while he serves as the leader of the Pan-African Parliament.
Ahead of the polls, the council expressed the belief that Chief Charumbira’s expertise and leadership are still essential for strengthening the traditional leadership institution in Zimbabwe. Chief Chundu of Mashonaland West and Chief Siansali of Matabeleland North echoed these sentiments, emphasizing that Chief Charumbira’s extensive national and international experience should not be overlooked. They highlighted the importance of his guidance and services for the traditional leadership institution.
Chief Mtshane Khumalo, who served as Charumbira’s deputy for two terms, hails from Matabeleland North province.

National Chiefs’ Council president, Chief Fortune Charumbira, has announced that he will not be seeking re-election to the helm of the national traditional chiefs’ body at the upcoming polls scheduled for tomorrow. Chief Mtshane Khumalo, the current deputy of Matabeleland North province, is believed to be a leading contender to succeed Chief Charumbira, who has served two terms.
The National Chiefs’ Council is holding a meeting in Bulawayo in preparation for the elections to elect a new president and deputy, who will automatically become Members of Parliament as Senators.
Last week, the Zimbabwe Electoral Commission (ZEC) held successful elections to choose 36 chiefs into the National Chiefs’ Council, officially commencing the 2023 harmonized elections.
Chief Charumbira was overwhelmingly voted back as one of the five Chiefs’ Council members from Masvingo province after defeating Chief Neromwe (Mr. Clemence Madzingo) of Zaka by 27 votes to 7. He is also the president of the Pan-African Parliament.
Chief Khumalo praised Chief Charumbira for his exceptional leadership skills, which saw him gain the support of all African regions to become PAP leader. He described Chief Charumbira as a pillar and a sanctuary of Zimbabwe’s traditional leadership institution, with his exemplary leadership representing the ethos of the past, present, and future.
The National Chiefs’ Council unanimously resolved to deploy Chief Charumbira to an “appropriate post” where the organization can continue tapping into his wisdom while he continues to serve as PAP leader. The council believes that Chief Charumbira’s expertise and leadership are still required to strengthen the traditional leadership institution in Zimbabwe.
Chief Chundu of Mashonaland West and Chief Siansali of Matabeleland North echoed the same sentiments, stating that Chief Charumbira’s tremendous experience nationally and internationally must not be ignored. They emphasized that the traditional leadership institution requires his guidance and services.

Chief Charumbira Says He Won't Seek Re-election At The National Chiefs’ Council

The Zimbabwe Council of Chiefs (ZCC) will elect new leadership at its congress to be held in August.
The new office holders will have a five-year mandate.
The president of the Chiefs Council, <a href="https://pindula.co.zw/Fortune_Charumbira">Fortune Charumbira</a> said the elections will be held on 03 August 2023 but the venue of the congress is yet to be set.
Charumbira confirmed the development to <a href="https://newziana.co.zw/2023/07/10/chiefs-council-to-elect-new-leadership-next-month/">New Ziana</a> on Monday. He said:

One of the key objectives is that as the National Council of Chiefs, we meet periodically according to our constitution.
If we fail to meet at least two times a week, we can meet as many as five times depending on issues that arise as we go through the year.
</blockquote>
The last National Council of Chiefs elections were held in Bulawayo in 2018.
The elections are held in terms of Section 37 of the Traditional Leaders Act (Chapter 2:13).

Zimbabwe Council Of Chiefs To Elect New Leadership

A group of family members and relatives of Chief Fortune Charumbira have reportedly claimed a deep-seated family feud and a protracted chieftainship wrangle could be behind allegations of sexual assault levelled against the traditional leader.
Charumbira, who is the president of the Pan African Parliament (PAP) and the president of the Chiefs Council, is accused of indecently assaulting a married woman who is said to be his niece early this year.
The group of family members and relatives have written a document in Chief Charumbira’s defence which they say will be filed with the police.
In the document that has been leaked to <a href="https://www.newsday.co.zw/thestandard/news/article/200012967/charumbira-sex-attack-saga-deepens">The Standard</a>, the family said after investigating events surrounding the allegations against Charumbira, indications were that there is an attempt to destroy his career. Part of the document reads:

Charumbira’s accuser is a distant fifth-generation questionable niece and there are murky family roots between the pair.
The relationship between the pair cannot be traced to the great Charumbira progenitors, Mudavanhu and Chainda who are widely known to be the great ancestors of the Sipambi clan with Chief Charumbira being the two progenitors’ direct descendant.

Charumbira’s family further alleged that the victim’s family is working with a prominent South African businesswoman and a former MP in Botswana (name withheld) to topple Charumbira from his post at PAP using the alleged sexual assault case. Reads the document:

They wanted to replace Charumbira with one of the four PAP vice presidents, (name supplied), who is also a close ally of the SA businesswoman.
We have information that the victim’s family has created a WhatsApp group titled “Sky Media 206” and has also created a fake Twitter account to coordinate the hysteric attacks against Charumbira.

