Mpopoma-Mzilikazi MP, Charles Moyo, a top ally of self-imposed Citizens Coalition for Change (CCC) Secretary General Sengezo Tshabangu has distanced himself from plans to support a motion aimed at amending the constitution to extend President Emmerson Mnangagwa’s term and postpone the 2028 elections to 2033.
A leaked document revealed that ZANU PF MPs were working with Tshabangu’s CCC faction to push a motion in Parliament for constitutional amendments.
The motion was set to be moved by Energy Mutodi and seconded by Moyo, who is Tshabangu’s Chief Whip in Parliament.
However, Moyo issued a statement denying any involvement in discussions with ZANU PF regarding the motion, which seeks to extend Mnangagwa’s tenure from 2028 to 2030. Wrote Moyo:

I, Charles Moyo of CCC party representing citizens of Mpopoma-Mzilikazi Constituency, wish to categorically deny the claims circulating on social media regarding a motion on presidential, parliamentary and local government term limits that has recently come to my attention.
I want to make it explicitly clear that I have not discussed any motion with Dr. Energy Mutodi or with any individual for that matter. I have not been in communication with Dr. Mutodi concerning this or any other issue.
In any case for any document to gain credibility as a motion, it requires a signature. I would like to emphasize that I have not signed any such document and have no knowledge of its origins.
Currently, I am enjoying a well-deserved break from parliamentary duties, and I find it regrettable that this baseless document has emerged during this time.
It appears to be the work of mischief makers who seek to create confusion and misrepresent my stance on important issues.
I encourage everyone to disregard this unfounded information and to refrain from spreading rumours that undermine the integrity of our democratic processes.

Tshabangu Ally Denies Involvement In Motion To Extend Mnangagwa’s Term

MDC leader Douglas Mwonzora has warned that amending the constitution to remove term limits and allow President Emmerson Mnangagwa to run for office again would deepen Zimbabwe’s international isolation.
ZANU PF MPs have laid out plans to also extend the life of the current parliament by five years.
A draft motion seeking to trigger amendments to the constitution to pave the way for the controversial extension of Mnangagwa’s term of office and those of parliament and local government beyond 2028 has been leaked.
The unsigned motion, originated by ZANU PF MP for Bikita South Energy Mutodi and seconded by CCC legislator for Mpopoma-Mzilikazi Charles Moyo, went viral on social media on Tuesday.
Addressing journalists in Harare on Wednesday, Mwonzora said amending the National Constitution will further isolate Zimbabwe and make the country a pariah state. Said Mwonzora (<a href="https://www.zimlive.com/removing-presidential-term-limit-will-deepen-zimbabwes-isolation-mwonzora/">via ZimLive</a>):

Zimbabwe is under international isolation. If we read the documents that established that isolation, ZDERA for example, and comments by the Commonwealth, we find out that one of the reasons we are under international isolation is the dearth of democratic practices.
What this amendment will do is to cement Zimbabwe’s image as a pariah state. Zimbabwe will remain under sanctions and we think this is selfish on the part of those fighting for a third term.

Mnangagwa has repeatedly used various platforms, including an interview with CNN, to assert that he is a “constitutionalist” and will serve no more than two five-year terms.
However, Mwonzora has argued that Mnangagwa’s actions contradict this stance, accusing him of being the driving force behind efforts to “desecrate the constitution” by removing term limits. He said:

In our view, the president is indicating right while turning left. MPs want an additional unearned term because some of them are now unelectable.
The claim that they have run the country so well Mnangagwa deserves a third term is not true. The common man and the common woman are not experiencing any of this.

Mwonzora played a key role in drafting the new constitution, which came into effect in 2013 during the Government of National Unity (GNU) era.
He believes the document “stands among the best in the world” and that the imposition of term limits was a deliberate decision by Zimbabweans to prevent a repeat of Robert Mugabe’s 37-year rule.
Mwonzora asserted that the constitution is sacrosanct and must be protected, and his party will strongly oppose any attempts to amend it. He said:

We are going to make preparations for a “No” vote during the referendum. In this case, there will be two referendums, the first would be a question on whether the term should be extended or not.
We will join forces with whoever wants to join forces with us to fight this third term which amounts to desecration of the constitution.
There will be a second referendum because the constitution says that even if there is an extension of a term, that extension cannot benefit the incumbent.
There would need to be that referendum this time specifically stating whether or not Mnangagwa must stand again.
These two referendums must not be held within six months of each other.

