Clashes between the Zimbabwe Republic Police and commuter omnibus operators in Kwekwe yesterday turned ugly, forcing some of the commuter omnibus drivers and touts to seek refuge at the Zanu PF offices. Commuters were left stranded after kombi crews demonstrated against the high number of road blocks saying that they were being fleeced by the police. An operator who spoke to New Zimbabwe said:
<blockquote>At each check point you are supposed to part with a minimum of $5 to $10 depending on the offence. The situation is not practical considering that we are declaring less than $60 to our employers.</blockquote>
Another driver who spoke to the Chronicle said:
<blockquote>Today we found three roadblocks mounted by police officers between Kwekwe and Redcliff. The cops at each roadblock were demanding $10. We make about $35 on good days and paying would mean killing our business</blockquote>
Officer Commanding Police Kwekwe District, Chief Superintendent David Tiese said:
<blockquote>It’s really saddening that it has come to this. I am disturbed with the way you (commuter operators) have tried to solve this issue. Public disorder is a serious crime. If there is any problem you should approach us for a discussion</blockquote>

Kombi drivers and touts seek refuge at Zanu PF offices, as protest against roadblocks turns ugly

Deputy Minister of Home Affairs Obedingwa Mguni has revealed that the Zimbabwe Republic Police will soon introduce a new integrated electronic system to ensure that the motorists will not be forced to pay spot fines. The new system will allow the police to trace any motorists who commit offences and as a result, the motorist will be given seven days to pay their fines.
Appearing before legislators in the National Assembly on Wednesday, Mguni said:
<blockquote>The new integrated system that we are to unveil soon will allow a person not to pay there and then, but to carry the receipt because that receipt will also be known at the centre or data area so that every detail of that offender is captured… it will be traceable.</blockquote>

ZRP to introduce electronic ticketing system to replace spot fines: Minister

Minister of Tourism and Hospitality Industry Walter MZembi has refused to back down on the issue of numerous road blocks along the country’s roads. Mzembi has appealed to the Ministry of Home Affairs and the Zimbabwe Republic Police to reduce the number of road blocks on numerous occasions arguing that it was negatively impacting the tourism industry. He recently revealed that the number of visitors from Zimbabwe had plunged from 1,5 million to around 600 000.
Speaking at the pre-Harare Agricultural Show workshop last week, Mzembi said:
<blockquote>I speak about roadblocks not because I want to indict the Commissioner-General or the Minister of Home Affairs. It doesn’t matter how attractive a destination is. If they are constituted in a conflict or war zone, they will not sell. Even in dealing with security, let us brand your actions so that you police in a different way.
We should not score points against each other. It is not about winning arguments. The one that should win is brand Zimbabwe. Two million people visit South Africa yearly. They spend days there. Only last week, I was being informed that we have tumbled from where we were from 1,5 million to 600 000 arrivals from South Africa; the self-drives which used to happen from Beitbridge.
Other than facilitating regional trade, it also facilitated self-drives for people from South Africa who would be visiting Gwanda, Masvingo up to Kariba. The roadblock issues that these people cite. . . they say, ‘I cannot do it: Twenty times forking out so much money until I reach my destination.’ That is what they say, and I am not indicting anyone.</blockquote>

Tourist arrivals from S.A declined by 900 000 partly due to numerous roadblocks complains Mzembi

Deputy Minister of Home Affairs Obedingwa Mguni told legislators in the National Assemnly that members of the Zimbabwe Republic Police (ZRP) Traffic section will soon be undergoing training to make them friendlier to tourists. The training is set to be carried out by the Zimbabwe Tourism Organisation. The high number of road blocks on the country’s roads has been speculated to be one of the reasons why tourists do not enjoy their visits to Zimbabwe.
Mguni told the legislators:
<blockquote>The problem now is the attitude of the officers. They (tourism stakeholders) are happy with the reduction of roadblocks and they now want to change the attitude of the officers.
We made a deal that Zimbabwe Tourism Association will help us in training our police force. We have one group that has gone through. Other groups are also going to be trained.
I think we cannot completely do away with police on the road.&amp;nbsp; There should be visibility but now we need to change the officers’ attitude.  They have to go for client diplomatic service.</blockquote>

Traffic police officers to be trained to make them friendlier to tourists: Minister

Speaking at the launch of the Economic Development in Africa Report 2017, Tourism and Hospitality Industry Minister Walter Mzembi urged the Zimbabwe Republic Police (ZRP) to revise their policing culture arguing that Zimbabwe is not a war or conflict zone.
Said Mzembi:
<blockquote>We are not asking not to be policed. We want to be policed according to international benchmarks. We are not a war zone. We are not a conflict zone, but we want to be policed decently so that we facilitate legitimate travel.</blockquote>
Mzembi also condemned the use of spikes and said him calling out ZRP’s policing is not sabotage but a plea for improved policing. Said Mzembi:
<blockquote>I do not know where there is a workshop that makes these things, but perhaps maybe only in Zimbabwe. We should not try to do things that are questionable to the international best practices.</blockquote>

