ZESA Electricity Tariffs Effective 01 June 2023

The Zimbabwe Electricity Transmission and Distribution Company (ZETDC) regularly adjusts electricity tariffs making it imperative for its customers to manage electricity consumption to cut costs.
ZETDC has offered some tips on managing electricity usage in in the office saying this helps alleviate pressure on the grid. Here are the tips:
<ul>
<li>Replace all incandescent lights with compact fluorescent lights (CFLs) or light-emitting diodes (LEDs).</li>
<li>During the day, where possible, use natural lighting from windows rather than using lights.</li>
<li>Switch off all lights when leaving the office.</li>
<li>Switch off computers and printers from the plug, when leaving the office. Appliances on standby mode still consume energy.</li>
<li>Insulate water heaters, hot water piping, and tanks to reduce heat loss.</li>
<li>Invest in energy-efficient air conditioning systems and energy-efficient electronic devices. Opt for fan heaters instead of element heaters.</li>
<li>Go green, and use renewable energy. Consider installing solar panels for other energy needs, and sell the excess to the grid.</li>
</ul>
Zimbabwe is currently experiencing long hours of power blackouts due to under-investment in the energy sector which has resulted in ageing power plants generating below capacity.
On Friday, 19 May, the Zimbabwe Power Company (ZPC) was generating a total of 1 005MW at its five power stations against national demand of roughly 2 200MW.
Kariba was producing 750MW, Hwange, 240MW, Harare 15MW, Munyati 0MW, Bulawayo, 0MW.

Here Is How To Manage Electricity Usage In The Office

Confederation of Zimbabwe Industries (CZI) president Kurai Matsheza says another electricity tariff increase could trigger a rise in prices.
This comes as manufacturers, who were seeking the Government’s intervention on umbrella US$ billing, were told to embrace it and expect a cost-reflective tariff by the Minister of Energy and Power Development, Zhemu Soda.
Speaking to <a href="https://businesstimes.co.zw/more-pain-for-zim-industry/">Business Times</a>, Matsheza said the development will trigger price increases, as the businesses will pass on the cost to consumers to survive. He said:
<blockquote>
We engaged the Energy and Power Development minister [Soda Zhemu] over the blanket US$ billing and his response was the billing was justified and the current power tariff was not cost-reflective despite an increase to around US$0.12 per kWh from US$0.09/ kWh.
</blockquote>
Last month, captains of industry and ZESA held a meeting on power billing in USD but the meeting proved fruitless after the power utility rejected local companies’ proposals.
Manufacturers wanted the Zimbabwe Electricity Transmission and Distribution Company (ZETDC), a unit of ZESA Holdings, to have the US$ bills to be matched to the proportion of forex sales but the power utility rejected the proposal and insisted on a blanket bill.
Matsheza said the tariff for exporters was way above the regional average of US11.7c/ kWh. He said:

ZETDC told us the billing in US$ for exporting companies and those who are generating US$ through local sales should pay 100% in forex.
We raised an issue to say these blanket groupings may not be ideal. Whilst we understand the need to raise US$, why didn’t they look at the individual customer and say to what extent do you generate US$ sales and bill accordingly?
</blockquote>
Captains of industry are arguing that if one is an exporter and exports at an extent of 50% that is what must be billed.
However, according to CZI, Zhemu said the sub-economic tariff had left ZESA in a crisis.

ZESA Raises Electricity Tariffs Effective 01 April 2023

ZESA Holdings has refused to budge on its position on power billing in US dollars despite calls by captains of industry for more flexibility.
Officials from ZESA Holdings’ subsidiary, the Zimbabwe Electricity Transmission and Distribution Company (ZETDC), and captains of industry met a fortnight ago over the issue but the meeting ended in a deadlock after the power utility rejected proposals that were made by industry.
The captains of industry had proposed to have the US dollar bills matched to the proportion of forex sales and this was rejected by ZETDC.
Speaking to <a href="https://businesstimes.co.zw/deadlock-in-power-tariff-talks/">Business Times</a>, Confederation of Zimbabwe Industries (CZI) president Kurai Matsheza the new tariff announced by ZESA is unsustainable.
ZESA announced power tariffs of US12.21c/kWh for all exporters with other forex earners paying US10.63c/kWh.
Matsheza said that they are now seeking the intervention of Energy and Power Development Minister, Zhemu Soda. He said:

The business community carried out discussions with ZETDC but no agreement was reached hence we have now requested a meeting with the Energy Minister himself.
So far we haven’t gotten a response on his availability but we wanted to discuss the blanket US$ billing, electricity availability, how the power situation can be addressed, and the bill on forex generation capacity.
</blockquote>

Only a few exporters or partial exporters, including miners, paid for electricity in forex. Said Matsheza:

Zimbabwe is facing acute electricity shortages that have resulted in blackouts lasting 18 hours a day for millions of citizens.
The power cuts are being caused by low water levels that have reduced generation from a hydropower plant on Lake Kariba as well as frequent breakdowns at the Hwange Thermal Power Station.

Deadlock In ZESA, Captains Of Industry Power Tariff Talks

The Confederation of Zimbabwe Industries (CZI) wants ZESA Holdings’ US dollar electricity billing to be matched to the proportion of foreign currency sales because businesses have different mixes of local currency and forex earnings.
The Herald reported that the Zimbabwe Electricity Transmission and Distribution Company (ZETDC), a subsidiary of ZESA Holdings, announced a new US dollar power tariff of US12.21c/kWh for all exporters.
ZETDC will charge US10.63c/kWh for other foreign currency earners.
Previously, most customers paid in Zimbabwe dollars, under a stepped billing system which entailed that users paid tariffs in line with the amount of electricity used.
Only a few exporters/partial exporters, including miners, paid for electricity in forex.
CZI says ZETDC’s tariff for exporters was way above the regional average of US11.7c/kWh, as per data from the Southern African Power Pool (SAPP).
It also said companies were being levied different power tariffs for different times of off-peak consumption, which resulted in an effective tariff rate of US13,4c/kWh. CZI said:
<blockquote>
Additionally, the computation of the MD (Maximum Demand) charge of US$5.71 per unit kilowatt, which most industrial users incur adds to the cost of production.
</blockquote>
According to CZI, ZETDC indicated that the new tariff regime would be backdated to 1 October 2022 for Maximum Demand (MD) customers and 14 October 2022 for the rest of the consumers.
For CZI, 100 per cent USD billing is unfair for businesses that were non-exporters as ZETDC does not consider foreign currency sales and export levels, among other considerations. It said:

It is key that ZETDC bills be matched to local versus forex sales rations as the Zimbabwean dollar is legal tender and refusing to accept it from customers is illegal under SI 127 and other regulations.
Similarly, the auction rate should be used as the reference point in terms of conversion to local currency in bill payment as is the case with product pricing.
</blockquote>
CZI argued that the settlement of electricity bills in foreign currency should take into account foreign currency retention levels for exporters and local deposits. It said:
<blockquote>
Currently, consumers must find supplementary foreign currency to settle bills in foreign currency.
The current level of retained forex is acting as indirect taxes on businesses due to the misalignment between the formal and the widely quoted market exchange rates used to source supplies.

ZESA Increases Electricity Tariffs Effective 01 March 2023

The <a href="https://www.pindula.co.zw/Reserve_Bank_of_Zimbabwe">Reserve Bank of Zimbabwe (RBZ)</a> has rejected a proposal by <a href="https://www.pindula.co.zw/ZESA">ZESA Holdings</a> for businesses to wholly pay electricity tariffs in United States dollars (USD).
ZESA believes that payment of tariffs in USD will significantly improve the availability of electricity.
However, <a href="https://www.pindula.co.zw/John_Mangudya">John Mangudya</a>, the governor of the RBZ, told <a href="https://businesstimes.co.zw/govt-rejects-zesa-tariff-plan/">Business Times</a> that the 100% payment of tariffs in USD as proposed by ZESA was against the government’s policy to align tariff payment with the foreign retention threshold. He said:

ZESA proposed a 100% payment in US$ but industry can only pay in US$ to the extent of their US$ retention for example the exporters can only pay 75% in US$ and the rest in local currency while those US$ domestic sales can pay 85% in US$ and the balance in RTGS.
That’s the policy and we are sticking to that stance.

