The Ministry of Primary and Secondary Education (MoPSE) has reminded parents and guardians about their responsibility to pay school fees. In a statement seen by Pindula News, the ministry stated that fees are crucial for the functioning of schools. They also warned schools that were violating school governance procedures by charging fees and levies only in foreign currency or imposing unapproved fees and levies. The ministry emphasized that schools should charge approved fees and levies, allow parents to purchase uniforms and stationery wherever they choose, and not withhold results for outstanding fees. The ministry said no child should be sent away from school for non-payment. Read the statement:

<h3>REMINDER ON SCHOOL GOVERNANCE, PROCEDURES</h3>
It has come to the attention of the Ministry of Primary and Secondary Education regarding violations on approved and laid down school governance procedures. The following are some of the common violations:
• Defying the Government directive to charge only approved school fees and levies;
• Charging school fees and levies exclusively in Foreign Currency (commonly in United States Dollars);
• Forcing parents to purchase school uniforms and stationery exclusively at their schools; • Withholding of results for Grade 7, 0 and A level candidates.
1. Schools to Charge Approved School Fees and Levies 
All institutions providing Primary and Secondary Education are reminded that they are bound by the procedures to be followed when making school fees adjustments according to Secretary’s Circular No. 1 of 2023.
The Permanent Secretary shall not approve any increase of fees or levies sought in respect of the next term unless the increase of such fees and levies are justified by reference to some basis other than the application of the consumer price index. Further, the proposal to increase fees or levies must be approved by a majority of the parents at a meeting of the School Parents Assembly attended by not less than twenty per centum of the parents. Once the Permanent Secretary has approved the fees and levies. a copy of the approval letter must be displayed on the school public notice board for all parents and guardians to refer.
2. Charging School Fees Exclusively in Foreign Currency 
In accordance with the Secretary’s Circular No. 10 of 2022, Government policy position is that school fees must be paid in Zimbabwe dollars (ZWL). No school, therefore, must force any parent to pay fees or levies exclusively in foreign currency since parents are free to pay in a currency of their choice as Zimbabwe operates under a multi-currency regime. If fees are pegged in foreign currency for value preservation, parents must pay school fees in local currency at the prevailing interbank rate of the day the transaction is made.
3. Purchase of Uniforms and Stationery at Schools 
Pursuant to recent public pronouncement by the Honourable Minister of Primary and Secondary Education Cde Torerayi Mayo, the Ministry reiterates that parents and guardians are free to purchase uniforms and stationery wherever they find it cheaper in line with the specifications by the schools.
Head of Schools and Responsible Authorities are therefore, warned to abide by this directive and desist from making it mandatory for parents to purchase school uniforms and stationery exclusively at their schools.

4. Withholding of results for Grade 7, 0, and A-level candidates 
In line with Secretary’s Circular No. 3 of 2019, no school should withhold results for Grade 7. 0 and A level candidates while demanding outstanding arrears for fees and levies. The contract of undertaking public examinations in Zimbabwe is between ZIMSEC and the candidates while the obligation to pay fees and levies remains with the parents and guardians.
Parental obligation on payment of fees and levies 
Parents and guardians are obliged to pay approved school fees and levies as required by the school to meet its operational costs and overheads. No child must be sent away from school for non-payment of fees and levies. In that regard, the contractual agreement on payment of approved fees and levies remains with the parents/guardians and the school.

Parents And Guardians Are Obliged To Pay School Fees And Levies - Ministry Of Education

The Minister of Primary and Secondary Education, Mr. Torerai Moyo, announced that despite the two-day delay in opening schools due to the recent elections, the closing dates for the third term will remain unchanged.
He said the government plans to implement measures to compensate for the lost learning time. Many schools delayed their opening to accommodate President Emmerson Mnangagwa’s inauguration on 4 September 2023 following his re-election in the 23-24 August harmonised elections.
Moyo said the government is also taking action against schools that are refusing learners due to unpaid fees or unauthorised fee increases. He mentioned that they are considering extending learning hours to help students catch up before their final exams. Moyo said:

The Ministry of Primary and Secondary Education wishes to inform the public and its valued stakeholders that December 1, 2023 has been maintained as the closing date of the school calendar.
Arrangements have been made for schools to utilise the most appropriate and effective catch-up strategies to compensate for the two-day postponement of the opening of schools for day scholars from September 4 to September 6. We have put in place measures to make sure that children are not disadvantaged by this postponement.
We called upon school authorities to utilise all the time available at their disposal to ensure that learners are not disadvantaged.
Heads of schools and school authorities should desist from sending away pupils for non-payment of fees and levies, nor should they demand school fees and levies exclusively in foreign currency.
We wish to inform school authorities that it is an offence to turn away pupils for non-payment of tuition fees and levies.
We have put in place a cocktail of measures to deal with defiant schools, with the measures set to start applying next week (this week).

Moyo said the ministry is awaiting Cabinet approval to take action against schools that are expelling students due to non-payment of tuition fees and levies.

