The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) has clarified the licensing of internet service providers (ISPs) in the country, including those partnering with Starlink.
Speaking to <a href="https://www.herald.co.zw/potraz-has-no-starlink-sole-exclusivity-licences/">The Herald</a>, POTRAZ Director-General Gift Machengete said the regulatory body has issued several ISP licenses to both prospective and existing operators, and none of these licenses carry sole or exclusive rights to partner with Starlink.
This appears to contradict a previous announcement made by President Emmerson Mnangagwa on May 25th, where he stated that IMC Communications, which is linked to businessman Wicknell Chivayo, had been approved as the “sole and exclusive local partner” for Starlink in Zimbabwe.
Machengete’s comments suggest that the President’s statement may have been inaccurate or incomplete, as POTRAZ has not granted any ISP an exclusive partnership with Starlink. Said Machengete:

POTRAZ has over the years granted licences to ISPs such as DFA Zimbabwe, ZOL, Utande, Powertel, Liquid Intelligent and TelOne, among others.
Machengete asserted that none of the ISPs holds a licence with sole or exclusivity rights for any internet services because that would violate the country’s competition laws. He said:
An ISP licence is an internet service provider’s licence. Several others already have the licences.
In our licence categories, we have no licences for exclusivity. Our licences are not technology-specific, in this case, the service that we are licensing is internet service provision.
This means that anyone who has our licence, if it is an ISP, that person can go to Starlink, that person can go to Liquid, that person can use any technology.

The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) has approved the application by IMC Communications.
In an interview with <a href="https://www.herald.co.zw/potraz-approves-imcs-internet-service-license/">The Herald</a> on Thursday, IMC Managing Director Denny Marandure said Zimbabwe was now “set to witness a mammoth digital revolution” after the company was officially granted the ISP (Internet Service Provider) operating license. Said Marandure:

Competition is healthy, and IMC will no doubt increase competition and innovation in the Zimbabwe internet market, which should lead to lower prices and better quality for consumers.
This is no doubt a game changer for customers where other internet solutions are either unattainable or cost-prohibitive.

POTRAZ Director General Gift Machengete confirmed that the regulator had approved the application by IMC Communications for the ISP licence.
The Herald reported sources as saying IMC has paid a one-time permit fee of US$575,000 to operate in Zimbabwe.
In addition, IMC will be required to pay an annual licensing fee equivalent to 2% of its gross turnover, as well as a 1.5% universal services fund (USF) contribution based on its total revenue.
POTRAZ is said to be in the advanced stages of processing a license application for Starlink after the company paid the initial application fees.

The government of Zimbabwe has given permission to a company called IMC to provide internet services in the country. IMC will work with Elon Musk's Starlink to bring better internet to Zimbabwe. This partnership will bring more competition and innovation to the internet market, leading to lower prices and better quality for customers. IMC will use new technology to help bridge the digital divide in Zimbabwe and support the country's goal of reliable connectivity for everyone by 2030. IMC has paid a fee of US$575,000 to operate in Zimbabwe and will also pay yearly fees based on its revenue. Starlink is also in the process of getting a license to operate in Zimbabwe.

POTRAZ Approves Starlink Partner, IMC's Internet Service Licence Application

Social media site Facebook, as well as betting and pornographic sites, are the leading websites that are visited by Zimbabweans on the internet.
In contrast, in other countries like Mauritius, the leading websites visited by the people are research-linked sites.
This was said by the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) CIRT and Enforcement Deputy Director, Evidence Mazhindu during an interview with<a href="https://x.com/ZiFMStereo/status/1803720951361614020"> ZiFM Stereo</a> in Gweru.
Mazhindu was speaking on the sidelines of a Sensitisation and Awareness Workshop on the Cyber and Data Protection Act. He said:

Mauritius has the highest security posture in Africa. Zimbabwe, we are currently number eight but we are improving with all the Government initiatives.
The top 10 websites that Zimbabweans use and the top 10 websites that the Mauritians use, if you notice Mauritius, their top 10 websites, two of them are research-based.

We need to have a lot of research grants where these (young) guys have time and resources to work and research. An idle mind is the Devil’s workshop.

Facebook, Porn And Betting Are The Most Popular Sites Visited By Zimbabweans - POTRAZ

The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) says a public notice dated 28 May 2024 and purportedly signed by its Director General Gift Machengete is fake.
In a statement, POTRAZ warned members of the public against generating and peddling fake news. Below is the FAKE statement:

The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) is working flat out on logistics with the Internet service provider Starlink following the unexpected announcement by His Excellency President Emmerson Mnangagwa on Saturday 25 May 2024, that Starlink had duly been given a license to operate in Zimbabwe.
POTRAZ was not aware of the awarding of a license to Starlink and only learned of the development through social media, just like the rest of the citizens of Zimbabwe.
As it stands, POTRAZ is now working in reverse format, where we are drawing up a predated tender document that allows IMC Communications to be the sole supplier of Starlink service in Zimbabwe.
The reverse format also includes drawing up predated documents for IMC Communications, including company registration, names of company directors, security checks, etc.
These processes will then allow IMC Communications to be a regulated Starlink Internet provider. Please bear with us while this process is taking place.

