A Harare councillor claims land barons with alleged links to ZANU PF have unleashed a wave of land invasions in some suburbs in Ward 16.
Ward 16 Councillor Denford Ngadziore (CCC) said the invaders have no documents authorising them to occupy the land. Ngadziore said in a statement on Sunday:

It has come to my attention that a group of politically-connected land barons held a meeting in which they resolved to proceed with another illegal invasion in various areas in Malbereign including Greenways of Haig Park, Meyrick Park, St Andrews Park, Gotsworld Hills, and Greencroft.
True to that illegal resolution on Thursday, January 12, 2023, they proceeded to invade Greenways along 33, 34, 46 and 47 Avenues. They are doing this without any supporting documents as required by law.
All they are holding on to is an application letter to the Ministry of Local Government and a ministry memo, which does not give them the right to invade these pieces of land.
As promised, I am going to scale up the fight against the activities of these politically-connected land barons in the best interests of our community.

Ngadziore also alleged that he had been threatened by some land barons.

"Land Barons Invade Land In Harare West"

Harare City Council (HCC) has dismissed reports in local media that there has been massive land looting at the local government authority.
The Herald reported on Friday that opposition Citizens Coalition for Change (CCC) councillors in Harare, working in cahoots with top council officials and their MDC Alliance counterparts, buy commercial and industrial stands for as little as US$60 and resell them at more than US$120 000.
The state-run publication says there are documents which show that the council’s Mayor Jacob Mafume received land in parts of Harare. Other councillors who are said to have received land include:

ii). Stanley Manyenga, 
iii). Adonia Shoko and 
iv). Jason Kautsa

The Herald further says councillors Happymore Gotora, Joseph Kunashe, Keith Charumbira, Brian Matione, Costa Mande, Maxwell Dutuma, Midia Mudariki, Tichaona Mhetu, Runyowa Chihoma and Gaudencia Marera are also involved in the alleged scam. 
In a response seen by Pindula News, the city fathers said the stands in question were leased to the said individuals, therefore, they are not allowed to sell them. Reads the statement:

Council has noted with concern the flimsy and malicious allegations carried in today’s edition of The Herald against councillors and senior officials.
In the story, The Herald purported that councillors and officials had sold themselves commercial stands for a song when in actual fact the councillors and officials were applying to lease the said land after following laid down procedures.
Council has proper laid down procedures and processes for all applications of industrial and commercial stands including those made by policymakers and officials.
As has become the norm The Herald chose to ignore the facts and even failed to contact the relevant officials for comment showing the obvious intent to injure and harm the reputations of the councillors and officials written in the story.
This is against journalistic principles which requires journalists to seek comment before publishing such articles. Council will make an official complaint to the Voluntary Media Council and is contemplating taking legal action against The Herald.
As a statutory requirement everyone including Councillors should apply for industrial stands as per the Ministerial directive and should follow due processes .
The stands in question which were offered to policymakers, officials and other beneficiaries are on lease ONLY and therefore can not be sold as alleged in The Herald. A leased stand remains a council property and can not be sold or sub-leased.
Every beneficiary is supposed to pay monthly rental around RTGs 500 000+ depending on the size of the stand for the next 5yrs after the signing of the lease agreement.
Any beneficiary who fail to pay the monthly rentals will have their leases cancelled.
The lease agreement does not allow any beneficiary to sell the land as claimed by The Herald.
It is also important to note that, other Council procedures are yet to be followed which include but not limited to advertising in line with Section 159 of the Urban Councils Act.
For The Herald to report that Councillors since sold the stands in question is not only blatantly false but also defamatory as one cannot sale a stand which they are yet to be allocated.
It is also important to note that the benefits and welfare of councillors are determined by the minister not by councillors themselves while those of senior officials come as conditions of service in line with the Kurasha Commission Report.

