The Zimbabwe Congress of Trade Unions (ZCTU) has scoffed at the recently gazetted minimum wages for domestic workers.
The Minister of Public Service, Labour and Social Welfare, Paul Mavima, recently gazetted new regulations outlining the minimum wages for domestic workers.
According to Statutory Instrument 102 of 2022, domestic workers are now entitled to $10 000 and $11 576 for those taking care of children. The minimum wage for other employees was pegged at $25 000.
Last week Consumer Council of Zimbabwe (CCZ) said the consumer basket for a family of six was $120 000.
ZCTU secretary-general Japhet Moyo said the new minimum wages are unacceptable, and workers should be paid their salaries in US dollars. Moyo said:

The $25 000 minimum wage is inadequate for any family and this is an indication that something is very wrong with this country’s monetary policies.
Government needs to stabilise currency issues or pay workers in United States dollars.
Workers are demanding USD salaries because they want to survive. It is also within their rights to negotiate with employers.
The government should respond to expert advice that has been proffered over the years on how to instil confidence in workers and the market.
</blockquote>
In a statement, the Zimbabwe Domestic and Allied Workers Union said the latest review of workers’ salaries did not improve their lives as the prices of basic grocery items continue to rise.

ZCTU Scoffs At Recently-gazetted Minimum Wages

The Government has gazetted new minimum wages for domestic workers in Statutory Instrument 102 of 2022.
The Minister of Public Service Labour and Social Welfare announced the new regulations.
The wage rates for yard worker/gardener are as follows: ZWL$10 000 (monthly), ZWL$2 500 (weekly), ZWL$454.50 (daily), and ZWL$50.50 (hourly).
For Cook/housekeeper, the wage rates are as follows: ZWL$10 500 (monthly), ZWL$2 625 (weekly), ZWL$477.30 (daily), and ZWL$53.03 (hourly).
The wage rates for Childminder or disabled/aged minder are as follows: ZWL$11 025 (monthly), ZWL$2 756.25 (weekly), ZWL$501.13 (daily), and ZWL$55.68 (hourly).
The wage rates for Disabled/aged minder with Red Cross Certificate or equivalent are as follows: WL$11 576.25 (monthly), ZWL$2 894 (weekly), ZWL$526.18 (daily), and ZWL$58.46 (hourly).
Workers who do not reside on their work premises are entitled to ZWL$4 000 for accommodation and transport.

Minimum Wages For Domestic Workers Gazetted

Deputy Labour Minister <a href="https://www.pindula.co.zw/Lovemore_Matuke" rel="noopener noreferrer" target="_blank">Lovemore Matuke</a> said that domestic workers earn $500 per month, with the figure set to be improved soon.
Matuke made the remarks last week while responding to a question from MDC Senator <a href="https://www.pindula.co.zw/Theresa_Makone" rel="noopener noreferrer" target="_blank">Theresa Makone</a> during a question and answer session in the <a href="https://www.pindula.co.zw/Senate" rel="noopener noreferrer" target="_blank">Senate</a>. Said Matuke:
<blockquote>The truth is that domestic workers earn $500 and government is in the process of reviewing it with a view to improve on that. The Gazette being referred to was actually delayed so it has been overtaken by events.</blockquote>
Makone raised the issue following the promulgation of Statutory Instrument 37 of 2020 published in the Government Gazette a fortnight ago.
It set the minimum wage for a gardener at $160 per month, while for a cook or housekeeper (informally referred to as a maid) was set at $168.48.

Domestic Workers Set For Another Pay Rise

<blockquote>Government dupes domestic workers; gazettes a salary enough for a bundle of vegetables
The MDC notes with concern that the government has gazetted paltry wages of 160 RTGS per month for all domestic workers, contrary to representations and agreements the government had reached with the relevant sector.
Given the parlous state of the economy, that figure is not enough to buy a bundle of vegetables.
Domestic workers are the lowliest paid in Zimbabwe and the Industry is very much unregulated as they do not fall under an Employment Council.
Their wages are negotiated under a Labour Advisory Board, mostly with the Zimbabwe Domestic Allied Workers Union and with some Employers of Domestics picked by the government.
The Domestics representatives had a very plausible figure of ZWL$1200 and after negotiations, they settled for the following figures
1. Gardener ZWL$385 
2. Housekeeper ZWL$400
All with an Allowance of ZWL $385.00 for transport, accommodation and other ancillaries. The figures that have been published are not the ones agreed upon between the Parties at the Advisory Board.
The MDC is disappointed that we have a government that has no empathy with the poor, they are simply not as trustworthy as they change goal posts after agreeing with workers representatives.
Figures which they had agreed with workers representatives were higher than what government eventually gazetted.
The present situation on the ground shows that rentals for a room in high-density areas costs an average of ZWL$200 while a kilogramme of economy beef is going for ZWL$120.
Only a people’s government is able to improve the dignity of the citizen and to care for their livelihoods.

MDC Criticises 'Gazetted Paltry Wages' For Domestic Workers {Full Text}

Domestic Workers Allied Union has lamented the poor wages gazetted by the government saying how will they afford to send their children to school or access medical care with what the government proposed that they should be paid. The Zimbabwe Allied Domestic Workers deputy secretary-general Mr Toindepi Dhure spoke to the Sunday Mail and said:
<blockquote>So what we have actually legislated is that domestic workers can no longer send their children to school; they cannot access health services. We appreciate the challenges in our economy. Government is trying its level best, but legislating such wages is something they need to revisit and correct.</blockquote>
The new wage structure as<a href="https://news.pindula.co.zw/2019/09/17/new-minimum-wages-for-domestic-workers-after-review/"> gazetted by the government</a> will see a Gardner earning $160, a  housekeeper $168 and a childminder $179, and a disabled minder with a RedCross certificate $189. Those who are not accommodated at their workplace will get a total of $130.

"Revisit And Correct This" - Domestic Workers Complain About Gazetted Wages

A picture of an apparent mother and her children celebrating what looks like a birthday while another woman (supposedly their domestic worker) looks on with a sad face, is going viral on social media in Zimbabwe.
It’s not clear what the source of the picture is and in what exact circumstances it was taken. It’s not even if it’s a real-life picture or a depiction by actors.
The picture has however ignited discussion on the on the plight of some domestic workers in Zimbabwe, who are usually treated with less dignity than the members of the family they work for.

The Zimbabwe Community Develop0ment  Association has warned that domestic workers are the most exposed to human trafficking.  ZCDA cited factors such as poor remuneration, unfair labour practices among others which lead domestic workers to seek out better opportunities in other countries.  Sometimes these opportunities will be a cover for human traffickers.
