President Emmerson Mnangagwa has said democracy thrives when every voice is heard. He made the remarks after he extended the voting period to compensate for the delays experienced on Wednesday, August 23, 2023, at certain polling stations.
The delays primarily occurred in Bulawayo and Harare Metropolitan Provinces, which are recognised as opposition strongholds. The Zimbabwe Electoral Commission (ZEC) stated that they encountered issues such as the unavailability of local government voting slips and the “unintended” swapping of logos between the ruling ZANU PF party and the opposition Citizens Coalition for Change (CCC) on some ballot papers. These incidents led to the temporary suspension of voting.
Originally scheduled to begin at 7 am and conclude at 7 pm, the distribution of ballot papers was delayed, with some polling stations receiving them around 9 am and others as late as 11 pm. In response, President Mnangagwa issued Statutory Instrument 151 of 2023, extending the voting period by an additional day. Posting on his socials after <a href="https://www.pindula.co.zw/2023/08/24/president-mnangagwa-extends-voting-period-until-24-august-2023-for-delayed-polling-stations/">the extension,</a> Mnangagwa said:

Zimbabwe Elections 2023: President Mnangagwa Says Democracy Thrives When Every Voice Is Heard

Presidential spokesperson George Charamba has said extending voting hours beyond the stipulated time, that is 7 PM this Wednesday, may not be necessary.
Posting on X using one of his handles, @Tinoedzazvimwe1, Charamba claimed that the majority of polling stations that opened late eventually received ballot papers and by afternoon, very few voters had yet to cast their ballots.
Charamba’s claims are contrary to multiple reports indicating that some polling stations were yet to open by 4 PM in Harare while some had run out of ballot papers. <a href="https://twitter.com/Tinoedzazvimwe1/status/1694299905785757826?s=20">Wrote Charamba</a>:

ZEC earlier on Wednesday announced that voting hours will be extended at some polling stations due to delays in the opening of polls particularly in Harare and Bulawayo provinces.
ZEC said that in Masvingo, Matabeleland North, and Matabeleland South provinces, 100% of polling stations opened at 7 AM.
In Midlands and Mashonaland West provinces, 99% of polling stations reportedly opened at 7 AM, while in Mashonaland Central and Mashonaland East provinces, 95% of polling stations opened at 7 AM.
ZEC said 85% of polling stations opened at 7 AM in Manicaland, while in Bulawayo, 75% of polling stations opened at 8:15 AM.

Extending Voting Hours May Not Be Necessary, Says Mnangagwa's Spokesperson

The Crisis in Zimbabwe Coalition (CiZC) has criticised the Zimbabwe Electoral Commission (ZEC) for allegedly disregarding electoral laws by failing to avail ballot papers at some polling stations 48 hours before the election.
In a statement released at 4 PM on Wednesday, 23 August, CiZC demanded that ZEC address the nation, election observers and the world about the manner in which it has been handling the general elections.