Harare City Responds To Claims That Mafume, Other Councillors Buy Land For US$60

Harare City Council (HCC) has warned residents to be wary of fraudsters who are allegedly duping people in the registration of vendors to operate from Mupedzanhamo Flea Market. 
In a statement seen by Pindula News, the City fathers said all vendors must approach council offices adding that Mupedzanhamo will be opening soon. 
Harare City’s Chairman of the SMEs committee, Councillor Denford Ngadziore said several concerned residents contacted him complaining about vendors being asked to pay up to USD30 to register to be on the vendors’ list and to be allocated stalls at Mupedzanhamo. He said:

Please be advised that as council we are registering vendors, applying to be on the list for just USD10 and this is being done at our district offices in Mbare, ostensibly to expedite vendors allocation.
The exercise is being done to enable us as council to know the number of vendors. But the SMEDCO exercise for the same, is being done by government and is holistic is capturing more data from vendors.
So people should be very clear on that. As council, we are not involved in the scheme to register vendors at the cost we are hearing.
All vendors must get in touch with us at our offices. We will be opening the Mupedzanhamo market at a date to be announced. The works at the market were pegged back after heavy rains accompanied with strong winds forced the collapse of some sections of the durawall.

The SMEs committee resolved to reopen Mupadzanhamo Flea Market after meeting with the vendors’ community.
Ngadziore said when the allocation of stalls to vendors is done, it will be open to vendors mostly in Mbare wards where the facility is located but would accommodate all vendors as the position of the market is central in location.

Harare City Warns Residents Against Being Duped In Vendors' Registration To Operate From Mupedzanhamo Flea Market

The Harare City Council has invited all vendors in and around the Central Business District (CBD) to a meeting at the Town House on Thursday.
Council’s Small to Medium Enterprises (SMEs) committee chairperson, Councillor Denford Ngadziore (Ward 16) said the meeting will try to find long-term solutions to problems caused by illegal vending in the city.
Members of the Zimbabwe Republic Police (ZRP), the Environmental Management Agency (EMA), and officials from the Harare Metropolitan Provincial office will also attend the meeting. Said Ngadziore:

I am inviting all vendors to a meeting at Town House to discuss ways of solving problems vendors are facing as a way of finding long-term solutions.
The City is ours together and the Mayor, His Worship Jacob Mafume, will attend the meeting and engage with every one of us. So let us all come for this engagement.

Harare, like other urban areas across the country, is struggling to deal with vendors who sell their wares in undesignated areas thereby obstructing the smooth flow of vehicular and human traffic.

Harare City Council To Hold Meeting With Vendors

A City of Harare councillor on Friday claimed that the Joint Operations Command (JOC) is blocking the reopening of the Mupedzanhamo flea market in Mbare.
JOC is the supreme organ for the coordination of State security in the country and comprises officers drawn from the Zimbabwe Defence Forces (ZDF), Zimbabwe Republic Police (ZRP), the Central Intelligence Organisation (CIO) and Zimbabwe Prisons and Correctional Service (ZPCS).
Harare City Council’s Small Medium Enterprise (SMEs) committee chairperson, Councillor Denford Ngadziore (CCC) t<a href="https://www.newsday.co.zw/local-news/article/200004483/joc-blocks-mupedzanhamo-flea-market-reopening">old NewsDay that</a> JOC blocked the reopening of the flea market to prevent violence. He said:

As Harare City Council, we are worried because JOC stopped the opening of the Mupedzanhamo flea market recently. They said they are avoiding violence.
A meeting was held at the Harare Metropolitan secretary Tafadzwa Muguti’s office, where JOC shot down proposals to reopen the flea market.
We had hoped to open the flea market in October. We think that it is the right time to open the market after we talked to all the warring parties.
We wanted the market to have been opened before the festive season so that traders could benefit.

Ngadziore said they would continue to engage relative authorities, including the police to ensure that vendors resume their activities.
However, the national spokesperson for the Zimbabwe Republic Police (ZRP) Assistant Commissioner Paul Nyathi said Ngadziore’s claims were baseless.
He said, “these issues are co-ordinated by Harare Metropolitan provincial secretary” and councillors should not tarnish the image of the police.
Muguti yesterday declined to comment on the matter when he was contacted by NewsDay.
Mupedzanhamo flea market has been closed for years now and vendors had resorted to using the open space outside the market to sell their wares.
A few weeks ago, violent clashes broke out between alleged space barons from ZANU PF and CCC fighting for control of the lucrative vending stalls.

