The Twitter account of Infomation, Publicity and Broadcasting Services’s secretary Ndabaningi Nick Mangwana has been temporarily restricted by Twitter. Mangwana who uses his account to update the nation about many issues pertaining to governance and news that affect Zimbabweans in general has so far not commented on the development.
Twitter this year suspended and permanently banned 2 government ministries’ account, first the Health Ministry’s account and recently the Infomation Ministry where Nick works’ account.
According to Twitter, a temporary restriction allows the user restricted use of the app and their followers can see previous tweets:
<blockquote>If your account is temporarily restricted, people who visit your profile may see a message letting them know the account may have violated the Twitter Rules and asking them to confirm they still want to view it.</blockquote>
A temporary restriction does not usually warrant in a twitter account suspension unless the account holder repeatedly violates the Twitter rules

Twitter Temporarily Restricts Nick Mangwana's Account

The Infomation, Publicity and Broadcasting Services Ministry Secretary Ndavaningi Nick Mangwana has said there is no crisis in Zimbabwe and further went on to discredit videos and images pointing to human rights violations in Zimbabwe and said they were doctored to further sell the agenda of those engaged in a smear campaign against the government, the Daily News reports.
Said Mangwana:
<blockquote>To set the record straight, there is no crisis or implosion in Zimbabwe. Neither has there been any abduction or war on citizens. Like any other country in the world, Zimbabwe has been enforcing Covid-19 lockdown regulations intended to safeguard and protect the lives of all citizens. Where necessary the law has been fairly applied.
The deliberate attempt to smear the country’s image is betrayed by the use of doctored images, old video clips and highly exaggerated claims on social media, all intended to paint a picture of a burning Zimbabwe.</blockquote>
Mangwana’s statement, however, cannot explain away the arrests of protestors and the continued detention of journalist Hopewell and opposition leader Jacob Ngarivhume.

There Is No Crisis Or Implosion In Zimbabwe - Nick Mangwana

The Permanent Secretary in the Ministry of Information, Publicity and Broadcasting Services, Ndavaningi Nick Mangwana has hit back at a United Kingdom-based group of political activists calling itself Rain Thunder, for launching a petition to have his children deported.
Mangwana said the political activists have resorted to politics of hate and vindictiveness and in any case, his children are not in Britain. He said:
<blockquote>It’s tragic that some have embarked on politics of hate and vindictiveness. How does that make sense that people are annoyed by someone then they cowardly attack their children? If someone does not have children, then what are they going to attack?
Their dogs and cats? That’s pathetic cowardice! Those who have a problem with me should not target innocent people.
It’s ironic that those who pontificate about human rights soon forget that my children are humans with rights as well. Does it only become human rights when it’s about political activists?
Anyway, moving on to their futile agenda itself, firstly my boys are adults, leading their own lives and cannot be affected by my political choices. And they are not living in the UK. That’s the problem with ignorant hysteria. You will get it all wrong.</blockquote>
Real Thunder launched the petition to have Mangwana’s children deported from Britain on the basis that their father is working for an oppressive government that is ruthless and oppressive.
Mangwana lived in the UK for years before his appointment to his current position by President Emmerson Mnangagwa in October 2018.

Mangwana Hits Back At Activists Calling For His Family To Be Deported

The government has warned the MDC Alliance leader Nelson Chamisa against using words like Hyena when referring to President Mnangagwa because they qualify as hate speech and have no place in civilised politics, The Sunday Mail reports. This was communicated by the Information Ministry’s permanent secretary Nick Mangwana who said this to the publication:
<blockquote>Government has noted with concern statements published in a local daily newspaper where opposition leader Mr Nelson Chamisa labelled the Head of State and Government, President Emmerson Mnangagwa, as a ‘hyena’. The language used by the opposition leader qualifies to be called ‘hate speech’ and has no place in civilised politics</blockquote>
Mr Mangwana also said such speech also undermines the office of the president:
<blockquote>Free speech is meant to benefit society and we struggle to see how an effort to diminish the dignity of a seating President can be of benefit to society.
The President’s detractors are oblivious of the fact that the freedom of expression they are abusing is a product of the President’s policy of opening up of the political space. In the spirit of democracy, the New Dispensation headed by the President has ensured that people are free to express themselves without persecution.</blockquote>

Money Sent By Other Countries For Skits Wont Reflect In Treasury's Coffers - Mangwana Speaks On Different Donated Funds Accounts

The government of Zimbabwe said that its desire to re-engage Western Powers does not give them to licence to interfere with the country’s internal affairs.
In an interview with Newsday’s senior reporter Blessed Mhlanga, Permanent Secretary in the Ministry of Information, Ndavaningi Nick Mangwana reminded the United States of America that it came close to impeaching President Donald Trump for colluding with a foreign power, Russia. He said:
<blockquote>Reengagement is a journey and not a destination. Of course, when on any journey one may encounter some setbacks where the terrain is not even.
One may even encounter bandits who throw stumbling blocks on the way, but it does not stop the journey. It may take a little longer than envisaged to reach the destination, but a setback is not an abandonment of a journey.
Re-engagement speaks to diplomatic interactions and a consistent and concerted effort interacts on areas of mutual interest and benefit. It also speaks to efforts to find each other in areas where we have differences.
We are not always going to agree with our re-engagement partners and on those areas we disagree we are not going to shy away from pronouncing ourselves.
We have already done so where we felt certain powers have been too intrusive and interfering in our domestic politics.
This a power that was close to impeaching their own leader when they felt that he had worked with another foreign power to interfere in its own domestic processes.
What is not good for the goose is surely not good for the gander.</blockquote>
The Zimbabwean government has over the years hit out at the US for allegedly interfering in its domestic affairs through supporting opposition political parties as well as sponsoring civil society organisations and NGOs for a regime change agenda.

