The Government has withdrawn an offer letter from Mt Olympus Chishawasha B Farm offered to <a href="https://pindula.co.zw/Terence_Mukupe">Terrence Mukupe</a>’s Farmtel Investments.
The 654-hectare farm is located in Goromonzi just after Manresa. It has been at the centre of a dispute between the farmers who have A1 permits and Mukupe whose company had earmarked the land for residential stands.
Mukupe had reportedly started the process of evicting the more than 40 farmers from the farm.
The A1 farmers have been living at the farm since the year 2000 and most had offer letters which were processed in 2010.
<a href="https://www.newsday.co.zw/local-news/article/200019794/jailed-mukupe-suffers-another-blow">NewsDay</a> reported that a high-powered ZANU PF delegation led by the provincial chairperson and National Housing and Social Amenities Minister Daniel Garwe on Saturday last week visited the area and told the farmers to remain on the piece of land. Garwe said:

The ZANU PF party is for the people, you the people you are the party. We are here armed with a document that says you are not going anywhere.
This is your land and we are saying, you belong here. We have informed even the police of the latest position, so fear not.
</blockquote>
Garwe also told a ZANU PF provincial coordinating committee (PCC) meeting in Marondera yesterday that the Local Government ministry had cancelled the offer letter given to Mukupe.
Mukupe, who is a former Harare East legislator, was reportedly allocated the farm in 2016 by the Local Government and Public Works ministry.
He has been struggling to evict the farmers since 2019.
The former Deputy Finance Minister was recently sentenced to an effective three years in jail following his conviction for smuggling diesel into the country.
Responding to the revocation of Mukupe’s offer letter, political and social commentator Setfree Mafukidze warned the farmers that ZANU PF will eventually turn against them and give the land to someone else. <a href="https://x.com/cdesetfree/status/1726359722670928216?s=20">He wrote on X</a>:
<blockquote>
The fact that the government had given an offer letter to Mukupe and suddenly turned around to call him a land baron because of the land they offered him legally proves that the government and ZANU PF are accomplices of illegal land distribution. Mukupe did not offer himself land, he was offered by the Government.
The A1 Farmers on that land should make other plans because the ZANU PF government is coming again for the same land but this time it will be offered to someone else who is just not Mukupe.
The unfortunate thing is most of these land beneficiaries are daft people who trust ZANU PF which had given away their allocated land in the first place.

Govt Withdraws Offer Letter From Terrence Mukupe

The City of Harare has advised residents and home seekers who recently acquired offer letters for land to visit the Town House to verify the authenticity of the documents.
In a public notice, Town Clerk Hosiah Chisango said that some corrupt officials have been generating offer letters without Council authority and parcelling out land on wetlands. Reads the notice:
<blockquote>
It has come to our attention that there are several offer letters that are being generated and offered without Council authority.
The majority of these offer letters are being backdated before being fraudulently offered to unsuspecting home seekers who are then instructed to settle on wetlands and land meant for other purposes.
Council is therefore calling on individuals who recently ‘acquired’ stands from the City of Harare to come forward with their offer letter and proof of payment to the TOWN CLERK’S OFFICE AT TOWN HOUSE for verification.
Please note that Council will not be held responsible for any offer letters or allocations that were and are still being fraudulently acquired.

Over the years, politically-connected land barons have been illegally selling land to desperate home seekers and prejudicing local authorities of millions of dollars.
Residents have also suffered financial losses when local authorities destroy homes built on land acquired illegally.

City Of Harare Warns Home Seekers Over Fake Offer Letters

Resettled farmers have defied a directive to submit annual production returns, reported <a href="https://businesstimes.co.zw/farmers-defy-govt/">Business Times</a>.
The government plans to use the annual production returns as a basis to issue A1 permits and 99-year leases for A2.
Agriculture, Fisheries, Water and Rural Development Minister Anxious Masuka recommended that a Statutory Instrument (SI) should be gazetted to enforce the directive. He said:
<blockquote>
We recommend that the annual production and productivity returns should be (done) to guide production and investment. An SI should be issued to make it mandatory for A1 and A2 farmers to submit these annual returns.
This (submission of returns) is an audit on how the farmers are utilising their land, which will decide whether they deserve to have the entire farms to themselves or should share with others or even be moved to smaller land portions that they can fully utilise.
</blockquote>
In 2021, the government threatened to remove all the farmers who fail to submit the returns forms but farmers have not complied with the directive.
Zimbabwe Commercial Farmers Union (ZCFU) president Shadreck Makombe called on farmers to submit the returns forms as required. He said:
<blockquote>
We urge all farmers, be it A1 or A2, to submit the annual production and productivity return forms on time to fast-track the issuance of securitised documents.
All farmers should submit and you never know the day when others will get the securitised documents.
</blockquote>
In March 2022, Masuka said the returns will be used to assess if they qualify to be issued with a 99-year lease.