JOC Blocked Mupedzanhamo Flea Market Reopening, Says Ngadziore

The City of Harare has distanced itself from an ongoing operation by the government targeting illegal structures in Harare Metropolitan Province.
The government last week announced a 45-day operation to demolish illegal structures in Harare, Chitungwiza, Epworth, and Ruwa.
Harare City Council’s Small Medium Enterprise (SMEs) committee chairperson, Denford Ngadziore (CCC), told <a href="https://www.newsday.co.zw/local-news/article/200003791/govt-gets-tough-on-illegal-structures">NewsDay</a> that the demolitions were being at the wrong time as the country is in the middle of the rainy season. Said Ngadziore:
<blockquote>
We are worried about the demolitions of Murambatsvina. We are not part of Murambatsvina by the government.
l am told they are in Chitungwiza and they are coming to us. We are worried as Harare City Council. We are worried about the timing, we are in the rainy season.
This is not the first time this has happened and this is heartless. l remember the government demolishing houses in Budiriro during the rainy season (in June last year), leaving many people exposed to the rain.

“Operation Murambatsvina” was a government operation that was launched in 2005 targetting illegal structures across the country.
According to human rights groups, the operation destroyed about 700 000 structures and affected 2.4 million, most of them in the informal sector.
Harare Secretary for Provincial Affairs and Devolution Tafadzwa Muguti told NewsDay that the City of Harare had not formally communicated its displeasure about the operation. Muguti said:

We stand guided by the press statement we released recently that we are working together with all local authorities.
Harare City Council have not formally communicated to us that they are not working with us, what is wrong with helping them (Harare City Council) to remove dirt?

Councillor Denounces Ongoing "Operation Murambatsvina" In Harare

Harare City Council has said the Mupedzanhamo flea market in the Mbare suburb of Harare is now overpopulated due to high unemployment that has pushed citizens to informal trade.
Council spokesperson Innocent Ruwende said the local government authority would relocate some of the vendors from Mupedzanhamo to new sites. He told <a href="https://www.newsday.co.zw/local-news/article/200002209/mupedzanhamo-overpopulated-council">NewsDay</a>:
<blockquote>
Our plan is to relocate vendors to new sites. As council, we will only look at humanitarian issues such as sanity and other necessities at the marketplaces. We are aware that most people are now into vending because there is unemployment in the country. It is unfortunate that there are people who then go on to harass vendors, using politics to cover up for their criminal activities. Such situations are beyond our control and that is why you see the police coming in to ensure there is calmness in Mbare.

A few weeks ago, Ruwende said the council’s informal sector committee recently made <a href="https://zero.pindula.co.zw/mupedzanhamo-fire-zanu-pf-member-dies-in-violent-clashes/">a resolution to regularise some of the unofficial markets</a>, a move that would provide a lasting solution whilst also benefiting the local authority.
He said the Small and Medium Enterprises committee recently toured prospective vending sites in Crowborough North, Mufakose, Glen View, and Sunningdale.
This comes amid <a href="https://zero.pindula.co.zw/vending-tables-clothes-at-mupedzanhamo-flea-market-set-on-fire/">conflict between ZANU PF and opposition Citizens Coalition for Change (CCC) activists over control of the market.</a>
Chairperson of the Small to Medium Enterprises Committee <a href="https://www.pindula.co.zw/Denford_Ngadziore">Denford Ngadziore</a> said Mupedzanhamo and Glen View area 8 were overpopulated hence the need for the city fathers to create 3 000 informal traders’ markets at Mbare and at Chishawasha markets. 
He said the target was to create over 10 000 market spaces before March 2023.
Mupedzanhamo has the capacity to accommodate slightly above 1 000 traders.