The brazen disregard for electoral laws by the [Zimbabwe Electoral Commission] has put a fresh dent into the already discredited Zim election, and we call on ZEC to do the only available dignified thing, that is, to address the nation, observers and the world.
Firstly, ZEC failed to provide the voters’ roll and other voting materials to all polling stations 48 hours before the election as stated in the Electoral Act.
In most polling stations across the country, the voters’ roll, which should be pasted outside polling stations 48 hours before election day, was only available on the early morning of voting day.
As if that was not enough, the majority of polling stations in Harare and Bulawayo failed to open at 7 AM, the time stipulated by the law, and as at 4 PM dozens of polling stations were yet to commence voting.
Thirdly, the election management body has not been transparent enough. In its statement, Zec said the delays were a result of the high number of court challenges, which obstensibly delayed the printing of ballot papers.
Here are a few examples of constituencies where voting was yet to start as at 4pm: Glen View North, Warren Park, Westlea, Harare West and Budiriro South. In constituencies like Glen View South – where voting started pm – and Kuwadzana East, ZEC didn’t provide enough ballots.
ZEC only addressed this embarrassing delay through a lukewarm press statement. The statement, issued at 10 am confirmed that at that time, only 23 percent of polling stations in Harare, 85 percent in Manicaland and 75 percent in Bulawayo, had opened.
Secondly, Zec has remained complicit in denying Zimbabweans their chance to express themselves through the ballot by issuing a bungled voters’ roll. The Coalition has carried out an extensive survey and established that the number of voters turned away is unusually high.
In some cases, like the one in Binga South Constituency over 200 voters were turned away at Sianungu pry school Polling station after it was established that their names were appearing at another polling station at Sikomena, about 60 km away.
What is not adding up is that the ballot papers for Presidential and National Assembly candidates, where there were court challenges, were available, and the local authority ballots, where there were no court challenges, remained unavailable, resulting in the delays.
In addition, in some polling stations, Zec availed fewer ballot papers for local authorities, exposing the fact that ZEC could have been ill-prepared to run this election, or is simply acting to deny citizens their right to vote.
Such a situation adds to the trust deficit that Zec is already suffering after it has made a series of controversial decisions that seemed to favour the incumbent party.
As it stands, Zec is only confirming what the Crisis in Zimbabwe Coalition has stated in the run up elections; that the election management body is not independent and lacks the capacity to conduct elections and needs reform.
In light of this, we strongly call on Zec to realise that the last of its integrity is at stake, and the only source of salvation is it coming out to address the nation, acknowledge its failure, and come up with a clear plan to deal with the crisis it has created.
Failure to do that, the election management body would have indicted itself as the major impediment to free, fair and credible elections in Zimbabwe. We remain on call to all observers to take note of the events of today and make them an integral part of their reports.
We also stand in firm solidarity with like-minded organisations, like the [Zimbabwe Lawyers for Human Rights], which has taken legal action to compel Zec to deliver complete sets of ballot papers &amp; cause that voting commences in all polling stations.

ZEC Extends Voting Hours At Some Polling Stations

Polling stations opened late in Zimbabwe’s elections on Wednesday, with Harare and Bulawayo the most affected provinces, with voting yet to start as some centres as late as 4 PM.
Some voters across the country’s largest cities spent the greater part of the day milling around polling stations with no voting taking place after electoral officials failed to deliver voting materials on time.
Reports suggest that as late as 3 PM, voting had not yet started at Glen Norah Community Hall, Kundai Primary School, and Chembira Hall.
The three polling stations are in Harare’s Ward 26 under Glenview North Constituency.
Electoral officials said they were waiting for the arrival of ballot papers.
Award-winning journalist Hopewell Chin’ono said at Cold Comfort, which is also in Harare, voting had yet to start later on Wednesday afternoon. <a href="https://twitter.com/daddyhope/status/1694351534757150751?s=20">Chin’ono tweeted</a>:

The fear now is that if voting takes place at night, rural voters will be bussed into urban areas by ZANU-PF to pretend as if they are legitimate urbanites!
The legitimacy of this election matters because a disputed election result will plunge the whole Southern African region into another 5-year crisis.
This will trigger another mass immigration movement to South Africa triggering social unrest there driven by opportunistic parties since there is an election in 2024 in SA.
Zimbabwe needs to get this election right, but we are now on the precipice.

The Zimbabwe Electoral Commission (ZEC) has announced that voting has started for the 2023 harmonised elections although some polling stations did not open on time due to the late deployment of election material. In a statement seen by Pindula News, the commission said delays in the opening have largely been caused by delays in printing of the ballot paper arising from numerous Court challenges. This has been the case with Harare and Bulawayo provinces. We present the statement below:

The Zimbabwe Electoral Commission (ZEC) will open polling stations from 7 AM to 7 PM  for voters to cast their ballots tomorrow, 23 August 2023.
Registered voters should carry a national identity card (ID), metal or plastic, or carry a waiting pass with an original photograph, or a valid passport, to be allowed to vote.
Meanwhile, self-exiled former ZANU PF Politburo member Jonathan Moyo said that some polling stations may not start at the designated time and as a result, actual voting at polling stations across the country may not end at the same time. <a href="https://twitter.com/ProfJNMoyo/status/1693636100428881989?s=20">Moyo tweeted</a>:

Due to hiccups that typically happen, for one reason or another, some polling stations end up not starting at the prescribed or designated time; and because of different voting patterns influenced by the local situation, the flow of voters differs from polling station area to polling station area; and some polling stations get heavy voter traffic towards the prescribed closing time, which must be attended to until everyone who got on the queue before closing time is served, such that the actual voting at polling stations across the country does not end at the same time.
This means that vote counting at polling stations does not commence or end at the same time. Some polling stations end up doing their vote counting the morning after polling!
NB: The above information is for the attention of those who think they will have all the 12,374 V11s with the result for the presidential election around 10 pm, on Wednesday 23 August, the election day. That will not be the case, time-wise!

