South Africa’s International Relations Minister Naledi Pandor has said she’s confident president Cyril Ramaphosa will still be president in 2023 but warned that Ramaphosa needs to deal with the matter swiftly.
She made the remarks in reaction to the Section 89 report into the <a href="https://zero.pindula.co.zw/eff-criticises-gangster-ramaphosa-for-taking-parliament-to-court-over-phala-phala-farm-saga/">Phala Phala farm theft</a> scandal, <a href="https://www.enca.com/news/pandor-confident-ramaphosa-will-still-be-president-next-year">eNCA News</a> reported. She is quoted as saying:

We won’t have a different president in 2023, I think it will remain President Ramaphosa unless something unexpected occurs.
In my own limited analysis, I believe he will remain president in 2023.
On my reaction to report, I think it’s really a matter that President Ramaphosa has to deal with since he is the person that is the subject of the report and he’s acted in terms of the law and the Constitution by following the steps of taking report on review.
One or two colleagues have called… they’re more interested in is South Africa stable, is there a problem, should we anticipate that there will be some kind of conflict emerging which will harm the stability and I’ve assured them, even when te temperature appears very high in South Africa, we remain a stable democracy.

Meanwhile, the ANC has expelled former NEC member Carl Niehaus who is also the spokesperson of the disbanded MKMVA.
Niehaus was found guilty of six counts of misconduct for contravening the ANC constitution, according to <a href="https://www.enca.com/news/anc-expels-carl-niehaus">eNCA</a> News.
Charges against Niehaus included comments about the law being used to fight ANC factional battles.
The party’s National Disciplinary Committee found that Niehaus, like all other members of the ANC, was bound by the code of conduct of the organisation.

South Africa: Pandor Says Ramaphosa Needs To Deal With The Phala Phala Matter Swiftly

South Africa has reiterated its call to have unilateral sanctions imposed on Zimbabwe removed.
In a speech at the 77th Session of the United Nations General Assembly in New York on Wednesday, SA Minister of International Relations and Cooperation Naledi Pandor said the sanctions against Zimbabwe affect the entire Southern African region. She said:

South Africa calls for an end to the embargo against Cuba, which continues to impede the right to development of her people.
In the same vein, we call for an end to unilateral coercive measures against Zimbabwe, which have compounded the problems experienced by the people of Zimbabwe and have a detrimental effect on the broader Southern African region.

South Africa Reiterates Position On Zimbabwe Sanctions

Zimbabwe says its relations with South Africa are cordial and rock solid despite reports to the contrary.
Last week, a Zimbabwean daily publication reported that South Africa’s International Relations and Cooperation Minister Naledi Pandor has made unsavoury remarks about Zimbabwe.
Pandor had just met Zimbabwe’s Minister of Foreign Affairs and International Trade Frederick Shava to discuss the expiry of the Zimbabwe Exemption Permits (ZEP) among other things.
But addressing journalists during a post-cabinet media briefing on Tuesday, Information, Publicity and Broadcasting Services Minister, Monica Mutsvangwa, said nothing could be further from the truth. She said:

There is an alleged negative comment by the South African International Relations and Cooperation Minister in our local papers. 
Cabinet noted with concern unfounded reports by a local daily publication attributing some comments to the Minister of International Relations in South Africa Honourable Naledi Pandor.
Government, wishes to assure the nation that Zimbabwe enjoys excellent fraternal relations with South Africa. The statements attributed to the honourable minister are a clear fabrication.
Let me reiterate the need for the journalistic profession to stick to the dictates of ethical reportage as we build our country towards attaining vision 2030.
May I also add that Honourable Naledi Pandor is a great Pan-Africanist and seasoned diplomat who has and continues to demonstrate respect for the sovereign decisions of other nations.

Pandor was quoted by a Zimbabwean daily publication saying that it is difficult to assist Zimbabwe due to a lack of unity of purpose among politicians.
In 2019, Pandor was also <a href="https://www.iol.co.za/news/politics/political-hostility-dogs-zimbabwe-says-pandor-37445924">quoted by IOL</a> as saying resolving Zimbabwe’s socio-economic crisis will remain a pipe dream if political hostility remains the priority of parties. She said:

Political formations in Zimbabwe remain at loggerheads and have apparent deep antipathy towards each other, which makes joint decision-making and planning extremely difficult.
It seems clear that even as we support the call for an end to economic sanctions, the political dynamics that we observe are inextricably linked to the economic solutions, and thus should be confronted simultaneously.
We would be assisted in playing a positive role if there was a shared notion in Zimbabwe of what had to be done.
This is important for us because while we work very closely with the government of Zimbabwe, it would be difficult for us to be seen as only working with the government.