POTRAZ Warns Individuals Generating And Peddling Fake News

The Postal and Telecommunication and Regulatory Authority of Zimbabwe (POTRAZ) says internet service provider Starlink plans to roll out its service in Zimbabwe during the third quarter of this year.
In an interview with <a href="https://www.herald.co.zw/starlink-to-roll-out-in-third-quarter/">The Herald</a>, POTRAZ director general, Gift Machengete, said satellite services will enable remote parts of the country to access the internet. He said:

About Starlink, they have indicated in their application that they will roll out service in the third quarter of the year.
That is what they have said. In their application, they will provide backhauling connectivity and they can also enter into commercial arrangements with local players…
Satellite service providers provide high-speed internet services. There will be areas where they will be providing services that have not had the service, like the rural areas, where there is no optic fibre.
</blockquote>
Backhaul refers to the set of copper, fibre, or wireless links that connect the core (or backbone) networks with smaller subnetworks at the network’s edge and these connections allow users to access the internet by connecting to the subnetwork.
The primary role of backhaul is to expand network coverage and facilitate high-speed data transmission.
In an interview with State media at the weekend, Information, Communication and Technology, Postal and Courier Services Minister, Tatenda Mavetera, said:

There will be better service delivery by the Government — in schools and hospitals, the Government has an opportunity now to provide Internet coverage in remote places at a lower cost.
Tax revenue — increased digital transactions will result in a direct increase in tax revenue for the Government, which, in turn, will result in better service delivery.

On Saturday, President Emmerson Mnangagwa announced he had approved the licensing of Starlink by POTRAZ to provide advanced internet and related digital processing services in the country through IMC Communications (Pvt) Ltd.
SpaceX, the company that provides Starlink, is owned by South Africa-born American billionaire, Elon Musk.
Starlink is a high-speed internet service designed to offer reliable connectivity in even the most remote locations around the world.
It is currently officially offered in a few African nations, including Nigeria, Mozambique, Zambia, Kenya and Malawi.

Starlink To Roll Out In Third Quarter - POTRAZ

The Minister of Information Communication Technology, Postal and Courier Services Tatenda Mavetera says they are waiting for the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) to complete assessing Starlink’s application to operate in the country, reported <a href="https://www.newsday.co.zw/local-news/article/200026881/potraz-assessing-starlinks-application-mavetera">NewsDay</a>.
Responding to legislators during a question and answer session in Parliament recently, Mavetera said the government welcomes new technologies as they are critical for development. She said:

We are very much welcome to any other technologies to make sure that we enhance our digital footprint as a country.
For the one that we spoke about, of course, it is a specific question but it is quite an issue that everyone would want to hear about.
Starlink has applied and we are waiting for POTRAZ to finalise the licensing after that we can be able to see it coming through.
Some individuals have been using Starlink besides it not being licenced and several arrests have since been made and offenders have been charged with contravening provisions of the Postal and Telecommunications Act.

In March, a Victoria Falls-based company, Zambezi Boutique Private Limited was ordered to pay a US$500 fine by a Victoria Falls Magistrate for using Starlink internet services.
The company was charged with contravening the Postal and Telecommunications Act Chapter 12:05 i.e. “possession, control or operate a radio station without a radio station license.”
In February, a Chinese mining company operating in Mashonaland Central Province was fined US$700 for using Starlink.
San He Mining company in Guruve was ordered to pay a US$700 fine by a Bindura Magistrate for contravening the Postal and Telecommunication Act.

POTRAZ Assessing Starlink's Application - Minister Mavetera

Global satellite internet provider, Starlink, has applied to operate in Zimbabwe, the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) has confirmed.
Earlier this month, the government of Zimbabwe instructed Starlink to shut down services as it had not been licenced to operate in the country.
Users of the service subsequently received an email from the satellite internet service provider, advising them it had been directed to disable services.
Speaking during a question and answer session on Tuesday at a business function organised by the Ministry of Information Communication Technology (ICTs), Postal and Courier Services on the sidelines of the ongoing 64th edition of the Zimbabwe International Trade Fair (ZITF), POTRAZ director-general Gift Machengete said (<a href="https://www.herald.co.zw/starlink-applies-for-zim-licence/">via The Herald</a>):

Then, why is Starlink not operating right now? The simple answer is Starlink had not applied and we would be foolish to go then and say come and apply, please.
Now they have come to apply and we are in the process of looking at their application.
We are also a regulator, we need to see how we regulate them. We also have to look at consumer and data protection.
But, currently, we are in the process of looking at their application.
</blockquote>
He admitted that POTRAZ had instructed Starlink to switch off users in Zimbabwe saying they were breaking the law. Said Machengete:
<blockquote>
So, in short, we have not banned them. What we have just done is that those who have been using Starlink terminals were asked to have Starlink switch them off because we cannot allow illegality.
I think they have been switched off and maybe there is some outcry. But, you see those were illegal and they will be regularised when they are licenced.
Let me explain that at POTRAZ we are the licencing authority for telecommunications and we actually have a licencing framework and that framework is a converged framework whereby we check if the technology that you bring is not relevant, it is technology neutral and to reinforce that we already had geostationary satellites.
We already have geostationary satellites licenced so there is no way we would then be blocking Starlink because we are technology-neutral.
</blockquote>
To use Starlink, Zimbabweans were mostly buying the kits from unofficial importers of the kits who brought them in from countries where the service is sold legally (like Mozambique, Zambia, Eswatini etc..).
Depending on the seller, the prices would range from about $600 to $1500. Installing the kit is generally easy and to operate it in Zimbabwe, they set their account to a roaming service.
The price of unlimited internet from Starlink with the roaming is about US $38, which customers would pay to the company directly.
Ultimately, the service was popular in Zimbabwe because the price of an unlimited internet package by the country’s internet providers is at least US$140.
That and the fact that Starlink can work anywhere in the country – even the remotest pockets of the country where people there’s no infrastructure for other types of connectivity.
An estimated 5,000 Starlink terminals are believed to have been brought into Zimbabwe by the time POTRAZ blocked the service in the country.

Starlink Submits Application To Operate In Zimbabwe

The Government has been urged to tighten legislation on the hosting of age-inappropriate content, amid indications that at least 58% of children at the national level are at risk of accessing pornography and harmful content on the internet.
According to <a href="https://www.newsday.co.zw/local-news/article/200025766/tighten-laws-to-control-internet-potraz">NewsDay</a>, the highest visited online sites in Zimbabwe include pornography and betting sites, with children being the most viewers and consumers of adult content.
The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) last week released its Child Online Safety Survey (2024).
The survey shows at least 44% of children admitted to have accessed porn intentionally or inadvertently.
According to POTRAZ, this had impacted parenting or guidance to child behaviour due to heavy consumption of improper and harmful content. It said:

Advocate for tighter legislation regarding the hosting of age-inappropriate content online, particularly sexual content.
POTRAZ through the cyber incident response team, in collaboration with national and international stakeholders, should continuously monitor and restrict the distribution of such content to minors.
Despite the undeniable benefits of internet access, the survey also identified harms that children were exposed to.
</blockquote>
The survey revealed that the main threat to Zimbabwean children online was exposure to sexual content, either intentionally or inadvertently.
44% admitted that they had seen sexual content online at least once, whether messages, images, or videos. Exposure to content instigating hate and violence was prevalent.
Exposure to content instigating hate against certain people or groups (such as tribes, races, religions among others), violence, fake news, consumption of drugs and other illicit substances, and information about committing suicide was also prevalent.
The report also says 13% of children reported that they had experienced cyberbullying at least once in their lives.
POTRAZ made several recommendations to save children from cyber harm. They include enhancing internet access and digital literacy, integrating digital literacy into teacher training, implementing child-centric education programmes, promoting local language digital content, promoting parental involvement, utilising parental control tools and empowering parents with digital literacy.
Parents can play a crucial role in safeguarding their children from online risks by:
<ul>
<li>regularly talk to your child about online safety.</li>
<li>keeping your child’s computer in a common area of the home to monitor their online activity.</li>
<li>installing security software or tools that can help filter inappropriate content, block malicious websites, and protect against cyber threats.</li>
<li>Being aware of all the devices one’s child uses to access the internet.</li>
<li>Encouraging children to share their passwords with their parents.</li>

POTRAZ Calls For Tighter Laws On Hosting Of Age-Inappropriate Content

The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) has set new tariffs for the telecommunications industry in the new Zimbabwe Gold (ZiG) currency.
According to the <a href="https://www.chronicle.co.zw/potraz-sets-new-zig-tariffs/">Chronicle</a>, POTRAZ has set voice tariffs for mobile network operators at ZiG 0.0098 per second with Data now selling at ZiG 0.0928 per megabyte while SMS now costs ZiG 0.1207 per SMS.
The new ZiG tariffs, which were set following a stakeholder engagement meeting convened by POTRAZ in Harare last week, reflect an estimated 80 per cent adjustment in the local tariffs.
The last review of telecommunications tariffs was granted in October 2023 when the exchange rate was ZWL5 600 to US$1.
However, by the end of March 2024, the exchange had shot to around US$1 to ZWL30 000, reflecting an 81.3 per cent depreciation in the local currency.
Industry analysts have said the new tariff adjustments are still too low and should have been increased by 212 per cent to get back to the October 2023 level.
Speaking at the stakeholder engagement meeting last week, POTRAZ director-general, Gift Machengete, said that there was a need to balance affordability for customers and safeguard the long-term viability of the sector.
The sector is grappling with the local currency’s depreciation, legacy debt, limited foreign currency availability, infrastructure vandalism, and constant power outages.

POTRAZ Sets New Telecoms Tariffs In ZiG Currency

NetOne, a state-owned mobile network operator (MNO), says it firmly opposes the sale of its airtime above the gazetted prices set by the Postal &amp; Telecommunications Regulatory Authority of Zimbabwe (POTRAZ).
This stance comes in response to the significant depreciation of the Zimbabwe dollar against the US dollar, which has compelled vendors to use an exchange rate different from the official interbank rate.
Prominent Zimbabweans have taken to social media, asserting that NetOne has deviated from the official rate, selling airtime at nearly twice the official price.
In an official statement issued on Wednesday, March 27, NetOne strongly advises its customers to purchase airtime exclusively from authorized retail stores, approved distributors, and reputable online platforms. It said:

NetOne Responds To "Street Rate" Airtime Pricing Reports

The Postal and Telecommunication Regulatory Authority of Zimbabwe (POTRAZ) has said there are a lot of misconceptions about data tariffs in the country.
This follows recent social media posts claiming that Zimbabwe’s data costs are higher than those of neighbouring nations.
In a statement, POTRAZ director-general Gift Machengete said POTRAZ evaluates tariffs based on out-of-bundle charges or headline tariffs.
He said these reflect the actual cost of providing services and help balance affordability and operator viability. Said Machengete:
<blockquote>
The Postal and Telecommunication Regulatory Authority of Zimbabwe would like to clarify the perception that tariffs are expensive in Zimbabwe when compared to regional peers.
This follows recent social media posts, some with unsubstantiated figures which portrayed Data / Internet services to be the highest in the region.
First, it is necessary to reveal that tariff comparisons that are done by POTRAZ are based on out of bundle tariffs or headline tariffs for the various offers in the region.
This is because out of bundle charges are more reflective of the cost of providing services, which enables the Authority to balance service affordability and operator viability. Hence it is the most objective criteria for comparison purposes.
</blockquote>
Machengete argued that data bundles, often discounted and bundled with extras, do not accurately represent service costs, saying they serve promotional purposes, including customer acquisition and retention. He said:
<blockquote>
The Authority refrains from using data bundles for comparison purposes as this may be misleading. This is because bundled services are normally discounted and may come with “freebies” and “fringes” whose intrinsic value may be cumbersome to quantify.
Hence bundled services do not necessarily reflect the cost of providing services but are promotional in nature as they are designed for business strategic reasons which include customer acquisition and retention, amongst others.
</blockquote>
The POTRAZ boss also stated that when comparing services, it’s essential to consider the same type (e.g., mobile, fixed, or satellite data). Factors like speed, latency, validity period, and fair use policies impact service value. He said:
<blockquote>
It is also important to compare like with like, such that if one is comparing mobile data, let it be so, without mixing up with fixed and satellite data service offerings, as the cost of providing the different types of services may differ, even within the same country.
Even when comparing fixed Internet/Data packages, it is necessary to consider factors such as speed, latency, validity period and fair use policies, which have a bearing on the value of service to consumers.
</blockquote>
On the issue of Starlink, Machengete said POTRAZ is not blocking the internet service provider.
He said although Starlink has expressed interest in providing services in Zimbabwe, they have not completed the necessary licensing process. As a result, their current service offering in Zimbabwe is unauthorised.
Machengete warned that using Starlink in Zimbabwe without a valid license will violate the law and those who do so will face legal consequences. He said:
<blockquote>
The Authority would like to categorically state that it is not blocking Starlink in anyway. POTRAZ would like to reveal that Starlink is not yet licensed to provide services in Zimbabwe.
They have expressed interest to offer services in Zimbabwe and have been provided with all the relevant information for them to apply. They have not yet done so.
This means that their service offering in Zimbabwe is illegal because for as long as they remain without a licence. 
Therefore, anyone found using Starlink in Zimbabwe will be in breach of the law and will face the consequences in accordance with the law. The public should be so guided.
</blockquote>
He advised the public and stakeholders not to rely on flawed information aimed at unduly influencing policy and regulatory decisions but to verify details with POTRAZ to avoid panic.

According to the National Prosecuting Authority (NPA), the company was charged with contravening the Postal and Telecommunications Act Chapter 12:05 i.e. “possession, control or operate a radio station without a radio station license.” The NPA said:

Sometime in September 2023, the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) received a tip-off to the effect that the company was in possession of Starlink terminals.
Acting on the tip-off a team from POTRAZ together with the Police proceeded to the company premises where they were led to the terminal connection located at the reception area.
The General Manager of the company failed to produce a license authorizing them to possess, control or operate the equipment.
The company was sentenced to a fine of US$500 and the Starlink equipment was forfeited to the state.

Zambezi Boutique Fined US$500 For Using Starlink

The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) says internet service provider Starlink has not applied for an operating licence.
Over the past several months, some individuals and companies have been advertising Starlink Internet services but POTRAZ warned that those caught distributing and advertising Starlink Internet Services’ gadgets will be arrested.
Many have already installed Starlink internet gadgets which provide cheap and fast-speed internet.
As reported by <a href="https://www.newsday.co.zw/local-news/article/200023629/starlink-has-not-applied-for-operating-licence-potraz">NewsDay</a>, POTRAZ deputy director of economic tariffs and competition Vengesai Magadzire said the nation should know that Starlink is yet to submit its application papers.
Magadzire was addressing villagers in Chikomba West constituency during a consumer awareness campaign at the weekend. He said:

As the regulator, POTRAZ is mandated to license operators in Zimbabwe but now Starlink has not submitted its application for the licence. We are waiting to hear from it and once it submits Potraz will do what is required.

POTRAZ Says Starlink Has Not Applied For Operating Licence

Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) director-general Gift Machengete has warned companies illegally advertising and distributing internet services and gadgets from Starlink, which is not licenced to operate in Zimbabwe, that they will be prosecuted.
There has been an increase in the number of local businesses promoting Starlink on social media platforms, particularly Facebook.
Speaking in an interview with <a href="https://www.herald.co.zw/potraz-cracks-down-on-starlink-traders/">The Herald</a>, Machengete revealed that an illegal commercial courier, Macrotop Zim (Pvt) Ltd based in Msasa, was arrested recently after the company was caught delivering Starlink kits to customers.
The company has reportedly been delivering the parcels to customers after the production of proof of payment at its headquarters in Harare CBD.
POTRAZ confiscated two customer receipts after being produced as proof of payment to collect parcels.
The company was reportedly found with items labelled with the customers’ names and Zimbabwean contact telephone numbers.
Machengete said the parcels were ordered from China and destined for delivery in Zimbabwe. He said:

Either customers come personally to collect, or the parcels are delivered to their doorstep.
Paperwork is set to be done on Monday in preparation for a court appearance. Because the parcels were far too many, we seized only 10 parcels which we took to ZRP Licence Inspectorate.
We also took their health licence, and on Monday they are required to produce all the company documents at the police station.
We are now planning to come up with our POTRAZ seal which we will use to seal such premises when they have too many parcels for us to confiscate.
These traders who were selling Starlink products broke the law and they were arrested and they will be prosecuted because they did something that is against the law.
If you bring Starlink equipment here, you have not been authorised by Potraz as per the law.
If you are found with it you will be arrested. Starlink or any other satellite company is allowed to operate in Zimbabwe provided they are licenced.
You need a licence to operate in the telecommunications sector and that is the law.
We are waiting for Starlink to submit the relevant information that is required by the regulator.

