BREAKING: ED Partially Lifts Lockdown

President Mnangagwa will tomorrow update the nation on the current lockdown restrictions which were announced late last month by then acting President Constantino Chiwenga.
This was communicated by the Ministry of Infomation in a short update that stated that:

It is still not clear if President Mnangagwa will end the hard lockdown that started close to 6 weeks ago. However, businesses have imported the government to increase operating hours as they are citing incapacitation due to a number of factors.

ED To Make A National Lockdown Update Tomorrow Afternoon

The Women Coalition of Zimbabwe (WCOZ) has underscored the need for the prioritisation of women’s access to safety nets during COVID-19 and the hard lockdown. Below is WCOZ’s statement.
<blockquote>298 days of the COVID Lockdown, and as at 20 January 2020, the Ministry of Health and Child Care reported that, the cumulative number of COVID-19 cases increased to 29 408, after 733 new cases were reported, all are local cases and of which 242 cases are from Harare alone. Manicaland goes up with the second highest new case tally of 112 cases. We note that the Harare Hospitalisations rate on the 19 January 2021 has gone down to 257 hospitalised cases, 181 mild to moderate cases, 56 severe cases and 20 cases, in Intensive Care Units. Active cases, have gone down to 9 276 cases after 1 143 new recoveries were recorded.
This brings the total number of recoveries to 19 253. The recovery rate accordingly continues to rise to 65.5%. The death toll has risen to 879, after 54 new deaths were recorded. We continue to await the full hospitalization rate with percentages and full provincial disaggregation.
The 16th Day of the 2nd hard lockdown and we underscore the need for prioritization of women’s access to social safety nets during COVID-19 and the hard lockdown. We continue to amplify our concern that the majority of women in Zimbabwe and women-led households are facing the biggest impacts in food security, income loss, and care-giving burdens. We therefore urge Government to expand social safety nets and offset economic impacts for COVID19 and the subsequent hard lockdown. 

Critical Emerging Issue 
1. Comoliance with the lockdown and COVID-19 containment fa:illation Despite an increase in COVID-19 cases and deaths in the country, we continue to witness communities disregarding the lockdown and COVID-19 health guidelines. This is particularly so in areas such Chinhoyi, where we received reports of some bottle stores operating even beyond the 3pm closing time. In Kwekwe, reports that the majority members of the public in residential areas, continue to move about without any face-masks and in total defiance of the movement restrictions. This is distressing given the current COVID-19 situation in the country. We commend the Zimbabwe Republic Police for moving swiftly in other areas to ensure strict enforcement of the lockdown.
• We continue to urge communities to exercise care and caution, by ensuring observance of public health guidelines and safety protocols which minimize the risk of exposure to COVID-19.
Outstanding Issue 
1. exorbitant Costs of COVID-19 CARE We highlight reports regarding the costs of COVID-19 care. Against a background where public hospitals are barely attending to citizens, where there are alleged reports of citizens with COVID-19 symptoms being turned away from public health institutions but deteriorating and allegedly dying afterwards, citizens are faced with nothing more than home based care.
We decry the resultant privatisation of healthcare as a result of disinvestment in the public health care sector by the state.
We continue to raise issue with the policy of outsourcing treatment of COVID-19 to home based care buy holding onto rigid arguments that the majority of COVID-19 cases do not require hospitalisations, and continuing arguments that hospitalisation rates are low and bed capacity is not overwhelmed, yet patients need real support. Nonetheless, we note that in this vacuum, public hospitals are essentially not available and as a result placing citizen on the path to private hospitals. However, there is a crisis as the private healthcare sector is charging exorbitant fees that in our view are unethical in this time of crisis.
We highlight the example of the Capital City, Harare, which has a public hospital ICU bed capacity of 30 ICU beds. Hospitals in the capital city such as Health Point, Arundel, St Anne’s are charging between US$2 000 and US$5 000 based on the care required. We amplify the public outrage at the costs being charged for admission at an average of US$3 500 for admission. Deposits for care are also being required with doctors in some instances charging US$1 000, prior to other costs being added. Some hospitals require deposits of up to US$5 000 prior admission in ICU. Other hospitals and doctors are now offering house calls for asymptomatic and moderately symptomatic patients as well as patients with underlying conditions who need close monitoring.

<li>We call for the intervention of the policy makers in the regulation of costs of access to healthcare</li>
<li>We call for a stronger approach to develop an integrated healthcare sector where the line between private health care and public healthcare are not as rigid and prohibitive to the securing the right to health for citizens.</li>

