ZANU PF and the CCC will share ZWG 70 million under the Political Parties Finance Act, a law designed to support political parties in Zimbabwe.
The ruling party, ZANU PF, will receive ZWG 47.9 million, while the opposition CCC will be allocated ZWG 22.1 million.
The distribution of funds is based on each party’s performance in the most recent election, with government funding calculated according to the percentage of votes received.
To qualify for this financial support, parties must secure at least 5% of the total votes cast in the election.
Sengezo Tshabangu, who is the leader of the opposition in Parliament and CCC’s self-declared interim secretary-general, will most likely receive the party’s share of funds as he is the only opposition politician whose authority to nominate or recall representatives is recognised by the State.
Minister of Justice, Legal and Parliamentary Affairs Ziyambi Ziyambi on Friday, 06 September, announced the disbursement of the funds through General Notice 1377 of 2024. Reads the notice:

IT is hereby notified, in terms of section 3(2) of the Political Parties (Finance) Act [Chapter 2:11], that the total amount of moneys payable to political parties in respect of the year beginning 1st January, 2024, and ending on the 31st of December, 2024, is seventy million ZIG dollars only.
The money shall be disbursed to political parties that qualify in terms of section 3(3) of the Act as follows- 
(a) forty-seven million eight hundred and eighty-three thousand five hundred ZiG dollars (ZiG 47 883 500,00) shall be paid to the Zimbabwe African National Union (Patriotic Front) ZANU (PF) which received 68.4049 % of the votes cast; and (b) twenty-two million one hundred and sixteen thousand five hundred ZiG dollars (ZiG 22 116 500,00) shall be paid to the Citizen Coalition for Change-(CCC) which received 31,5950% of the total votes cast.

ZANU PF And CCC To Share ZiG70 Million

Sengezo Tshabangu is set to receive the opposition Citizens Coalition for Change (CCC) party’s share of Government funds allocated under the Political Parties (Finance) Act.
This comes after Tshabangu appointed himself as the leader of the opposition in Parliament last week.
In an interview with <a href="https://www.sundaymail.co.zw/tshabangu-ncube-faction-wins-battle-for-political-party-funds">The Sunday Mail</a>, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi said disbursement of the funds will be made “soon”. He said:

There were delays (in disbursing the funds) because the Minister of Finance (Economic Development and Investment Promotion, Professor Mthuli Ncube) was not available.
Once the processes have been completed, we will disburse the funds soon.
The recipient of the funds was determined (in Parliament) and it is the opposition (faction) with the majority of members in Parliament.

Political parties that receive at least 5 per cent of the total votes cast in the general election qualify for State funding.
This means that only ZANU PF and CCC qualify to receive a share of the funding in terms of the Political Parties (Finance) Act.
Each party’s share is proportional to the number of National Assembly seats they secured in the previous election.
Constitutional law expert Professor Lovemore Madhuku told The Sunday Mail that the funds should be disbursed every financial year over five years.
The Political Parties (Finance) Act states that every political party shall be entitled to receive from the State funding payable to it in terms of the Act annually. It reads:

The minister shall, as soon as is practicable, and in any case no later than 30 days after the beginning of the financial year, publish, with the approval of the minister responsible for finance, a notice in the Gazette specifying the total amount of money appropriated for all political parties and the amount that shall be paid to each individual political party in terms of this Act.
Each political party whose candidates received at least 5 per centum of the total number of votes cast in the most recent general election shall be entitled to the same proportion of the total moneys appropriated as the total number of votes cast for its candidates in the election bears to the total number of votes cast for all its candidates in that election.
</blockquote>
Meanwhile, CCC’s founding leader Nelson Chamisa quit the party in January this year citing infiltration by ZANU PF after State institutions recognised Tshabangu as the party’s “Interim Secretary General”.
Since the August 2023 harmonised elections, the Parliament of Zimbabwe has refused to entertain anyone else when dealing with the opposition except Tshabangu.
Tshabangu, an obscure opposition activist, wrote to Parliament and the Ministry of Local Government in October 2023, recalling several CCC MPs and Councillors.
Surprisingly, both Parliament and the Minister acted upon Tshabangu’s letters, even though he had neither held a CCC office nor been a candidate in the 2023 general elections.
Subsequently, Tshabangu recalled dozens of additional CCC councillors and MPs, with the courts endorsing his actions, effectively establishing him as the de facto leader of the opposition party.
This week, Tshabangu changed the party’s leadership in Parliament and also appointed himself Leader of The Opposition.
This came after Speaker of the National Assembly Jacob Mudenda rescinded appointments of CCC legislators to various parliamentary committees in February this year by Jameson Timba, who leads another CCC faction, saying he had no right to do so.

