The Crisis in Zimbabwe Coalition (CiZC) has called for credible electoral processes, including the delimitation of electoral boundaries, to ensure that the 2023 elections are free and fair.
Speaking during an election resource centre-hosted delimitation meeting in Harare on Saturday, CiZC spokesperson Obert Masaure claimed that the upcoming elections have already been rigged in favour of ZANU PF. He said:
<blockquote>
Are we going to sheepishly submit ourselves to an election when we know that these are flawed processes?
People are going to say no let’s rationalise and allow this process to go. Allow an election that has already been rigged?
We all know that everything is pointing toward rigging the elections. We have a State media which remains biased and a military factor as well.
Why are we participating? Are we doing it in the sense that we want development and democracy in Zimbabwe?
If we want democracy we have to say enough is enough and get to a point where citizens say away with this delimitation process.
We will go to an election when the voters roll and the State media is accessible to all players and when the military is no longer part of our politics.
These reforms are serious and must be done. We, therefore, submit that Zimbabwe isn’t ready for elections and we urge those who want to participate in the process to call for credible electoral processes.

The Zimbabwe Democracy Institute (ZDI) also alleged, in its January 13, 2022 review paper titled: Zec Delimitation Report: Electoral Rigmarole and Elite Discohesion accused the Zimbabwe Electoral Commission (ZEC) of gerrymandering to benefit ZANU PF.

2023 Elections Already Rigged - CiZC

The ZANU PF party last week sent a team to Murewa, Hwedza, and Mutoko districts to investigate allegations of rigging during the central committee (CC) elections held a few months ago.
This came after party members in several districts petitioned their leaders, citing alleged irregularities during the elections.
The team, which was dispatched from the ZANU PF headquarters in Harare, reportedly interviewed disgruntled members and district coordinating committee officials over the rigging claims.
A top provincial member who refused to be named confirmed the visit by the probe team to <a href="https://www.newsday.co.zw/local-news/article/200004664/zanu-pf-probes-rigged-cc-elections">NewsDay</a>. Said the official:
<blockquote>
The probe team was in the province recently investigating or probing CC election rigging claims in some districts. They visited Hwedza, Mutoko and Murewa.
These are the districts that had disgruntlement over how the CC elections were run.
One of the probe team members was Miriam Chikukwa who led the investigations in Hwedza.

According to a petition signed by party officials from Hwedza district, candidates for the CC elections were barred from witnessing vote counting.
The district also raised vote-buying allegations, among others.
ZANU PF provincial spokesperson Tatenda Mavetera said she would respond after consulting her superiors on the issue.
ZANU PF officials in Hwedza, Mutoko and Murewa districts confirmed the visit by the probe team.

ZANU PF Probes Central Committee Elections Rigging Claims

An MDC-T councillor, Edson Kurebgaseka of Ward 9, has landed the deputy mayor’s post in Gweru under controversial circumstances.
He was elected after two CCC councillors were ejected from a meeting where elections were conducted for alleged improper dressing.
Ironically, there were MDC-T councillors in the meeting who were wearing sandals but were left in the meeting, reported <a href="https://masvingomirror.com/ccc-councilors-kicked-out-as-mwonzora-loyalist-wins-elections/">The Mirror</a>.
Kurebgaseka was elected during a special council meeting held last Tuesday to replace the recently recalled deputy mayor Cleopas Shiri.
Shiri who was elected in 2018 on an MDC Alliance ticket then led by Nelson Chamisa, was recalled by MDC T leader, Douglas Mwonzora together with two other Gweru councillors, Martin Chivhoko and John Manyundwa for being aligned to CCC.
Kurebgaseka polled 8 votes against his CCC rival and Ward 12 Councillor Jefta Zvidzai who garnered 4 votes.
Two councillors, former Gweru Mayor Josiah Makombe and Ward 6 Councillor Godfrey Giwa were forced out of the meeting on allegations that they were wearing round-collar t-shirts.
Meanwhile, by-elections will be held on Saturday 3 December 2022 to fill the vacancies left by the recalled councillors.

CCC Councillors Ejected From Meeting As Mwonzora Loyalist Wins Elections

Students protested at Deputy Minister of Finance, Terence Mukupe’s government offices demanding payment for voting him to represent Zanu-PF in Harare East in the forthcoming elections.
The students also alleged Mukupe also promised to facilitate drivers’ licence on top of money and residential stands for the more than 600 students who voted for him to successfully defeated his fierce rival, Mavis Gumbo. In an interview with 263Chat, disgruntled students said they had been manhandled by Mukupe’s bouncers when they were trying to seek audience over unfulfilled promises. Denzel Nkhata said he assisted Mukupe to win by creating a new cell sheet made up of college students while removing party members. Said Denzel Nkhata:
<blockquote>Mukupe removed the Zanu PF cell sheet database and left only the students to vote and just a few Zanu-PF members. I have the database with me.The agreed payment fee was $7 250 but he gave his girlfriends (names supplied), with whom he is sexually involved with. He gave them $120 each and the other girlfriend was given $500 while the rest did not receive anything. Now the students are on my back asking me for their payments since I’m the one who had mobilised.</blockquote>

Mukupe In Vote Buying, Rigging Storm

Mashonaland West Provincial Affairs Minister Webster Shamu was accused of stashing used ballot papers in his car in an attempt to rig the Zanu-PF primary election rerun. Shamu is in the running to represent Zanu-PF in Chegutu East. The Herald reports that allegations of ballot tampering are reportedly being investigated by the police.
According to the person speaking in the video, Shamu had 120 ballot papers that already had had Xs penned against his name. Watch the video below:
