Professor Jonathan Moyo, Zimbabwe’s former Information Minister, has advised former Deputy Prime Minister Dr. Thokozani Khupe not to contest against Finance Minister Professor Mthuli Ncube for the Cowdray Park parliamentary constituency seat in Bulawayo during the 23 August 2023 general election.
Moyo argued that Ncube is the best possible candidate for Cowdray Park and the region. He argued that if the elections are about deploying the most able and best-positioned candidate with the self-evident capacity to get things done for the community, Ncube deserves the support of everyone in Cowdray Park and the region, including and particularly from Dr. Khupe.
Moyo acknowledged that his statement was not an indictment of Dr. Khupe but an acknowledgement of the objective reality on the ground in Cowdray Park and the region. He argued that Khupe has not been able to do anything differently or better for the constituency or the region since she first went to parliament in 2000. On the other hand, Moyo claimed that Ncube has everything to offer from which the community and the region have a lot to benefit. He said:
<blockquote>
All things considered, and without taking anything from or casting any aspersions on her, Dr Khupe who indeed is very much adored in the region, will be well advised not to take a dive into this one.
This is because Prof Mthuli Ncube is the best possible candidate for Cowdray Park and the region.
If truth be told, and if elections are about having communities deploy their most able and best positioned or placed sons or daughters with self-evident capacity to get things done for the community, then it is manifestly clear that Prof Ncube deserves the support from everyone not only in Cowdray Park but also across the region, including and particularly from Dr Khupe.
It is not an indictment of Dr Khupe but an acknowledgement of the objective reality on the ground in Cowdray Park and the region that there is really hardly much that she would be able to do differently or better now for either the constituency or the region which she has not been able to do since 2000, when she first went to Parliament.
If Dr Khupe returned to Parliament in August 2023, she would merely add to the dwindling minority numbers of the opposition benches. That would perhaps mean something to her personally, as it has meant since 2000, but it will not mean anything to or for Cowdray Park, let alone the region.
On the other hand, Prof Ncube has nothing much if anything to gain personally, but he has everything to offer from which the community and the region have a lot to benefit.
This is an objective fact. It’s praxis, and that’s what real politics is all about: the community using what it has [Prof Ncube] to get what it needs [development] and regular high level attention as might be necessary from time to time over the next five years.
But of course Dr Khupe has a constitutional right to stand for the parliamentary election in Cowdray Park or anywhere else for that matter. Howevet, if she stands in Cowdray Park, she should not be surprised to see many who have supported her in her trials and tribulations in the past, and who have tremendous respect for her, do the right thing to support Prof Ncube this time round.
This is because in this case, and on this occasion, support for Prof Ncube is support for everyone in Cowdray Park, the region and the nation, given the truism that the best national politics is local!

Mthuli Ncube has been confirmed as the <a class="MarkdownLink_linkifiedLink__KxC9G">ZANU PF candidate</a> for the Cowdray Park constituency. He emerged as the uncontested candidate in the party primaries. Thokozani Khupe will be representing the opposition Citizens Coalition for Change (CCC) led by Nelson Chamisa.
<h3>Some Context:</h3>
Matabeleland in Zimbabwe feels it has been neglected by the government in terms of development and infrastructure projects, resulting in poor living conditions for its residents. The region has inadequate road networks, limited access to clean water, poor health facilities, unreliable electricity supply, and inadequate schools.
The region’s history of political tensions with the ruling party and being predominantly inhabited by the Ndebele ethnic group may have contributed to its neglect. Efforts by civil society organizations and community leaders to address this issue have been made, but the situation remains a challenge for many residents.
According to Moyo’s reasoning, a person of Mthuli Ncube’s status as Minister of Finance may have a better chance of changing the trajectory of development in Matabeleland compared to a mere Member of Parliament if Thokozani Khupe were to win.

Jonathan Moyo: Khupe Shouldn't Contest Against Mthuli Ncube For Cowdray Park

A Christmas day wedding in Madlambuzi in Plumtree’s village 4, Senganyondo, under Chief Mpini degenerated into chaos after one of the guests shot and killed another guest.
It is alleged that one Vusumuzi Maphosa had a misunderstanding with one Ndumiso Sibanda over an undisclosed matter.
Maphosa is said to have gone to his young brother’s car to take the pellet gun which he used to shoot Sibanda on the left side of his chest, <a href="https://cite.org.zw/wedding-ceremony-ends-in-tragedy/">Cite</a> reported quoting Matabeleland South Police. An unnamed police official is cited as saying:

The two were attending a wedding ceremony and had a misunderstanding over a disclosed issue.
</blockquote>
Sibanda was taken to Plumtree District hospital where he died on arrival.
The suspect, Maphosa, is said to be on the run.

Local Government and Public Works Minister July Moyo has said the national apology on Gukurahundi was long dealt with when former President Robert Mugabe and former Vice President Joshua Nkomo through the 1987 unity accord.
Moyo was speaking at the Bulawayo State House Monday during the launch of a manual to guide community hearings into the Gukurahundi massacres. <a href="https://www.zimlive.com/2022/10/mnangagwa-buries-apologies-subject-as-he-launches-gukurahundi-hearings/">ZimLive</a> cites him as saying:
<blockquote>
… That the national apology issue was resolved by former President Robert Mugabe and former Vice President Joshua Nkomo when the Unity Accord was signed in 1987.
That was agreed in your (Mnangagwa) discussion with the chiefs.
</blockquote>
Moyo was presenting a summary of issues agreed upon between President Mnangagwa and traditional chiefs in Matabeleland on how the hearings will be conducted.
<h2>Some context:</h2>
Gukurahundi occurred in the 1980s, in the aftermath of Zimbabwe’s independence.
Then Prime Minister, Robert Mugabe deployed the North Korean-trained 5th Brigade to “deal” with the alleged threat of “dissidents” in those provinces.
An estimated 20 000, mostly Ndebele-speaking people died in the conflict.
Government critics including the opposition have over the years been calling upon authorities to compensate the families of Gukurahundi victims and to publicly ask for forgiveness.
The Gukurahundi issue was a sensitive topic during Mugabe’s era but that changed when Mnangagwa came to power and <a href="https://news.pindula.co.zw/2019/04/14/i-would-like-to-see-people-debating-gukurahundi-emmerson-mnangagwa/">allowed “debate” on the subject. </a>
The issue was then assigned to the Retired Justice Sello Nare-chaired National Peace and Reconciliation Commission but was later passed on to traditional chiefs.
Mnangagwa further agreed with chiefs that Gukurahundi should be defined “as the state and organised dissidents and not a Ndebele-Shona cultural conflict so as to address current perceptions and achieve national healing and peace.”
Each chief will spearhead the resolution of Gukurahundi issues by presiding over hearings or consultations in his or her area of jurisdiction, according to a 14-page document produced by Chiefs’ Council president Fortune Charumbira.
That exhumations and reburial will be resolved on a case-by-case basis customs centric and the relevant chief should give guidance and direction.
Mnangagwa presided over the launch of the start of the Gukurahundi hearings in Bulawayo.

Gukurahundi: Govt Says Mugabe And Nkomo Resolved The National Apology Issue

Vice President <a href="https://www.pindula.co.zw/Constantino_Chiwenga">Constantino Chiwenga</a> has claimed his family, and that of President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa">Emmerson Mnangagwa</a>, have roots in <a href="https://www.pindula.co.zw/Mzilikazi">King Mzilikazi</a>’s kingdom of <a href="https://www.pindula.co.zw/Matabeleland">Matabeleland.</a>
In a 17-minute video shot during his meeting with members of his new wife, <a href="https://www.pindula.co.zw/Miniyothabo_Baloyi">Miniyothabo Baloyi</a> in Filabusi, Chiwenga said Mnangagwa’s grandfather grew up while in King Mzilikazi’s royal kraal.
He also claimed his own great grandmother was a chief in present-day Nkayi and was one of King Mzilikazi’s many wives. <a href="https://www.newzimbabwe.com/we-also-have-history-in-matebeleland-claims-chiwenga-as-he-traces-his-and-mnangagwas-lineage-to-mzilikazi/">NewZimbabwe.com</a> quotes him as saying:

The President’s grandfather, Mubengu, was taken when he was a little boy by Mzilikazi and was kept at the royal kraal until he was put in the Mbizo regiment.
At the battle of Phuphu, he is the one who threw the spear that killed the last white-man there. That is why you hear the President say he wants to build a statue for general Mtshana Khumalo.
We have our own history, in this area. 
Our great grandfather (Chiwengas) was the last Monomotapa, and his sister was a chief at Nkayi. She was married to Mzilikazi as one of his wives.
</blockquote>
The former army general was in the company of his wife, a colonel in the army, he married in June this year after secretly dating her for some time.
Some people of Matabeleland and Midlands hate Mnangagwa and Chiwenga following their involvement in the early 1980s massacre of over 20 000, mainly Ndebele-speaking people in what was termed the <a href="https://www.pindula.co.zw/Gukurahundi">Gukurahundi</a>.
Chiwenga was in charge of the Bulawayo battalion that supported the North Korean-trained 5th Brigade that was deployed by the late President Robert Mugabe. Mnangagwa was the minister of Defence.

Chiwenga Claims His Family, Mnangagwa's Have Roots In Matabeleland

The Freedom Alliance political party says Gukurahundi was a deliberate strategy adopted by the ZANU PF-led government to depopulate Matabeleland for its own political interests.
The Deputy National Leader of the Freedom Alliance party, Moses Mzila Ndlovu claimed the 2022 Census preliminary results expose the impact of Gukurahundi on the population of Matabeleland.
According to the report released by the Zimbabwe National Statistics Agency (ZIMSTAT) last week, Bulawayo recorded the lowest annual growth rate (0.2 per cent), with a population of 665 940 slightly up from 653 337 compiled in 2012.
Bulawayo’s population constitutes 4.4 per cent of the national population, Matabeleland North – 5.5 per cent and Matabeleland South province makes up five per cent.
Speaking in an interview with CITE, Ndlovu, who was the national healing minister during the Government of National Unity (GNU), accused the government of “using state employees from the statistical offices and academics” to produce lies and support their data. He said:
<blockquote>
One, there has never been a proper census since 1980 and two, the most important issue around population was the depopulation of Matabeleland by Gukurahundi carried out by ZANU PF.
Up to today, we don’t have the nearest figure on the numbers of people killed and those who left the country.
</blockquote>
He said the nearest record of statistical evidence of people that were killed during Gukurahundi was done by the Catholic Commission for Justice and Peace (CCJP). Said Ndlovu:

Given the circumstances of security issues around Matabeleland, the movement of CCJP was inhibited and they tried to produce a thorough job while people were also scared from telling the truth, something which is still with us today.
The whole truth around Gukurahundi has never been exposed and my argument is Matabeleland was depopulated deliberately.
It was a strategy by ZANU PF, as part of their agenda against the people of Matabeleland. Yes, they depopulated Matabeleland by killing people.
… ZANU PF must take the blame but is not going to accept the blame because it was part of their agenda to destroy the population.

2022 Census Results Expose Gukurahundi Impact On Matabeleland Population - Freedom Alliance Party

A pressure group from Matabeleland has called on the government to review the nursing electronic application system on the basis that is discriminating against some people from marginalized communities, The Standard reports.
Volunteers Team 2020 group, the team of volunteers that is helping nursing candidates apply for nursing has so far helped many people access and navigate the e-application portal and so far 91 of them have since gone through the interview process and have already started training.
Imploring the government to make the nursing electronic application system a bit more user friendly, Volunteers Team 2020’s activist Discent Collins Bajila said:
<blockquote>Despite the above achievements, we reiterate our call for a review of the application system. We believe that the very fact that it is an exclusively online process, it marginalizes people from areas with no access to the internet.
We further reiterate the call for the parliamentary portfolio committee on Health and Child Care to investigate whether the system satisfies the requirements for administrative justice and devolution of power as dictated by the constitution</blockquote>
Bajila also asked the general populace to help the trainee nurses with basic staff as they are having a hard time and said:
<blockquote>Their allowances, which remain in arrears, are inadequate to get them groceries, toiletries, stationery, and other basic needs. We call for well-wishers to come forth and assist our young people with groceries, gas stoves, and stationery in order to reduce the load.</blockquote>