Education Ministry Confirms Schools Open On September 4

The Ministry of Primary and Secondary Education has announced that it will conduct a nationwide 2023 Curriculum Review Consultation with its clients and internal stakeholders on May 23 and 24, 2023, from 8:30 am to 5:00 pm.
The consultations will take place in every school, and the ministry is encouraging internal stakeholders to participate in shaping the country’s education for socio-economic development.
The ministry says it aims to provide equitable and inclusive 21st-century quality education, leaving no one and no place behind. The announcement requests that the word be spread to ensure that internal stakeholders do not miss this opportunity to improve the Competence-Based Curriculum and support the Ministry’s mission.
The Ministry of Primary and Secondary Education’s Deputy Minister, Edgar Moyo, announced in the <a class="MarkdownLink_linkifiedLink__KxC9G">National Assembly</a> last week Wednesday that a <a href="https://www.pindula.co.zw/2023/05/16/zimbabwe-reviews-school-curriculum-amid-concerns-over-cala/">curriculum review process was underway</a>. The curriculum’s seven-year cycle has ended.
The training for those conducting the reviews was to finish that week, and a <a class="MarkdownLink_linkifiedLink__KxC9G">national review session</a> would take place on May 16th to receive recommendations from stakeholders, including on the <a class="MarkdownLink_linkifiedLink__KxC9G">Continuous Assessment Learning Activities</a> (CALA) procedure introduced in 2021.
Critics of CALA claim it burdens pupils, teachers and parents, lacks clarity and standardisation, and may widen the gap between urban and rural, and private and public schools.
Meanwhile, several teachers’ unions have criticised the government’s curriculum review process, calling it flawed, rushed and lacking in consultation. The unions have expressed concerns that the review process could have devastating effects on the education sector if due diligence is not applied.
The unions claim that the ministry did not consult widely and that the process lacked consultation with important stakeholders such as teachers, teacher unions, parents and pupils.

Education Ministry To Hold Nationwide Curriculum Review Consultation, May 23-24

Deputy Minister of Primary and Secondary Education, Edgar Moyo, has stated that disciplinary action is being taken against school heads who refuse to accept payment of school fees in currencies other than the US dollar, as it is a form of misconduct.
He emphasized that the government policy requires all legal tender currencies to be accepted for fee payment and that all school heads are aware of this policy.
Moyo made the remarks in response to questions in the Senate regarding measures taken against school heads who flout government directives on school fees. He said:

If they are transgressing and departing from what is policy, then they are committing an act of misconduct, which is chargeable in terms of our disciplinary procedures. 
So, if that is happening and you could give us the name of the school and the head, our officers normally will be sent to the school to investigate, and disciplinary procedures will be instituted against the offending school heads.

Deputy Minister Moyo stated that the Ministry recently issued a circular outlining acceptable modes of payment for school fees, which include US dollars, Zimbabwe dollars, and digital payment methods such as swipe or EcoCash.
The Ministry is investigating reports of school heads who are turning away students who do not pay fees exclusively in US dollars, and disciplinary action is being taken against those who are found to be in violation of the government’s payment policy.
While the Deputy Minister did not provide details on the number of heads or schools facing disciplinary measures, he encouraged the public to report any such incidents to the Ministry.

Disciplinary Action Against School Heads Refusing Non-US Dollar Fees

The ministry of primary and secondary education has announced that there will be no extra lessons over the school holidays.
In a statement ministry of primary and secondary education, permanent secretary Mrs <a href="https://www.pindula.co.zw/Tumisang_Thabela">Tumisang Thabela</a> said the ministry came to the decision, as lessons were not interrupted during the term. The <a href="https://www.chronicle.co.zw/no-holiday-lessons-ministry/">Chronicle</a> cites Mrs Thabela as saying:

This decision is informed by the fact that lessons have not been interrupted this term hence the need to give pupils time to rest. 
</blockquote>
Some schools in Zimbabwe have been offering extra lessons during school holidays to help students catch up or get ahead.
For years, there have been discussions and policies in Zimbabwe regarding the regulation of extra lessons. 
In 2019, the Zimbabwean government announced that they would be banning all forms of extra lessons and holiday schools, to promote equal opportunities and reduce the burden on parents to pay for additional education. 
Some schools and or teachers have, however, continued with extra lessons.

No Extra Lessons Over School Holidays - Government

Glen View 2 Primary School headmaster, Jabulani Mpande has been suspended with immediate effect over alleged criminal abuse of office.