Zim-SA Relations Are Cordial, Mutsvangwa Responds To Pandor "Criticism"

The South African government has said it has started addressing attacks on foreign nationals resident in that country by a group of locals that launched an anti-foreigner campaign it calls <a href="https://www.pindula.co.zw/Operation_Dudula">Operation Dudula</a>.
The campaign has seen non-South Africans, including Zimbabweans, being forced out of their businesses and the attacks intensified over the weekend as dozens of people were chased away in a number of areas including Johannesburg.
Those behind the campaign blame foreign nationals for the rising unemployment rate, and levels of crime.
The campaign has resulted in Zimbabweans living in fear in the neighbouring country.
International Relations and Co-operation Minister Naledi Pandor’s spokesperson Lunga Ngqengelele said the matter was being dealt with. He said:
<blockquote>
This issue has got nothing to do with Dirco (Department of International Relations and Cooperation) and it is being dealt with by the police because it is against the South African laws for anyone to be harassing businesses.
The issue of checking permits is a government role through a department of labour and employment in South Africa.
It’s not done by individuals; hence it is being dealt with.

Zimbabwe Consul-General to Johannesburg Mrs Melody Chaurura said they had engaged responsible authorities in South Africa to ensure the safety of Zimbabweans. 
Chaurura added that police intervened and stopped the attacks and there were no new reports of harassment or anyone who has been injured.
She said they will continue engaging responsible authorities to ensure the safety of Zimbabwean citizens.

South African Government "Addressing" Attacks On Foreign Nationals

The South African Minister of International Relations and Cooperation on Wednesday expressed condolences over the passing of his Zimbabwean counterpart, Retired Lieutenant General Sibusiso Moyo who succumbed to COVID-19.
In a statement issued by South Africa’s Department Of International Relations And Cooperation, Minister Naledi Pandor said:
<blockquote>On behalf of President Ramaphosa, the Government of the Republic of South Africa and its people, I wish to convey our heartfelt condolences to the Government and the people of the Republic of Zimbabwe.
The passing of Minister Moyo comes at a time when our two countries had agreed on a list of priority issues to be addressed following the previous Binational Commission chaired by the respective Presidents of South Africa and Zimbabwe in March 2019 in Harare.
Since his appointment in 2017 as Minister of Foreign Affairs and International Trade, Minister Moyo has displayed true pan-Africanism in the way he led on several important issues affecting our bilateral relations and the SADC region during the time Zimbabwe was the chair of the SADC Organ for Politics, Defence and Security in 2020.
His pan-Africanist views and arguments will always be missed in the multilateral governance organisations of our Continent Africa.

South Africa Expresses Condolences Over Death Of Zimbabwe's FM

South Africa has with effect from <a href="https://zero.pindula.co.zw/sa-reopening-borders-on-thursday/">today opened borders to all African countries</a> according to eNCA. Travelers going to South Africa for leisure, business, and any other reason from African countries are welcomed while travelers from high-risk countries are still prohibited
According to the publication:
<blockquote>International travel resumes on Thursday while leisure travel from high-risk countries is still prohibited. Countries that are classified high-risk if they recorded more COVID-19 cases and more deaths than SA. Diplomats, business, and sports travellers, as well as investors, will be allowed into the country regardless of where they’re from.</blockquote>
While addressing the media, South Africa’s International Relations Minister Naledi Pandor said they will eventually open all borders:
<blockquote>Only business travellers with scarce and critical skills, diplomats, investors and professional sportspeople coming for events from the high-risk countries will be permitted into the country. Travellers from all African countries are allowed</blockquote>
The high-risk countries mentioned by Pandor include the US, France, The UK , Russia, and India. Travelers from all parts of the continent will be asked to present a COVID-19 free certificate taken within 72 hours prior to departure, and they will be screened and be asked to install a COVID-19 tracking app.
Meanwhile, Zimbabwe has said borders are still closed to the public.

South Africa Opens Borders To All African Counties

South Africa’s International Relations Minister Naledi Pandor has said the South African government can only mediate in Zimbabwe if the Zimbabwean government asks for intervention SABC reports. Pandor had been asked by SABC’s Sherwin Bryce-Pease why South Africa was comfortable speaking up about the human rights situations in places like Western Sahara or Palestine but not Zimbabwe when she said it is up to Zimbabwe to ask for help.