Mwonzora pointed out that Mnangagwa’s supporters are overlooking the fact that when his current term ends, he will be 86, and after an additional term, he will be 91.
He also highlighted that Zimbabweans are enduring severe economic hardships, exacerbated by over-taxation, low pensions, and the raising of the pensionable age to 70. Mwonzora stressed that these are the critical issues that MPs should be addressing.

Mwonzora Warns Attempts To Amend Constitution Will Deepen Zimbabwe's International Isolation

Bikita South MP Energy Mutodi (ZANU PF) has confirmed the authenticity of a leaked draft Constitution Bill that is being worked on for introduction to Parliament.
The controversial draft bill seeks to use parliament to amend the constitution and postpone the 2028 general elections by up to five years, that is, up to 2033.
The bill seeks to extend Mnangagwa’s rule by two years beyond his current second term constitutional limit, which is set to expire in 2028.
In a statement, Mutodi acknowledged the leaked document and said it remains a draft that is still being developed. He said:

It has come to our attention that a proposed motion on Presidential, Parliamentary and Local Government term limits has been untimely leaked to the media.
While we confirm authenticity of the contents of the proposed draft motion, we want to reiterate that until signed by its proponents and approved by the Honourable Speaker of Parliament Advocate JFN Mudenda, it remains a draft and work in progress.
We understand the leak due to a number of online exchanges between Honourable Members of the draft motion in its formative stages.
However, on my own behalf and on behalf of the interested Honourable Members, I wish to categorically state that due process will be followed in accordance with the Standing Rules and Orders and the Constitution of Zimbabwe, leading to a properly approved motion.

NOTING that Section 95(2)(b)of the Constitution of Zimbabwe provides for a term of the President to be five (5)years running alongside the life of Parliament;
NOTING that Section 91(2) of the constitution of Zimbabwe sets only two (2) terms for the President to hold office in Zimbabwe;
NOTING that Section 143(1)and Section 277(1)(a) set a five-year term for the life of Parliament  and LocalAuthority Representatives respectively which run concurrently with the term of the president;
FURTHER noting that Section328(7) of the Constitution creates disability for elected officials of the government to benefit from term limit extensions;
AND further noting that Section 328(6)(a) and (8) of the Constitution of Zimbabwe requires that a referendum be held for Constitutional amendments affecting term limits and that separate referendums be held for amendments to Sections 328(6) and (7);

Mutodi Confirms Leaked Draft Constitutional Bill To Move 2028 Elections To 2033

Self-appointed CCC interim secretary-general Sengezo Tshabangu has defended his recent visit to President Emmerson Mnangagwa’s Pricabe Farm, accompanied by a few CCC MPs, arguing that engaging with ZANU PF does not equate to selling out.
Tshabangu, who also declared himself the leader of the opposition in Parliament after assuming control of the party in 2023, has faced criticism for touring Mnangagwa’s farm over the weekend, which was unrelated to parliamentary business.
In an interview with <a href="https://www.herald.co.zw/engaging-zanu-pf-not-selling-out-tshabangu/">State media </a>on Wednesday, Tshabangu asserted that CCC will continue to maintain its independence while engaging with ZANU PF. He said:

It is certainly strange reasoning to suggest that an opposition which engages with the ruling party is ‘selling out.’ How else should State affairs be conducted?
Democracies worldwide have healthy interactions between the ruling party and the opposition.
The real issue is whether or not the opposition remains true to the independent political demands of its constituency.
The tragedy is to assume that the opposition should oppose it for its own sake. It is not enough to oppose. It is not the task of the opposition.
The task is to offer alternative, objectively sound, and home-grown solutions made by Zimbabweans, for Zimbabweans, and about Zimbabweans.