Mpande is accused of sexually abusing three ladies who were applying to enrol their children in the school, according to <a href="https://www.newsday.co.zw/local-news/article/200008308/govt-suspends-glen-view-2-school-head">NewsDay</a>.
In addition, he is charged with pressuring student teachers into having sex in exchange for his approval to operate a candy shop there.
Primary and Secondary Education spokesperson, <a href="https://www.pindula.co.zw/Taungana_Ndoro">Taungana Ndoro</a>, said the Glen View 2 Primary School’s headmaster was suspended after parents petitioned the ministry. He said:

Yes (he was suspended), to allow for investigations and a disciplinary hearing is to take place.
</blockquote>
In their petition which attracted over 700 signatories, parents accused Mpande of arranging to buy a top-of-the-range vehicle at an estimated cost of US$73 000 for his use when conducting school business.
Every parent was allegedly expected to pay US$30 towards that vehicle.
The headmaster was also accused of awarding tenders to relatives and friends and allegedly increased remedial fees from US$1 per week to US$4. The parents said:

In light of the allegations, we ask your esteemed offices to institute investigations urgently. We can’t stay a day longer with Mpande as the headmaster. We trust your important office will do justice to the parents, community and country at large and help restore the school to its former glory.

Mpande told NewsDay Weekender that he had no time to respond to the allegations.
Parents attempted to stop sending their kids to school last week, but they were unsuccessful.
Mpande was transferred from Chishawasha Primary School in Mashonaland East in 2007 after he was found guilty of indecently assaulting a Grade 6 pupil. The Labour Court dismissed his appeal to block the transfer. 
In 2018, Mpande was accused of abusing his students by cutting and dyeing their hair black.
He was also accused of stripping and beating up students for wearing jerseys with the wrong colours. Some parents at the school said they were not comfortable with him around their children.

Glen View 2 Primary School Headmaster Suspended With Immediate Effect

The Ministry of Primary and Secondary Education (MOPSE) has said this year’s Lower-Six learners will start their A-Level classes on Monday 13 February 2023 after the release of O-Level results early this week.
Authorities say the short gap between the release of the O-Level results and the start of A-Level is a move meant to maximise teaching time.
MOPSE spokesperson, <a href="https://www.pindula.co.zw/Taungana_Ndoro">Mr Taungana Ndoro</a> told <a href="https://www.herald.co.zw/lower-six-classes-set-to-start-monday/">The Herald</a>:

We don’t want our learners idling around aimlessly and falling victim to social ills like an initiation into drug abuse. In view of that realisation, we have decided that they resume their studies this coming Monday.
You will also realise that in the past year or so our school calendar has been disrupted by COVID-19 mitigatory measures, particularly as it relates to face-to-face learning, so we are opting for an immediate class resumption so as to maximise learning.
We do not expect any disruptions on reopening and in the learning process. Schools must take note that since this group is coming in to join others who started on January 9, their fees will be charged on a pro-rata basis (in proportion).

Ndoro reminded teachers that paid-for extra lessons are illegal and those found doing it will be charged with criminal abuse of office.
He said in cases where teachers feel the need for extended tutorials, they can have these but the extra time should include the whole class and should be at no extra cost.
Mr Ndoro said as parents and guardians scout for new schools for their children, they should ignore illegal schools as the quality of education at these institutions cannot be regulated or monitored.

The <a href="https://www.pindula.co.zw/Zimbabwe_School_Examinations_Council">Zimbabwe School Examinations Council (ZIMSEC)</a> says the June examinations are back after they were put on hold two years ago as a COVID-19 containment measure in schools.
ZIMSEC spokesperson Ms Nicky Dlamini confirmed the return of the June examinations adding that the authorities have finalised consultations to ascertain the value of recommencing the tests. She told <a href="https://www.sundaynews.co.zw/zimsec-june-examination-back-%e2%80%a2registration-in-progress/">Sunday News</a> in an interview:

Yes, the Zimsec June examinations are back, and registration is underway. The fees have not changed they remain the same as last year. Government is subsidising examination fees for all public schools while private schools remain unsubsidised.

Fees per Subject for O-Level Exams:

ii). Private candidates and those in private schools – US$24 
</blockquote>
Fees per Subject for Advanced level:

ZIMSEC June Exams Are Back: Fees Required Per Subject

The Ministry of Primary and Secondary Education (MOPSE) has said the country has a deficit of about 3 000 schools, according to <a href="https://www.newsday.co.zw/local-news/article/200006611/govt-sends-sos-on-education">NewsDay</a>.
MOPSE minister Evelyn Ndlovu and her secretary Tumisang Thabela yesterday appealed for financial assistance from donors and well-wishers to resolve the crisis bedevilling the education sector.
Speaking during a high-level policy dialogue organised by the United Nations Children’s Fund and attended by representatives from various embassies, Thabela said:

The demand for education in this country is very great, but the supply of the educational services continues to be a bit challenging.
The country currently has an estimated population of 6 694 618 children who are aged three to 18 years, according to the latest census figures. This age group represents the demand for educational services from us as the basic education sector.
The estimated demand of schools to satisfy the population is 13 100, but our last educational census — the educational management information statistics — of 2021 recorded 10 147 schools throughout the country, which gives us a deficit of close to 3 000, but we are talking about three years or so now.
Supply is, therefore, less than demand and this calls for a deliberate investment in education infrastructure provision, especially in light of a growing population and emerging settlements across the country.
These new settlements that are forced by demographic realities have seen a rise in satellite schools — schools that are not full-fledged — but we have to provide because people need education and need it badly. These schools need a substantial investment to meet minimum standards as required by the ministry for registration as stand-alone schools.