South Africa’s Minister of International Relations and Cooperation Naledi Pandor has said they remain determined to help resolve the crisis in Zimbabwe.
This comes after the ruling ZANU PF party dismissed mediation efforts by the African National Congress (ANC) and the South African government.
Speaking at a University of the Witwatersrand webinar on Wednesday, Pandor said:
<blockquote>Zimbabwe is important. We continue to engage Zimbabwe and we will continue to do so until we help come out of the problem, crisis, challenges, whatever you prefer to use until we achieve an outcome.
… it is clear that that great country is not where it should be at present. And anyone who wants to pretend might do so. But we are comrades, neighbours, friends.
We stand ready to play a role and once they agree; ‘South Africa come on, we need to work together’, that moment South Africa will be ready.</blockquote>
Last week, the ANC sent a high-powered delegation led by Secretary-General Ace Magashule to Zimbabwe to try to address the crisis.
It hoped to meet all stakeholders but ended up meeting only the ruling ZANU PF party. The ANC delegation said it had run out of time but it later became apparent that ZANU PF wouldn’t allow them to meet anyone else.

South Africa Committed To Mediating In Zimbabwe's Crisis - Pandor

South Africa’s Minister Of International Relations and Cooperation Naledi Pandor has said Zimbabwe should accept help because there is an undeniable crisis in Zimbabwe which if left unresolved will affect South Africa as Zimbabweans will flock into South Africa to fend for their daily needs, ZimLive reports.
Pandor was reportedly speaking to Radio 786 this morning when she said:
<blockquote>We all know that Zimbabwe has various economic challenges and that their current situation impacts on South Africa because many Zimbabweans come to seek a livelihood in South Africa. We have to work with Zimbabwe in order to address that economic situation and find a way of helping to reverse the current situation so that the citizens of Zimbabwe can happily return to their country.
There’s a political problem, it’s undeniable, it’s there and the people of Zimbabwe have to find a solution to it. We as South Africa are ready to assist. We sent envoys there because there has been a huge concern about reports of abuse of human rights, imprisonment of opposition MPs and many other concerns which have been directed at the presidency and my department</blockquote>
The Minister diplomatically also shed more light on what could have transpired in the meeting the government had with the envoys who came on a fact-finding mission this week and left without meeting opposition parties. Pandor said they were liaising with the government to let the envoys come and meet other political players which further adds fuel to stories circulating that the government barred the envoys from meeting other political players. Pandor said:
<blockquote>We agreed the president would appoint three envoys and they would visit Zimbabwe and we asked that they meet the president of Zimbabwe but also meet other stakeholders in the opposition, NGOs and so on. Unfortunately, they could not meet the other stakeholders but Zimbabwe has indicated their readiness to facilitate such a visit and we are in discussions with the president about the envoys returning to Zimbabwe to have a wider range of meetings than they were able to have at this first contact.
So, we are not distressed that the full expectation was not met in this first visit. This is something we must continue to work at. As I said, the situation of Zimbabwe impacts on South Africa and so we have to continue meeting with, talking to (the Zimbabweans) and attempting to resolve the problems there in order to address our own situation and focus on the challenges of South Africa</blockquote>
Pandor said South Africa respects Zimbabwe’s sovereignty and was just trying to help find a solution to Zimbabwe’s plight:
<blockquote>We of course respect the sovereignty of Zimbabwe, it’s very important, but there is a reality, go to our border posts and see how many Zimbabweans wish to come to South Africa and mainly for economic reasons.
So, it is in South Africa’s interests, given our current economic situation, that we do continue to have discussions, keep a very dynamic link with Zimbabwe and assure their government that we are not seeking to interfere in their internal matters but we would like to work with them to find a solution that works with their current context</blockquote>

The South African Government’s Department of International Relations and Cooperation (DIRCO) has revealed that it has reached out to Zimbabwe after reports of human right violations in Zimbabwe broke the internet these past few days.
Using the microblogging site Twitter, DIRCO said they were ready to assist Zimbabwe if the need arise and reiterated South Africa’s commitment to peace and stability in the region in a phone conversation Naledi Pandor had with her counterpart Zimbabwe’s foreign Minister SB Moyo:

We Have Noted With Concern Human Rights Violation Reports From Zimbabwe - As South Africa Reaches Out To Zimbabwe

South Africa has said it is engaging Zimbabwe through diplomatic channels to help it overcome its perennial challenges but will never resort to military force to bring change in her northern neighbour.
Speaking to the Johannesburg-based Power FM radio station on Monday, the country’s International Relations minister Naledi Pandor said her government will both persuade as well as provide support to Zimbabwe where it is needed.
Pandor said South Africa has learned from the Iraq situation, where the United States used force to dislodge Saddam Hussein’s dictatorship but the country is now “a shell of what it was”. She said:
<blockquote>We engage consistently. Non-interference means we wouldn’t use our soldiers, our army to invade Zimbabwe to enforce a platform of democratic practice that we have in South Africa.
We believe that such is a decision that Zimbabwean people must make.
However, we are able — through diplomatic engagement — to persuade the people of Zimbabwe that they need both political as well as an economic revival, which does mean that they have to change in policy and practice.</blockquote>
Former South African President Thabo Mbeki was in Zimbabwe last December to try to facilitate dialogue between President Emmerson Mnangagwa and the opposition.
Mbeki is yet to return to the country amid indications that Harare has rejected his mediation efforts.