Mzembi tells ZRP to revise policing standards, says Zim not a war zone doesn't need numerous roadblocks or use of spikes

Deputy Minister of Home Affairs Obedingwa Mguni has said that the Zimbabwe Republic Police will continue to defy court orders on the issue of spot fines as this compromises the country’s security. Addressing legislators in the National Assembly last week, Mguni said:
<blockquote>..if there is a system that the court says we must not do, we have also the right to go and oppose that system,
Why — because we have got reasons why we want to use a system that will maintain Posa in this country. At the moment, we opposed that because we want to use a system which will control vehicles. We cannot just allow anything that is intruding to our security to be implemented. We have to balance it for the country.
When I ended my answer I said if something has been ruled in court and we see that it is compromising our security systems, we have the right to oppose.</blockquote>
He was responding to questions from MDC vice president Elias Mudzuri who had asked what the ministry’s position was on the issue of court judgements that said police should not force motorists to pay spot fines.

ZRP will continue to defy court orders on spot fines says, Minister

A report by the Parliament Budget Office (PBO) shows that the Zimbabwe Republic Police is expected to collect US$59 million in revenue coming from traffic fines this year. This almost double the US$31,47 million target that Treasury set for the police in 2016. According to a report in the Financial Gazette, Treasury raised the 2016 target for ZRP by almost 90 percent. This may also help to explain the increase in the frequency of road blocks and the aggressive nature of the police officers manning these roadblocks.
The breakdown of the expenditure of projected $59,1 million is as follows:

<li>US$32,17 million on goods and services</li>
<li>US$18,1 million on maintenance</li>
<li>US$8,10 million on the acquisition of capital assets</li>
</ul>
Treasury also expects the ZRP to use US$678 000 to pay for salaries. This is a pittance, as the annual salary bill of the ZRP consumes US$323 million of the total Ministry of Home Affairs 2017 budget allocation of US$364 million.

Treasury expects ZRP to increase revenue from traffic fines by 90 percent to $59m

Two weeks ago, President Robert Mugabe reportedly ordered the Zimbabwe Republic Police to reduce the number of roadblocks on the country’s roads. The president reportedly cited the inconvenience caused by the huge number of road blocks to motorists. This was revealed by Deputy Minister of Home Affairs Obedingwa Mguni when he appeared in Parliament yesterday. The Minister said:
<blockquote>
Two weeks ago, President Mugabe chaired a meeting that resolved that roadblocks must be reduced.
Therefore, we made a plan to reduce them, but we said it is not easy to balance quality service versus compliance because we need not loosen our security when giving services.</blockquote>

Deputy Minister of Home Affairs Obedingwa Mguni has revealed that the government is going to introduce an electronic ticketing system to replace spot fines due to the corruption of Zimbabwe Republic Police traffic officers. Mguni said this during parliament’s question and answer session on Wednesday. Said Mguni:
<blockquote>There is a new company which has come to change the way in which the police are operating so that they do not carry any receipt books.
We now have a machine which will enable a vehicle’s number plates to be scanned. The machine would state the owner of the vehicle, a slip will be printed to enable the person even though he does not have cash on him, to approach the nearest police camp and pay.
We will be having such machines. We are leaving old ways. We want to stop corruption which is there.</blockquote>

Govt admits ZRP road block corruption, says it will scrap spot fines and use electronic system

Vice President Emmerson Mnangagwa has spoken out on the issue of the number of roadblocks on the country’s roads, diplomatically urging the Tourism Ministry and the Home Affairs Ministry to reach a compromise on the exact number.
Speaking yesterday at the launch of the International Year of Sustainable Tourism for Development, Mnangagwa said:
<blockquote>I am aware that the issue of roadblocks has been raised by a number of tourists. As Government, we remain committed to the free movement of tourists and the need to ensure their safety
I therefore urge the two ministries of Home Affairs and Tourism and Hospitality Industry to sit down together under one roof and further determine how the need for safety and movement of tourists can be guaranteed.
In the same vein, I also want to commend the ZRP, the visiting public and tourists especially in the Victoria Falls area, for their cooperation.</blockquote>

VP Mnangagwa urges ministers to reach compromise on number of road blocks

Zimbabwe Tourism Authority (ZTA) chief executive officer Karikoga Kaseke has broken ranks with Minister of Tourism and Hospitality Industry, Walter Mzembi on the issue of roadblocks. Kaseke argues that roadblocks are good for tourism as they essential to maintain peace. <a href="http://www.pindula.co.zw/news/2017/05/30/mzembi-promises-to-deal-with-over-policing-on-the-countrys-roads/" rel="noopener noreferrer" target="_blank">This comes after Mzembi said that he was going to engage his cabinet counterparts on the issue of roadblocks which he argues are throttling the tourism industry.</a>
Kaseke told online publication, New Zimbabwe:
<blockquote>Please visitors do not fear for your safety when you come to Zimbabwe; why are people saying there are too many roadblocks in the country?
These road blocks, to some extent, are also guaranteeing peace. The ZRP are renowned internationally for maintaining peace when they go on peace missions, our police always come out tops.
The Zimbabwe we have is not the Zimbabwe that they (tourists) hear of through the international media. The Zimbabwe that they are hearing about on the international media also shocks us.
For us we cannot form our own perception for our country, the Zimbabwe that we know is the Zimbabwe that is the most peaceful country. Peace is our selling point</blockquote>