Harare Looking For Alternative Sites As Mupedzanhamo And Glen View Area 8 Are Overpopulated

Glen View Area 8 ZANU PF political commissar Clever Makotore has claimed that the opposition Citizens Coalition for Change (CCC) was behind the <a href="https://zero.pindula.co.zw/fire-guts-glenview-home-industry-complex-again/">fire which gutted the Glen View Area 8 Home Industries complex</a> in Harare on Sunday.
The fire destroyed property worth thousands of United States dollars. Makotore said:
<blockquote>
There have been strong suspicions politics could be at play because every time there is a fire we see council coming in trying to evict people and take over. This complex was given to the people by ZANU PF and we know that the CCC doesn’t want our party in here and they will use these excuses to push us out.
</blockquote>
Complex chairperson Claudius Mtongwizo also blamed the opposition for the chaos at the complex. Mtongwizo said:
<blockquote>
As you know the council is run by the opposition but this complex by Zanu PF, so the opposition wants excuses to take over this complex. If they want to fix anything they can do it while we are there, they do it in phases otherwise we are not going anywhere. This complex belongs to us and the party (ZANU PF).

But CCC local councillor <a href="https://www.pindula.co.zw/Denford_Ngadziore">Denford Ngadziore</a> denied claims that the opposition was behind the arson. He said:

These are the space barons who are resisting council to put in fire hydrants and other necessary essentials for their benefit and safe operating environment. Despite their protests, there is no going back on the council’s plans to ensure there is sanity.

Council spokesperson Innocent Ruwende also said there was no politics at play urging property owners to vacate so that the local government authority can do proper planning for the place. 
Ruwende also said that there is a need for road access and hydrants adding that the fire brigade can’t even access the area as it stands.

ZANU PF Blames CCC For Fires At Glen View Area 8 Home Industries Complex

Harare City Council (HCC) has said it is planning to reopen the Mupedzanhamo Flea Market by next week.
In a statement seen by Pindula News, the local government authority’s Small to Medium Enterprises (SMEs) Chairperson Councillor Denford Ngadziore said the city fathers were making finals preparations. Said Ngadziore:

Many traders have been calling asking me when the City of Harare is going to reopen Mupedzanhamo market. As SMEs Committee we are working with all stakeholders involved and we are in our final preparatory stage to reopen Mupedzanhamo market by next week.
Mupedzanhamo accommodates 1800 traders. Before the year-end, we hope to open Chishawasha grounds market which is supposed to accommodate about 3500 traders.

This comes amid reports of turf wars between members of the ruling ZANU PF and opposition Citizens Coalition for Change (CCC) members.
Recent clashes on Friday <a href="https://zero.pindula.co.zw/mupedzanhamo-violence-three-arrested-over-murder/">resulted in the death of one man</a>, Onsimo Mavhingire (34) after he was severely assaulted with sticks and wooden poles at Magaba, Mbare on 07 October 2022 at around 1400 hours. 
Mavhingire succumbed to the injuries sustained during the attack, on 08/10/22 while admitted at Sally Mugabe Hospital. 
Thirteen (13) people have been arrested in connection with the clashes.

Harare Planning To Reopen Mupedzanhamo Market By Next Week

The Harare City Council says it will investigate the possibility of arson in recurring fires at Glenview Area 8 Furniture Complex after the latest fire incident occurred on Wednesday, 7 September 2022.
In a statement released this Thursday, City of Harare SMEs Committee Chairperson, Councillor Denford Ngadziore, said the local authority may consider temporarily relocating carpenters so that fire prevention work can be done at the complex to prevent future fires. Said Ngadziore:

As the City of Harare SMEs Committee, we are looking into the incessant fire outbreaks at Glenview Area 8 Complex with a view to finding a lasting solution.
Among other issues, we will be looking at fire prevention methods for the area as well as Occupational Health and Safety (OHS).
The Committee might consider temporarily relocating carpenters to allow fire prevention work to commence. This needs cooperation from all stakeholders.
It will investigate the possibility of an inside hand in all these repeated fires.
As a City, we cannot watch while people’s income is being repeatedly destroyed.