Education ministry statistics show that currently there are 1 963 satellite schools in resettlement areas, 1 087 of which are primary schools, while 876 are secondary.
Thabela also said that 15% of the 2023 national budget allocated to the education sector, which was higher than last year’s allocation, was still not sufficient to address a myriad of challenges in the sector.
She said there was a need for financial aid to improve the poor infrastructures and for teachers’ capacitation, among other needs.
Thabela called upon various education actors and stakeholders to assist the education sector adding that the government cannot do it alone. 
Ndlovu also said parents should help government provide education for all pupils by paying levies.

Zimbabwe Has A Deficit Of About 3 000 Schools - Education Ministry

The Ministry of Primary and Secondary Education (MOPSE) has threatened to fire heads of government schools who hike fees in defiance of laid down guidelines.
 Private schools, on the other hand, risk being deregistered for the same offence, <a href="https://www.herald.co.zw/school-heads-face-the-sack-over-illegal-fees-hikes/">The Herald</a> reported citing the ministry’s spokesperson, Mr Taungana Ndoro. He is quoted as saying:

Heads of public schools who defy the directive would have defied the Permanent Secretary and that is an act of misconduct, so they will be charged. The penalties they face might include dismissal. 
Non-Government schools who do not follow the laid down procedure risk being deregistered.
</blockquote>
The government said any fee hike outside the stipulated regulations, which include parents’ consent and approval by the Permanent Secretary in the MOPSE, is illegal.
The warning comes after it had been noted that some schools were charging fees or levies exclusively in United States dollars which is at variance with the country’s monetary regulations which allow a multi-currency system.
Meanwhile, some parents feel disappointed as the government keeps on postponing rolling out the free education policy which was initially announced in 2018.
The government has over the years continued to postpone the implementation of the policy prompting critics to say the declaration is a <a href="https://zero.pindula.co.zw/free-education-from-2023-mere-political-rhetoric-ptuz/">mere political strategy to attract votes for the ruling party in the 2023 elections.</a> 
Finance minister, Professor Mthuli Ncube said <a href="https://zero.pindula.co.zw/free-education-would-take-time-to-implement-finance-minister/">free education would take time to implement</a> apparently hinting that the government would not implement the programme in January 2023 as was expected.

Govt Threatens To Fire School Heads, Deregister Pvt Schools Hiking Fees

The Zimbabwean government is considering reintroducing mid-year public examinations often written in June. 
Authorities are reportedly finalising consultations to ascertain the value of recommencing the tests, <a href="https://www.sundaynews.co.zw/government-to-consider-return-of-june-examinations/">The Sunday News</a> reported citing Ministry of Primary and Secondary Education permanent secretary Mrs Tumisang Thabela. 
She told the state-run publication in a recent interview:

We are thinking of bringing back June exams because, all along, Covid-19 had made it impossible to hold the exams, but we have said we want to try to resume the exams, if possible, either this year or next year.
</blockquote>
Mrs Thabela also said schools were ready to open adding that a change in weather conditions was affecting preparations. She added:
<blockquote>
We have warned our officers to exercise caution. We have also asked the boarders to wait a bit, if they think that it is not safe and parents not to take their children to school yet.
Otherwise, our children are eager to go back to school and we are also eager to go back and start work. 
</blockquote>
Mrs Thabela said consultation on the rollout of the State-funded education initiative was ongoing, with the programme set to commence when schools open.
She also said that the Ministry was allowed to recruit 7 000 teachers in 2023. 
Mrs Thabela also said the government plans to construct more schools this year to address the education infrastructure deficit.

Govt Considering Reintroducing June Exams This Year

The Ministry of Primary and Secondary Education has emphasised that parents and guardians remain banned from visiting learners at boarding schools as COVID-19 prevention protocols remain in place.
The ban was imposed in 2021 during which the Government also reduced intakes at boarding schools as a preventative measure to allow learners to learn and live in a safe environment where social distancing was possible. 
Speaking in a telephone interview with <a href="https://www.sundaynews.co.zw/parent-visiting-days-remain-banned-government/?_ga=2.146725303.2096150680.1673063471-787432666.1667110700">The Sunday News</a> yesterday the Ministry’s director of communications and advocacy, Mr Taungana Ndoro emphasised that the ban was still effective. He said:

COVID-19 protocols are still in place in our schools. We follow national COVID-19 guidelines.
</blockquote>
His remarks come as schools are set to open on Monday 09 January for the first term of 2023.
In 2021, schools were prohibited from taking additional learners outside the permissible numbers in a bid to contain the situation.
Cabinet last year opened schools in compliance with the Standard Operating Procedures (SOPs) of the Prevention and Management of COVID-19 as well as other Influenza-like illnesses. 
The SOPs are minimum terms of operation that are set to ensure schools operate in a safe environment without risking a spike in new infections.
Other measures:

i). Handshakes, hugs and sharing of desks were prohibited and still remain prohibited in schools while classroom occupancy was reduced to 35 learners per classroom.
ii). Learners have been sanitising as they enter the premises of their schools and masking up to ensure there is no spread of the virus.