Zimbabwe Intensifies Crackdown On Starlink Traders

The <a href="https://www.pindula.co.zw/Postal_and_Telecommunications_Regulatory_Authority_of_Zimbabwe/">Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ)</a> has prohibited mobile service providers from hiking their tariffs in United States dollars (US$). The regulator recently <a href="https://www.pindula.co.zw/2023/10/27/potraz-allows-telecoms-companies-to-double-tariffs-in-zimbabwe-dollar/">approved new tariff thresholds in the local currency</a> due to the depreciation of the Zim dollar, but stated that the US dollar remained stable.
Any service providers who violate this directive will be fined, said POTRAZ director-general Gift Machengete in a statement. Read the statement in part:

The new tariff thresholds are applicable to services denominated in Zimdollar, which is the currency to which all tariffs for telecommunication services are pegged.

Dr Machengete announced that service packages priced in United States dollars (US$) would not be adjusted because the foreign currency has remained relatively stable. Machengete warned that any service providers who increase their US$ prices would be charging unapproved tariffs and could face fines.
The recent tariff hike sparked complaints from Zimbabweans who found the data charges unaffordable. However, Machengete claimed that Zimbabwe has the cheapest data tariffs in the region. He refuted reports that Zimbabwe has the most expensive data tariff in the world, stating that the country actually has the lowest data tariff in the Southern African Development Community (SADC) region. He said:

Finally, we continue to come across posts purporting to draw evidence from a UK [United Kingdom] website, that Zimbabwe has the most expensive data tariff in the world at US$43,75 per gigabyte (GB).
We reiterate that this is not only false, but misleading and malicious. As a matter of fact, and contrary to that report, Zimbabwe has the lowest data tariff in the Sadc region, with an out-of-bundle tariff of ZWL$14 930, which translates to US$3,21 per GB at the September 2023 official exchange rate, while the Sadc average is US$4,60.

Zimbabwe’s Minister of ICT, Postal and Courier Services, <a href="https://www.pindula.co.zw/Tatenda_Mavetera/">Tatenda Mavetera</a>, has said the ministry is working in conjunction with the <a href="https://www.pindula.co.zw/Postal_and_Telecommunications_Regulatory_Authority_of_Zimbabwe/">Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ)</a> to address the recent increase in data charges.
Companies doubled their tariffs recently after <a href="https://www.pindula.co.zw/2023/10/27/potraz-allows-telecoms-companies-to-double-tariffs-in-zimbabwe-dollar/">POTRAZ gave approval for telecommunications companies</a> in the country to double their tariffs in the local currency (ZWL) creating a public outroar. However, the tariffs in US dollars remain the same.
Economic factors such as currency stability, electricity prices, and fuel costs have fluctuated significantly, leading to the need for a review of the local currency tariffs for telecommunications companies industry experts said. The move by POTRAZ is meant to support the struggling telecommunications sector.
This is the third increase this year due to the local currency losing value against the US dollar. The latest adjustment was made because the currency depreciated by 444% since April. Telecommunications providers raised prices to ensure their services remain valuable.

ICT Minister Says Ministry And POTRAZ Addressing Recent Increase In Data Charges

The <a href="https://www.pindula.co.zw/Postal_and_Telecommunications_Regulatory_Authority_of_Zimbabwe/">Postal Telecommunications Regulatory Authority of Zimbabwe (POTRAZ)</a> has announced plans to provide mobile computer training in villages starting next year. The goal is to ensure that citizens make full use of the Community Information Centres (CICs).
With nearly 200 operational CICs in Zimbabwe, including in rural areas, POTRAZ aims to equip the public with the necessary skills for efficient internet access and usage. The announcement was made by POTRAZ Director General Dr <a href="https://www.pindula.co.zw/Gift_Machengete/">Gift Machengete</a> during the institution’s strategic planning workshop. <a href="https://www.chronicle.co.zw/potraz-embarks-on-village-based-mobile-computer-trainings/">The Chronicle</a> quotes him as saying:

In 2024 the Authority will start village-based mobile training sessions in basic computer appreciation with a view to improving CIC patronage as people would appreciate the importance and usefulness of the centres more, once they have basic knowledge of computers and the Internet.
Although the number of people visiting CICs continues to increase steadily, the Authority is of the opinion that the CICs are under-utilised, stemming from a lack of appreciation of the benefits of the sites to individuals and communities as well as a general lack of computer skills among rural folk.

