The Minister of Lands, Agriculture, Fisheries, Water and Rural Resettlement Anxious Masuka has been rated the top performing Minister for the second year running.
Bulawayo Secretary for Provincial Affairs and Devolution Paul Nyoni was rated as the best Secretary for Provincial Affairs.
The 2023 performance evaluation results and the signing of performance contracts for senior public officials for Fiscal year 2024 were presided over by President Emmerson Mnangagwa at the State House in Harare.
Martin Rushwaya, Chief Secretary to the President and Cabinet announced the evaluation results for fiscal year 2023 Performance Contracts.

Top Performing Cabinet Ministers Announced

President Emmerson Mnangagwa is this week expected to reveal how Cabinet ministers, permanent secretaries and heads of Government agencies and departments performed under contracts they signed last year.
Mnangagwa will on Thursday announce the government officials’ performances last year when they sign this year’s contracts on the same day.
This year’s performance contracts signing ceremony would be broadcast live on national television on 16 March according to a statement released by the Office of the President and Cabinet (OPC). Part of the statement reads:

Guided by the nation’s (economic) blueprint, NDS1, the progress of each leader has been tracked and these results will be announced, with clear indications of those who exceeded their targets and those who did not.
To foster a high-performance culture across the entire public sector, the Government of Zimbabwe, will on March 16, 2023, sign performance contracts under the Integrated Results-Based Management System: with all Cabinet ministers, all permanent secretaries, all CEOs of local authorities and all CEOs of State-owned enterprises.
</blockquote>
Mnangagwa introduced performance-based contracts as a way of fostering a high-performance culture among office bearers.
OPC said the performance contracts will all be evaluated on delivery, efficacy, management and implementation.

Mnangagwa To Announce Ministers’ Performance Results

Zimbabwe’s ambassadors will sign performance-based contracts starting in 2023 so that their performances will be measured.
This was said by the Chief Secretary to the President and Cabinet Misheck Sibanda who was speaking at the ongoing retreat for diplomats and senior management in the Ministry of Foreign Affairs and International Trade in Bulawayo. He said:

In order to strengthen the work of diplomats in our foreign missions, Government is extending performance contracts to ambassadors so that their performance while abroad is measured starting in 2023.

Sibanda added that the diplomats will be evaluated on a number of criteria that include the investment inflows into the country they generate and exports.
He said diplomats must vigorously market the country as a safe investment and tourist destination and explore markets for the country’s products.

Ambassadors To Sign Performance-based Contracts

<a href="https://www.pindula.co.zw/Amalgamated_Rural_Teachers_Union_of_Zimbabwe">The Amalgamated Rural Teachers’ Union of Zimbabwe (ARTUZ)</a> has criticised the government for declaring that <a href="https://zero.pindula.co.zw/govt-says-bonus-will-only-be-paid-based-on-performance-appraisal-reports/">future end-of-year bonuses will be performance-based – starting this year.</a>

Zimbabwe’s 350 000 civil servants have been paid a blanket end-of-year bonus all along. 
Speaking to ZimLive, ARTUZ president <a href="https://www.pindula.co.zw/Obert_Masaraure">Obert Masaraure</a> expressed fear that the performance management system may be abused. He said:
<blockquote>
Performance appraisals should be an ongoing process which should never be weaponised in an attempt to prejudice workers.
All civil servants have legitimate expectations to receive bonuses. We have consulted teachers and we are advised that most teachers never sat down with the supervisors to set realistic goals. At the end of the day, appraisal forms are going to be ‘cooked.
</blockquote>
Government workers have since 2019 embarked on periodic industrial action demanding restoration of their pre-October 2018 salaries which were around US$540.
While chose to “go slow,” some were not even showing up for work citing incapacitation.
The adoption of the new performance appraisal might be a coercive tool to ensure that workers do not engage in protests.