The family also claimed that before the reported sexual assault incident in March, an unnamed woman in Masvingo was approached by Charumbira’s rivals to make sexual advances to him and to take his nude pictures in return for a house and a car. Reads the document:

It has emerged that these are the same people who, after failing in their initial attempt, engineered this recent sexual assault case.
Her (the victim’s) father was at one time a campaign manager of one of Charumbira’s known political nemesis in Masvingo West and that does not escape us as a possible motive to destroy the chief.
The father is also involved in the chieftainship wrangles pitting Charumbira and his foes that are out to dethrone him.
The victim’s mother (name withheld), a school headmistress also in Masvingo Province, has been very inactive in the case, a situation that raises eyebrows.

According to a leaked police memorandum, Charumbira allegedly sexually assaulted the complainant on two separate occasions.
He allegedly fondled the complainant’s breasts, kissed her without her consent, and groped her private parts.
The alleged assault took place at Rainbow Towers Hotel on 31 March this year and on 02 April at Crown Plaza Hotel, respectively.

Sexual Harassment Allegations Plot To Destroy Chief Charumbira - Family

A married female teacher based in Masvingo who claims she was sexually assaulted by Zimbabwe Chiefs’ Council president Fortune Charumbira has written a letter of complaint against the police for failing to act on her earlier report.
The victim, who cannot be named for ethical reasons, also filed another charge of victimisation by Charumbira, who is also the president of the Pan-African Parliament (PAP).
Charumbira has denied sexually abusing the complainant describing the allegations as a smear campaign and instead threatened to sue the complainant for defamation.
The victim reported the matter at Masvingo Central Police Station under RRB 5457646 in April this year.
However, Charumbira has reportedly not yet been arrested or questioned by the police over the matter.
On 05 June 2023, the victim wrote a letter to the officer commanding Masvingo province, Chief Superintendent David Mahoya, alleging that Charumbira has threatened violence against her. She wrote:

On April 18, 2023, I made a police report of threats of violence as defined in Section 186(1)(b) of the Criminal Law [Codification and Reform] Act [Chapter 09:23] alternatively contravening section 184(1)(e) of the Criminal Law [Codification and Reform] Act [Chapter 09:23].
The accused person is (Chief) Fortune Charumbira currently the Zimbabwean president of the Chiefs Council, the Pan Africanist Parliament (PAP) president.
Initially, I had filed a report against the accused person for contravening section 67(1)(a)(1) refers ZRP Masvingo Central CR56-58/04/23.
Since I made the report, the accused person has never been arrested and I am not informed of any judicial proceedings in respect of my case.
It seems as if the law is being selective on certain individuals towards discriminating against its citizens.
Women and girls shall continue to suffer at the hands of such callous bulldogs who are immune to arrest.

The victim alleged that Charumbira sent her a series of WhatsApp messages threatening her with violence. She wrote:

The accused person sent a series of WhatsApp messages using his mobile number (supplied) to my mobile number (supplied) threatening to deal with me wherever I go claiming that he knew everything about my personal life plans.
The accused person further alleged that I am affiliated with CCC [Citizens Coalition for Change] political party which I have no material knowledge or interest and this was meant to intimidate and threaten me.
Since that day I am living in desperation and fear of being victimised together with my family.
I am not certain of my future social life and work environment as the accused severally indicated to me that he is a connected someone person of his calibre do not approach people the ordinary way (sic).

When contacted for a comment by <a href="https://www.newsday.co.zw/local-news/article/200012773/charumbira-sex-attack-victim-claims-victimisation">NewsDay</a>, Chief Superintendent Mahoya said he had not seen the letter and referred questions to provincial spokesperson Inspector Kudakwashe Dewa.
Dewa said he was not on duty and further referred NewsDay to provincial police deputy spokesperson Lorraine Ndlovu. In response, Ndlovu said:

We have not yet received the letter. However, the victim filed the case here in Masvingo but the matter was transferred to Harare province where the incident is reported to have happened. So Harare police are dealing with the case.

Pan African Parliament (PAP) president Chief Fortune Charumbira says they are committed to helping in the fight against Gender-Based Violence (GBV) in Africa.
Charumbira made the comments after a South Africa-based pan-African anti-GBV lobby group Kwanele Foundation handed over a petition to PAP at its seat in Midrand.
Kwanele members peacefully marched near the PAP headquarters where they handed a petition to PAP’s fourth vice president Aango François Ndoutoume.
In the petition, which was handed over by Kwanele Foundation founder Sihle Sibisi, the organisation urged PAP to back its fight to end GBV on the African continent.
Kwanele demanded that PAP hosts a summit on combating GBV on the continent before the end of this year.
In response, Charumbira said PAP was concerned over the high prevalence of GBV on the continent and that the continental legislative body will support the fight to end the scourge. Charumbira said:

As PAP, we are sensitive and conscious of the fundamental issue of ending GBV, especially considering that cases of GBV remain rife across our continent.
The plight of women and the girl child is central to PAP’s agenda as we seek to propel Africa on the development trajectory.
Women and the girl child remain trapped in a cycle of poverty and exclusion in many spheres across Africa not least rights to equal opportunities and treatment in our society where cases of GBV are disproportionately high.

Ironically, last month Charumbira’s niece reported him to the police for allegedly sexually abusing her.