WCOZ:  Prioritise Women During COVID-19, Lockdown

The government of Zimbabwe has issued a statement imploring the citizenry to be disciplined during the national lockdown imposed to curb the spread of the coronavirus. We present the statement below.
<blockquote>LOCKDOWN STATEMENT BY THE ACTING MINISTER OF INFORMATION PUBLICITY AND BROADCASTING SERVICES. HON DR J MUSWERE 13 JANUARY 2021
Fellow Zimbabweans we address you on the 9th day of our National Lockdown that was pronounced in an effort to curb the spiralling number of Covid-19 infections It is now evident that there is need for national discipline and self-prudence as we wage a war against this invisible enemy. As many observers have noted in the past few weeks. for many of us, the pandemic continues to hit much closer to home as we are losing close family members friends, colleagues, neighbours, workmates and acquaintances We cannot afford to have a lackadaisical approach in this fight as it will annihilate us all.
Ladies and Gentlemen whilst the generality of Zimbabweans have conducted themselves very well, it is quite disturbing that there are individuals who are wantonly disregarding the dictates of the lockdown regulations, thereby unnecessarily putting many lives at risk. This kind of behaviour is deplorable and must be condemned Fellow Zimbabweans, it is imperative that we all act responsibly if we are to survive the onslaught as this reckless behaviour threatens to Jeopardise our very own existence.
Taskforce must be commended for leading the way in the fight against the pandemic. The following matters were discussed.
1. On Surveillance, the number of new cases continues to grow exponentially. As of 12 January 2021, Zimbabwe’s cumulative cases of COVID-19 stood at 23 239. with 13 396 recoveries and 551 deaths. The national recovery rate stands at 57 6%. which signifies a significant drop from last week which was 80.6% Harare and Bulawayo continue to lead in both the number of new infections as well as deaths, this, however, does not entail that the rest of the provinces are doing well, the whole country is encouraged to remain vigilant and guard against complacency.
2. A draft COVID-19 vaccine framework and plan is being developed.
3. Regarding law and order. our security forces continue to enforce the lockdown regulations by way of mounting roadblocks across the country as well as ensuring that only SI 10 of 2020 essential services designated areas are operational. As of 06 January 2021. a total of 309 061 arrests were made countrywide, for flouting lockdown regulations, indicating an increase of 16 286, from the 292 775 recorded in the last briefing What is worrying is that within a week, 9993 people were arrested for not wearing masks and this points to negligence by some members of society who are not taking this virus seriously and this calls for behaviour change. Whilst the virus might not kill offenders, it has a potential to affect the next person who is a loved one a mother, a father, a colleague, a sister or a brother.
4. School examination classes began in earnest with pupils and invigilators reporting at exam centres without major hindrances All necessary precautions to protect the teachers and students have been put in place and so far no major incidences have been recorded countrywide.
5. We would want to clarify on the issue of funerals that people are still inclined to follow S1 10 of 2020, which stipulates that a funeral cannot be attended by more than 30 people.
6. COVID-19 education and awareness initiatives are currently underway and the taskforce recommended sustained efforts in engaging key stakeholders such as traditional, political and religious leaders around the country to ensure that the COVID-19 message is cascaded down to the grassroots.
In conclusion, we are all reminded that self-discipline and self-policing are pre-requisites during this lockdown period and beyond Be your brother’s keeper and follow the basic protocols of the lockdown and other ancillary regulations in force It will be important to take heed of the wise counsel from the Acting President Cde KCD Mohadi who yesterday during the burial of the late national hero Brigadier-General Moyo at the National Heroes Acre, implored the nation to be vigilant when he said, ‘We nonetheless are cognisant as a nation of the importance of the prevention of the spread of this virus by strict observance of the restriction regulations and the WHO protocols of frequent hand washing with soap or sanitising, proper wearing of masks, social distancing and staying at home unless it is absolutely imperative for one to leave their home’

Zimbabwe Update On National Lockdown

Zimswicth has announced that its volumes have dropped by a whopping 60% due to the lockdown imposed by the government, Business Times reports.
This was confirmed by Zimswitch which said:
<blockquote>Since lockdown daily volumes have gone down by at least 60%.</blockquote>
However, Zimswitch has recorded an increase in volumes since the turn of the new year and they have attributed the increase to the persistent cash shortages. Transactions reportedly hit $5.5 billion between January and March 2020. Zimswitch commenting about the increase in transaction volumes said:
<blockquote>The increase in the value of transactions probably owes to the continued cash availability challenges during that period and people opted to use digital platforms. The picture has however changed owing to the introduction of the IMTT tax.</blockquote>

Zimswitch Volumes In A Staggering 60% Dip Due To The Lockdown

Media watchdog, MISA Zimbabwe has said a freelance journalist Terence Sipuma was on 11 April 2020 reportedly assaulted by members of the police and the army in Harare while conducting his duties.
Sipuma was stopped by the security officers at the Kuwadzana roundabout in Harare while on his way to Chegutu to report on Zimbabwe’s 21-day COVID-19 lockdown. He said:
<blockquote>They asked where I was going and the moment I showed them my journalism I.D. (accreditation) card, I was asked to lie down (on the ground) and was beaten being accused of exposing them.
They took my phone and as they were searching through the phone they promised me that they were going to do more if I had videos or pictures of that operation.</blockquote>
Sipuma told MISA Zimbabwe that he was released after about 15 minutes.
MISA Zimbabwe has called on the police and the <a href="https://www.pindula.co.zw/Zimbabwe_Media_Commission" rel="noopener noreferrer" target="_blank">Zimbabwe Media Commission</a> to urgently investigate cases involving the continued assaults and harassment of journalists and bring the culprits to book.