Tshabangu Set To Receive CCC Political Party Funds

Self-imposed Citizens Coalition for Change (CCC) interim secretary general Sengezo Tshabangu has written to the Permanent Secretary of the Ministry of Justice, Legal and Parliamentary Affairs requesting for the disbursement of the political party funding due to the opposition party under the Political Parties Finance Act.
In a letter dated 06 November 2023, Tshabangu also provided the Ministry with the bank details, as he seeks to take full control of the Nelson Chamisa-led party. He wrote:

I am writing in terms of section 3(1) as read with section 3(3) of the Political Parties (Finance) Act (Chapter 2:11) to request the statutory allocation and disbursement of the funding that is due to the Citizens Coalition for Change (CCC) political party, which participated in the 2023 harmonised general election, in which it garnered sufficient seats to qualify for the funds.
Accordingly, we kindly request your good offices to process and disburse the allocation that is due to our party in terms of the Act…
We trust the foregoing is in order, and we stand ready to provide any further particulars that you may require.
</blockquote>
The Political Parties Finance Act regulates the financing of political parties in Zimbabwe, and among other provisions, provides for state funding of political parties that receive at least 5% of the total votes cast in a general election.
Previously, the funds that were due to the MDC Alliance were given to the MDC-T led by Douglas Mwonzora. This decision came after the Supreme Court ruled that Nelson Chamisa, who was leading the MDC Alliance, was not the legitimate leader of the MDC party that was a part of the alliance. This caused anger among the MDC Alliance and some analysts, who believed that the ruling ZANU PF party was using the funds to create divisions and weaken the opposition.

Tshabangu Demands Political Parties Funding Due To CCC

ZANU PF and the MDC led by Douglas Mwonzora have received ZWL$1 billion under the Political Parties (Finance) Act which will be shared between the parties in proportion to the votes each party received in the 2018 general elections.
In terms of General Notice 1153 of 2023, Minister of Justice, Legal and Parliamentary Affairs, Ziyambi Ziyambi said ZANU PF shall receive the lion’s share of the disbursement. Reads the notice:

POLITICAL PARTIES (FINANCE) ACT [CHAPTER 2:11]
Disbursement of Money to Registered Political Parties
IT is hereby notified, in terms of section 3(2) of the Political Parties (Finance) Act [Chapter 2:11], that the total amount of moneys payable to political parties in respect of the year beginning 1st January, 2023, and ending on the 31st December, 2023, is one billion dollars only. The money shall be disbursed to political parties that qualify in terms of section 3(3) of the Act as follows-
(a) seven hundred million three hundred thousand dollars ($700 300 000,00) shall be paid to the Zimbabwe African National Union (Patriotic Front) ZANU (PF) which received 70.03% of the votes cast; and
(b) two hundred and ninety-nine million seven hundred thousand dollars ($299 700 000,00) shall be paid to the Movement for Democratic Change-Alliance (MDC-Alliance), which received 29.97% of the total votes cast.

The Political Parties Finance Act is a law passed in 2001 that outlaws foreign funding for political parties and governs how the Treasury should distribute state funds to political parties that manage to garner at least 5 percent of the total vote at general elections.

ZANU PF, MDC Receive ZWL$1 Billion Under Political Parties Finance Act

ZANU PF has started distributing brand-new all-terrain vehicles to candidates who won in recent primary elections.
The Zimbabwe Electoral Commission (ZEC) divided the country into two hundred and ten constituencies for the purpose of electing Members of Parliament and this means ZANU PF will avail 210 new vehicles for its parliamentary candidates.
Addressing ZANU PF officials from Bulawayo Province at the party’s offices at Davies Hall on 16 April, Politburo member Molly Mpofu said:
<blockquote>
Our candidates have been given cars so that they effectively penetrate the ground.
With the amount of work on the ground, they cannot run around without cars to enhance their mobility.
While these cars have been extended to candidates, they still remain party property.
The cars belong to His Excellency who is the head of ZANU PF.

Among candidates who received campaign vehicles in Bulawayo Province are Tavengwa Zidya (Nketa), Cecilia Verenga (Pelandaba-Tshabalala), Tendai Charuka (Bulawayo Central), Admire Masikati (Mpopoma-Mzilikazi), Linda Chinamano (Entumbane-Njube) and Nkosana Mkandla (Bulawayo North).
Currently, only ZANU PF and the MDC Alliance are getting funds from the Government under the Political Parties Finance Act.
The Political Parties Finance Act of 2001 provides for the financing of political parties by the State and prohibits foreign donations to political parties and candidates.
In March 2023, the Government gave ZANU PF $1 050 450 000, while the MDC Alliance received $449 550 000.
According to a report by the Center for Natural Resource Governance (CNRG), donations from extractive industries are an integral part of ZANU PF’s election funding architecture.
CNRG said that in many cases, these donations secure the donor access to resources at far less than their market value.