Review The Nursing Electronic Application System - Matabeleland Pressure Group

After teachers boycotted invigilating exams due to poor working conditions, the government reportedly hired villagers and “ancillary staff” to invigilated the public exams that started yesterday morning, Newsday reports.
This was revealed by Progressive Teachers Union of Zimbabwe (PTUZ) president Takavafira Zhou who spoke to the publication said the government failed to provide sanitizers in some schools in Matabeleland:
<blockquote>It was a mess, and it is terrible, other headmasters have told pupils to pay US$1 every day they are writing so that the schools can have money to pay the hired invigilators. There are reports from the rural areas of schools that enticed some villagers to come and invigilate under the supervision of at least a teacher in every class and some heads have sent an SOS through Parent Teacher Associations (PTA) for villagers with 5 ‘O’ Levels to report to schools for consideration as invigilators.
We are also aware that some individuals are being called in with the promise of jobs and schools have also called ancillary staff to invigilate. Teachers in administration and some heads of departments have reported to schools because they receive money for managing exams.
Many “O” Level candidates who also registered for November failed to turn up, opting to write at the end of the year when possibly COVID-19 would be under control.
About a third of those who registered in November failed to turn up. Another sad development was recorded in schools in border areas, where some candidates just sneaked in from other countries and went straight into examination rooms with others. It is terrible,
In other areas like Matabeleland South, there were no sanitisers and infrared thermometers were not available. One school approached the nearest health centre, which demanded five litres of fuel every morning to go and take candidates’ temperatures before they get into the examination room.</blockquote>
The government insisted on going ahead with the June exams despite the present threat of the virus and the government’s failure to provide adequate material used to curb spreading the virus, and the fact that leaners were last in school 3 months ago.

WATCH: Party Supporters Chant Chamisa Songs In Matabeleland

The Zimbabwe Prison Services is having a hard time feeding and providing medication for incarcerated citizens according to Newsday.
The matter came to light in Bulawayo during the <a href="https://www.pindula.co.zw/Zimbabwe_Human_Rights_Commission">Zimbabwe Human Rights Commission</a> prison assessment consultative meeting where ZPS’s Assistant Commissioner Mehlulelwa Ngwenya said:
<blockquote>We are facing serious challenges, we cannot adequately feed our inmates, neither are we able to treat them due to lack of medicine in our institutions
We are highly incapacitated. We cannot take our inmates to court on time, hence violating their rights.</blockquote>
Zimbabwe has been going through an economic recession with the inflation rate for October sitting at 440% according to Equity Axis.

ZPS Struggling To Feed And Provide Medication For Prisoners - Report

President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa" rel="noopener noreferrer" target="_blank">Emmerson Mnangagwa</a> on Friday commissioned 76 <a href="https://www.pindula.co.zw/Zimbabwe_United_Passenger_Company" rel="noopener noreferrer" target="_blank">Zimbabwe United Passenger Company (ZUPCO)</a> buses in Bulawayo.
The buses will be deployed to <a href="https://www.pindula.co.zw/Matabeleland_province" rel="noopener noreferrer" target="_blank">Matabeleland</a> North and South rural areas where the inhabitants are facing transport challenges. Said, President Mnangagwa:
<blockquote>The majority of buses we are commissioning today will ply rural areas in Mat North and South provinces to improve the public transport sector.</blockquote>
The President also revealed that approximately 1 500 buses are expected to come from China and 300 of those will come in knocked down parts which will be assembled locally.
Since the beginning of the year, the government has been increasing ZUPCO’s fleet by buying new buses and entering into agreements with private transporters where they provide their buses to operate under the transport utility.

ZUPCO To Deploy Scores Of Buses To Rural Matabeleland

The <a href="https://www.pindula.co.zw/Mthuli_Ncube">Finance Minister</a> has said he is doing research on teacher absenteeism in schools and expressed concern why some schools have very low pass rates the Chronicle reports.
The Professor said this during the pre-budget seminar in Vic Falls when he said:
<blockquote>There is an issue that I have been studying for a long time, the issue of teacher absenteeism. It is not easy to fix but we have to deal with it either through incentives or improving conditions of service and building of schools
For example, Matabeleland South has 250 schools where pupils are not passing their Ordinary Levels. There are many such schools countrywide. Whenever parents are not involved in the activities of the school, those schools perform worse</blockquote>