Dr Machengete said 32 additional CICs are currently under construction, bringing the total number of CICs to 202 once they are completed. Dr Machengete considers this a significant milestone in achieving universal access and usage of information and communication technologies (ICTs) in Zimbabwe. 
POTRAZ, in collaboration with the Ministry of ICT, Postal and Courier Services, began commissioning CICs in 2016, with the goal of serving underserved rural communities. They initially targeted to establish a total of 210 CICs.
Most CICs provide various services such as banking, internet access, computer training, research support for schools and communities, and money transfer services. These CICs have also facilitated the establishment of computer laboratories in previously marginalised schools, particularly in rural areas, through the distribution of computers.
<h3>Importance of the POTRAZ program</h3>
This comes amid concerns that Zimbabwe may not be ready to fully benefit from the emerging Artificial Intelligence (AI) revolution. Many Zimbabweans and institutions are not prepared for AI, despite its potential impact comparable to the Industrial Revolution. The question of whether Zimbabwe is AI-ready was raised at a Unicaf-organized event, and the majority believed that the country was not prepared <a href="https://www.techzim.co.zw/2023/10/zim-not-ready-to-take-advantage-of-what-ai-has-to-offer/">Techzim’s Leonard Sengere</a> reported.
Lack of access to computers and the internet is a major obstacle in utilising AI effectively. Internet penetration stands at 65.2%, while only 58.8% of households have smartphones, and a mere 14.2% of the population has access to a computer. Additionally, only 53% of households have electricity. However, even if individuals themselves do not have access to AI technology, they may still benefit indirectly if the government and private sector utilise AI to improve efficiency and lower costs. Nonetheless, the ideal situation would be for individuals to utilize AI for their own purposes hence the need toward bridging the digital divide.

POTRAZ Has Announced Plans To Provide Mobile Computer Training In Villages

The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) has issued a warning to the public regarding the use of unauthorised satellite internet service in the country as SpaceX’s Starlink equipment trickle into the Zimbabwean market. The regulator said possessing or operating telecommunication equipment or systems without a valid license, certificate, or authorization from POTRAZ is considered a legal offence.
In a notice seen by Pindula News, POTRAZ outlined the licensing framework for satellite internet services in Zimbabwe. According to current regulations, satellite internet can be provided by public network operators or foreign-based satellite service providers/operators. Foreign providers can offer their services in Zimbabwe either through partnerships with licensed local network operators or by obtaining their own licenses.

1) The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) regulates the provision of postal and telecommunications services in Zimbabwe. The mandate of POTRAZ includes licensing of postal and telecommunications service providers and enforcement of compliance with licence conditions and applicable laws for the sector. The licences are issued in terms of the Postal and Telecommunications Act [Chapter 12:05) (The Act), as read with the Postal and Telecommunications (Licensing, Registration and Certification) Regulations, 2021,
2) Under the current licensing framework, the provision of internet by means of satellite systems can be done by Public Network Operators or by foreign-based satellite service providers/operators. A foreign-based Satelite Service Provider/Operator can offer services in Zimbabwe using any of the following options: –
i) Through duly licensed Public Network Operators. Under this arrangement the Satellite Operator and the local network. Operators enter a Virtual Network Operator (VNO) agreement, that must be approved by the Authority, to ensure that the Public Network Operator meets legal and regulatory requirements stipulated in the licence.
ii) A Satellite Service Provider/Operator can apply for their own licence that would authorise them to provide services.
iii) End users can apply for private network licences which would authorise the utilisation of externally operated Satellite systems.
3) The Act prohibits the provision of telecommunication services or operation of telecommunication systems, including the possession or control of radio transmission equipment without a licence, certificate or authorisation expressly given by POTRAZ.
4) It has come to the attention of the Authority that there are entities masquerading as licensed satellite service Providers or local agents accredited to distribute customer premises equipment for the provision of satellite-based internet services to unsuspecting members of the public.
5) The public is reminded that only service providers who are licensed or authorised by POTRAZ are permitted at law to provide telecommunication services or distribute/install customer premises equipment for purposes of providing telecommunications services including satellite-based broadband internet services to customers or end-users.
6) The public is further reminded that local licensed Operators are only allowed to distribute satellite-based internet services if their VNO agreements have been approved by the Authority.
7) Being found in possession of or operating a telecommunication equipment/ system without a valid licence, certificate or authorisation from POTRAZ is a statutory offence punishable at law.

POTRAZ Warns Of Unauthorized Satellites As SpaceX's Starlink Equipment Trickle Into Zimbabwean Market

The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) says it will be conducting public sensitisation and awareness workshops across the country to educate citizens about their rights as enshrined under the Cyber and Data Protection Act.
The Cyber and Data Protection Act was gazetted on 11 March 2022 and the aim of the Act is to increase cyber security in order to build confidence and trust in the secure use of information and communication technologies by data controllers, their representatives and data subjects.
In a public notice, POTRAZ Director-General, Gift Machengete said the workshops will start in Harare Province on 20, 22, and 27 June 2023, and transport will be availed for ferry attendees to the venues. Reads the notice:

To ensure personal data is protected from abuse or manipulation, Government has enacted the Cyber and Data Protection Act [Chapter 12:07].