Senior Zim Official 'Reminds' U.S. Of Nearly Impeaching Trump For Colluding With Foreign Govt

The government has issued a statement giving more details on the Zimbabwe National Netball team that is set to grace the Vitality Netball World Cup tournament in Liverpool, United Kingdom.
In a statement, Permanent Secretary in the Ministry of Information and Broadcasting Services, Ndavaningi Nick Mangwana said:
<blockquote>… The term delegation refers to the Zimbabweans who are accredited to have official access to the grounds at the World Cup.
The breakdown of the Zimbabwean Delegation is as follows:

Information, Publicity, and Broadcasting Services Permanent Secretary, Mr Ndabaningi Nick Mangwana has said that the new Protection of Personal Information Bill shall see Political parties prosecuted and penalised for accessing personal mobile phone numbers and using them to canvas for votes from the electorate.
Mangwana said that the electorate complained after receiving text messages on their mobile phones from political parties without them having provided them with their mobile phone numbers. Speaking during the belated Press Freedom Day commemorations in Kwekwe recently, Mangwana said:
<blockquote>The Protection of Personal Information Bill came from section 75 of the constitution which is our rights to privacy.
You know every one of us go to the Registrar General’s Office and you give your information. 
You then start receiving text messages from certain political parties and when formulating this bill, people gave an example of the previous elections when people started receiving text messages from certain political parties asking for your vote and you start questioning and asking yourself where they got your information, it makes people uncomfortable because they want their information protected.</blockquote>
Mangwana said that the new bill which is now awaiting approval from the executive seeks to match local practices to international ones.

New Bill Penalises Accessing Of Personal Mobile Phone Numbers By Political Parties

A senior government official has accused the United States of America of waging an economic war against Zimbabwe.
Permanent secretary in the Ministry of Information of Publicity, Ndavaningi Nick Mangwana said that it is ironic that while the Americans are saying Zimbabwe is not safe for outsiders, Chinese tourists and different nationalities arrive every day. <a href="https://twitter.com/nickmangwana/status/1129239674353061889" rel="noopener noreferrer" target="_blank">Said Mangwana:</a>
<blockquote>Zimbabwe just received a contingent of Chinese tourists and different nationalities arrive every day -they are safe.
Issuing a Travel Advisory saying, “violent crime, such as assault, carjacking, and home invasion, is common” is part of an economic war against Zimbabwe.</blockquote>
The US recently issued its citizens intending to travel to Zimbabwe with a warning, that they should be wary as the security situation in the country is not adequate.

America Is Waging Economic War Against Zimbabwe - Senior Govt Official

The permanent secretary in the Ministry of Information, Media and Broadcasting Services, Ndavaningi Nick Mangwa has scoffed at the United States of America’s calls for reform.
Writing on his Twitter handle, Mangwana castigated what he calls astounding duplicity. <a href="https://twitter.com/nickmangwana/status/1126169257597972480" rel="noopener noreferrer" target="_blank">He wrote:</a>
<blockquote>We are told that certain countries have transparency and accountability so they can interfere in our domestic affairs telling us charge so and so and release the other of not sanctions won’t be removed?[sic] What is this? The duplicity is simply astounding!</blockquote>
Mangwana’s remarks follow reports that US Deputy Assistant Secretary of State for Africa Matthew Harrington revealed what steps the Zimbabwean government has to take for sanctions to be removed. Harrington is quoted as saying:
The government are saying some of the right things but it is falling short when it comes to concrete actions.
<blockquote>There are some steps the government could take to demonstrate it is serious about improving the rule of law and respect for human rights in Zimbabwe.
It could repeal POSA (Public Order and Security Act) and AIPPA (Access to Information and Protection of Privacy Act), two laws long emblematic of a repressive regime.
It could stop using the army to harass and intimidate citizens who exercise their fundamental right to free speech, and it could hold accountable those members of the security services who have abused their fellow citizens.</blockquote>

Top Govt Official Scoffs At America's Call For Reforms

A senior government official has claimed that journalists and citizens are now free to exchange information unlike under the Mugabe administration.
In an interview with State Media on Thursday ahead of World Press Freedom Day, Secretary for Information, Publicity and Broadcasting Services Ndavaningi Nick Mangwana said:
<blockquote>The Second Republic has seen the democratisation of the democratic space in Zimbabwe.
A notable break from the old dispensation is that journalists and citizens are now free to exchange information and participate in public discourse without any persecution or prosecution.
There is free intercourse of ideas without any fear of recrimination.
Foreign Media Houses like the BBC are establishing bureaus in Zimbabwe, something that was anathema especially in the post-Land Reform period of the First Republic.
Every month we clear dozens of foreign journalists to come and report freely on events in Zimbabwe.</blockquote>
Mangwana added that it is critical for journalists to bear in mind that they are not above the law.
He bemoaned the training of local journalists, saying that it is largely theoretical and students struggle when they get to the newsrooms.

Information Ministry secretary Nick Mangwana has criticised Zimbabweans for expecting bailouts and handouts every time the country interacts bilaterally with another.