ZESA currently charges an average of US$0.1221 per kilowatt hour or the Zimbabwe dollar equivalent.
On Friday, 24 February, the Zimbabwe Power Company (ZPC) was generating a total of 511MW against a national demand of around 2 100 MW.
Hwange Thermal Power Station generated a paltry 168MW, Kariba South Hydroelectric Power Station 343MW, while the other three power stations in Harare, Bulawayo, and Munyati respectively were generating zero megawatts.

RBZ Rejects ZESA Plan For USD Tariffs

The Zimbabwe Electricity Transmission and Distribution Company (ZETDC) on Tuesday, 17 January, launched a US$35 million prepaid and smart metering roll-out programme at Harare Polytechnic College.
ZETDC acting managing director Ralph Katsande said the programme will be rolled out in residential areas and farming communities. Said Katsande:

It is therefore imperative that these points be migrated to the prepaid metering platform without delay and as such ZETDC has resumed prepaid meter installations starting with residential clients and small business units.

ZETDC, the power transmission unit of ZESA Holdings, is owed approximately $42 billion by customers who are still using post-paid metres.
The prepaid and smart metering roll-out programme is aimed at curbing payments default by major electricity consumers.
The power utility says prepaid and smart meters have the potential to lower the utility’s operational costs by between 55 and 60 percent.
Since 2012, when ZETDC introduced the first-ever pre-paid platform, it has moved 751 000 consumers to the prepaid platform mainly small business points and domestic customers while 103 000 points remain on the post-paid and load limit platform.
ZESA stakeholder relations manager, George Manyaya, said smart meters will be extended to large and medium power consumers. He said:

We are introducing this concept to our consumers especially those who use the bulk of electricity.
This is all to address the security of electricity supply as well as to make the utility more customer-centric.
As ZETDC we are now able to boost our revenue collection, as we seek to deploy and recapitalize our operations.
Efficient revenue collection will ensure that we have money to fund other operations, including the purchase of vehicles that attend to faults, buying fault locators so that we capitalise our business.

ZETDC Launches US$35 Million Smart Metering Roll Out Programme

A local energy expert, Victor Utedzi, says Zimbabwe needs to make huge investments in solar energy to deal with its current energy crisis.
On Thursday, Zimbabwe had a shortfall of nearly 900MW, according to ZESA’s internal daily updates.
The Zambezi River Authority (ZRA), which manages Kariba Dam, last week advised ZESA to stop production at the Kariba South hydroelectric plant because of low usable water levels.
Speaking during an interview with <a href="https://www.news24.com/news24/africa/news/explainer-inside-zimbabwes-power-generation-crisis-20221201">News24,</a> Utedzi said another option that Zimbabwe has is to ask to purchase water from the Zambian side of the Kariba Dam. He said:
<blockquote>
The solution [to Zimbabwe’s power crisis] is to increase the variety of power generation avenues in the country from other sources.
The 600MW Hwange extension will help by reducing the amount of generation.
The country has to deploy more solar photovoltaic (PV), which works during the day and allows water to be conserved.
Solar is clearly the best prospect. It’s the lowest cost, quick to build, and the sun is in abundant supply in the country. There are also good wind resources spread throughout the country.
The Zimbabwe National Water Authority has a number of dams already built, which could provide up to 500MW of power.
There’s the Muzabani oil and gas prospect drilling by Invictus. It’s still subject to a successful drilling programme.
Even then, there is a need for significant capital spending to extract the gas, clean it into a usable form for power generation, and build transportation facilities for consumers.
It’s an excellent prospect that will require significant capital to be fully exploited.

He said Zimbabwe should improve the ease of doing business and assure investors that the environment is safe and profitable as it is competing with its neigbours for the same pool of capital.

"Zimbabwe Should Make Huge Investments In Solar Energy"