Chief Charumbira Demands An End To Gender-Based Violence

The Citizens Coalition for Change (CCC) has scoffed at the president of the Chiefs Council of Zimbabwe Chief Fortune Charumbira’s claims that the opposition party has a hand in sexual assault allegations levelled against him by his 27-year-old niece.
On Wednesday, CCC deputy spokesperson Gift “Ostallos” Siziba told <a href="https://www.newsday.co.zw/local-news/article/200010448/sex-assault-charumbira-victims-family-speak-out">NewsDay</a> that the party is against all forms of violence against women. Said Siziba:

How does CCC get involved in this case? We condemn any form of abuse and violence against women.
If there was an abuse of power, Charumbira, just like any other citizen, should face the wrath of the law.
In other democratically progressive countries, Charumbira would have resigned both from PAP and Chiefs’ Council, but because we are in Zimbabwe, he is still a free man.

Ndavurawa image pasi rose nenhema kuti (My image has been tarnished worldwide through allegations that) I touched (your) private parts etc kidnapped etc. Whoom! Mwari ndewedu tese (God is for us all).
Vana (The likes of) Takanayi and other CCC members had several meetings with you to push this agenda.
I did not think you would agree to falsehoods against me to please them.

CCC Not Involved In Chief Charumbira Indecent Assault Case - Ostallos

The father of a 27-year-old Masvingo woman, who was allegedly sexually assaulted by the president of the Chiefs Council, Fortune Charumbira, in late March and early April this year, has demanded the traditional leader’s arrest.
The woman filed a case of sexual assault against Charumbira on Saturday last week at Masvingo Central Police Station under RRB 5457646.
In an exclusive interview with <a href="https://www.newsday.co.zw/local-news/article/200010448/sex-assault-charumbira-victims-family-speak-out">NewsDay,</a> the father said her daughter is terrified. He said:

My daughter is terrified. She feels intimidated. This is because of the communication that she has been receiving from the perpetrator.
</blockquote>
It is alleged that Charumbira, who is also president of the Pan-African Parliament (PAP), tried to influence the woman to drop the case, but did not succeed. Said the woman’s father:
<blockquote>
She will not bow to any influence to withdraw the charges.
But we want justice to prevail in this case. The law should take its course.
We don’t know whether because he is a high-profile person, who holds a top post, including that of PAP, is influencing authorities not to get arrested.
But for the record, we are not engaging Chief Fortune on any platform apart from waiting for justice to take its course.

According to a leaked police memorandum, Charumbira allegedly sexually assaulted the complainant on two separate occasions.
He allegedly fondled the complainant’s breasts, kissed her without her consent, and groped her private parts.
The alleged assault took place at Rainbow Towers Hotel on 31 March this year and on 02 April at Crown Plaza Hotel, respectively.
The father told NewsDay that Charumbira made sexual advances fully aware that she was his niece. He said:

My daughter did not grow up in the Charumbira area.
She was raised by her mother elsewhere and would occasionally come to visit.
Her first encounter with Charumbira was in January this year.
She wanted a piece of land in the Charumbira area for her horticultural projects.
She asked me to accompany her to the chief to ask for the land on her behalf.
But I said, “No. I must not influence the chief to give you the land. Go on your own and introduce yourself and if he indeed can offer you the land, he can, even without my influence.”
She went there and introduced herself to Charumbira, who acknowledged her as his daughter (niece).
From what my daughter told me, her encounter with him went well that first time but was not really fruitful, because he asked her to come back another day.

On Thursday, Charumbira told the publication that his enemies were creating stories about him. He said:

It is very clear from your publications that someone is pushing an agenda against me. It’s very clear.
</blockquote>
The traditional leader also said he does not handle land issues. He said:

I refer all requests for land to a team, which is assigned for that purpose.
(The victim) never said she wanted to see me for land. Mind you, I never knew her properly.
I have her texts leading to seeing me in Harare on March 31 and April 2. All is clear in the texts.
I have been holding on to them for legal reasons now that there are such allegations.
I have messages all the way through. You have one side of the narrative.

Police spokesperson Assistant Commissioner Paul Nyathi told NewsDay that they will release a statement on the matter in due course.

Family Of Chief Charumbira's Alleged Sexual Assault Victim Speaks Out

Chief Fortune Charumbira, who has been reported for indecent assault by his married niece, has reportedly threatened to sue the complainant, claiming the charges were groundless.
Charumbira is the president of the Chiefs Council of Zimbabwe and also the president of the Pan-African Parliament (PAP).
He is accusing his alleged victim of conniving with opposition CCC party members to fabricate charges against him after he failed to convince the complainant’s family to withdraw the charges.
The victim, who is a teacher at a school in Masvingo, reported the matter at Masvingo Central Police Station under RRB 5457646 on Saturday last week.
However, Charumbira has not yet been arrested.
In leaked WhatsApp chats seen by <a href="https://www.newsday.co.zw/local-news/article/200010417/charumbira-threatens-sex-attack-victim">NewsDay</a>, Charumbira told the victim’s father that he regretted that the incident occurred.
The traditional leader also pleaded with the victim’s father not to share the leaked audio in which he was soliciting a kiss from the 27-year-old niece.
However, Charumbira told NewsDay on Wednesday that he wanted to sue those who were raising the allegations, which he said were false. He said:

I actually want to sue those who are levelling those false allegations against me.
There is no element of truth in those allegations. I never spoke to them after the charges were filed against me.