Despite supporting ZANU PF’s proposal to postpone the 2028 elections and extend President Mnangagwa’s term until 2030 during the Pricabe Farm visit, Tshabangu clarified on Wednesday that CCC had not yet discussed the issue. He added:

At present, it is a matter internal to ZANU PF. ZANU PF has neither approached us on the issue nor presented it to the appropriate legislative body for deliberations.
It will be important to understand and debate the arguments for deferring elections and how that benefits us as a people and country. Deferring elections cannot be an end in itself.

Tshabangu said the party was focused on strengthening its foundation in preparation for a congress, which he affirmed would take place as soon as conditions allow.

Sengezo Tshabangu, the CCC interim secretary-general, defended his visit to President Mnangagwa's farm, saying it's not selling out. He believes it's important for the opposition to engage with the ruling party. Tshabangu clarified that CCC hasn't discussed supporting the extension of Mnangagwa's term yet. He emphasized the need for Zimbabweans to come up with solutions for their own country. The party is focused on preparing for a congress in the future. Tshabangu stated that engaging with ZANU PF doesn't mean compromising the party's independence.

I'm Not A Sell-Out - Tshabangu

Twenty (20) of the 32 Citizens Coalition for Change (CCC) MPs and senators who attended a field day at President Emmerson Mnangagwa’s farm in Kwekwe on Sunday were appointed to parliament by Sengezo Tshabangu, <a href="https://www.zimlive.com/20-of-32-ccc-lawmakers-at-mnangagwa-farm-were-appointed-by-tshabangu/">reported ZimLive</a>.
Tshabangu, who claims to be the CCC’s interim secretary general, effectively took control of the party after the August 2023 general elections.
The CCC currently holds 115 seats in parliament, including 88 in the National Assembly and 27 in the Senate.
Of the 32 lawmakers who attended Mnangagwa’s invitation, 20, including Tshabangu, were not on the original party list for the 2023 elections.
ZANU PF’s social media pages circulated a list of 34 names of CCC lawmakers they claimed attended the event, including Ellen Shiriyedenga and Truswell Chikomo. However, both lawmakers denied attending the farm visit.
The trip was not organised by parliament but by Mnangagwa’s office. MPs were individually contacted by provincial ministers, with Midlands Minister Owen Ncube appearing to take the lead.
Ncube sent letters to fellow provincial ministers instructing them to invite all MPs from their provinces to the event.
Wrote Ncube:

Tshabangu was relatively unknown within the CCC until months after the August 2023 election, when he declared himself the party’s interim secretary general.
He proceeded to write a series of letters to Speaker of Parliament Jacob Mudenda, Senate President Mabel Chinomona, and the Minister of Local Government, recalling dozens of elected representatives.
These letters were quickly acted upon, leading to by-elections that ZANU PF dominated, increasing its parliamentary majority.
Tshabangu then filled proportional representation vacancies with his loyalists and secured a Senate seat for himself as a representative of Matabeleland North.
It was mostly these loyalists who attended the field day at Mnangagwa’s farm on Sunday, while 83 other CCC lawmakers stayed away, viewing the event as a partisan gathering aimed at advancing Mnangagwa’s political agenda.

20 Of 32 CCC MPs Who Toured Mnangagwa Farm Were Appointed By Tshabangu

Constitutional law expert Lovemore Madhuku has said a third-term bid by President Emmerson Mnangagwa’s loyalists is highly unlikely and will face challenges.
In a recent interview with Open Parly, Madhuku described the effort to secure a third term for Mnangagwa as a formidable task, fraught with numerous obstacles. Said Madhuku:

I think I can say that it is almost impossible. Legally yes you can go through the steps, but once you know what those steps are, you realise that it’s almost impossible.
</blockquote>
Madhuku said the steps would require a publication of the first Bill where they seek to amend the Constitution. He added:
<blockquote>
Ordinary people will have to debate it within a 90-day period. Thereafter, take it to Parliament. It must get a two-thirds majority both in the National Assembly and in the Senate and thereafter, there must be a referendum.
We should then vote yes with a majority. Now, that alone tells you that it will be very difficult because I know that in the 90 days for debate and so on, it will come out very clearly that most Zimbabweans don’t support it and when it goes to Parliament, we’re not sure how they will vote.
It cannot be assumed that since ZANU PF has a two-thirds majority they’ll obtain the two-thirds majority. They may not obtain a two-thirds majority. But if they get it, they have to go to a referendum.
That is in respect of the first Bill and then, with a referendum voting yes or no, it will just be a referendum on President Mnangagwa and I don’t think that he wants it. It doesn’t matter how you couch the Bill.
When you then go to the stage of voting yes or no, it will be very simple. Do you want the President to continue or you would want the President to serve 10 years?
So most people who respect the President would simply want him to rest after 10 years. So when you say possible, I think it might be a very loose word.

In 2024, the ZANU PF Annual People’s Conference in Bulawayo passed a resolution calling for an extension of Mnangagwa’s term beyond 2028.
Mnangagwa, however, has rejected the proposal, reaffirming his commitment to abide by the constitutional term limits.
On Sunday, Mnangagwa hosted legislators from ZANU PF, along with a few members of a splinter faction of the Citizens Coalition for Change (CCC) led by self-appointed secretary-general Sengezo Tshabangu, at his Pricabe Farm in Kwekwe.
The gathering is believed to be part of ZANU PF’s broader strategy to push for constitutional amendments, utilising Tshabangu’s splinter CCC faction to help ratify the changes and mobilize grassroots support for the referendum necessary to finalize the process.

Constitutional law expert Lovemore Madhuku says it's very hard for President Mnangagwa to get a third term. Madhuku says there are many steps and challenges to overcome. First, they need to change the Constitution, then have a referendum where people vote yes or no. Madhuku thinks most Zimbabweans do not want Mnangagwa to have a third term. Even though some in ZANU PF want him to continue, Mnangagwa himself says he will follow the rules. There are discussions happening to try and change the Constitution, but it will not be easy.

Mnangagwa's Third-Term Bid Faces Major Hurdles - Madhuku

The Zimbabwe Election Support Network (ZESN) has raised alarms over talks of postponing the 2028 elections to 2030, warning that such a move could undermine democratic principles.
In a statement issued on Monday, January 13, 2025, ZESN argued that delaying the elections could have a profound impact on the governance and electoral integrity of Zimbabwe. It said:

In light of these developments, ZESN commends President Emmerson Mnangagwa for his commitment to upholding the Constitution.
In 2024, he explicitly distanced himself from the push for the postponement of elections, stating that he had ‘no interest in extending his term beyond 2028,’ demonstrating a commitment to democratic norms.
This stance is particularly significant given the enthusiasm and clear push for an extension from certain political figures within his party, with the support from some opposition elements.
The President’s position underscores the importance of adhering to and upholding the Constitution, which establishes specific five-year term limits for elections. This framework is essential for ensuring regular democratic participation.

ZESN warned that postponing elections could erode public trust in electoral processes, raising concerns about democracy and accountability.
The watchdog also argued that delaying elections in Zimbabwe could set a dangerous precedent, especially given Zimbabwe’s role as the Chair of the Southern African Development Community (SADC).
ZESN also pointed out that the proposal could violate the SADC Principles and Guidelines Governing Democratic Elections, to which Zimbabwe is a signatory. It said:

ZESN emphasises the importance of adhering to constitutional mandates concerning electoral timelines.
These timelines should be determined by legal correctness rather than influenced by political agendas.
Upholding electoral integrity is essential for fostering trust in governance not only for Zimbabwe but for the whole of the SADC region.
ZESN calls for political will on meaningful and genuine electoral reforms and implementing Election Observer Missions’ (EOMS) recommendations.
The Network remains committed to advocating for meaningful electoral reforms, including adhering to electoral timelines as stipulated in the Constitution.