We Won't Use Our Army To Invade Zimbabwe - SA Minister

SYMPOSIUM “BEST PATH TOWARDS A PROSPEROUS ZIMBABWE”
Colleagues, ladies and gentlemen, the social and economic situation confronting Zimbabwe is one of the most challenging facing the southern African region.
We are hosting this symposium as a modest contribution to beginning a process of finding solutions to the many complex challenges which will be resolved primarily by the people of Zimbabwe with the assistance of all countries in the region.
The theme of this meeting indicates our belief that we will have to find ways of acting in solidarity with Zimbabwe, it reflects our posture that multilateral solidarity and practical informed action are the best means toward resolving international problems.
At the August SADC summit, we all supported a resolution proposing October 25th as a day for calling for an end to sanctions against Zimbabwe.
As DIRCO we acted on that SADC decision, but we felt that we may need to go one step beyond such a call and begin a process on reflecting on the solutions that could be considered to actively address the challenges.
We have all become very competent at addressing and adopting resolutions yet far too inadequate in informed reflection on what solutions or approaches may be practicable.
I am very pleased that some of our academic institutions and civil society organisations agreed to assist us in exploring this theme.
As the department, we have some appreciation of the nature of the challenges and the various economic and social imperatives. By all accounts, there are serious and seemingly intractable political factors that might need attention if solutions are to be effective or implementable.
The political formations in Zimbabwe remain at loggerheads and have apparent deep antipathy toward each other which makes joint decision making and planning extremely difficult.
It seems clear that even as we support the call for an end to economic sanctions, the political dynamics are inextricably linked to the economic and thus should be confronted simultaneously. This can only be led from Zimbabwe and would certainly ease the development of SADC contributions in response to the emergent compact.
All reports on the economic situation point to a debilitating crisis and social situation that is worsened by international sanctions. The impact on citizens, on public services and public institutions, is well known to most of us present here.
Basic services are inadequately available, those offering critical services earn very little income and the cost of essential goods such as basic food items is beyond the ability of millions. Sanctions have failed to provide any aid in addressing these problems and may have worsened them.
The situation has been equally negative for those with a livelihood and those without. Zimbabwe has experienced a significant loss of skills in the past decade and this has harmed the possibility of efficient management of key economic sectors and institutions.
South Africa has been a beneficiary of the loss of key skills and there has been substantial migration to different parts of South Africa.
Finding solutions to this loss of skills will be an important part of the practical actions we should consider. We may have to devise innovative forms of institutional collaboration that would help sustain and perhaps restore the efficacy of critical institutions.
SADC may need to go beyond the resolution we adopted and engage those who have imposed sanctions to agree on lifting sanctions to support the recovery of sectors such as health, agriculture and education.
I hope our panellists will share ideas from work that they have been leading in their respective disciplines. They may be more alert to the possibility of initiating an inclusive political dialogue or be alert to economic sectors that could promote increased employment and future growth.
We do not have the answers as DIRCO and we hope to benefit from the wisdom of this dialogue. The imposed sanctions have not resulted at an end to the problems thus we need a move beyond describing the problems and the identification of key steps toward real change, growth and stability in Zimbabwe.

Speaking on Monday at a meeting at UNISA on South Africa’s role in Zimbabwe, attended by diplomats and academics, Pandor called the Zimbabwean situation “one of the most challenging” economic situations in Southern Africa. She said:
<blockquote>As the department, we have some appreciation of the nature of the challenges and the various economic and social imperatives.
By all accounts, there are serious and seemingly intractable political factors that might need attention if solutions are to be effective or implementable.
The political formations in Zimbabwe remain at loggerheads and have apparent deep antipathy toward each other which makes joint decision making and planning extremely difficult.</blockquote>
Zimbabwe has not yet moved away from the disputed 2018 presidential election, with opposition MDC presidential candidate <a href="https://www.pindula.co.zw/Nelson_Chamisa" rel="noopener noreferrer" target="_blank">Nelson Chamisa</a> claiming that the vote was rigged.
The polarization has been exacerbated by the police and courts’ tendency to ban the MDC’s meetings and planned marches while the ruling <a href="https://www.pindula.co.zw/Zimbabwe_African_National_Union_-_Patriotic_Front" rel="noopener noreferrer" target="_blank">ZANU PF</a> party is allowed to do whatever it pleases.