ZRP spokesperson Assistant Commissioner Paul Nyathi told NewsDay that police will release a statement on the matter in due course. He said:

We still stand by what we said earlier that we will release a statement in due course.
On allegations of threatening the victim, I will check with the Officer Commanding Masvingo.

According to leaked chats seen by NewsDay, Charumbira accused the victim of “maliciously” filing the charges against him. He said in the leaked chats:

I know you are working on documentation to go to Canada and run away from Zimbabwe after messing up my name with lies.
Do not run away. Ndakatosviba kare (my name was long soiled), let’s meet in court.
As a result of this attack on me, there is a lot of information between you, sekuru Foki and Gari which I know.
Ndavurawa image pasi rose nenhema kuti (My image has been tarnished worldwide through allegations that) I touched (your) private parts etc kidnapped etc. Whoom! Mwari ndewedu tese (God is for us all).
Vana (The likes of) Takanayi and other CCC members had several meetings with you to push this agenda.
I did not think you would agree to falsehoods against me to please them.

Charumbira Accuses Complainant In Sexual Attack Case Of Connivance With CCC

The President of the Pan-African Parliament (PAP), Chief Fortune Charumbira, has urged the two warring camps in the Sudan conflict to lay down their arms and resolve their differences through mediation and dialogue.
Heavy fighting erupted in the Sudanese capital, Khartoum, and in other parts of the country on Saturday between regular soldiers and members of a paramilitary force – Rapid Support Forces (RSF).
United Nations envoy Volker Perthes said that at least 185 people have been killed and over 1 800 wounded since the fighting erupted.
The two sides in the Sudan conflict are using tanks, artillery and other heavy weapons in densely populated areas.
In a recent statement, Charumbira called for dialogue between the Sudanese army and the paramilitary force to prevent any further loss of life. Reads the statement:

The President of the Pan African Parliament, Hon. Chief Fortune Zephania Charumbira, has noted with grave concern the outbreak and escalation of armed conflict between the Sudanese army and the paramilitary Rapid Support Forces (RSF), that has resulted in the death of at least three civilians and injuries to countless others.
The latest outbreak of violence which, regrettably, comes during the holy month of Ramadan, can only but reverse the significant gains that the Republic of Sudan had made in the quest for peace, stability and post-conflict recovery over the last two years.

Sudan Conflict: Chief Charumbira Calls For Dialogue And Mediation

The Zimbabwe Republic Police (ZRP) had by Monday, 17 April not arrested Chiefs’ Council president Chief Fortune Charumbira for alleged sexual assault.
Charumbira, who is also president of the Pan-African Parliament (PAP) allegedly sexually abused his 27-year-old married niece on two occasions.
The complainant, who is a teacher at a school in Masvingo, formally filed a report at Masvingo Central Police Station under RRB 5457646 on Saturday.
On Monday, Charumbira addressed traditional leaders in Mashonaland Central province ahead of national Independence Day celebrations this Tuesday.
One traditional leader told <a href="https://www.newsday.co.zw/local-news/article/200010357/charumbira-in-sexual-assault-storm">NewsDay</a> that Charumbira was asked about the issue and professed ignorance. Said the traditional leader:

Charumbira held a meeting and he just reminded traditional leaders to uphold the gains of Independence.
He was also asked by Chief Nembire, who is also a senator in the area about the report, and said he is not aware that there are allegations against him while police have not yet contacted him.

National police spokesperson Assistant Commissioner Paul Nyathi told the publication that they will issue a statement after the Independence Day anniversary. He said:

It’s too early for us to comment. Check with us after national Independence Day celebrations.

According to a leaked police memo, Charumbira assaulted the complainant at the Rainbow Towers and again at Monomotapa hotels in Harare on two separate occasions.
It further alleged that Charumbira later escorted the woman to his vehicle where she secretly recorded their conversation.
In a leaked recording, Charumbira could be heard begging for a kiss from the complainant but was turned down. Charumbira could be heard saying:

Just a kiss with me… Can it make the world collapse? If you refuse, you have killed me. The best goodbye is to kiss me. I am saying it out of love.
There is one decision you made. It never destroyed you…. You know better when you did it and with … You had to do it at some point although it was hard for years and ….
I am saying so because you have kids. Those decisions were very difficult. Kiss me to motivate me.

Some commentators suggested that Charumbira could have been set up by State security agents after he recently publicly called for talks between President Emmerson Mnangagwa and CCC Nelson Chamisa, something considered anathema in ruling party circles.
Charumbira made the remarks last month at the burial of the mother of Harare mayor Jacob Mafume in Mbetu Village, Masvingo province.