A new variant of the COVID-19 virus, XBB, which is a sub-lineage of the Omicron variant has been detected in more than 80 countries with Botswana having detected cases towards the end of last year.

<h2>1. You don’t need ONE study space</h2>

FULL LIST: 12 Tips To Help Learners Have A Successful Term

Teachers for Economic Development (TeachersforED), a grouping with ZANU PF links, has reportedly ordered school heads and inspectors to attend a two-day workshop beginning this Thursday, 06 October 2022.
The group was formed recently amid a mushrooming of groupings such as Pastors4ED and Mahwindi4ED that support President Emmerson Mnangagwa’s 2023 re-election bid.
Education sector union leaders told <a href="https://www.newsday.co.zw/local-news/article/200001539/teachersfored-swoops-on-school-heads">NewsDay</a> that they were being forced to mobilise affiliates on behalf of TeachersforED and to fund the workshop scheduled for Marondera. Read in part a communiqué sent to school heads:

Cluster chair heads and the vice-chairs, National Association for Primary School Heads and National Association of Secondary School Heads executives are invited to attend a workshop from October 6 to 8 at Marondera High.
You are required to bring your own bedding, find own accommodation and provide your dinner. You are required to pay US$40 or its RTGS equivalent for lunch and teas. This is a workshop for Trs4ED training. It is in line with the above minutes. Please remain guided. Inspectors who have not undergone the Trs4ED training are to attend a workshop from October 6 to 8 at Marondera High.
</blockquote>
The communiqué does not specify the training on offer, but school heads claimed that teachers were being forced to join the movement.
A school head who declined to be named for fear of victimisation told NewsDay that, “Authorities are pushing for mandatory affiliation to TeachersforED.” 
The head said parents and guardians were against the use of school funds for non-school business, therefore, they can’t use school funds to fund trade unionism. Added the head:

There is confusion because it is like a parallel structure is running the school as we are taking orders from the leaders, who sometimes threaten us with dismissal if we refuse to be part to it.

Primary and Secondary Education ministry spokesperson <a href="https://www.pindula.co.zw/Taungana_Ndoro">Taungana Ndoro</a>, however, claimed that the ministry was overwhelmed with inquiries from teachers and school heads keen to join TeachersforED. 
He told NewsDay that those alleging that teachers were being forced to join the group are not happy with how fast the association is growing.
However, some union leaders said underhand intimidatory tactics were being employed to force educators to quit their unions and join the new association.
 Zimbabwe National Teachers Union chief executive officer Manuel  Nyawo said this is a way of fleecing the same teachers who are struggling to survive.

TeachersforED Order School Heads, Inspectors To Attend A 2-day Workshop

The Ministry of Primary and Secondary Education (MoPSE) has warned schools demanding fees exclusively in United States dollars (USD). 
Schools reopened on Monday this week for the third term and some schools are reportedly demanding fees exclusively in USD saying the Zimbabwe dollar is not a good store of value. 
MoPSE spokesperson, Mr Taungana Ndoro, urged parents and guardians to report such schools. He said:

Government policy clearly states that payment can be made in either USD or RTGS at the prevailing interbank bank rate. Those that are demanding exclusive US$ payment must know it’s a criminal offence that warrants an arrest.
The ministry is also aware of schools that are saying if parents pay in RTGS there is going to be a top up midterm. School authorities cannot simply call for a top up without the approval of the ministry. It is illegal and if that happens parents need to report to the ministry so that the school is brought to book.

Some schools are sending learners back home demanding fees in defiance of the government policy which states that no child should be sent away for non-payment of school fees.
Schools argue that they want the money for the smooth running of day-to-day operations. 
Some parents and guardians of learners have lamented over school fees tagged in United States dollars (USD) when teachers are said to be absent from work.
A concerned parent told <a href="https://www.zbcnews.co.zw/schools-parents-face-off-in-usd-fees-payment/">ZBC News</a> that it was not fair for schools to demand payment in USD but then they end up taking that money for their personal use and swipe in RTGS instead. Said another parent:

We need the government to come in and put order because the situation is just out of hand, you pay the fees in USD but the teacher is not available for lessons, you retaliate by paying in RTGS and you’re made to pay for extra lessons and teachers incentive.

Meanwhile, teachers are reported to be on the go slow waiting for the government to raise their salaries.

Govt Warns Schools Demanding Fees Exclusively In United States dollars

The Ministry of Primary and Secondary Education ) MoPSE) has said 958 primary schools and 236 secondary schools were built between 2017 and 2021, taking the total to 10 147.
MoPSE’s Statistics Report 2021, notes that there were 6 123 primary schools in 2017 with 6 071 of them offering ECD facilities and 2 830 secondary schools. 
In 2021, the numbers surged to 7 081 primary schools, 7 057 of which offered ECD. A total of 17 had boarding facilities while 3 066 were secondary schools, with 61 being boarding schools. In comparison, there were 2 401 primary schools and 177 secondary schools in Zimbabwe, taking the tally to 2 578. Although there was a progressive increase in the number of ECDs, primary and secondary schools, (from 2017 to 2021), the percentage increases did not follow a similar pattern. Between 2017 and 2019 there were some year-on-year percentage increases in ECDs and primary schools. In contrast, secondary schools had a suppressed percentage increase in 2018.
Year 2019 had the highest percent increases for the three levels, with a percentage increase of 6,49 percent for ECDs, 6,09 percent for primary schools, and 2,89 percent for secondary schools.

