Harare town clerk Hosiah Abraham Chisango (54), and City of Harare Principal Contracts Administrator, Artkins Mandaza (42), who were arraigned before the Harare Magistrates’ Court on allegations of criminal abuse of duty have been denied bail. The duo will appear in court on 22 August 2024.
According to the National Prosecuting Authority (NPA), it is the State’s case that the accused persons connived to unlawfully award a street lighting tender to Juluka Enodo Joint Venture, a company in which Moses Mpofu who is in custody is the majority shareholder.
Allegations are that in so doing the accused persons disregarded an earlier decision to disqualify Juluka Enodo Joint Venture for having failed to meet the bid requirements.
The accused persons allegedly awarded the tender to a company whose owners also own Synlak (Pvt) Ltd, a company which failed to deliver in a biogas digester tender awarded in 2019.
This was contrary to the standard bidding document condition which provides that bidders with bad records from previous City of Harare tenders were not eligible. Said the NPA:

Acting in connivance with the evaluation committee, the second accused person drafted the contract between the City of Harare being represented by the first accused and the company, represented by Moses Mpofu not withstanding the fact that they had used a wrong procurement method and without seeking exemption from the Procurement Regulatory Authority.

Chisango allegedly then wrote to the Ministry of Local Government and Public Works seeking advance payment of the contract value of US$9 244 328.71 but the payment was not processed.

The company had a bad record but still got the tender. Chisango asked for a big payment for the contract, but it didn't go through. They will go back to court in August 2024. They did not follow the right rules for awarding tenders. The company they helped also failed to deliver on a previous job.

City of Harare town clerk Hosiah Chisango has been arrested for alleged unprocedural awarding of a US$9.2 million tender without following due process.
In a statement issued on Wednesday, 24 July, the Zimbabwe Anti-Corruption Commission (ZACC) confirmed Chisango’s arrest.
Chisango is accused of awarding the multi-million dollar tender to Juluka Enndo Joint Venture, a company owned by businessman Moses Mpofu, without following due process. Said ZACC:

The Zimbabwe Anti-Corruption Commission (ZACC) has arrested Harare City Council (HCC) Town Clerk, Engineer Hosiah Chisango on charges of criminal abuse of duty.
Allegations are that Eng. Chisango acted in connivance with four other officials who are already in custody and awarded a streetlights tender worth over US$9.2 million to Juluka Enndo Joint Venture, a company owned by businessman Moses Mpofu, without following due process.

Chisango was expected to appear in court on Thursday over the corruption allegations.
Mpofu and Mike Chimombe, both linked to ZANU PF, are languishing in remand prison following their arrest over alleged embezzlement of funds allocated through a goat supply tender by the government.
The duo allegedly secured a multi-million tender to supply goats under the Presidential Goat Pass-on Scheme.
However, instead of fulfilling their agreement, they allegedly used the funds for personal gain, purchasing luxurious vehicles and houses.

Chisango is accused of working with others to give the contract to Juluka Enndo Joint Venture, owned by businessman Moses Mpofu, without the right process. Chisango was supposed to go to court. Mpofu and Mike Chimombe, connected to ZANU PF, are in jail for stealing money from a goat supply plan. They were supposed to give goats but used the money for themselves instead.

Harare Town Clerk Hosiah Chisango Arrested For Corruption

The Harare City Council (HCC) says it is owed a staggering $1.5 trillion by ratepayers which has compromised its ability to provide essential services like water, garbage collection and sanitation.
The local authority’s inability to collect revenue has been attributed to a dysfunctional revenue collection system.
As a result, the Council is struggling to maintain infrastructure, pay workers and invest in critical services.
In an interview with <a href="https://www.sundaymail.co.zw/harare-city-council-owed-15-trillion">The Sunday Mail</a>, Harare Town Clerk Engineer Hosiah Chisango said:
<blockquote>
While focusing on service delivery, there is concern about the box of revenues.
All ratepayers owed the city $783.2 billion and the figure has increased to $1.5 trillion as of February 29, 2024.
While the Zimbabwe dollar figure is increasing, the value of the debt continues to go down due to the movement of the exchange rate.
The December 2023 debt had a value of US$132.95 million, while in February it had reduced to US$101.28 million.

Meanwhile, Harare residents say the Council’s billing is fictitious since it is based on estimates and non-existent services.
Tinashe Mangachena, a resident of Budiriro high-density suburb, said that the council had failed to provide basic services. He said:
<blockquote>
The way they charge the monthly bill isn’t even normal. For example, the city doesn’t even supply us with water, but their bills have massive charges for water provision.
Sometimes their bills are based on very unreasonable estimates, and as a resident, I will not pay until they deliver proper services.

Most local authorities in Zimbabwe are failing to provide essential services to ratepayers and this is not only due to their failure to collect revenue primarily in the form of rates, fees, and charges from residents and businesses.
Top officials within local authorities have been implicated in the embezzlement of funds, and there is also political interference in revenue collection processes and misuse or misappropriation of funds.