Police Yet To Arrest Chief Charumbira On Indecent Assault Allegations

The President of the Chief’s Council of Zimbabwe, <a href="https://www.pindula.co.zw/Fortune_Charumbira">Chief Fortune Charumbira</a>, was secretly recorded pestering her married niece for a kiss after he had allegedly sexually assaulted her.
The niece, who is 27 years old and a teacher at a school in Masvingo, reported the matter to the police.
She was allegedly sexually assaulted by Charumbira on 31 March and again on 02 April at Rainbow Towers Hotel and Munomutapa Hotel, respectively.
The victim recorded Charumbira, who is also the President of the Pan-African Parliament, after the second incident.

LISTEN: Chief Fortune Charumbira Indecently Assaults His Married Niece

The President of the Chief’s Council of Zimbabwe and the President of the Pan African Parliament, Chief Fortune Charumbira, has been reported for sexual assault at Masvingo Central Police Station.
The complainant in the case is Charumbira’s 27-year-old married niece who is a teacher at a school in Masvingo.
According to a leaked police memorandum, Charumbira allegedly pestered his victim for sex and inserted his hand in her privates.
Charumbira allegedly called the complainant on 31 March 2023 just before she arrived in Harare from Mutare at around 1 PM.
The complainant was on her way to a school in Mazowe for a debate competition. Upon her arrival in Harare, the traditional leader picked her and they drove to Rainbow Tours Hotel where they had a meeting and lunch in the dining hall. Reads the police memo:

When they were about to leave, the accused person started caressing the complainant on her breasts. He also put his hand in her dress and kissed her without her consent.
The accused person then started comforting the complainant as she told him that she did not want what he was doing.
Accused then gave the complainant his car keys and ordered her to go out of the hotel. He told her that someone would follow her.
When she was walking out of the hotel, she was stopped by a male adult who is unknown to her.

The man, who had a badge inscribed Parliament of Zimbabwe, asked the complainant to give him the
car keys and told her that he had been assigned to drive her to Mazowe.
She was driven to Mazowe by Charumbira’s aide and was dropped off at the school to attend the event.
Police said on 02 April at around 1 PM while still at the school, Charumbira called the woman and said he wanted to meet her at NSSA Building in Harare on the same day.
She then travelled back to Harare using public transport on the same day and met Charumbira in Harare CBD at 2 PM. Reads the memo:

The accused took the complainant to Munomutapa Hotel in Harare CBD in his vehicle.
Upon arrival at Munomutapa Hotel, the accused took the complainant’s cellphone and gave her his car keys.
Accused ordered complainant to follow him into the hotel. Accused went to a lounge in the 18th floor together with the complainant.
They had talks over what the accused did when they were at Rainbow Tours Hotel. They spent about an hour in the lounge.
The complainant stood up intending to leave. When she was at the door leaving, the accused dragged her by her hand back into the lounge.
Accused caressed the complainant’s breasts and kissed her without her consent. After that they then left the hotel.
</blockquote>
Police said after the incident, the woman went to Charumbira’s car which was parked outside.
He returned the complainant her cell phone and she began recording their conversation secretly.
Charumbira then drove his victim to Mazowe and during the journey, he “persistently questioned the complainant the reason why she was refusing to kiss him.” Reads the memo:

As they were passing Mazowe Dam, the accused inserted his left hand inside the complainant’s thighs and touched her v*gina over the pant. Complainant pushed his hand away.

Charumbira left the woman at the school in Mazowe and returned to Harare. On the same day, the complainant called her father and informed her about the assault over the phone.
On 14 April, she informed her husband about the incidents upon his return from South Africa.
The following day, the woman reported the incidents at ZRP Masvingo Central in the company of her husband.

Chief Fortune Charumbira Faces Arrest For Sexual Assault

The President of the Zimbabwe Chief’s Council Chief Fortune Charumbira has denied claims that he urged CCC leader Nelson Chamisa and President Emmerson Mnangagwa to join hands and form a Government of National Unity (GNU).
Speaking to <a href="https://www.herald.co.zw/chief-charumbira-rubbishes-reports-he-called-for-gnu/">The Herald</a>, Charumbira said contrary to reports on social media that he pleaded with Chamisa and Mnangagwa to consider foregoing this year’s elections in favour of a GNU, he called for unity among all Zimbabweans irrespective of political differences. He said:

Of course, it is utter rubbish that I appealed to (Mr) Chamisa to join President Mnangagwa in a GNU for whatever reason including to avoid elections due this year.
Of course, nothing can be further from the truth because the unity I was talking about was the unity of all Zimbabweans to pull and push in the same direction irrespective of political differences and who is in power.
I was not talking about the unity of political parties that they must join to form a Government, no!
It was unity to cast aside political differences and come up with a single agenda to develop Zimbabwe in peace and harmony without necessarily collapsing different political parties.
I said we must unite and contest elections in harmony and peace and this was predicated on (Mr) Chamisa who earlier on in his speech had said President Mnangagwa is his brother.
I told (Mr) Chamisa that since he openly conceded on his own during his own speech before I spoke that President Mnangagwa is his brother, why then doesn’t he visit him at State House?
Pay a courtesy call on him as the President and big brother and drink tea together to nourish harmony, peace and oneness in our country. I never talked about GNU as purported.