Schools in Zimbabwe are categorised as registered, unregistered, or satellite.

i). 75.26 per cent of Primary schools are registered, 
ii). 9.39 per cent are unregistered and 
iii). 15.35 per cent are satellite schools. 
iv). At least 68.17 per cent of secondary schools are registered 
v). 3.26 per cent are unregistered, 
vi). 28.57 per cent constitute satellite schools.

In addition, schools in the country are considered as Government or non-government, and further categorised in terms of the responsible authorities. Most of the schools, totalling 5 322 primary and 2 185 secondary schools, are run by the Government through line ministries, city councils, district councils, and town boards.
Schools run by churches/missions, mines, private companies, farms, trusts and private individuals, among others, are classified as non-governmental.
The MoPSE 2021 report also notes that 72.98 per cent of primary school learners are enrolled in rural schools, while 27.02 per cent are in urban schools.
To date, there are 17 937 ECD teachers, 80 175 primary school teachers, and 48 740 secondary school teachers, taking the tally to 146 852, adds the report.

About 1 200 Primary And Secondary Schools Built Since 2017 - MoPSE

The government has recruited over 3 000 teachers to add on to the close to 1 500 it recruited in March as they move towards the 10 000 which they aim to employ before the end of the year.
The Ministry of Primary and Secondary Education announced the development this Wednesday in a Twitter post saying the full list of those employed will be published in the media tomorrow (Thursday). Reads the post:

In November last year, the government of Zimbabwe announced <a href="https://news.pindula.co.zw/2021/11/30/zimbabwe-to-recruit-10-000-more-teachers-in-2022/">plans to recruit 10 000 teachers in 2022</a> in a bid to reduce the teacher-to-pupil ratio and decongest schools.
While presenting the 2022 national budget, Finance minister Mthuli Ncube $11.6 billion will be allocated to the education sector.
He said the main objective is to decongest schools and support the infrastructural refurbishment of both primary and secondary, and tertiary education institutions.
Meanwhile, the <a href="https://www.pindula.co.zw/Progressive_Teachers_Union_of_Zimbabwe">Progressive Teachers’ Union of Zimbabwe (PTUZ)</a> has said the government’s plan to recruit 10 000 teachers in 2022 is insignificant considering that <a href="https://news.pindula.co.zw/2021/11/30/recruitment-of-10-000-teachers-for-2022-insignificant-ptuz/">about 60 000 teachers are needed. </a>
There are thousands of qualified teachers who are not employed. The government is already struggling to pay its workforce.

Zimbabwe Has Recruited Over 3 000 More Teachers

<a href="https://www.pindula.co.zw/Progressive_Teachers_Union_of_Zimbabwe">The Progressive Teachers Union of Zimbabwe (PTUZ)</a> has said the government’s <a href="https://news.pindula.co.zw/2022/02/10/salary-industrial-action-government-suspends-striking-teachers-without-pay/">decision to suspend striking teachers without pay</a> is part of the plan to instil fear in them. PTUZ Provincial coordinator for Mashonaland East Province, Chengeta, issued a statement on Thursday urging members to remain vigilant. Pindula News presents the statement:

Suspension Of Striking Teachers: It's A Ploy To Instill Fear In Us - PTUZ

The Ministry of Primary and Secondary Education (MoPSE) has released the 2022 school calendar which indicates that schools will reopen on 7 February and close on 7 April.
There is only one public holiday during the First Term and 45 days of school.

Government Has Released The 2022 School Calendar

Teachers’ unions on Monday met with the minister of Primary and Secondary Education (MoPSE), <a href="https://www.pindula.co.zw/Evelyn_Ndlovu">Evelyn Ndlovu</a>, over a number of issues including payment for invigilating <a href="https://www.pindula.co.zw/Zimbabwe_School_Examinations_Council">ZIMSEC</a> examinations. <h2>PTUZ REPORT BACK ON UNIONS MEETING WITH MINISTER</h2>
The meeting was attended by six unions, ZIMSEC officials as well as the Minister and her staff. Unions were asked to make their presentations on a variety of issues, chief of which was presented was the issue of invigilation. Although unions made their case on the necessity of payment for invigilation, ZIMSEC indicated that they are paying teachers on marking and item writing duties because they would have been taken away from their stations. The Minister said that she could not authorize payment of invigilation allowance without an enabling legal policy framework dealing with that issue of remunerating teachers for examination management. She asked for time to solve teachers’ problems, including low salaries and invigilation allowances. In short, Cdes, we have not moved an inch as far as remuneration for invigilation is concerned.
RECOMMENDATION: It is regrettable that there has been no movement at all in relation to the issue of invigilation. That being the case, our members will still not invigilate examinations outside of a written contract with ZIMSEC. We hope the issue is solved expeditiously.

