Harare City Council (HCC) has said water supplies are expected to improve as chemical stocks improve and other mechanisms for equitable distribution are being explored. The local government makes the statement as residents have spent days, some weeks, without water with the city fathers citing “unprecedented chemical supply challenges.” 
In a previous update published by Pindula News, HCC said most of the suburbs had little to no water for over a week after the local government authority had shut down Morton Jaffray Waterworks. The most recent update says the water situation is improving. Reads the statement:

The City of Harare is advising residents and stakeholders that water production at Morton Jaffray averaged 230 megalitres and Prince Edward 80 mega litres giving a total of 310ML over the past 24 hours.
Western suburbs of Dzivarasekwa, Kuwadzana, Glenview and Glen Norah are accessing water with low pressure, especially in elevated areas. Westlea, Warren Park and Kambuzuma accessed water although pressure was low. Budiriro will start receiving water on Thursday in some areas.
Marlborough and Mabelreign had very low pressure and areas which receive water from reservoirs were mostly affected. Sentosa had no water owing to power challenges at the Avondale pump station which did not allow pumping into Emerald Hill. Supplies will be anticipated to resume on Thursday afternoon as we have closed to build up Alex reservoir.
The CBD, Avondale and parts of Westlea are receiving water. Sunningdale, Mbare and Waterfalls are affected by low pressure but some are accessing. Mabvuku, Tafara, Msasa Park and Greendale started receiving water yesterday.
Highlands, Borrowdale, Mt Pleasant and Hatcliffe are not receiving water at the moment. Supplies are expected to improve as chemical stocks improve and other mechanisms for equitable distribution are being explored.

Harare Speaks On The Water Supply Situation As Residents Spend Days Without Water

Norton MP, Temba Mliswa (Independent), has blamed the Minister of Local Government and Public Works, July Moyo, for Harare’s current water challenges.
Wate taps ran dry in Harare for more than two days last week. While the precious liquid is now available in some suburbs, the water supply is erratic.
The Harare City Council attributed the water crisis to a lack of water treatment chemicals at the Morton Jaffray and Prince Edward water works.
Posting on Twitter, Mliswa accused Moyo of holding onto nearly $2 billion in devolution funds allocated to Harare by Treasury while the city fails to buy water treatment chemicals. Said Mliswa:

It is saddening to notice that the Local Government minister can watch the waterworks of our country’s capital completely shut down without showing much concern.
Here is a minister who is clinging on to devolution funds, and in the process, incapacitating Harare City’s crucial services like water treatment thereby exposing millions of residents to diseases.
This is the same man who corruptly pushed for the purchase and installation of water pumps. The big question is, what is the purpose of water pumps when you don’t have water?
A government of the people cannot afford to stand and watch while July is running riot exposing millions of people to diseases. This madness needs to be stopped.

Mliswa Blames July Moyo For Harare's Water Crisis

Harare residents have bemoaned the water crisis currently bedevilling the city after Harare City Council (HCC) shut down Morton Jaffray Water Treatment Plant on Wednesday night due to a shortage of water treatment chemicals.
In a notice to residents on Thursday morning, the City of Harare said the Morton Jaffray Waterworks would be shut for at least two days starting this past Wednesday.
Council spokesperson Innocent Ruwende said suppliers had failed to provide aluminium sulphate and chlorine gas, key ingredients in water treatment.
Meanwhile, Combined Harare Residents Association (CHRA) acting director Reuben Akili urged the local authority to find long-term measures to address the shortage of chemicals. Said Akili:

The issue of water treatment chemicals has become a perennial issue for the City of Harare mainly emanating from poor revenue collection.
The challenge we have faced for a long time is that of interference by the Local Government minister on the use of devolution funds which can be used for long-term solutions to the water problems.
The local authority discharges waste into Lake Chivero, which increases water purification costs, while there is the continued destruction of wetlands, which also purify water for free. If they are kept well, they reduce water treatment costs.

Harare Residents Trust (HRT) director Precious Shumba blamed unnamed individuals that deal with council for Harare’s water woes. He said:

The City of Harare is getting supplies for water treatment chemicals from companies that belong to individuals who the council may not be able to sanction for gross incompetence.
The residents have come to realise that the City of Harare has no capacity to deliver adequate water to the ratepayers.
It has become predictable that residents go for weekends without water.

In a <a href="https://zero.pindula.co.zw/harare-shut-down-morton-jaffray-over-unprecedented-chemical-supply-challenges/">statement</a> seen by Pindula News, the local government authority said the shut down which was effected on Wednesday night will be in force for at least 48 hours. 
The local government authority issued an update saying it expects the delivery of chemicals on the 6th of August 2022. Reads the latest statement:

Harare City Council has shut down Morton Jaffray waterworks citing “unprecedented chemical supply challenges.”
In a statement seen by Pindula News, the local government authority said the shut down which was effected on Wednesday night will be in force for at least 48 hours. Reads the statement:

The council wishes to advise residents and all stakeholders that due to unprecedented chemical supply challenges, the Morton Jaffray Water treatment plant will be temporarily shut down for a least 48 hours commencing last night.
There will be disruptions in water supplies while modalities are being worked on to restore normal services within the indicated period. We apologise for the inconvenience caused during the unplanned shutdown as all efforts are being made to revert to normal service schedules.

For years, Harare has been having water problems.
The local government authority has been citing the economic decay; perennial droughts affecting Lake Chivero, which is dammed to supply Harare with water; the lack of maintenance of the old water infrastructure; the inability to procure the necessary chemicals to treat water sources as causes of the water problem.