Charumbira was alleged to have made the “GNU” remarks at Mbetu Village in Charumbira communal lands on Sunday where he was part of the mourners at the burial of Mbuya Mafume, who is mother to Harare Mayor Jacob Mafume (CCC).
Chief Charumbira is related to the Mafumes through a family marriage.
He attended the funeral as a relative and also in his capacity as a traditional leader of the area.
Chamisa and other CCC leaders, including MPs and councillors and party members, attended the funeral.
Charumbira also rubbished claims that he was pushing for a Karanga hegemony in Zimbabwe when he said Chamisa should not challenge his “homeboy”, Mnangagwa. He said:

In the run-up to the 2018 harmonised elections, I approached (Mr) Chamisa and asked him why he was challenging his homeboy (President Mnangagwa) in an election instead of respecting him as the elder brother and let him run his race.
I was saying this as a person who is familiar with both of them by virtue of my position as chief and on Sunday again I was merely repeating the same message I first have him in 2018.
I never said we should forego this year’s elections for a GNU why would I say that when processes are already underway to hold polls as constitutionally mandated?
I was only highlighting that election outcomes should not be the basis of not working in unison to grow our country as one people with a shared past and a common future.

Killer Zivhu has challenged ZANU PF to recall the President of the Zimbabwe Council of Chiefs, Chief Fortune Charumbira.
Although the National Constitution says traditional leaders should be apolitical, <a href="https://zero.pindula.co.zw/zanu-pf-is-ours-chiefs/">Charumbira, who is a Senator, has openly voiced his support for ZANU PF</a>.
Charumbira urged President Emmerson Mnangagwa and opposition Citizens Coalition for Change (CCC) leader Nelson Chamisa to engage in dialogue for the good of the country.
He made the call while addressing mourners at the funeral of the mother of CCC’s Harare Mayor Jacob Mafume in Masvingo recently. Chamisa was among the mourners.
The outspoken Zivhu, who has repeatedly spoken about his love for ZANU PF since his expulsion, said the majority of Zimbabweans want dialogue between the country’s major political parties, ZANU PF and CCC. <a href="https://twitter.com/killerzivhu1/status/1637721793736630275">Said Zivhu</a>:

Chief Charumbira Calls For Mnangagwa-Chamisa Dialogue

Local Government and Public Works Minister July Moyo has said the national apology on Gukurahundi was long dealt with when former President Robert Mugabe and former Vice President Joshua Nkomo through the 1987 unity accord.
Moyo was speaking at the Bulawayo State House Monday during the launch of a manual to guide community hearings into the Gukurahundi massacres. <a href="https://www.zimlive.com/2022/10/mnangagwa-buries-apologies-subject-as-he-launches-gukurahundi-hearings/">ZimLive</a> cites him as saying:
<blockquote>
… That the national apology issue was resolved by former President Robert Mugabe and former Vice President Joshua Nkomo when the Unity Accord was signed in 1987.
That was agreed in your (Mnangagwa) discussion with the chiefs.
</blockquote>
Moyo was presenting a summary of issues agreed upon between President Mnangagwa and traditional chiefs in Matabeleland on how the hearings will be conducted.
<h2>Some context:</h2>
Gukurahundi occurred in the 1980s, in the aftermath of Zimbabwe’s independence.
Then Prime Minister, Robert Mugabe deployed the North Korean-trained 5th Brigade to “deal” with the alleged threat of “dissidents” in those provinces.
An estimated 20 000, mostly Ndebele-speaking people died in the conflict.
Government critics including the opposition have over the years been calling upon authorities to compensate the families of Gukurahundi victims and to publicly ask for forgiveness.
The Gukurahundi issue was a sensitive topic during Mugabe’s era but that changed when Mnangagwa came to power and <a href="https://news.pindula.co.zw/2019/04/14/i-would-like-to-see-people-debating-gukurahundi-emmerson-mnangagwa/">allowed “debate” on the subject. </a>
The issue was then assigned to the Retired Justice Sello Nare-chaired National Peace and Reconciliation Commission but was later passed on to traditional chiefs.
Mnangagwa further agreed with chiefs that Gukurahundi should be defined “as the state and organised dissidents and not a Ndebele-Shona cultural conflict so as to address current perceptions and achieve national healing and peace.”
Each chief will spearhead the resolution of Gukurahundi issues by presiding over hearings or consultations in his or her area of jurisdiction, according to a 14-page document produced by Chiefs’ Council president Fortune Charumbira.
That exhumations and reburial will be resolved on a case-by-case basis customs centric and the relevant chief should give guidance and direction.
Mnangagwa presided over the launch of the start of the Gukurahundi hearings in Bulawayo.

Gukurahundi: Govt Says Mugabe And Nkomo Resolved The National Apology Issue

The leader of the South African opposition party, the Economic Freedom Fighters (EFF), Julius Malema, has dared the European Union (EU) and other funders to “go to hell with their money” if they are not happy with the election of ZANU PF Senator Chief Fortune Charumbira as president of the Pan-African Parliament (PAP).
Charumbira, who was the Southern region’s endorsed candidate, garnered 161 votes from a possible total of 203 votes during elections held at a session of the continental legislative body in Midrand, South Africa on Wednesday.
There were 31 abstentions and 11 spoilt votes.
Malema was asked by journalists if Charumbira’s election would not upset funders like the European Union and ultimately cause them to halt funding the continental body. He responded:

They can withhold it. We are not going to be told by the people giving us money how to think, how to act.
If they want to withdraw their money, they can withdraw it. Secondly, this is not Zimbabwe. This is Africa.
We are dealing with continental politics, and when dealing with continental politics, you look beyond the country’s politics.
… if the EU wants to withdraw money because it wants to dictate to Africans what to do, I do not have sympathy. They can take their money.