Mthuli Ncube Doing A Research On Teacher Absenteeism In Schools

The former Matabeleland Governor, <a href="https://www.pindula.co.zw/Obert_Mpofu">Obert Mpofu</a> has said sanctions imposed on Zimbabwe are also affecting strategic road construction and other infrastructure development projects, Sunday news reports.
In a telephone interview with the publication, the Zabu PF Admin sectary said:
<blockquote>It needs no genius to understand that sanctions are real and are not affecting those in Zanu-PF only as has been argued in some circles. Sanctions cut across the entire economic spectrum, isolating the country and making doing business with the international community not only difficult but impossible.
I remember the <a href="https://www.pindula.co.zw/Nkayi">Nkayi</a> Road was being constructed by a company from Italy but it pulled out. Then there was another from Turkey that also pulled out after the US imposed sanctions on us. A lot of other projects that were underway were affected and some of them are still in that state as the Government has no money to complete the work.
We only did a 40km stretch of the Nkayi Road before the contractors pulled out. A number of other roads were affected too. The Byo-Kezi Road, <a href="https://www.pindula.co.zw/Plumtree">Plumtree</a>-Lupane via <a href="https://www.pindula.co.zw/Tsholotsho">Tsholotsho</a> and many others were affected. We are happy that the Government is working on them now.</blockquote>
Sanctions have made noise in Zimbabwe over the past few days leading to the SADC sanctions day on Friday. Those <a href="https://news.pindula.co.zw/2019/03/08/us-sanctions-not-meant-to-harm-ordinary-zimbabweans/">accused of imposing sanctions on Zimbabwe have maintained that sanctions don’t harm the ordinary Zimbabwean</a> as they target certain individuals and their businesses.

The Progressive Teachers’ Union of Zimbabwe (PTUZ) says it is unnerved by reports from the Matabeleland North and South provinces as well as Bulawayo that local teachers who are conversant with local languages are being sidelined.
In a <a href="https://twitter.com/RMajongwe/status/1103918128436674561" rel="noopener" target="_blank">statement posted on Twitter</a>, PTUZ secretary general Raymond Majongwe said:
<blockquote>The PTUZ has received a massive outcry from Mat North Mat South and Bulawayo over the list of teachers recruited by the PSC. It has been noted that locals conversant with local languages were not considered. We will investigate this observation.</blockquote>
There have been complaints in recent years from minority Ndebele-speakers that the Matabeleland region is being marginalised in national programs.
The perceived marginalisation has spurred the rise of secessionist political parties such as the Mthwakazi Liberation Party among others.

PTUZ To Investigate Reports Of Discrimination By PSC

Plans to form a regional alliance for Matabeleland have collapsed after the leaders of the parties failed to agree on a number of issues. The parties failed to agree on the alliance’s name although there are reports that Thokozani Khupe’s MDC-T wanted the coalition to run under the MDDC-T name. The parties which were involved in the talks are:

<li>Thokozani Khupe’s MDC-T faction</li>
<li>Dumiso Dabengwa’s Zapu</li>
<li>Mqondisi Moyo’s Mthwakazi Republic Party</li>
<li>Lovemore Moyo’s United Movement for Devolution (UMD)</li>
<li>Moses Mzila Ndlovu’s Alliance for National Salvation (Ansa)</li>
</ul>
Speaking on the talks Lovemore Moyo said,
<blockquote>We have been discussing as various political parties, in particular parties that are led by people from this region. We have been hoping to find each other and possibly find ways of co-operation, collaborating as we go for elections, but the talks have collapsed, for now.</blockquote>
MRP leader Mqondisi Moyo said,
<blockquote>We have been having these meetings to try and build a regional alliance to defend the Matabeleland political space, but the talks never came to fruition because Khupe and Zapu said they were national parties, and hence difficult for them to sign a regional alliance agreement.</blockquote>