PTUZ Report Back On Teachers' Meeting With Education Minister

The Progressive Teachers Union of Zimbabwe (PTUZ) has maintained its position that its members shall not invigilate in the ZIMSEC examinations if the government has not given them invigilation contracts.
The Zimbabwe Schools Examinations Council (ZIMSEC) examinations are scheduled to start on Monday, the day teachers are meeting with the Ministry of Primary and Secondary Education to discuss invigilation contracts. Said PTUZ on Sunday:

 ZIMSEC exams start tomorrow, 29 Nov 2021. There is also a meeting between Unions and <a class="link-complex" data-user-name="MoPSEZim" href="https://twitter.com/MoPSEZim/" rel="noopener user" target="_blank">@MoPSEZim</a>, and an invigilation allowance is one of 10+ issues to be discussed therein. Just so we are clear: our members will not invigilate as long as there is no invigilation contract offered.

On 19 November, PTUZ wrote to the Public Service Commission notifying the commission that its “members will no longer be able to invigilate examinations run by ZIMSEC and HEXCO.” Added the Union:

 The no-contract no-invigilation principle has already kicked into action.
</blockquote>
There is confusion as to who should be paying the allowances after ZIMSEC said teachers are paid by the Public Service Commission.
The Minister of Public Service, Professor Paul Mavhima was recently quoted as saying it was the responsibility of the Ministry of Primary and Secondary Education to create contracts between ZIMSEC and teachers in relation to invigilation.
The Ministry of Primary and Secondary Education has hinted that it will engage “anyone” to invigilate if teachers pull out.

Teachers Stick To No-Contract No-Invigilation Principle As ZIMSEC Exams Start Monday

The Permanent Secretary in the Ministry of Education, Mrs Tumisang Thabela, has said school heads will get allowances that will be determined by the grade of their schools. 
The ranks will be determined by the number of learners at the school. 
She made the remarks on the sidelines of a ceremony to award Gloag High School of Bubi District, Matabeleland North with the Secretary’s Bell Award for 2018. Mrs Tumisang Thabela said:

What has happened is that schools are now classified according to their size. So, we now have what we call a Grade
One or large school which will be headed by somebody who we will call a Head One, deputised by two deputies because it’s a mega school which attracts a second deputy head. This is for 2 000 learners and more. The head will get an allowance of 25 per cent of their basic salary for heading that school.
Then the school that is in Grade Two will have between 800 and 1 999 learners. It will be headed by a Head Grade Two and a one deputy head. They will get 20 per cent of their basic salary as an allowance. Then the small school, which has been 141 and 799 learners.
Those ones will get 15 per cent of their basic salary. So, in this case, it is the school that is graded and not the head. The head takes the grade of the school and should they move to a lower graded school, they don’t carry their grade..

This happens at the backdrop of teachers’ displeasure over poor salaries. They have in the past two years embarked on periodic protests to compel the government to restore their 2018 salaries that were over US$500 on average.

School Heads To Get Allowances Based On School Grade - Government

President Emmerson Mnangagwa has appointed Evelyn Ndlovu as the new Minister of Primary and Secondary Education (MOPSE) replacing Cain Mathema who is now a Minister Without Portfolio.
A statement issued by Dr Misheck Sibanda, the Chief Secretary to the President and Cabinet, says the appointments that are effective from the 30th of September. Reads the statement:

President Mnangagwa Appoints Mathema Replacement In Education Ministry

The Ministry of Primary and Secondary Education (MOPSE) has ordered all provincial education directors to submit weekly staff Covid-19 vaccination returns to its head office in Harare.
The directive follows a recent Public Service Commission (PSC) directive ordering government ministries to make arrangements for all civil servants under their jurisdiction to be vaccinated.
The PSC also ordered ministries to explain to those who chose not to be vaccinated that they will not be viewed as workers and as a result, won’t get salaries.
On September 16, the Permanent Secretary in the Ministry of Primary and Secondary Education, Tumisang Thabela wrote to the education directors instructing them to submit the weekly COVID-19 return. Reads part of Thabela‘s letter which was copied to all the directors:

All provincial Education Directors are advised to implement the cited Commission decision in their respective provinces. Additionally, each province is requested to compile and submit a weekly COVID-19 staff vaccination return every Friday following the attached format. The details of the COVID-19 staff vaccination return should be extracted from each staff member’s COVID -19 card.

Cabinet last week gave all <a href="https://news.pindula.co.zw/2021/09/18/govt-orders-civil-servants-to-fully-vaccinate-by-15-october-2021/">civil servants a COVID-19 vaccination ultimatum</a> saying they should have been fully vaccinated by the 15th of October and if they refuse, they will face disciplinary proceedings for failing to obey a lawful instruction.
In terms of Statutory Instrument 234 of 2021, unvaccinated civil servants will be barred from workstations and will also not receive their salaries while they are barred, after 15 October. 
Zimbabwe has in the recent past moved to make vaccination mandatory prompting the Zimbabwe Congress of Trade Unions (ZCTU) to sue the government and companies that have been “forcing” workers to get the jab.