Ratepayers Owe Harare City Council $1.5 Trillion

The City of Harare has warned residents against buying land in Strathaven off Westminister Road saying land barons are illegally parcelling out stands in the area.
In a statement, signed by the Town Clerk Engineer Hosiah Chisango, the local authority said residents should not buy stands from land barons as they will lose their hard-earned money. Said Chisango:
<blockquote>
It has come to our attention that some land barons are illegally selling land to unsuspecting residents in Strathaven off Westminister Road.
Residents are therefore advised against dealing with the land barons as they risk losing money.
The City will immediately move in and enforce the law to stop the illegal sale of stands in the area.

On Wednesday, 10 January, the Chief Director of Spatial Planning and Development in the Ministry of Local Government and Public Works, Shingirayi Mushamba, urged Zimbabweans to exercise patience and desist from acquiring land from land barons.
Mushamba said that the Government has earmarked land for housing stands in all the country’s 10 provinces.
The illegal activities of land barons have resulted in the mushrooming of shanty settlements across the country and the construction of homes on wetlands and riverbanks in urban areas.
From time to time, local authorities, especially the City of Harare, demolish structures built on land acquired illegally leaving residents, who would have spent their life savings on buying the land and building houses, in the open and at the mercy of weather elements.

Harare City Council Warns Residents Against Land Barons In Strathaven

The Harare City Council has warned residents against buying residential stands on the remainder of Lot 3 of Porta Farm in Norton.
In a statement, Harare Town Clerk Hosiah Chisango said that the local authority is not selling the land, and those doing so are doing it illegally. He said:
<blockquote>
The City of Harare would like to advise members of the public that there are individuals illegally selling residential stands on the remainder of Lot 3 of Porta Farm in Norton.
Be advised that the property is wholly owned by City of Harare. The city is NOT selling the land.
The public is therefore warned against dealing with these land barons and report such occurrences to the nearest police station and to the City of Harare.
Any inquiries regarding this farm should be directed to the office of the Town Clerk.
</blockquote>
Local authorities in Zimbabwe face the challenge of “land barons”, politically connected individuals or groups who illegally acquire land, often through corrupt means, and then sell it for personal benefit.
This often results in the demolition of properties built on the land and the forced eviction of the settlers.

Land Barons Descend On Porta Farm In Norton

The City of Harare (CoH) is in a financial crisis and is failing to pay its workers on time for the first time in many years.
This emerged during a revenue collection, generation maximisation and cost containment brainstorming meeting held in Harare on Wednesday.
The meeting, which was attended by Town clerk Hosea Chisango and district officers in the capital, was meant to devise ways to improve revenue collection.
Speaking during the meeting, Chisango openly admitted that the Harare City Council is in a financial crisis. <a href="https://www.newsday.co.zw/local-news/article/200016924/hcc-in-financial-squeeze">He said</a>:
<blockquote>
We are here because the City of Harare is in a financial crisis. For the first time in many years, we are failing to pay salaries on time.
l want to encourage all of you to communicate openly when we are brainstorming on how to improve revenue collection.
This will build a culture of trust and collaboration, which is essential for achieving our goals.
As district officers in your new enhanced roles as drivers of service delivery and revenue collection at the local level, it is important that you are customer-responsive, dedicated and self-driven, particularly in ensuring that the residents in your districts pay for the services rendered.
You must be self-driven in ensuring that customer complaints are addressed on time.
You will all agree with me that we have reached an all-time low in revenue collection because as a collective, we have not made reasonable efforts to collect what we are owed.
</blockquote>
Harare is struggling to provide clean running water for residents as well as collect refuse consistently due to financial constraints.
The local authority requires millions every month to purify water from its heavily polluted water sources.
In July this year, the Harare City Council tried to switch to US dollar rates collection but the Government reversed the move.

City Of Harare Facing A Financial Crisis

A Special Anti-Corruption Unit (SACU) headed by Tabani Mpofu has confirmed the arrest of Harare City Council town clerk Engineer Hosiah Chisango for his alleged involvement in land scams, The Herald reports.
Mpofu confirmed Chisango’s arrest to the publication and said:
<blockquote>Yes, l can confirm that Chisango has been arrested in connection with land scams, but finer details will be availed later</blockquote>
Chisango was reportedly arrested in Gweru where he was attending a town clerks’ forum and he is detained at Gweru Central Police Station.

SACU Arrests Harare Town Clerk

Harare City Council will shut down Morton Jaffray Waterworks this weekend to enable repairs that would allow it to improve the provision of water.
Harare City town clerk Hosiah Chisango said that the repairs would result in an increase in water supplies to about 450 megalitres. Said Chisango:
<blockquote>We have two periscopes that are functional, and we need to repair the others. What we are going to do is to shut down the water pumps this Friday afternoon and divers will come and carry out some work. We hope that we will be able to adjust those periscopes so as to improve water supplies to the residents of Harare.</blockquote>