Regional Pact For Matabeleland Alliance Collapses As Leaders Fail To Agree

Twenty-nine schools in Matabeleland North Province recorded a 0 percent rate in the 2017 Zimsec Grade 7 examinations. In 2016 there were 31 schools which recorded the same abysmal pass rate, amid reports that schools in the province are facing various challenges such as lack of equipment and teachers. Matabeleland North deputy director responsible for primary education, Mrs Beatrice Manjere said:
<blockquote>You will realise that most of these schools are satellite schools in resettlement areas particularly in Bubi and Umguza districts and these do not have adequate infrastructure, learning materials and teachers. This really affects the quality of education.
Some classes are combined due to teacher shortages. You will find a teacher taking two classes at once. This is a skill which can only be done by experienced teachers. Some schools require seven teachers but you will find that they have four or five teachers which would then force them to combine teachers.
In 2017 we had a total candidature of 20 291 learners who sat for Grade Seven and our overall pass rate based on units was 37,75 percent and based on subjects was 25, 71 percent. And from our total candidature learners obtaining a total of five points to 30 points from the five subjects were 7 659 which translated to 3 051 boys and 4 608 girls.</blockquote>

29 Schools In Matabeleland North Record Zero Percent Pass Rate For Grade 7

Vice President Phelekezela Mphoko has come under fire from opposition parties and civil society groups for claiming that there is no marginalisation in Matabeleland. Mphoko has been derided for his comments and been accused of being ill informed as well as looking out for his own interests at the expense of the truth.
MDC deputy spokesperson, Mbuso Siso yesterday said:
<blockquote>I don’t remember from his term in office hearing him speak sense. He is one person that would say something that benefits himself and not Matabeleland
Mphoko has even failed to convince his friends that he dines with, at least to construct the Bulawayo-Nkayi road to his own place of birth.</blockquote>
Zapu deputy spokesperson, Iphithule Maphosa added:
<blockquote>For Mphoko not to see this blatant social ill only proves he really uses his belly to think.
He’s only trying to find relevance with those who are perpetuating marginalisation and Zezuru hegemony manifesting as the G40 faction in Zanu PF
People here don’t easily get jobs in the civil service, 99% of government workers are from the east. Government facilities such as loans and other opportunities are given to Shona-speaking people.</blockquote>
#This Constitution leader, Abigale Mupambi also said:
<blockquote>Maybe it is because he doesn’t have a constituency in Matabeleland, he is confused as to who he should serve.
It’s a pity to have a Vice-President who is this lost.</blockquote>

Mphoko underfire for saying there is no marginalisation, accused of singing for his super

Acting President and Vice President Phelekezela Mphoko has dismissed claims that certain regions and tribes are marginalised in Zimbabwe and urged the people to quit complaining. Addressing a motion from Matabeleland South Proportionate Representative Mrs Priscilla Misihairabwi-Mushonga calling for fair regional representation, Mphoko said:
<blockquote>First of all, there is no better Zimbabwean than any other. If people are doing that, it is out of order, we are all Zimbabweans. There is no province which is less important than another.
The community themselves must raise complaints about lack of development and marginalisation . What has been said by MP Misihairabwi (Mushonga) has no value but if it had been said by a grandmother in Kezi.
If you are saying there are certain things happening favouring other regions, there is no law that says there are Zimbabweans that are better than others. It does not mean that if you are Manyika, Zezuru or Karanga you are a better Zimbabwean.</blockquote>

Stop complaining, there is no marginalisation in Zimbabwe says Vice President Mphoko

At least 40 schools in Matabeleland South Province face closure after the Ministry of Primary and Secondary Education deemed that it was not viable to run the schools. According to the Ministry, the schools have low enrollment, which does not justify their continued running, with some schools reportedly having as little as 140 total pupils.
Some of the schools that have recorded low enrolment include Elangeni, Phezulu and Mehlo Primary Schools in Insiza as well as Shape and Sisyevale in Gwanda.
Permanent Secretary in the Ministry of Primary and Secondary Education, Dr. Slyvia Utete-Masango said the province needed to come up with solutions to deal with the problem.

The government has reversed its earlier decision to close schools in Mateabeleland South and Bulawayo on Thursday and Friday due to President Robert Mugabe’s 93rd birthday party celebrations to be held at Rhodes Estate Preparatory School in Matobo.
Permanent Secretary in the Ministry of Primary and Secondary Education Dr Sylvia Utete-Masango said
It has been agreed that schools go ahead as usual.
We have consulted with the provincial education offices and it has been noted that there is no need for schools to close as delegates to the 21st February Movement will only start arriving after 4pm on Friday and by then most schools would have long knocked off