POTRAZ Plans To Educate Citizens About The Data Protection Act

The number of households using fixed telephone services in Zimbabwe has been falling over the past five years while corporates have increasingly been using the service.
This is contained in the results of the Consumer Satisfaction Survey conducted by the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) between June and November 2022.
POTRAZ said a total number of 4 000 household consumers and 400 corporate consumers were engaged across the ten provinces of the country during the survey.
According to POTRAZ, consumers were asked if they had used fixed telephone services in the past 12 months to the time of the study. reads the report:

The engagement of TelOne fixed telephone was at 70% in the corporate segment, a significant jump from 53% recorded in the previous survey of 2018.
Bulawayo province ranked highest with 91% followed by Manicaland and Midlands provinces.
The household segment had engagement levels of 1%, a drop from the 2% recorded in the previous survey of 2018. Bulawayo had the highest engagement level of 12%.

In the corporate segment, Bulawayo province ranked highest with 91%, Manicaland had 88%, Gweru had 80%, Harare (73%), Matabeleland South (73%), Masvingo (68%), Mashonaland Central (60%), Matabeleland North (60%) Mashonaland West (42%), and Mashonaland East (34%).
In the household segment, Bulawayo also had the highest engagement levels of 12%, Harare had 3%, while Manicaland, Mashonaland East, Mashonaland West, Matabeleland North, Masvingo, and Midlands had 1% each.
Mashonaland Central and Matabeleland South both had zero engagement levels in the household segment. POTRAZ said:

Looking at household consumers, the decline in usage was mostly attributed to increased penetration of mobile phones &amp; data services which allowed consumers to communicate using voice services on the go.
Consumers in different areas also cited vandalism of fixed telephones infrastructure as present barriers to taking up the services.

Mobile phones are portable and can be carried anywhere. Also with the rise of smartphones, accessing the internet and social media is made much easier, providing easy access to information and communication tools.

Zimbabwean Households Ditch Fixed Telephone Services

The Media Institute of Southern Africa (MISA) says the sending of unsolicited political messages to mobile phone users violates the Cyber and Data Protection Act.
This comes after voters across the country have been bombarded with messages purportedly from President Emmerson Mnangagwa soliciting votes ahead of forthcoming general elections.
MISA has written a letter to the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) dated 11 April asking how third parties were accessing citizens’ personal data, including phone numbers.
In the letter, MISA Zimbabwe chapter director Tabani Moyo noted that the messages were based on constituency segmentations as per the voters’ roll. Part of the letter reads:

Over the past few weeks, mobile phone users have reported receiving unsolicited political messages that are personalised and highly targeted through local and constituency-based segmentation.
The messages’ personalisation and targeted nature are closely related to the information in the voters’ roll.
There is every reason to believe that the unsolicited texts violate the Cyber and Data Protection Act which governs the use of personal biometric data.
The Act states that the use of personal biometric data in this way is prohibited unless the data subject gives consent in writing.
… In that regard, MISA Zimbabwe seeks to know how third parties have access to subscriber numbers and are sending unsolicited messages in a possible breach of the law.

One of the messages sent to a subscriber reads:

Moyo indicated that mobile telecommunication operators, that is Econet, NetOne, and Telecel, as well as Zimbabwe Electoral Commission (ZZEC) have denied leaking citizens’ personal information to ZANU PF.
He said POTRAZ ought to clarify the matter and ensure that citizens’ right to privacy will remain protected.

Unsolicited ED Mnangagwa Texts Illegal - MISA

A continental telecom infrastructure provider, Bandwidth and Cloud Services (BCS) Group Wednesday commissioned the first multi-million dollar rail fibre optic project to connect Zimbabwe and the rest of Africa with broadband services. 
The project is set to make Zimbabwe the epicentre of internet traffic in Africa, according to the Chronicle.
More than US$18 million was invested in the first phase of the project which started in Beitbridge along the railway line past Rutenga, Somabhula, Bulawayo and Hwange to Victoria Falls.
The second phase will see the network extending from Somabhula via Gweru to Harare as well as Bulawayo-Plumtree and Harare-Mutare.
Information Communication Technologies, Postal and Courier Services Minister Dr Jenfan Muswere presided over the launch in Victoria Falls yesterday.
The BCS Group partnered with National Railways of Zimbabwe (NRZ) and uses advanced technology to dig and lay cables under the ground on the side of the railway line, ushering the country into the 4th industrial revolution.
A locomotive pulling a 100-tonne machine is used to plough 1.2 metres deep on the side of the rail simultaneously laying a hollow duck pipe in which the cables will be running, and there is a device that fills the trench immediately.
Manholes are prepared every 4km along the railway line where technical workmen comprising different nationalities employed by the Mauritius-headquartered BCS, use a winch to pull the cables through the duck and join them.
Two 96 wire cores/cables are laid side by side and only two of the 96 will be used to transmit broadband and the rest can be sold to other network partners, BCS experts said
Cables have been laid from Beitbridge to Victoria Falls and BCS group managing director Mr Yonas Maru said they are only waiting for ZESA to connect 12 sites where the system will be hosted along the railway and anticipate rolling out the network in February next year.
Minister Muswere said the project came a day after Government launched the National Broadband Plan to enhance access to technology by industry. 
The project becomes the first cloud rail network in Africa.
The project is premised on ensuring that millions of Zimbabweans experience cheaper and faster network connectivity. 
Potraz Director-General Dr Gift Machengete said bandwidth is the bedrock of the 4th industrial revolution which requires improved broadband connectivity for job creation, global competitiveness and betterment of lives.
NRZ is set to benefit from access to the free unlimited connection which will help improve the railway authority’s signal system, the parastatal’s general manager Ms Respina Zinyanduko said.