Ministry Orders Schools To Submit Weekly Staff COVID-19 Vaccination Returns

Some parents have lamented over an increase in school fees for the long second and final term which is scheduled to end in December.
 Schools reopened this Monday for non-examination classes and while parents are happy that their kids are returning to school, they are also lamenting over fees and uniform prices. 
Boarders left Sunday, while day scholars reported for classes today.
Ahead of reopening today, parents and guardians accompanied boarders for the four non-examination high school forms to collection points where their schools sent buses.
Some parents could be seen doing last-minute shopping before seeing off their children or getting ready for school runs this morning.
Speaking to The Herald, Mr Tinashe Dzapasi of Harare said parents were not given enough time to prepare. He said:

We are happy that finally, the children have returned to school. The situation could have been better if school fees were not increased or if parents were allowed to have payment plans.
</blockquote>
Government schools do allow payment plans for fees and levies, but most non-Government schools have asked for all fees upfront.

Mr Lewis Kusema said due to lockdown, some parents were facing challenges and the short notice for the opening of schools dealt them a huge blow.
Some parents said they faced transport challenges to get their children back to school. Mr Ishmael Goromondo said they were to hire a Zupco omnibus as parents to take the kids to St Patricks High School in Chiwundura.
In Mashonaland, Central parents made last-minute shopping for the opening of schools. Parents complained of the short notice which they said affected their preparations.
Mrs Maria Mabeteya told the Herald that her children had outgrown uniforms during the holiday and she did not have enough money to pay fees and buy new uniforms.

Parents Lament Over Fees, Uniforms As Schools Reopen

The government is planning to waiver fees for teachers’ children as part of measures to alleviate complaints of poor remuneration.
This move is contained in a report by Parliament’s Portfolio Committee on Primary and Secondary education which focused on the welfare of teachers.
Presenting the report, Priscilla Mushonga, who chaired the committee said the Ministry of Finance has accepted the idea. She said:

As part of conditions of teachers, the Public Service Commission in collaboration with the Ministry of Primary and Secondary Education should introduce a tuition fee waiver for up to three children attending public schools per teacher by October 2021.
We are very excited about this particular issue because when we started having discussions with the Minister of Public Service, their initial response was to do it for everyone and not just teachers.
I must however say by the time we went to meet Minister Ncube, it was one of the recommendations that he immediately liked and said he would try and factor it into the budget.

Mushonga added that those that work for ZESA get free electricity and those that are in the medical field when they are going to hospitals, get a waiver.
She added that it would be unfair for teachers to teach other children yet their own children will not be able to go to school.
Teachers have been complaining and demonstrating against poor salaries and have been demanding the restoration of their 2018 salaries that were around US$500.
The government has been emphatic that it cannot give them their stated salaries suggesting that some monetary benefits can be extended to them.
The lowest-paid teacher earns a monthly salary of ZW$19 975 (US$245) while the highest-paid is getting US$281.

Government Moves To Waiver Fees For Teachers' Children

Schools remain closed as the government extended a strict lockdown to decrease the spread of the coronavirus pandemic.
The government said schools will only reopen when the COVID-19 curve has flattened. <a href="https://news.pindula.co.zw/2021/08/02/govt-schools-remain-closed-until-10-august/">Authorities had previously said schools remain closed until 10 August</a> when a review of the state of the COVID-19 trend would have been made.
Schools were initially scheduled to reopen on the 28th of June but authorities postponed the reopening following the outbreak of the third wave attributed to the highly contagious Delta variant of the coronavirus first detected in India.
President Emmerson Mnangagwa <a href="https://news.pindula.co.zw/2021/08/09/mnangagwa-extends-tight-covid-19-lockdown-by-another-two-weeks/">announced on Monday that the lockdown had been extended by a further two weeks</a> which means schools remain closed.
 He announced the present Level Four additional measures that allow businesses, farms and mines to stay open but cuts business hours to 8 am to 3.30 pm, widens the curfew to 6.30 pm to 6 am, bans intercity travel, and wants a majority of staff in non-essential units to work from home.
The president observed that although the new coronavirus infections and deaths drastically fell last week, the numbers remain high to allow a relaxation of measures.
He also expressed concern over the rise of COVID-19 cases in neighbouring countries and urged the nation to remain careful. Said the president:

Several countries are beginning to experience the fourth wave, quite worrisome are the trends in countries close to us.
</blockquote>
South Africa is the most hit African country and has since early April experienced a surge in new infections, <a href="https://news.pindula.co.zw/2021/08/03/south-africa-set-to-receive-another-batch-of-pfizer-vaccines/">with hospital admissions rising around 60 per cent.</a>
Zimbabwe’s borders remain closed and the infections recorded in recent weeks were all community transmissions.