Harare Council Says It Will Investigate Glen View Furniture Complex Fires

An MDC Alliance legislator says some party officials are plotting an imminent coup against party president Nelson Chamisa to replace him with his deputy, Tendai Biti.
Sunningdale legislator Winnie Kanguni exposed the alleged coup plot against Chamisa by Biti, saying the “putsch” is being coordinated by Harare ward 16 councillor Denford Ngadziore.
In a heated exchange in an MDC Alliance WhatsApp group, the duo threw accusations and counteraccusations at each other.
Ngadziore triggered the debate, accusing Kanguni of selling out Chamisa and the MDC Alliance after she attended Parliament in violation of standing committee resolutions. Ngadziore said:
<blockquote>The Parliamentary Portfolio Committees on Health, Industry, Public Service convened meetings today.
All genuine MDC Alliance Members of Parliament boycotted in support of national standing committee resolutions. Those who boycotted include the chairperson of the Health Committee, Ruth Labode (Matabeleland North proportional representative).
However, one Kanguni of Sunningdale decided in her great wisdom or lack of it to attend this meeting, clearly in contrast to the party position.
Kanguni is, hereby, declared a rebel and due action shall follow immediately after assessing her reasons for defying the party. More provincial council meetings shall be held this week and all rebels will be exposed and dealt with decisively.</blockquote>
However, Kanguni hit back at Ngadziore, accusing him of fanning violence together with Douglas Mwonzora and Morgen Komichi in their bid to oust Chamisa before 2023. She said:
<blockquote>You are the face of violence, you caused people to be beaten here and everyone knows that you are a sellout.
Why is it that when MDC Alliance activists are arrested, you are the only one who escapes jail?
The only reason is you wanted me to join Biti so that we plot a takeover from Chamisa for 2023. I didn’t join politics to be an MP.</blockquote>
Ngadziore denied being part to any plot against Chamisa, saying Kanguni was trying to divert attention.
Kanguni, David Tekeshe, Peter Moyo, Virginia Mafuta and Joyce Makonya are the five legislators who have so far defied the MDC Alliance party directive to boycott Parliament.

MDC Alliance Officials In Sellout, Coup Attempt Verbal Storm

Law enforcement agents arrested MDC Harare Ward 16 Councillor Denford Ngadziore over a <a href="https://news.pindula.co.zw/2020/02/20/police-fire-tear-gas-to-disperse-an-announced-mdc-youths-demo/">demo that occurred in Harare CBD</a> over a week ago.
This was revealed by Ngadziore himself in a Facebook post that says:
<blockquote>I have just been arrested at Mbare Magistrates Court as I had gone to attend a court case over over a demonstration that happened in September 2019 at Roten Row Court.
The CID Law and Order detectives have said they are arresting me over another demonstration that happened last week but one in Harare CBD.

CID Arrests Denford Ngadziore At Rotten Row Court Over Last Week's Demo

MDC Youth Assembly chairperson, Obey Sithole has repeated his party’s stance to remove President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa" rel="noopener noreferrer" target="_blank">Emmerson Mnangagwa</a> from office by any means necessary or unnecessary for failing to deal with Zimbabwe’s economic crisis.
Sithole made the remarks while addressing party supporters in <a href="https://www.pindula.co.zw/Mabelreign" rel="noopener noreferrer" target="_blank">Malbereign</a>, Harare at the weekend where the party leadership was distributing food hampers to its economically disadvantaged members. He said:
<blockquote>Our mission as young people in the MDC is to remove Zanu PF and its leader Mnangagwa from power by any means necessary or unnecessary.
So he (Mnangagwa) must stop sending his spying people to our functions and gatherings because we will not change our mission.</blockquote>
Ward 16 (which encompasses Malbelreign) councillor Denford Ngadziore said the party would defy any police directive to stop their food aid distribution programme as the party had followed all the constitutional procedures which require police to be notified beforehand.