Former ZESA Holdings chief executive, Josh Chifamba, said that the sub-economic tariff which the power utility has been charging “for a long time” is the main reason for the current electricity crisis.
Last week, the Zambezi River Authority (ZRA), which manages Kariba Dam, ordered ZESA to stop production at the Kariba South hydroelectric plant because of low usable water levels.
ZRA advised ZESA that a further review of the substantive Hydrological Outlook at Kariba will be undertaken in January.
Kariba is the country’s largest power plant, with the capacity of producing 1 050MW, and has been the most reliable.
The ageing Hwange Thermal Power Station, which is the country’s second-largest plant, has become unreliable because most of its equipment is obsolete.
Speaking during an interview with <a href="https://www.businessweekly.co.zw/zim-pays-price-for-sub-economic-power-tariffs/">Business Weekly</a>, Chifamba said:
<blockquote>
Issues in the sector have been left unresolved for far too long. The main Achilles’ heel has been sub-economic tariffs and an unfavourable macroeconomic environment. That has to be fixed.
</blockquote>
He said the country should have invested in new power stations to avoid over-relying on Kariba Power Station.
Chifamba said the rationale for Kariba expansion was that with additional generators, load shedding, especially at peak, would be alleviated. He said:
<blockquote>
Kariba would change from running as a base load (24-hour) station and operate as a mid–merit cum peak (18-hour) station.
You cannot run Kariba as a base load station because that consumes a lot of water.
The impact on the economy can be so huge. We had a similar situation in 2015 when water levels declined and production went down to around 200 MW.
That is why we resorted to bringing on Dema (diesel power plant) (The situation was so bad).
So the addition of generators at Kariba is not, in and of itself, the cause of the water problem at Kariba.
</blockquote>
Chifamba noted that Zambia’s ZESCO, with the same capacity as ZESA at Kariba; after having built new power stations; has kept within its water allocation.
He urged ZESA to immediately move towards a cost-reflective tariff to enable the country to import. Said Chufamba:
<blockquote>
They should try to mop up power in the region’ so they need to revise the tariffs so that they will have (enough) equivalent Zimbabwe dollars to pay for the imports.
</blockquote>
Currently, customers are paying US9.2c kWh, excluding exporters, which can be paid in local currency at the prevailing interbank rate.
Exporters, with effect from October 1, 2022, are paying US10.12c per kWh.
Meanwhile, the World Bank carried out a study on the country’s power tariff regime and recommended a cost-reflective price of US15c kWh.

Zimbabwe Paying Price For Sub-economic Electricity Tariffs, Says Former ZESA Official

ZESA Holdings has defended the approval of a 50% increase in the electricity tariff to US$0.1221/kWh from US$0.08/kWh saying it was meant to ensure an uninterrupted supply to miners and industry.
Mining companies say the hike threatens the attainment of the US$12 billion mining industry.
However, Howard Choga, the managing director of the Zimbabwe Electricity Transmission and Distribution Company (ZETDC), a subsidiary of ZESA, said for the past twenty years, the power utility had been operating below cost. Choga said:
<blockquote>
Electricity supply challenges are sitting on top of the challenges that the miners are facing.
The mining industry believes that electricity charges are very expensive; they want them to be lowered from the current US$0.1221/kWh to US$0.1026/kWh.
But the challenge is for us to find what is needed to correct the anomaly.
What I can tell you is that we are behind in terms of refurbishment and rehabilitation of the network to the tune of about US$2bn.
This is actually occasioned by the fact that for the past 20 years we have been operating below cost.
… let’s accept the tariff for us to have a better future in Zimbabwe and achieve our targets.

ZESA Defends Electricity Tariff Hike

Industry has rejected ZESA’s proposal to increase electricity tariffs in United States dollars from the current US$0.0981 per kWh to US$0.1221 per kilowatt hour (kWh) to ensure adequate supplies.
Last week, ZESA held a crisis meeting with industry representative bodies including the Confederation of Zimbabwe Industries (CZI), the Zimbabwe National Chamber of Commerce (ZNCC) and the Chamber of Mines of Zimbabwe where the proposal was tabled.
However, the captains of industry stated that they do not have the capacity to pay increased power tariffs as they depend on the Reserve Bank of Zimbabwe’s foreign currency system to access forex.
Speaking to <a href="https://businesstimes.co.zw/industry-rejects-zesa-tariff-hike/">Business Times</a>, CZI president Kurai Matsheza the association’s members are struggling with forex shortages, high cost of production and liquidity crunch. He said:
<blockquote>
Industry does not have the capacity to pay such a tariff. As you know we have predominantly participated in the forex auction system to access forex hence a US$0.12 tariff is very difficult for the members.
</blockquote>
ZNCC president, Mike Kamungeremu, also argued that the majority of their members have no capacity to pay high electricity tariffs. He said:
<blockquote>
Most of the members are struggling to meet ZESA’s demands and this will take a knock on most companies.
Only big corporations have agreed to pay such huge amounts.
The situation is very tough for manufacturers.