ZANU PF Secures 210 Brand New Campaign Cars For Candidates

ZANU PF and the MDC Alliance led by Douglas Mwonzora have been given ZWL$1.5 billion by Treasury under the Political Parties Finance Act.
The money will be shared between the two political parties based on the number of seats each party won in the National Assembly and the percentage of votes obtained in the 2018 elections.
According to a notice published in the Government Gazette recently, ZANU PF will get $1 050 450 000, while the MDC Alliance will get $449 550 000.
Part of the notice, which was published in the Government Gazette by the Minister of Justice, Legal and Parliamentary Affairs, Ziyambi Ziyambi, reads:

Disbursement of Money to Registered Political Parties it is hereby notified, in terms of section 3(2) of the Political Parties (Finance) Act (Chapter 2:11), that the total amount of money payable to political parties in respect of the year beginning 1st January 2023, and ending on the 31st December 2023, is one billion five hundred million dollars only.

The Citizens’ Coalition for Change (CCC) led by Nelson Chamisa currently does not receive funding from the government under the Political Parties Finance Act because it did not participate in the 2018 general elections.
CCC was formed in early 2022 after Mwonzora wrestled control of the MDC Alliance and declared that no other party was allowed to use the name MDC or its derivatives in any election.

Douglas Mwonzora's MDC Receives $500 Million From Treasury

The United Kingdom says it does not support or fund any political party in Zimbabwe and has no view on who should win the 2023 general elections.
The British Embassy in Harare on Wednesday released a statement stating its position on the matter.
It also called for an environment that allows all political parties to campaign freely and peacefully, without violence and intimidation. Reads the statement:
<blockquote>
The UK does not support or fund any political party in Zimbabwe. We have no view on who should win next year’s elections; that is for Zimbabwean voters to decide. We talk to the Government and to all political parties.
Zimbabwe’s constitution provides for an election process where all political parties are allowed to campaign freely and peacefully, without violence and intimidation, and where voters can vote for the party and the candidates of their choice, without fear of reprisals.
Fulfilling these conditions will allow Zimbabweans to have full confidence in their electoral process.

In Zimbabwe, the Political Parties (Finances) Act [Chapter 2:11] of 2001 prohibits foreign donations to political parties or individual candidates.

Britain Says It Does Not Fund Political Parties In Zimbabwe

The ZANU PF party has spent millions of dollars on cars, party regalia and improving the welfare of its VIPs ahead of the 2023 elections.
The ruling party spent ZW$1.8 billion and over US$4.8 million from January to September on staff salaries, gratuities, transport, health and allowances for party bigwigs among other expenses, <a href="https://www.newsday.co.zw/local-news/article/200002826/party-splashes-on-cars-for-top-chefs">NewsDay</a> reported citing a report by the party’s central committee (CC) report to the <a href="https://zero.pindula.co.zw/zanu-pf-appeals-to-parastatals-to-exhibit-at-its-congress/">7th National People’s Congress</a> held in Harare last week.
The report states that in 2017, the party only had 45 vehicles and now has 531 vehicles, the largest fleet in ZANU PF’s history. Read the report:

In 2018, the Zanu PF party acquired an additional 438 new motor vehicles bringing the fleet size to 486.
In 2020, the department of transport and social welfare received 15 new Isuzu double cab vehicles from the party treasury, bringing the fleet size to 501. Between December 2021 and September 2022, his Excellency the President and first secretary of the Zanu PF party, Comrade Dr Ed Mnangagwa donated 30 double cab vehicles to the party bringing the current fleet size to 531. Accordingly, the department of transport and social welfare remains grateful to leadership for this, and other interventions that saw unprecedented acquisition of the biggest motor vehicle fleet in the history of the party.

The report claimed that Zanu PF sources its funds from membership subscriptions, donations, allocations from the government under the Political Parties Finance Act and “investments”.
In the report, ZANU PF also acknowledged that the majority of Zimbabweans were not formally employed but earned their living from the informal sector, which it described as the “new mass employer.”
This is an indictment on President Mnangagwa who told delegates at his inauguration in 2017 that he would create “jobs, jobs, jobs.”