During a tour of Mnangagwa’s Pricabe Farm in Kwekwe on Sunday, Tshabangu said that if Mnangagwa’s extended stay in power has the support of Zimbabweans, it should be accepted. He said:

Tshabangu, who was introduced as the leader of the opposition in Parliament, was given a prominent seat at the event, where he proudly declared, “I am so proud to represent the opposition.”
Once a relative unknown in late 2023, Tshabangu swiftly rose to prominence by declaring himself the Secretary General of the CCC party shortly after the elections.
His self-appointed position came at a time when the party lacked clearly defined roles, and he capitalized on this void.
Tshabangu made waves by writing letters to the Speaker of Parliament, recalling over a hundred CCC MPs, councillors, and senators, a move that was swiftly executed despite protests from within the party.
He also filled proportional representation vacancies with his handpicked appointees. However, he largely failed to field candidates in by-elections for contested seats, which allowed ZANU PF to claim victories and expand its parliamentary majority.
In a further controversial move, he appointed himself as a senator for Matabeleland North.
It now appears that Tshabangu is keen to avoid the 2028 elections, which would likely mark the end of his brief political ascent.
He seems prepared to support ZANU PF MPs’ push to extend the current parliamentary term until at least 2030.
This contentious proposal would require a national referendum and constitutional amendments, as per legal experts.

Tshabangu Backs Extended Presidential Term For Mnangagwa

Most opposition Citizens’ Coalition for Change (CCC) Members of Parliament (MPs) skipped a tour of President Emmerson Mnangagwa’s Pricabe Farm in Kwekwe on Sunday, January 12.
The CCC is divided into three factions, led by Jameson Timba, Welshman Ncube, and Sengezo Tshabangu.
Tshabangu, the self-styled interim secretary-general, was among the few legislators who visited the farm.
CCC has 88 MPs and 27 senators in Parliament and reports indicate that most of the legislators belong to the Timba faction.
According to <a href="https://www.newsday.co.zw/local-news/article/200036929/ccc-mps-boycott-ed-farm-tour">NewsDay</a>, the Timba faction instructed its 50 MPs and 11 Senators not to attend, while the Ncube faction also discouraged attendance.
Tshabangu had encouraged MPs to attend as a platform for dialogue with Mnangagwa, but less than 20 lawmakers showed up.
Most of the attending MPs were appointed by Tshabangu after he recalled dozens of legislators after the August 2023 harmonised elections.
Despite the low turnout, Tshabangu described the attendance as “good”. He said:

This is the most significant event in the current context of solution-finding, nation-building and consensus.
Zimbabwe is our country. We will find a way of solving our admittedly self-evident national challenges. There is an answer, we will find a way. All we need is to be brave.

Some of the Parliamentary representatives who attended the tour included Matabeleland MPs Charles Moyo, Kucaca Phulu, and Thokozani Khupe, among others.
Edwin Mushoriwa, the chief whip of the Ncube-led CCC faction, said the party’s legislators did not attend because there was no formal communication from Parliament.
Many perceive the meeting at Precabe Farm as part of Mnangagwa’s backers’ strategy to extend his term of office beyond the current two terms by buying support from the opposition.

Majority of the CCC opposition MPs did not go to Mnangagwa's farm tour. The CCC is split into 3 groups. One group's leader told MPs not to go and another group didn't want them to attend. Only a few MPs went. They were appointed by one of the CCC leaders. The leader who went said the meeting was important for helping the country. Some MPs from Matabeleland went. Another leader said their MPs didn't go because they didn't get a formal invite. Some people think Mnangagwa is trying to get support from the opposition to stay in power longer.

Majority Of CCC MPs Skip Mnangagwa’s Pricabe Farm Tour

A faction within the Citizens Coalition for Change (CCC) party, led by Jameson Timba, has publicly rejected calls by party chief whip Charles Moyo to postpone the 2028 harmonised elections until 2030. 
Moyo, aligned with a rival faction led by Sengezo Tshabangu, suggested dialogue with ZANU-PF to achieve this postponement, citing the need for smoother implementation of the National Development Strategy 2.
However, CCC Member of Parliament Darlington Chigumbu, Shadow Cabinet Spokesperson and representative for Budiriro South issued a statement unequivocally rejecting this “ED2030” proposal on behalf of the Timba faction. Said Chigumbu:

As Members of Parliament elected by the people and who represent the Alternative, we would like to distance ourselves from the statement allegedly made by Hon. Charles Moyo regarding moving the constitutionally due 2028 elections to 2030.
We reiterate that we are constitutionalists, and the year 2030 agenda is not part of our policy agenda as a party.
As enshrined in Section 2(2) of our Zimbabwean Constitution, the constitution is binding on every person, natural or juristic, including the State and all executive, legislative, and judicial institutions and agencies of government at every level, and must be fulfilled by them.
We would also like to make it categorically clear that, as opposition MPs, we have no association with ZANU PF resolutions and cannot be compelled to ratify them.
The only relationship we have with ZANU PF, in the context of our parliamentary work, is to deliver policies that help grow our beloved country, Zimbabwe.

The “ED2030 agenda,” a controversial initiative spearheaded by President Emmerson Mnangagwa, seeks to extend his presidential term beyond the scheduled 2028 elections to 2030.

A false path will lead us to the very opposite of what we aim to achieve as a nation. It is essential that we uphold the rule of law and approach it with sincerity and earnestness.

CCC Faction Rejects Call To Postpone 2028 Elections

ZANU PF politburo member and former Cabinet Minister Supa Mandiwanzira has called on party members in Chipinge to support the resolution to extend President Emmerson Mnangagwa’s second term to 2030.
Speaking to villagers in Chipinge recently, Mandiwanzira explained the ED2030 slogan following the party’s People’s Conference in Bulawayo, which resolved to push for the extension of Mnangagwa’s term. Said Mandiwanzira:

There were people who did not want to chant that slogan because they did not agree with it. Democratically they were right.
One of the things we agreed at the Bulawayo conference, was that we wanted Mnangagwa to be in office until 2030 because he is our number nine in a football match, the player who keeps on scoring.
This was presented as having come from the provinces and no one disputed it, all attendants said that is what they wanted.
Now that we have agreed we are now all supposed to follow our party position and support Mnangagwa’s bid for a term that extends to 2030.
No one should fear doing so, this is about ZANU PF’s agreement at the Bulawayo conference. Before going to the conference we could have said it was a Harare, Masvingo project but now we say it is a ZANU PF project.

For Mnangagwa to remain in power beyond the 2028 limit, ZANU PF must push for two key constitutional amendments: Section 91(2), which bars him from running for a third term, and Section 382(7), which prevents him from benefiting from the amendment to Section 91(2).

Mandiwanzira Rallies Chipinge Villagers Behind ED2030 Agenda

ZANU PF’s bid to extend President Emmerson Mnangagwa’s presidency beyond 2028 is reportedly gaining traction, with several party structures rallying nationwide support for the plan.
Mnangagwa’s current term is constitutionally set to end in 2028, marking the completion of his second and final term as President. Despite this, there are growing calls within his party to extend his tenure.
The President has repeatedly said that he has no intention of staying in office beyond the end of his second term in 2028.
Despite Mnangagwa’s position, various ZANU PF affiliates and structures, which played key roles in his previous campaigns, have openly endorsed the idea of extending his presidency until 2030.
Last weekend, ZANU PF chairpersons from all 10 provinces gathered at the President’s Precabe farm in Kwekwe, where they reaffirmed their commitment to pushing for the extension of Mnangagwa’s term to 2030.
In an interview with the <a href="https://www.theindependent.co.zw/local-news/article/200035887/plot-to-keep-mnangagwa-in-power-beyond-2028-thickens">Independent</a>, ZANU PF spokesperson Chris Mutsvangwa said that the party plans to promote Mnangagwa’s achievements since taking office in 2017 as part of the campaign to extend his presidency. Said Mutsvangwa:

This entails mass awareness of the sterling record of President Emmerson Dambudzo Mnangagwa as a deliverer of rare calibre statesmanship.
At the end of the day, the party membership works for, prays and hopes for resonance with the all-important electorate.
The party organs and mass structures are now mobilising to parry aside any distractions as he discharges his second term. They are keen to see much more of the development dividend.
He will garner overwhelming membership support on merit and track record of performance and delivery. This is why his detractors are quaking.
They are hankering to turn him into a lame-duck leader through a foisted and premature anointment of an incompetent successor.