Africa's 1st Rail - Fibre Optic Project Takes Off In Zimbabwe

The government has announced plans for a complete dissolution of all <a href="https://www.pindula.co.zw/ZESA">ZESA Holdings</a> subsidiary boards saying the move is one of the priorities under the state enterprises and parastatals reform agenda. In his 2023 Budget presentation last week, Finance Minister Mthuli Ncube said:

Govt Announces Plans For Complete Dissolution Of All ZESA Subsidiary Boards

The government says it will establish a National Computer Incident Response Team (NCIRT), which will receive and respond to cybercrime reports in the country.
According to <a href="https://www.britannica.com/topic/cybercrime">Britannica</a>, cybercrime, also called computer crime, is the use of a computer as an instrument to further illegal ends, such as committing fraud, trafficking in child pornography and intellectual property, stealing identities, or violating privacy.
Speaking at a cyber-security dialogue at the University of Zimbabwe on Thursday, Minister of ICT, Postal and Courier Services, Jenfan Muswere, said the government has passed laws to combat cyber-crimes. He said:

As a result, the Government has responded swiftly through regulatory measures such as the enactment of the Cyber and Data Protection Act, as well as supporting directives and other related legislation to enforce provisions of the law across all sectors of the economy.
In addition, the ministry, working with its stakeholders, has designed a programme to train personnel in Government ministries, departments, and agencies on ICT skills and cybersecurity awareness.
We believe there is room for collaboration with institutions of higher learning such as the University of Zimbabwe in this regard.

The trial of Supa Mandiwanzira failed to start on Friday the Daily News reports. Manziwanzira is facing criminal abuse of office charges after he reportedly his personal assistant, Tawanda Chinembiri was assigned to the board of the Postal and Telecommunications Regulatory Authority of Zimbabwe (Potraz) without due process according to the publication.
The state reportedly applied that the trial be postponed for the umpteenth time and Mandiwanzira’s lawyers Fungai Chimwamurombe opposed the application and said the state has failed to amend Mandiwanzira’s charges and there is no law that stipulates that someone can be put on remand when there is no charge against him. Argued Chimwamurombe:
<blockquote>The State was given more than a month to come up with a new charge and the order was clear.
It is clear the State is not ready and has never been ready to prosecute this case as the record will show. The accused has been on remand for two years now.</blockquote>
The magistrate granted the state’s application and postponed the trial to a later date.

Supa Mandiwanzira Trial Fails To Start

The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) revealed that it intends to build 100 mobile network base stations across the country.
In a tender statement issued this past weekend, POTRAZ said that the projects will be funded using resources from the Universal Services Fund (USF).
USF is a pool of funds contributed by companies in the telecommunications sector and meant for the development and provision of telecommunications in areas where telecoms infrastructure is absent. Said POTRAZ:
<blockquote>In pursuit of its mandate under the Universal Services Fund, Potraz intends to extend rural coverage by constructing 100 base stations in uncovered rural and remote areas in Zimbabwe.
The base station passive infrastructure should accommodate the existing three mobile network operators and provide spare capacity for additional operators.
The project is planned to be implemented as a turnkey vendor financed Build and Transfer joint venture agreement.
The supplier undertakes the financing and construction of the project and after its completion hands it over to Potraz. Potraz reimburses the total project investment based on an agreed schedule.</blockquote>
The base stations will be constructed in all the country’s provinces except Harare and Bulawayo Metropolitan Provinces.

POTRAZ To Build 100 Base Stations

The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) has urged the power utility, ZESA, to prioritise the ICT sector in the distribution of electricity.
POTRAZ Head of Consumer Affairs and Publicity George Manyaya said that the sector should also be prioritised in accessing fuel.
Speaking in Mahusekwa, Mashonaland East on Saturday, Manyanya said:
<blockquote>We are lobbying Zesa that the ICT sector is prioritised when it comes to power.
To the extent possible, Zesa should prioritise the transmission and core network so that data centres, hub sites, and hub centres among others, should not be subjected to load shedding.
Even in terms of accessing fuel, network operators need to be prioritised.
This will enable consumers to transact and communicate both locally and globally. ICT is the spine of the economy as it is intertwined with health, education, agriculture to tourism hence viability and sustainability of the sector are paramount for us to continue being open for business.</blockquote>
Manyanya reiterated the importance of mobile money platforms, which are however negatively affected when power is cut. He added:
<blockquote>There is nothing you can do without communication. Imagine 5 minutes without mobile financial services; no Ecocash, One-money or Telecash? Every transaction lost means revenue loss for the government.
The nationwide challenge of commercial electricity has affected the sector as all base stations run on electricity as their primary source of power…those without generators will only be able to provide service for the few hours the electricity is available.</blockquote>
Manyanya’s remarks resonate with the sentiments expressed by Econet, the country’s biggest MNO. Econet recently warned the government that if the power situation is not addressed urgently, it will take drastic measures to safeguard its operations.
The mobile giant issued the ominous statement following a network blackout that lasted for hours following a power cut at its network centre.

State-owned fixed telecommunications network operator TelOne is set to hike tariffs on the 27th of March in response to the RBZ’s latest Monetary Policy Statement.
While the Postal and Telecommunications Regulatory Authority (POTRAZ), the regulator, has summoned privately-owned Zol Zimbabwe for questioning over their own data tariff hike, TelOne has done the same.
TeOne has decided to raise International Call Tariffs-for now. The tariffs below are set to become effective from the 27th of March 2019.