Malema said that, among all the parliamentarians at the Pan-African Parliament, Charumbira is the most well-experienced person from the Southern caucus. He said:

Senator Chief Fortune Charumbira has been elected the new president of the continental legislature, the Pan African Parliament (PAP).
Charumbira, who is the president of the Chiefs Council, became the first person from the Southern African region to be voted PAP president.
He garnered 161 votes from a possible total of 203 votes during elections held at a session of the continental legislative body in Midrand, South Africa on Wednesday.
There were 31 abstentions and 11 spoilt votes.
In his victory speech, Chief Charumbira said there was an urgent need to transform PAP so that it properly discharges its mandate. He said:

Chief Charumbira was SADC’s sole candidate for the PAP elections after the African Union capitulated to a demand by the Southern African caucus to allow them to field a candidate as part of the principle of rotation enshrined in the PAP constitutive Act.
The traditional leader is, however, not without controversy back home. In 2018, the High Court ruled that Charumbira’s comments publicly supporting ZANU PF were unconstitutional as chiefs are required to be neutral, reported ZimLive.
A judge ordered him to withdraw the comments, but he has not done so.
Speaking ahead of the PAP vote, Harare-based lawyer Obey Shava said supporting Charumbira would be endorsing his disrespect for the law. Shava said:

Chief Charumbira doesn’t respect Zimbabwe’s constitution and the courts. Charumbira publicly announced that chiefs have always been supporting Zanu PF and declared their continued support for it. This was contrary to section 280(2) of the constitution.
On 14 May 2018, the High Court declared that the partisan comments by Chief Charumbira supporting Zanu PF were unconstitutional and ordered that they be retracted within 14 days.
Charumbira tried to have the judgement rescinded but on June 19, 2019, the High Court stood its ground and dismissed his application. Still, he remained in defiance.
Charumbira has defied everyone, the law and the institutions which support democracy in Zimbabwe.
Supporting him would be endorsing his disrespect for the law, the constitution and the courts.
A local lawbreaker can’t be celebrated abroad. It spells doom for the future of democracy in SADC.

Chief Charumbira Elected PAP President Unopposed [Updated]

The President of Zimbabwe’s National Chiefs Council, Senator Fortune Charumbira, has been elected the new president of the Pan-African Parliament (PAP).
Charumbira won with 161 votes while 31 abstained and 11 ballots were spoiled. PAP confirmed Charumbira’s victory in a tweet:

Chief Charumbira Elected Pan-African Parliament President

The opposition Citizens Coalition Change (CCC) leader, Nelson Chamisa, yesterday accused ZANU PF of trying to buy the loyalty of traditional leaders ahead of the 2023 general elections.
This comes as the government is planning to review traditional leaders’ allowances, put them on medical aid, service their vehicles and allocate them fuel, to cushion them against economic turbulences.
CCC spokesperson, Fadzayi Mahere,  accused the ruling party of trying to bribe chiefs. She said:

We condemn this brazen attempt to buy the loyalty of chiefs with trinkets. We respect the role and importance of traditional leaders but we are opposed to them being used to participate in partisan politics.
Traditional leaders must be non-partisan and put the interests of the citizens they lead ahead of any partisan agenda.

Chapter 15.2 of the Constitution forbids traditional leaders from being members of any political party or in any way participating in partisan politics.
Traditional leaders have faced accusations of being ZANU PF appendages with Chiefs Council president Fortune Charumbira openly declaring his allegiance to the ruling party.
But Zanu PF director of information Tafadzwa Mugwadi said the ruling party does not believe in bribing people to vote for it adding, “Our secret to victory is servant leadership and development.”
Last year, Vice-President Constantino Chiwenga warned chiefs that they risked being stripped of their positions for criticising the ZANU PF government.
Amalgamated Rural Teachers Union of Zimbabwe president Obert Masaraure said the government should also show the same zeal to improve the welfare of civil servants.

Allowance Review: CCC Condemns Government's "Attempt To Buy Chiefs' Loyalty"

President of the National Chiefs Council, Fortune Charumbira, said child marriages and teenage pregnancies are fuelled by poverty.
Charumbira made the comments while speaking at a regional traditional leaders’ meeting in Harare on Monday.
The meeting, which was attended by chiefs from several African countries, was organised by Plan International and aimed at encouraging chiefs to address and end early child marriages in Africa. Said Charumbira:

It is important that as stakeholders here gathered, we come up with solutions that address related issues such as female genital mutilation, teenage pregnancies and more importantly poverty.
I know there are some who blame culture and tradition when it comes to child marriages, however, we should not ignore the contribution of poverty to this scourge.
Because of poverty, some parents have been marrying off their children at a tender age for the bride price payment.
Sadly, such unions usually result in the disruption of education and increase the girl’s vulnerability to abuse, discrimination and gender-based violence.