Roadblocks are good for tourism as they "maintain peace,"  tourists  are increasing: Karikoga Kaseke

Speaking at a ceremony for Kenya Airways’ inaugural flight to Victoria Falls yesterday, Zimbabwe Tourism Authority (ZTA) chief executive officer, Karikoga Kaseke urged the government to urgently order the police to stop mounting countless roadblocks on major highways saying it makes the country unattractive to tourists.
Said Kaseke:
<blockquote>The Vice-President himself, when I talked to him, he said that he was going to call the Home Affairs minister [Ignatius] Chombo, to really talk about this issue. The police roadblocks are making this destination unattractive. We cannot be attractive when, from Victoria Falls town to the airport, you have four roadblocks.</blockquote>
Victoria Falls mayor, Sifiso Mpofu, acknowledged the problem of countless police roadblocks. The ceremony was attended by Kaseke, Transport minister Joram Gumbo and other government officials.

Police roadblocks make Zimbabwe an unattractive tourist destination says Kaseke

The government through Home Affairs Minister Dr Ignatius Chombo has ordered the Zimbabwe Republic Police to mount only a single roadblock, within a 10km radius. This means that there will only be a single roadblock over a 20km stretch. The police have also been ordered to use a one-stop shop arrangement. This follows frequent complaints by motorists, tourists over the number of roadblocks and accusations that poloice o0fficers extort motorists. <a href="http://www.pindula.co.zw/news/2017/02/23/minister-mzembi-says-will-not-stop-shouting-heard-issue-road-blocks/" target="_blank">Tourism Minister Walter Mzembi has also decried the disproportionate number of roadblocks saying that they discourage tourism.</a>
Speaking to the Sunday Mail, Hom Affairs Minister Ignatious Chombo said:
<blockquote>All Provincial commanders have been instructed to submit their monthly roadblock schedules to Police General Headquarters (Operations) to ensure effective monitoring of deployments in line with the organisational policy of erecting roadblocks at a distance of not less than 10km apart.
One-stop-shop roadblocks, which are multi-purpose, are being implemented to avoid duplications. Increased supervision of deployed personnel is going to be enhanced to correct any inconsistencies with policies and directives.
A review of all deployments is being done with a view to rationalising the roadblock deployment system in order to ensure effectiveness and efficiency.</blockquote>

Govt directs ZRP to mount only one roadblock over 20km, to use one-stop-shop arrangement

Lawyer and Human rights activist <a href="http://www.pindula.co.zw/Fadzayi_Mahere">Advocate Fadzayi Mahere</a> has said that<a href="http://www.pindula.co.zw/Zimbabwe_Republic_Police"> ZRP</a> Commissioner General <a href="http://www.pindula.co.zw/Augustine_Chihuri">Augustine Chihuri</a> should blame the public for police corruption.  The police are supposed to uphold the law and there is no excuse that justifies their conduct when they engage in corruption. Says Mahere:
<blockquote> 1.Commissioner General Chihuri admits the Police are corrupt but blames it on the public! No sir, the Police are meant to uphold the law, period. There can be no excuse for corruption by the Police. In fact, it’s criminal.</blockquote>
Mahere also challenged some of Chhuri’s assertions in justifying the presence of roadblocks such as the claim that the money realised from Roadblocks was “insignificant.” She says the police mount numerous roadblocks in order to collect money and that the money they realise from these roadblocks is actually 19 times what they were allocated by Treasury.
<blockquote>2.He said the money collected from road blocks is insignificant. No sir, $57 million is not insignificant. It’s 19 times more than your recorded allocation from Treasury. If it was insignificant there would be no roadblocks. The police are unable to attend to dangerous crime and accident scenes lamenting a lack of transport or resources but they are always able to set up roadblocks. This is because roadblocks raise money while other means of policing don’t. It should not be this way.</blockquote>
 
Finally, Mahere says the police should not use road blocks as a revenue source as they are not part of Zimra.  She also challenges the source of Zimbabwe’s economic problems and puts the blame squarely on the government’s corruption and mismanagement of resources.
 
<blockquote>3. The Commissioner General states that the Police have no funding for uniforms and for their “projects”. So is fundraising at roadblocks the answer? Surely not. The Police have no legal mandate to raise funds in this way. This is the function of ZIMRA.</blockquote>