<a href="https://www.pindula.co.zw/Harare_City_Council" rel="noopener noreferrer" target="_blank">Harare City Council</a> said that it will not fire striking nurses despite a government directive to dismiss them.
This was revealed by Councilor Denford Ngadziore – who is a member of the Human Resources and General Purposes Committee – during an interview with Zim Morning Post. He said:
<blockquote>It doesn’t make sense to fire these nurses since they are all raising genuine concerns. So we are going to sit as a committee and map a way forward, but we are not going to fire them.
We are appealing to our nurses to drop some of their demands; we can meet halfway. We are also being affected by the ailing economy, but we are committed to meet some of their demands.</blockquote>
On Tuesday, Information, Publicity and Broadcasting Services Minister, <a href="https://www.pindula.co.zw/Monica_Mutsvangwa" rel="noopener noreferrer" target="_blank">Monica Mutsvangwa</a> told a post-cabinet media briefing that the strike action by nurses was illegal, hence, the government had directed Council to “commence disciplinary action”.
Mutsvangwa also revealed that only 35 out of the expected 105 nurses turned up for duty at the five polyclinics and one hospital in Harare, thus, worsening an already precarious health crisis in the country.

Harare City Council Ignores Govt Directive To Axe Striking Nurses

Councillor for Harare West, Ward 16, Denford Ngadziore (MDC Alliance) threw his weight behind Mabelreign Girls High students’ protest against the school head.
He implored the students to now refocus on their schoolwork as their voices have been heard. Said Ngadziore:
<blockquote>Demonstrating is one’s right but that should not affect their lessons since they are here to learn.
I urge the pupils not to demonstrate violently, continue with their lessons and wait patiently for feedback from the authorities responsible because their issues have been heard.
These students have genuine issues which need to be addressed with the responsible authorities as soon as possible.
Some of the issues they raised can be attended to, what is needed are the solutions to these problems.
I heard of issues to do with verbal and sexual abuse and I think these issues need to be investigated soon and addressed.
The girl child is very important and they should be protected always.</blockquote>
Mabelreign Girls High School pupils on Wednesday marched to a local police station where they implored the police to investigate the school head after she allegedly repeatedly ignored their grievances.

MDC Local Councillor Backs Mabelreign Girls' High School Students' Demo

Students at Mabelreign High School in Harare on Wednesday protested against the school authorities over a number of grievances, among them being the banning of laptops and unavailability of water.
Ward 16 councillor, Denford “Madhuku” Ngadziore gave more details. Below is what Ngadziore said:
<blockquote>Students at the Mabelreign Girls High School in the leafy suburb of Mabelreign have taken to the streets in protest of some but not limited to the following grievances
i) Students are being prohibited from using their laptops for research purposes in this digital Era.
ii) Students are subjected to bath using cold water in the winter season exacerbated by the fact it is a girls-only school.
iii) Water is almost always not available despite the school having a borehole and several reservoirs and a generator to power the borehole.
iv) Students against the School Deputy head’s sharing rooms with students in Hostels.
v) Students enduring physical and verbal abuse, with one teacher being labelled and reported to the police.
vi) Poor food quality despite above average school levy for a government school.
vii) Segregation of students according to their fees status.
viii) Sport capable students being disenfranchised due to petty issues and therefore barred from participating in other sporting events.

Mabelreign Girls High Students Demonstration, New Details Emerge

MDC councillor for Mabelreign, Denford Ngadziore was Friday found not guilty of inciting last month’s deadly anti-government protests.
Madhuku, as he is popularly known within MDC circles, had been on trial since mid-February this year.
Ngadziore was accused of inciting people to engage in violent demonstrations in high-density suburbs in Harare during ShutDownZim.
However, Harare Magistrate Victoria Mashamba on Friday acquitted Madhuku of all allegations levelled against him. In her ruling, Mashamba said:
<blockquote>Witnesses gave contradicting testimonies leaving the court to doubt the allegations.
This court is of the view that the state failed to prove its prima-face case and the accused is hereby found not guilty and acquitted.</blockquote>