Zimbabwe has been struggling with power shortages for several years now but the situation became more precarious over the past few weeks due to low generation capacity at ZESA’s ageing power plants.

ZESA Increases Electricity Tariffs Effective 21 September 2022

The Zimbabwe Electricity Transmission and Distribution Company (ZETDC) has bemoaned the sub-economic tariffs it is charging consumers saying they do not match its demands which include importing power from regional players.
Electricidade de Moçambique (EDM), Hidroeléctrica de Cahora Bassa (HCB), Zambia Electricity Supply Corporation (ZESCO), and Eskom from South Africa are Zimbabwe’s major suppliers of electricity.
According to ZETDC acting managing director, Howard Choga, the Zimbabwe Energy Regulation Authority (ZERA) approved a tariff of 10.63 cents per kWh.
He said the figure is being greatly depreciated when converted from the RTGS payments to US dollars to as low as 7 cents per kWh.
ZETDC is importing electricity at an average cost of 10.9 cents kWh but selling locally at 7 cents per kWh.
The power utility also purchases power from independent power producers (IPPs) at a weighted average cost of 8.6 cents per kWh while ZETDC sold at 7 cents.
Giving insights into ZETDC operations at a recent workshop held by ZERA, Choga said ZETDC now needs to charge 15 cents per kWh to be able to operate optimally. He said:

The weighted average cost of imports from EDM, HCB, ZESCO, and Eskom is 10.9 cents per kWh and the cost of internal purchases from Zimbabwe Power Company (ZPC) and Independent Power Producers have a weighted average cost of 8.6 cents per kWh but we are selling at 7 cents kWh.
Just buying at 10.96 cents and selling at 7 cents, without putting additional operational costs there, how do you think we survive, our cash flows are going south, I tell you we are surviving by not paying suppliers on time.
For many years we have been crying for a cost reflective tariff of 12.3 cents kWh but circumstances have changed especially due to borrowings that we have had to do because of the insufficiency of our cash flows, so the weighted cost of average capital has affected our tariff requirement to the extent that the tariff requirement in terms of cost reflectivity is now beyond 15 cents per kWh, that’s what we require to operate optimally.

According to <a href="https://www.businessweekly.co.zw/sub-economic-tariffs-choking-zetdc/">Business Weekly</a>, Zimbabwe’s projected demand for energy is likely to reach 2 350 megawatts by 2025.

ZESA Increases Electricity Tariffs Effective 03 August 2022

President Emmerson Mnangagwa said that he will visit Mozambique and Zambia in a bid to save the country’s electricity import contracts that may be taken over by South Africa which is also facing a power crisis.
Mnangagwa’s trips follow reports that Eskom Holdings SOC Ltd., the South African state-owned power utility, is “putting pressure” on Mozambique and Zambian to replace Zimbabwe as an importer of electricity from Mozambique and Zambia.
Writing in his weekly column in the State-owned The Sunday Mail weekly publication, Mnangagwa said:

This week I am paying a working visit to Mozambique. In the coming weeks, I am likely to meet president [Hakainde] Hichilema of Zambia in Livingstone. Both sister countries supply us with power.
I will engage my colleagues with a view to ensuring our power imports are secure and uninterrupted.

ZESA Holdings’ contracts with Mozambique’s Electricidade de Mocambique and Zambia’s ZESCO were due to expire at the end of July and South Africa was ready to replace Zimbabwe.
ZESA Holdings executive chairman Sydney Gata recently warned miners that Zimbabwe “will stand to lose heavily as these contracts are long-term and at a competitive price”.
Zimbabwe’s power utility is struggling to pay its monthly obligation of $6.3-million (R104-million) to ZESCO for the imported power.

