The government has reiterated that COVID-19 containment measures including the wearing of face masks will remain in place for all learners in schools and tertiary institutions when lessons resume next week.
Graduation ceremonies are also expected to continue under the restrictions as the pandemic is not over yet.
This was said by the Ministry of Primary and Secondary Education (MoPSE) and the Minister of Higher and Tertiary Education, Innovation Science and Technology Development Professor Amon Murwira ahead of schools opening next week.
The government recently lifted the wearing of masks for fully vaccinated people in public but in other places, they remain mandatory.
An official from the Ministry of Primary and Secondary Education told the Sunday News that all COVID-19 protocols in schools remain in place. Said the official:

Our Standard Operating Procedures for the prevention and management of COVID-19 and other influenza-like illnesses in the Primary and Secondary Education sector still hold.
This means that the maintenance of social distancing, wearing of masks, hand hygiene, and handling of food utensils in schools have become the new normal.
Learning takes place in a closed setting, in a classroom and this still requires compliance where the wearing of face masks by learners and their teachers remain in place.
We are waiting for the Government to release the relevant Statutory Instrument on how learners will be managed in schools regarding any changes to the current settings where classes were reduced and the wearing of masks.
There are some secondary schools that have not met the 70 per cent threshold of double vaccination and we stand guided by the Ministry of Health and Child Care on how this will also be managed.
This is a public health issue and the delivery of education during an emergency like COVID-19 is guided by protocols as directed by the Government.
The Provincial Medical Directors are working hand in hand with the Provincial Education Directors of various provinces to ensure there are safe working areas for both learners and their teachers.

Face Masks Remain Mandatory In Schools, Colleges - Govt

The Zimbabwe Electoral Commission (ZEC) has signed Memoranda of Understanding (MOUs) with various colleges and universities to provide them with content for voter education.
This was revealed by the outgoing ZEC spokesperson Joyce Kazembe while speaking in Chinhoyi this week during a training workshop on electoral processes for journalists from the Zimpapers Group.
Kazembe said the curriculum for higher learning institutions is meant to ensure voter education is learnt from a young age. She said:

ZEC has signed a number of documents and policies that will see voter education being part of the curriculum in colleges and universities.
This seeks to ensure that the voting process is understood from an early stage and society understands the process.

ZEC chairperson Priscilla Chigumba recently announced the appointment of Jasper Mangwana as the new ZEC spokesperson to take over from Kazembe.

ZEC Takes Voter Education To Universities, Colleges

Progressive Teachers’ Union of Zimbabwe (PTUZ) secretary-general Raymond Majongwe said authorities were reckless in ordering the reopening of colleges earlier this month against sound advice.
In a post on Twitter, the outspoken trade unionist said the people and officials who made the decision to reopen institutions of higher learning “must pay” for the rise in coronavirus infections. <a href="https://twitter.com/RMajongwe/status/1286538850777665538" rel="noopener noreferrer" target="_blank">Said</a> Majongwe:
<blockquote>If truth be told the People and Officials who insisted on reopening Colleges ignoring the COVID-19 threat should take full responsibility for the cases comi drone [sic] these institutions. Such recklessness must not be tolerated. Surely someone must pay for this.</blockquote>
Earlier this week, the Ministry of Higher and Tertiary Education, Science, Innovation and Technology Development ordered principals of teachers’ colleges, polytechnical colleges and industrial technical colleges to suspend face-to-face lectures on campus.
The permanent secretary in the Ministry, professor Fanuel Tagwira said all students should vacate halls of residence by Friday, 24 July 2020.
He said the escalating cases of COVID-19 may put the lives of students and members of staff at high risk, hence the closure of the institutions.

Some universities have deferred their end of semester examinations, with most allowing students already present to finish writing, but are postponing exams for classes that are not on campus.
This follows an increase in coronavirus cases across the country which has put lecturers and students at risk of contracting COVID-19.
Higher and Tertiary Education, Innovation, Science and Technology Development Permanent Secretary Prof Fanuel Tagwira said students who were in the middle of writing exams cannot be disrupted but those who were yet to begin will have to hear from their institutions.
Meanwhile, the University of Zimbabwe (UZ) has notified students that examinations scheduled for dates beyond July 26 have been postponed. UZ Registrar Dr Noah Mutongoreni said:
<blockquote>All examinations beyond week ending 24 July 2020 are effectively deferred and students are expected to continue with their online classes and also hand in their projects and dissertations as earlier advised.
Clinical classes and examinations for MBChB and BDS Part V are unaffected an d remain as previously scheduled.</blockquote>
Great Zimbabwe University has since told students of the postponement in a statement by the registrar, Sinikiwe Gwatidzo.
She said students should have vacated halls of residents by the end of today, Thursday 23 July 2020.

Universities, Colleges Defer Exams

The Ministry of Higher and Tertiary Education, Science and Technology Development has ordered principals of teachers’ colleges, polytechnical colleges and industrial technical colleges to suspend face-to-face lectures on campus.
In a letter addressed to the principals, the permanent secretary in the Ministry, professor Fanuel Tagwira said all students should vacate halls of residence by Friday, 24 July 2020. He wrote:
<blockquote>It is now observed that Covid-19 cases are escalating daily and this may put the lives of students and members of staff in our institutions at high risk.
In view of the foregoing, the Ministry is hereby directing that all tertiary education Institutions, with immediate effect, suspend face-to-face lectures on campus and continue with e-learning.
In this regard, all students should vacate halls of residence by Friday, 24 July 2020.
The Ministry is working flat out to ensure all institutions are adequately resourced with the necessary infrastructure to facilitate access to quality e-learning.</blockquote>
The development comes after the country has experienced a sudden spike in coronavirus cases, with local transmissions cases overtaking imported cases for the first time on Monday.
Meanwhile, the government has deferred the reopening of primary and secondary schools which were scheduled for 31 July due to the health crisis.

Govt Shuts Down Colleges Again, As Coronavirus Cases Spiral Out Of Control

The Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development has announced a phased reopening of polytechnics, teachers’ colleges and industrial training colleges.
In a statement released on Sunday, the Higher Education Ministry said colleges will reopen on 13 July and this will be followed by schools which again will be reopened in phases starting on July 28. The statement read:
<blockquote>Tertiary education institutions will open on 13 July 2020 beginning with final year students who are examination candidates.
All HEXCO programmes National Certificate, National Diploma and Higher National Diploma are terminal and students are supposed to write examinations in November 2020.
The ministry has worked with both public and private tertiary education institutions to develop minimum precautions for Covid-19 response and preparedness plan for implementation. Tertiary education students shall be returning to campus in phases to resume their studies.
The delivery of lectures/lessons shall be done through blended learning. Whilst those awaiting their return to campus and still at home shall learn through online platforms.
Local telecommunication companies have chipped in with zero-rated data bundles to alleviate the plight of students on data fees.</blockquote>