ZANU PF Spends Millions Of Dollars On Cars, Regalia, Welfare Of Its VIPs

ZANU PF and the MDC Alliance (MDC-A) will share ZWL$100 million disbursed by Treasury under the Political Parties (Finance) Act in 2021.
This was revealed by the Minister of Justice, Legal and Parliamentary Affairs, Ziyambi Ziyambi in a notice this Friday.
In terms of General Notice 244 of 2021, ZANU PF shall be paid $70 030 000 after it received 70,03% of votes cast in the 2018 general elections.
The MDC Alliance, which received 29,9% of the total votes cast in the 2018 harmonised elections, will get $29 970 000. Said Ziyambi:
<blockquote>IT is hereby notified, in terms of section 3(2) of the Political Parties (Finance)Act[Chapter 2:11], that the total amount of moneys payable to political parties in respect of the year beginning 1st January 2021 and ending on 31st December 2021, is one hundred million dollars.
The money shall be disbursed to political parties that qualify in terms of section 3(3) of the Act as follows… seventy million and thirty thousand dollars ($70 030 000,00) shall be paid to the Zimbabwe African National Union (Patriotic Front) ZANU (PF) which received 70,03% of the votes cast
… twenty-nine million nine hundred and seventy thousand dollars ($29 970 000,00) shall be paid to the Movement for Democratic Change- ALLIANCE (MDC-A), which received 29,9% of the total votes cast.</blockquote>
The <a href="https://www.pindula.co.zw/Political_Parties_Finance_Act" rel="noopener noreferrer" target="_blank">Political Parties Finance Act</a> stipulates that only a political party that secures 5 per cent of the total votes cast can benefit from the national budget.
In the 2018 elections, ZANU PF won 145 of the 210 seats in the National Assembly against MDC-Alliance’s 63.
The remaining two seats were won by the <a href="https://www.pindula.co.zw/National_Patriotic_Front_(NPF)" rel="noopener noreferrer" target="_blank">National Patriotic Front’s</a> Masango “Blackman” Matambanadzo (Kwekwe Central), now late, and independent candidate Temba Mliswa (Norton).
The MDC Alliance led by Nelson Chamisa will not get a cent, however. Last year the government disbursed the funds meant for the MDC-A to the MDC-T in spite of a High Court interdict.
The MDC-T contested the elections under Thokozani Khupe but failed to reach the 5% minimum threshold to qualify for government funding.
Nevertheless, in March 2020, the Supreme Court ruled that Khupe, who was succeeded by Douglas Mwonzora in December, was the legitimate leader of the MDC-T.
Political analysts have argued that the government is deliberately trying to choke the MDC-A by channelling its finances to the court-reconstituted MDC-T.

Govt Awards ZANU PF, MDC-A $100m In Political Funding

The ruling ZANU party and the main opposition MDC Alliance will split $25 million allocated to political parties by the Ministry of Finance under the Political Parties Finance Act.
Finance Minister Mthuli Ncube allocated $25 million in the 2020 National Budget, which is more than double the $12 million set aside in 2019.
The development was on Monday confirmed by the Permanent Secretary in the Ministry of Justice, Legal and Parliamentary Affairs <a href="https://www.pindula.co.zw/Virginia_Mabhiza" rel="noopener noreferrer" target="_blank">Virginia Mabhiza</a>. She said:
<blockquote>Yes, political parties were allocated about $25 million in the Blue Book. We have not yet made calculations to establish how the money would be distributed once it has been disbursed.</blockquote>

Mthuli Grants ZANU PF, MDC $25 Million

The MDC led by Nelson Chamisa is set to receive $3 596 400 from the government under the Political Parties Finance Act for the votes it garnered in last year’s general election.
The government announced that it has set aside $12 million to be shared by parties that received at least 5% of the votes, in terms of the Act.
The money will be shared on a proportional basis and with ZANU PF getting 70.3 per cent of the popular vote against the MDC Alliance’s 29.9 per cent, it will receive the lion’s share of the booty.
A circular published by Justice Minister Ziyambi Ziyambi reads in part:
<blockquote>It is hereby notified, in terms of section 3(2) of the Political Parties (Finance) Act [Chapter 2:04], that the total amount of money payable to political parties in respect of the year beginning 1st January 2019 and ending on the 31st December 2019, is $12 million dollars.</blockquote>
However, the MDC has a pending Supreme Court case after it appealed against a ruling by the High Court that Chamisa’s leadership is illegitimate.
It remains to be seen if Chamisa will be denied the money since he participated in the election not as MDC-T or MDC, but as MDC Alliance.

ZANU PF, MDC Alliance To Share ZWL$12 Million

<a href="http://www.pindula.co.zw/Zimbabwe_African_National_Union_-_Patriotic_Front">Zanu-PF</a> and <a href="http://www.pindula.co.zw/Movement_for_Democratic_Change_-_Tsvangirayi_(MDC-T)">MDC-T</a> will share $6 million allocated to political parties by Treasury under the Political Parties Finance Act which was set aside by Finance Minister <a href="http://www.pindula.co.zw/Patrick_Chinamasa">Patrick Chinamasa</a> in the 2017 National Budget.
Zanu-PF will get a bigger amount of the money after it  got 160 out of the contested 210 National Assembly seats in the July 31, 2013 elections, with MDC-T winning 49. Zanu PF also won several by-elections that were held following a decision by the MDC-T to recall 14 legislators.