Mnangagwa In Bid To Block SA From Taking Over Foreign Electricity Deals

ZESA Holdings has raised power tariffs for exporters by nearly 8 per cent with effect from 1 August 2022.
Exporters such as mining firms will now US10.63c per KwH from US9.86c. In a letter to the chief executive of Chamber of Mines Zimbabwe Isaac Kwesu, explaining the country’s power situation, ZESA executive chairman Sydney Gata:

ZESA has been charging an average tariff of USс9.86/kWh for exporting customers other than Ferrochrome smelters, which however is below cost and hence has been failing to capacitate the Utility to ensure the security of power supply and efficient service delivery.
ZESA is no longer able to continue supplying electricity to exporting customers at USс9.86/kWh, as it is unsustainable.
The exporter’s tariff will therefore be USc10.63/kWh with effect from 1 August 2022.

Speaking in an interview with Business Weekly on Thursday, Richard Musara, a Harare-based economist, said the electricity tariff hike will badly affect the mining sector. He said:

This tariff increase, coupled with a power crunch will have an impact on the operations of many exporters including curtailing the expansion projects. Worse still, there will be no guarantee that they will get frequent supplies.
Already, Zesa has warned that import contracts with Zambia and Mozambique may be discontinued at the end of this month as the power utility is failing to pay for the supplies.

Meanwhile, Eskom Holdings SOC Ltd., the South African state-owned power utility, is reportedly seeking to replace Zimbabwe as an importer of electricity from Mozambique and Zambia to help ease rolling blackouts.

ZESA Hikes Electricity Tariffs For Exporters

State-controlled power utility ZESA Holdings says it is broke and has no capacity to pay for power imports from Zambia and Mozambique.
In a letter dated 20 July 2022, addressed to the Chief Executive Officer of the Chamber of Mines of Zimbabwe, ZESA Holdings executive chairman Sydney Gata revealed that the power utility is struggling to supply customers due to a combination of factors which include demand spike from mining, debts, dilapidated equipment, low tariffs and regional electricity shortages, among others. The letter reads:

<h2>RE: ELECTRICITY SUPPLY SITUATION</h2>
<h2>BACKGROUND AND RECENT DEVELOPMENTS</h2>
ZESA would like to advise you of the following pertinent developments in the power supply situation;
a) The supply-demand gap is growing at unprecedented rates, driven by a mining economy which is targeting USD12 Billion annual production by 2023. The increase in mining industry demand is also inducing other significant industrial loads. In the past year, ZESA received firm applications for new supply and for current capacity increases from mining and smelting customers alone, aggregating to 2 100MW of additional load by 2025.
b) ZESA is under immense pressure to settle the ballooning power import debt.
C) ZESA had secured an Afrexim Bank facility which it used to pay off the power import debt in February, but the debt is growing back exponentially, posing a threat to the security of supply
d) ZESA has been charging an average tariff of USс9.86/kWh for exporting customers other than Ferrochrome smelters, which however is below cost and hence has been failing to capacitate the Utility to ensure the security of power supply and efficient service delivery.
e) At the current tariffs ZESA is failing to refurbish the generation, transmission and distribution network so as to improve service delivery.
f) Furthermore, there is the incapacitation of operations due to inadequate operational vehicles, machinery, and spares, resulting in deferment of operation and maintenance activities on the transmission and distribution network.
g) Electricity supply is in dire shortage, not only in Zimbabwe but also throughout the SADC Region, as evidenced by ESKOM’s current Stage 6 Load Shedding Status.
h) ZESA has negotiated for power imports with ZESCO – Zambia and EDM – Mozambique. However, since January 2022 ZESA has failed to draw from these contracts because of a shortage of funds as ZESA tariffs cannot sustain the import arrangements.
i) The power import contracts which ZESA had negotiated will not be available beyond the end of July 2022. ZESCO has been spinning the energy it had allocated to ZESA at a huge loss of USD 6.3 million per month since January 2022, due to ZESA’s failure to pay for it.
j) ESKOM is in unprecedented trouble with over 18 000MW of capacity shortfall and is putting pressure on ZESCO, HCB and EDM to take over the same contracts ZESA had secured.
k) ZESA now has up to 31 July 2022 to draw the supply or else the contracts will be cancelled and the supply re-allocated to other utilities in the SAPP. Zimbabwe will stand to lose heavily as these contracts are long-term, and at a competitive price.
l) After studying the various parameters as Operator, distinct from Consumer, ZESA realised that the Utility and the Shareholder are exposed to a commercial and trading risk which they have no capacity to underwrite or mitigate.
m) After predicting the regional supply deficit ZESA is now restructuring electricity markets and trading, so as to link competent producers more directly with competent consumers. That means assigning commercial and trading risks to parties with the requisite capacity to mitigate and underwrite them. This has involved the formation of the Intensive Energy Users Group (IEUG). The IEUG has already adopted a constitution and appointed an interim board. It has also procured comprehensive institutional and regulatory support and permits as required.
n) IEUG is targeting to commence trading on 1 August 2022. The objective is to ensure that all clients with tariff-sensitive operations will have an option of linking directly with the SAPP regional power suppliers to negotiate more favourable tariffs. This is possible and prudent.
<h2>WAY FORWARD</h2>
a) ZESA is no longer able to continue supplying electricity to exporting customers at USс9.86/kWh, as it is unsustainable.
b) Further to that, Hwange Stage 3 Project, which is expected to come in November 2022, will be coming in at USC10.7/kWh, translating to over USc12.0/kWh to end-customers after adding ZESA overheads and use of system charges.
c) The exporter’s tariff will therefore be USc10.63/kWh with effect from 1 August 2022.
d) Customers are also being advised of an option to join the IEUG, which has the potential to negotiate for lower tariffs from regional producers such as EDM, HCB and ZESCO. ZESA’s wheeling charges will be applied at the barest minimum to help ensure the viability of businesses in Zimbabwe.
e) The Utility has acted in good faith and with utmost sincerity to pioneer, design, engineer and negotiate a new and more sustainable electricity commercial and trading structure, which will help to relieve both the risk of capacity shortfall to the customer and tariff pressure to the Utility.
f) All these interventions are meant to end national load shedding in Zimbabwe to the benefit of all.