Zimbabwe Elections: Polling Stations Will Open From 7 AM To 7 PM

Voters have been warned against using their cellphones to take pictures inside polling stations on voting day.
The Zimbabwe Electoral Commission (ZEC) said the use of cellphones and taking of photographs inside a polling station is prohibited. ZEC said:

Only accredited journalists are allowed to take photographs and videos inside the polling station.
However, they cannot take a picture or film a voter while he/she is casting his/her vote.

Voters Barred From Taking Pictures, Videos Inside Polling Stations

The Zimbabwe Electoral Commission (ZEC) said that voters do not need to wear masks at polling stations on 23 August for them to be allowed to cast their votes.
This comes amid some social media reports claiming that voters without masks will not be allowed to vote in general elections on Wednesday.
Wearing masks was one of the protocols that were introduced at the height of the coronavirus crisis in order to curb the spread of COVID-19.
Zimbabwe officially lifted the mandatory wearing of masks and the requirement for tourists to produce COVID-19 vaccination certificates and negative PCR tests at the country’s points of entry in June this year.
The decision came after the World Health Organisation (WHO) announced that the disease was no longer a public health emergency of international concern in May.
In a statement, ZEC said it is important for those who are feeling unwell or displaying symptoms of illness to consider wearing masks. It said:

The Zimbabwe Electoral Commission advises all voters that there is no requirement for a voter to put on a mask when visiting a polling station.
However, those with symptoms related to COVID-19 may put on their masks for the safety of others.

ZEC Pledges To Post Election Results Outside Polling Stations

The Zimbabwe Republic Police (ZRP) clarified the duties of police officers at polling stations, emphasising that their role is to manage and monitor the station. This clarification comes in response to allegations suggesting that police officers are at polling stations only to aide illiterate or physically handicapped voters which is the responsibility of Presiding Officers. In a statement seen by Pindula News, police national spokesperson, Assistant Commissioner Paul Nyathi said:

The Zimbabwe Republic Police clarifies the exact position with regards to the deployment of police officers at polling stations and voting process by illiterate or physically handicapped voters.
Police officers are deployed at polling stations to ensure that law and order is maintained in line with provisions of the Constitution of Zimbabwe and the Electoral Act, Chapter 2:13.
The Zimbabwe Republic Police is aware of allegations made by some political parties and civic organizations to some observers concerning police officers’ role and voting by illiterate or physically handicapped voters. According to the Electoral Act, Chapter 2:13, section 59 (1)(b), in a situation where an illiterate or handicapped voter does not have a person of his or her own choice (confidante) to assist him or her to exercise a right to vote the Electoral Act provides that the Presiding Officer must assist the voter in the presence of two electoral officers or employees of Zimbabwe Electoral Commission and a police officer on duty.
This specific assistance given to a voter is not done by a police officer. It is actually the mandate of the Presiding Officer who will assist in the presence of electoral officers and a police officer.
The police officer is called to ensure law and order is maintained. Thereafter, the Presiding Officer must record particulars of the assisted voter in terms of the Electoral Act, Chapter 2: 13.
Allegations that police officers have sole responsibility of assisting illiterate or physically handicapped voters are therefore not correct and must be dismissed with the contempt they deserve.
The Zimbabwe Republic Police assures the public that it is ready to ensure a peaceful environment exist in the country for the hold of free, fair and credible elections on 23rd August 2023.
Political parties are implored to be exemplary in conduct and avoid the use of inflammatory or divisive language in their messages to the public.

ZRP Has Clarified The Role Of Police Officers At Polling Stations

Zimbabwe will hold general elections on 23 August 2023 to vote for the President, Members of Parliament and Councillors.
With only 46 days before the elections, here are the activities prohibited within a 300-metre radius of every polling station on polling day:

<li>Public singing, dancing, use of bands, music, or loudspeakers</li>
<li>Distributing leaflets or pamphlets of any candidate or political party</li>