First Centre of Excellence on Ending Child Marriages for the Middle East, Eastern and Southern Africa regional programmes manager Lynn Chinene said:

This project has been targeting traditional leaders as they are the custodians of culture and tradition to stop retrogressive social norms that push for child marriages. Children have to be children and not brides at a young age.

Chiefs Say Poverty Is Fuelling Up Child Marriages

The Marriages Bill was passed by the National Assembly this Wednesday following amendments to a clause on payment of lobola.
The legislation <a href="https://news.pindula.co.zw/2020/06/12/lobola-no-longer-a-barrier-in-solemnising-marriage-between-2-consenting-adults-new-marriage-bill/">initially passed</a> the National Assembly in 2020 but Senate objected to the clause on lobola.
Traditional leaders in Senate, led by the Chiefs Council president, Chief Fortune Charumbira, <a href="https://news.pindula.co.zw/2021/08/20/chiefs-block-passage-of-lobola-law-in-senate/">objected to a clause that said payment of lobola</a> could not be regarded as a barrier in solemnising marriage between two consenting adults if they satisfy other requirements of the law.
The traditional leaders said lobola was a fundamental pillar in customary unions. 
They shot down the bill and was sent back to the National Assembly for amendments. 
There was a debate on social media when the Bill passed the National Assembly in 2020 with some saying lobola should be scrapped totally. 
Proponents of this reasoning argued that men were using lobola to abuse women in Marriages. 
Conservatives objected saying lobola was a necessity for uniting families. 
Others said while lobola was not a bad thing, families are now abusing it, taking their daughters as business commodities thereby defeating the essence of the process.
The new amendments allow marriage officers, who include traditional leaders solemnising customary unions in their own areas to ask parties to marriage whether or not lobola has been paid.
The amendments also provide that a marriage officer in a customary union cannot solemnise unions where couples had stayed together for less than five years. 
Meanwhile, there is <a href="https://news.pindula.co.zw/2021/05/01/payment-of-lobola-not-a-legal-requirement/">no law that compels Zimbabwean men to pay lobola</a> (bride price) to their in-laws and the arrangement can only be done with the consent of both parties.

The Marriages Bill Passed After Revision Of Caluse On Lobola

Chiefs are urging the government to urgently change the classification of traditional leaders’ titles from chiefs to kings.
Chief Zvimba, born Stanley Urayayi Mhondoro, who earlier this year ordered the exhumation and reburial of late former president Robert Mugabe from his rural home in Zvimba to a site at the National Heroes Acre in Harare, is leading the lobby.
Speaking at an interactive meeting between traditional leaders and Zimbabwe National Army (ZNA) officers at Inkomo Barracks in Nyabira at the weekend, Chief Zvimba said the title chief compromised their standing and great responsibility in society.
Mhondoro, who was speaking in Shona, said: 
<blockquote>
Chieftainship speaks to royalty. We don’t like to be equated with chief executives and chief engineers, we are not different but what separates us is the work we do and the trajectory we traverse to be installed. One doesn’t go to school to become a chief, neither is there promotion but it comes with central lineage.

He appealed to Zimbabwe National Army (ZNA) Chief of Staff (Quartermaster Staff) major-general Hlanganani Dube to relay the message to President Emmerson Mnangagwa to immediately action the demand to alter the title. He added:

King George and Queen Elizabeth are not addressed as chiefs because they are royals. Historically there were kings, therefore it’s better to say Mambo (King) Zvimba or Mambo Chundu because saying chief does not befit our lofty status and image.
</blockquote>
The annual meeting between chiefs and the army generals is aimed at cementing civil-military relations. It comes when some observers have expressed doubt over the impartiality of both traditional leaders and soldiers who are seen as working for the ruling Zanu PF party.

Chiefs Want Their Title Changed To "Kings"

The president of the Chiefs’ Council, Fortune Charumbira, on Saturday urged his subjects in Masvingo to shun political violence ahead of the 2023 harmonised elections.
The traditional leader said people should be free to campaign and vote for a political party of their choice without the threat of violence. He said:
<blockquote>Political parties come and go but our relationship as a people will remain forever. Every person must be allowed to exercise his or her democratic right to campaign or vote for a political party of choice.
… We are relatives in this community, therefore, those who come to campaign must not leave us divided or in hatred.
We know that during election time political parties come with vote-buying and empty promises. That should not divide us. Each person should vote for a party of his or her own choice.</blockquote>
Chief Charumbira was speaking at the burial of 85-year-old Esther Sinauta Chifamba, mother of MDC Alliance Masvingo West treasurer, Pedzisa Chifamba.
The funeral was attended by MDC Alliance provincial leadership including Masvingo urban ward 5 councillor Daniel Mberikunashe, former Bikita West MP Heya Shoko, former Masvingo Central MP Jeffreyson Chitando, former Masvingo West MP Tichaona Mharadza and MDC Alliance party members.
Meanwhile, Charumbira has a pending court case for openly campaigning for the ruling ZANU PF party in the run-up to the 2018 elections.