"ZESA No Longer Able To Supply Power To Exporting Customers At Current Tariffs"

ZESA Holdings’ power distribution arm, the Zimbabwe Electricity Transmission and Distribution Company (ZETDC) has increased electricity tariffs with effect from 15 May 2022.
In a notice, ZETDC said the Zimbabwe Energy Regulatory Authority (ZERA) has approved a tariff adjustment in order to restore the value of the tariff to a level of USc10.63/kWh which was approved in 2019. Read the notice:

ZESA Holdings executive chairman, Sydney Gata, has warned of imminent debilitating power cuts due to the non-cost reflective electricity tariffs which threaten the power utility’s viability.
Speaking to Business Weekly on Thursday, Gata said ZESA last had a viable tariff in 2019 and the current tariff is not sustainable. He said:

We are heading for another severe load shedding. How long can you stay in business when you produce at a cost nearly twice the price you are selling at?
</blockquote>
Gata said ZESA is importing electricity at a cost of between US8c and US9c per unit while the cost of producing locally is US9.5c.
ZESA is supplying power to households at far less than the cost of importing and producing, that is, US6c per unit.
Zimbabwe needs about 1 600 megawatts but generates an average of 1 100 MW and reduces the deficit with imports from South Africa, Zambia and Mozambique.
China’s Sino Hydro is currently building two more units, also known as 7 and 8, at Hwange Thermal Power Station but the project was delayed by six months due to COVID-19.
Gata also revealed that the Government is reluctant to approve a new tariff that will ensure that ZESA meets the expectations of its customers. He said:

Because of that, we had elaborate discussions (with the Government) to have interim support in the form of a viable tariff (to keep running) but there is no coherent position.
We need a maintenance budget and (funds) to connect new customers but we cannot because of the sub-economic tariff.
Even though we have recommendations (on viable tariff structures) by a number of consultants, that has been ignored. We last had a viable power price around 2019.

The last power price review was in January 2022 when the Zimbabwe Energy Regulatory Authority (ZERA) increased electricity tariffs by 12.3 per cent.