ZANU PF is set to hold an elective congress in 2027, ahead of the harmonised elections scheduled for 2028.
ZANU PF Harare provincial chairperson, Goodwills Masimirembwa, told The Independent that the party is awaiting a constitutional amendment that would allow President Mnangagwa to remain in office beyond 2028. Said Masimirembwa:

Implementation of National Conference resolutions is done by ZANU PF national leadership, not by provinces. Harare Province adopted the 2030 resolution together with other provinces. Nothing has changed.
We remain in full support and look forward to the amendment of the constitution or passing of other legal instruments to enable His Excellency Dr E D Mnangagwa to continue serving as State President beyond 2028.
ZANU PF provinces are not in the business of thinking about other candidates during the term of an incumbent. Our total and undivided loyalty is to His Excellency Dr Emmerson Dambudzo Mnangagwa.

Mnangagwa is currently limited by the constitution, which permits only two five-year terms in office.
Even if the constitution is amended, certain provisions would still prevent the incumbent from benefiting.
These provisions would require a referendum to be amended for Mnangagwa to remain in office beyond 2028.

Three ZANU PF provinces—Harare, Masvingo, and Mashonaland East—have reiterated their calls for President Emmerson Mnangagwa to lead the country until 2030, in line with a resolution adopted at the party’s Annual National People’s Conference.
According to <a href="https://www.newsday.co.zw/local-news/article/200035453/zanu-pf-rolls-out-ed2030-campaign-drive">NewsDay</a>, the ruling party has launched a nationwide campaign, holding inter-district meetings across the country to advocate for the extension of Mnangagwa’s presidency and to identify party members who oppose the move.
Mnangagwa’s current second and final term is set to end in 2028, and any extension would require an amendment to the national constitution.
Mnangagwa has, however, said he will not seek a new term at the end of his current term in 2028 insisting that he is a constitutionalist.
Over the weekend, ZANU PF provincial chairpersons presented a unified message at the meetings, suggesting a coordinated push for Mnangagwa’s term extension.
Addressing ZANU PF inter-district meetings in Zone 3 Kuwadzana and Zone 4 at the Harare provincial offices on Sunday, Harare provincial chairman Godwills Masimirembwa announced that a key resolution was to extend Mnangagwa’s term from 2028 to 2030. He said:

The position is that the resolution was adopted at the conference. As Harare province, we will continue to humbly call on President Mnangagwa to accept the wishes of the people for him to serve beyond 2028.
We have heard what has been said by the party’s Secretary for Legal Affairs, Cde Patrick Chinamasa, but we as President Mnangagwa’s children are happy with his performance.
We are excited by his leadership, and we continue to knock on his door, humbly requesting that he accept our pleas to enable the process of amending the constitution to take place.
The good thing though is that Cde Chinamasa indicated that it is possible to amend the constitution and therefore it is possible to act lawfully, and constitutionally to extend the term of office of the President or to come up with a legal mechanism that will allow the President to serve up to 2030.

Addressing an inter-district meeting in Chikomba on Sunday, Mashonaland East provincial chairman Daniel Garwe said:

The thematic committee which presented on that was led by Cde Chinamasa and he presented the resolutions as they are.
After he presented that, we did not see anyone, or people or organisations who objected to the resolutions which then means everyone at the conference was satisfied by all the resolutions including the 2030 one.
Our appeal is that you give the feedback as it is, not a distorted one. All the resolutions were adopted and this should be conveyed to people during inter-district meetings.
The President said when his term is over, he will leave, he also said that he is a constitutionalist, yes, he is. This is according to the constitution. But let us not mix the constitution and vision.
President Mnangagwa has a vision and he needs support, loyalty and endurance. The vision has a destination.

Addressing a Provincial Coordinating Committee (PCC) meeting on Saturday, ZANU PF Masvingo provincial chair Robson Mavhenyengwa said:

We will be taking our conference resolutions to the grassroots in the district because we are coming from our conference (Annual National People’s Conference) and the top amongst the resolutions that we are taking to the grassroots is that President Mnangagwa should remain in office until 2030, that resolution was supported by all provinces (of the party) and that will be our number one resolution when we go to the people in the grassroots.
We are saying as Masvingo province we are solidly behind President Mnangagwa’s vision and we fully support that he remains in office until 2030.