Harare Shut Down Morton Jaffray Over "Unprecedented Chemical Supply Challenges"

Harare City Council (HCC) has announced plans to shut down Morton Jaffray waterworks and pipelines to Lonchivar and Marimba Reservoirs between 21 and 24 July 2022. In an announcement seen by Pindula News, the local government authority urged people residing in affected areas to use water sparingly during the announced period. Reads the statement:

<h2>NOTICE OF A PLANNED PLANT SHUTDOWN AND PIPELINES FROM MORTON JAFFRAY TO LOCHINVAR AND MARIMBA RESERVOIRS </h2>
Please be advised that there will be a shutdown of pump station no 1 (Morton Jaffray) and the two lines servicing Lochinvar and Marimba reservoirs from Thursday 21st of July 2022 till the 24th of July 2022. The works are scheduled to start at 1800hrs on the 21 and end at 1800hrs on the 24th.
The affected areas are: Mufakose, Kuwadzana, Glenview, Glen Norah, Parts of Willowvale, Budiriro and other surrounding suburbs.

Harare Plans To Shutdown Morton Jaffray Waterworks

Harare mayor Jacob Mafume (CCC) says the city requires between US$800 million and US$1 billion to provide adequate water for all its inhabitants and satellite towns which include Norton and Chitungwiza.
Mafume said the city’s water reticulation system was installed over half a century ago and now needs to be upgraded.
Speaking soon after touring Harare City Council’s Morton Jaffray and Warren Control Waterworks on Wednesday, Mafume said:

At the moment, we have an installed capacity of 620 megalitres (ML) and we are processing about 320ML. We have to go to 450 (ML) towards the end of the year.
But if we are able to put about 550ML into the pumping system, every resident will get water four days per week.
To be able to feed the Greater Harare, we need to revamp our water system. Morton Jaffray is an old plant built in the 1950s.
We need a whole new water system that is able to cater for three million-plus people.

Mafume said the City of Harare intends to install prepaid meters to ensure that all properties are billed and pay for water consumption.
However, residents’ associations and human rights groups say pre-paid meters will leave the poor without access to potable water and cause water-borne diseases.

Harare Requires US$800 Million To Upgrade Water Infrastructure

The Harare City Council has announced a temporary shutdown of the old 1300mm Morton Jaffray-Warren Control line along Bulawayo Road tomorrow at 4 PM until Friday.
In a public notice, the City of Harare’s Acting Town Clerk said the planned shutdown of the pipeline will affect parts of the city including low water pressure in the central business district (CBD). Reads the notice:

Harare Announces Temporary Shutdown Of Morton Jaffray-Warren Control Line

The City of Harare said that it has finished maintenance works which commenced on Friday at Morton Jaffray Water Treatment Works and Warren Control Pump station.
In a notice to residents on Monday evening, the Council said water was successfully restored to the Western Suburbs, with pumping expected to resume from Warren Control at 5 PM. Read the statement:

Harare City Council has assured residents that it will resume pumping water to households late on Monday, 25 April.
In a statement, this Monday, the City of Harare said that it faced “unprecedented challenges at Warren Control” that disrupted its plans to resume pumping as scheduled. Read the statement:

Harare Gives An Update On The Water Situation To Residents

Harare City Council (HCC) has disowned a notice that said the local government authority intends to shutdown Morton Jaffray and Warren Control Waterworks from 21 February to 21 March February 2022.
A notice circulating on social media purported to have been originated by HCC Acting Town Clerk, Engineer P. Moyo, said the said shutdown was meant to pave way for repairs on “breakdown of water pumps and main water suppy pipes.” Read the notice:

Harare City Disowns Month-long Shutdown Of Morton Jaffray And Warren Control Waterworks Notice

Harare City Council has notified residents that it had run out of water treatment chemicals and as a result, it is likely to shut one of the major treatment plants. Already, the city has water problems and shutting Morton Jaffray would exacerbate the already dire situation.
The situation is however not unique to Harare as almost all subnational governments nationwide have been having water challenges. Some attribute the deficit to dwindling water levels in water sources.
Not so long ago, Harare City Council revealed that the scarcity of foreign currency was worsening the water crisis.
The city fathers said that the central bank, the Reserve Bank Bank of Zimbabwe (RBZ), was not disbursing foreign currency enough for the Local Authority to fund its operations.
Posting on Facebook, the Local Government Authority said:

Harare City Council has run out of key water treatment chemicals and is at the moment stretching the little available amounts to treat limited supplies of water. If no urgent bailout is given between today and Tuesday, management will be forced to shut down Morton Jaffray Water Treatment Plant.

FULL TEXT: Harare Runs Out Of Water Treatment Chemicals, To Shut Major Waterworks

Harare Water director Engineer Hosiah Chisango said that they are shutting down Warren Control Pump Station which will affect the city cen­tre, north­ern, east­ern and some western suburbs like Mufakose. The shutdown is meant to allow council to repair leaks on the main water pipeline from Morton Jaffray Water Treatment Plant to Warren Control Pump Station.
Said Chisango:
<blockquote>The pipeline that burst is the main one from Morton Jaffray to Warren Control. There were five bursts along this pipeline and we have repaired four. This last one requires the pipeline to be emptied. On Saturday (tomorrow) we are going to shut down water and we will resume pumping at the end of the same day. Two or three days later, water supply will be restored in other areas that are further east. We would take care of eastern suburbs, including Mabvuku and Tafara, because of their schedule of water supply. They normally get water on Saturdays, so there would be a delay and they will get it on Sunday, then we will extend it to the following Wednesday.</blockquote>