'Severe Load Shedding Looming'

A Cabinet Minister has said electricity tariffs will continue to be reviewed in line with inflation and exchange rate movements until they reflect the cost of production.
The country’s power utility, ZESA Holdings, through its power distribution subsidiary, the Zimbabwe Electricity Distribution Company (ZETDC), last month effected a 30 per cent power tariff hike for its prepaid customers.
The increase saw the cost of the 200-unit package used by many households rising from $870 to $1 127.
Energy and Power Development Minister Zhemu Soda told The Sunday Mail recently that cheap electricity was no longer guaranteed.
Soda stated that the recent tariff increase will help improve the power utility’s viability and ensure operational stability of the ZESA although not to the level expected. He said:
<blockquote>In order for us to achieve what we are envisioning, that is to provide adequate power and sustainable electricity, there is a need for tariffs to be reviewed regularly.
It is also imperative that power be sold at cost-reflective tariffs, that way the producer is able to continue to offer and improve on the service delivery.
Movements in the exchange rate and inflation will continue to threaten the power utility’s viability if tariffs are not raised.
The long term effect being failure to maintain the grid.
We cannot guarantee the nation of cheap electricity when it is not sustainable.</blockquote>
In October 2019, the Government introduced a tariff indexation formula that aligns power tariffs to movements in inflation and the exchange rate.
Under the system, tariffs are supposed to be adjusted periodically each time inflation and exchange rates move by more than 10 per cent.

Zhemu Soda Can Longer Guarantee Cheap Electricity

The Zimbabwe Transmission and Distribution Company (ZETDC), ZESA’s power distribution subsidiary, has hiked electricity tariffs by 30%.
The power utility has said “low’ tariffs are below the cost of supplying electricity. The energy regulator, Zimbabwe Energy Regulatory Authority (ZERA), also said the tariffs make Zimbabwe unattractive for energy investors. ZERA said in a statement:
<blockquote>The Zimbabwe Transmission and Distribution Company (ZETDC) would like to advise its valued customers that electricity tariffs have been adjusted upwards by 30%, effective 26th May 2021.
The increase is based on the outstanding indexation for the year 2020.</blockquote>

Zimbabweans should expect a steep rise in the cost of electricity in the near future after Energy and Power Development Minister Zhemu Soda said current power tariffs are unsustainable.
ZESA Holdings has started the process of seeking a tariff review from US$c7,5 to about US$c10 per unit, it has emerged.
At the moment the country is bridging electricity supply gaps through imports.
Speaking in a recent interview with ZBCtv, Minister Soda said for the power utility to be able to guarantee adequate power supplies, there is a need for a tariff hike. He said:
<blockquote>As you might be aware, we are importing power from outside the country especially during peak hours and more so during this time of the year in winter.
Our power is imported at as high as US$0,24c per kilowatt-hour whereas we are selling that power from ZWL$07,67c per kilowatt/hour.
In order for us to achieve what we are envisioning to provide adequate power and sustainable electricity, there is a need for tariffs to be reviewed.</blockquote>
Minister Soda said the Zimbabwe Electricity Transmission and Distribution Company (ZETDC) was also at the moment failing to meet its debt obligations due to low tariff levels.

Electricity Tariff Hike Looming

The Zimbabwe Electricity Transmission and Distribution Company (ZETDC) has revised the domestic prepayment tariff structure from a four (4) to a six (6) stepped tariff structure.
In a statement, the power utility said the decision was reached after consultation with stakeholders to give customers more electricity units and more buying options.
The last band has been reduced from $16.50 ZWL/unit to $10.39 ZWL/unit (inclusive of levies).
Below is the revised six-level stepped tariff structure:

<li>51 to 100 kWh – ZWL$3.46</li>
<li>101 to 200 kWh – ZWL$6.06</li>
<li>201 to 300 kWh – ZWL$8.66</li>
<li>301 to 400 kWh – ZWL$9.96</li>
<li>401 and above – $10.39</li>
</ol>
The power utility added:
<blockquote>ZETDC further advises that customers who bought prepaid electricity tokens on the old stepped tariff structure before this adjustment to six steps will be credited the difference in due course.
The power utility further advises that the Prepayment Electricity system has a record of such purchases and will ensure that such credits are processed to concerned consumers to avoid prejudice.</blockquote>

ZESA Reduces Tariffs & Introduces A Six Step Domestic Prepayment Tariff Structure

The government has denied rumours circulating on social media that is quietly hiked electricity tariffs, New Zimbabwe reports. This came after consumers raised concern over the increased electricity bills they are now faced with since the lockdown started.
Speaking to the publication, Energy Minister Fortune Chasi said the government did not increase electricity tariffs:
<blockquote>There is nothing like that since electricity is still being charged at the previously announced tariffs. The challenge which members of the consuming public could be experiencing has more to do with how they are using the energy.