Three ZANU PF Provinces In Coordinated Push For Mnangagwa's Term Extension

ZANU PF’s Harare Province has suspended chairperson Goodwills Masimirembwa for allegedly supporting the divisive “2030 Mnangagwa will still be in office” agenda, which pushes for President Mnangagwa to remain in power beyond the constitutional two-term limit.
Reports suggest a faction loyal to Vice President Constantino Chiwenga pushed for Masimirembwa’s ouster and plans further retributions.
Masimirembwa, who was served with his suspension letter last week, is accused of violating both the party and national constitution.
The suspension was confirmed in a letter from provincial political commissar Kudakwashe Damson on November 14, 2024. It reads in part:

It has been noted with utter shock and dismay, the grave acts of misconduct arising from your discharge of duties as Provincial Chairman as set out here in…
Gross abrogation of the party Constitution and national Constitution. Firstly, by you personally and actively moving the ‘2030’ initiative and sloganeering against not only the will of His Excellency, the First Secretary and President of Zanu PF, Cde E.D. Mnangagwa, but also against the party and national Constitution, you have led and preferred an agenda that has the deliberate effect of causing divisions and factions in the party.
We believe that the unconstitutional actions being pursued by you are meant to deliberately undermine and impair the standing the legacy of our revered leader, His Excellency, the President, in obvious pursuit of a hidden, selfish and nefarious agenda.

Masimirembwa was accused of sabotaging ZANU PF’s campaign in recent by-elections in Mt Pleasant and Harare East.
His offices at the Zimbabwe Legal Institute in Harare were also petrol-bombed, leaving a security guard with serious burns.

Masimirembwa Suspended As ZANU PF Harare Chairperson

A ZANU PF Harare provincial co-ordinating committee meeting held on Sunday revealed increasing opposition to the controversial ED2030 slogan, which advocates for an extension of President Emmerson Mnangagwa’s term in office.
According to <a href="https://www.newsday.co.zw/local-news/article/200034919/harare-explodes-over-ed2030-slogan">NewsDay</a>, sources who attended the meeting claimed that members were instructed to stop chanting the ED2030 slogan to avoid further divisions within the party over the issue of term extension.
During the meeting, party members reportedly questioned national commissar Munyaradzi Machacha, seeking clarification on why the leadership had been allowing the slogan to circulate when President Mnangagwa has repeatedly stated he will not seek to extend his presidency.
In response, Machacha assured members that ZANU PF would hold elections for a new leader in 2027, providing an opportunity for party members to support their preferred candidates. Said a NewsDay source:

Machacha said the party will select a new leader in 2027 ahead of the 2028 general elections.
Cde Machacha stated that President Mnangagwa’s term ends in 2028.

When contacted for comment on Monday regarding ZANU PF’s position on the controversial ED2030 slogan, party Director for Information and Publicity Farai Marapira said he was in China and could not immediately respond.
Machacha also declined to comment, directing inquiries to provincial chairperson Godwills Masimirembwa.
Masimirembwa, who spoke to NewsDay late Tuesday night, downplayed the tensions surrounding the slogan.
He confirmed that the Sunday provincial meeting had gone smoothly without any incidents.
Masimirembwa said there had been no discussions related to the ED2030 slogan during the meeting.
However, Masimirembwa did mention that a stern warning had been issued to members against spreading “lies and disunity on social media.” He added:

It was resolved that they should be disciplined and there should be order in the party structures in Harare.

Masimirembwa was reportedly heavily criticised and accused of failing to unite the province. 
While Mnangagwa has repeatedly stated that he does not seek an extension and will step down after his second and final term, some factions within the party, particularly his Karanga clansmen in the Midlands and Masvingo, are pushing for his presidency to be extended to 2030.
This push gained momentum at the ZANU PF annual conference in Bulawayo last month, where the party adopted a resolution to amend its Constitution, paving the way for the potential extension of Mnangagwa’s term.
