A 26-year-old Epworth man, Pardon Chitongo from Epworth has narrated how he was shot in 2019 by police during the national shutdown protests that were triggered by fuel price hikes.
<h2>What transpired:</h2>
Chitongo who was a commuter omnibus (kombi) driver told NewZimbabwe.com that he woke up early in the morning just like any other day and dashed towards Munyuki Shopping Centre.
He was not even aware that there were planned national stay-away protests. When he arrived at the shops, he observed that it was not business as usual as vendors were packing to go home.
He decided to hang around with his friends.
The ZRP anti-riot squad flooded the area, ordering residents to disperse.
Chitongo, along with a group of other residents, fled and sought refuge at his uncle’s place of residence, which was close by, waiting for the situation to normalise.
He said police then invaded the suburb and started randomly shooting at the unarmed public, that’s when he was shot.  
A bullet shot through his body fracturing his right forearm, before making its way through his stomach via the back and scratching his other arm.
He also lost one of his kidneys in the process. His backbone was damaged resulting in permanent paralysis from the waist down.
Despite nerves on his right leg feeling a touch or graze, the limb is practically dead.
Chitongo suffers from backache and right leg pains. He spent two days unconscious in the intensive care unit at Parirenyatwa Group of Hospitals. He told NewZimbabwe.com:
<blockquote>
I feel a lot of pain in my testicles, on the thigh and butt joints and under my right foot. I cannot describe the pain but that’s my life every day. This is what stresses me the most because I’m literally in pain all the time.
</blockquote>
Chitongo now relies on painkillers to ease the affliction he endures day in and out. He requires medication not less than US$100 per month with painkillers alone costing US$60.
Chitongo is now wheelchair-bound and has to attend physiotherapy sessions in Chitungwiza three times a week.
He says it is difficult for him to travel to and from the sessions as public transporters are not comfortable with transporting him. He added:
<blockquote>
They say you delay us because of your wheelchair. Some tell me that their vehicles are not friendly for my condition and at times I end up being late for my physiotherapy sessions.
</blockquote>
<h2>Life after being shot:</h2>
He now lives on handouts from well-wishers for his clothing and medication. 
On a bad month, he goes through it with no painkillers making his life unbearable.
His old rickety wheelchair now needs to be repaired or at least replaced.
At home, Chitongo relies on his neighbour’s toilet as his father’s is not user-friendly.
His dreams to settle down, start a family and own a piece of land have been shuttered as his savings of at least US$5 from the errands and earnings when he was a kombi driver have been depleted. 
He appeals to those who can help him open a shop so that he becomes self-reliant. 
<h2>Lawsuit:</h2>
Chitongo sued the Zimbabwe Republic Police (ZRP) demanding compensation and was awarded ZW$3 million.  
The money translates to US$3 750 at the current interbank rate. He feels this money was not enough compensation considering how his life was turned around.
He says he is yet to get the money and is afraid it will be worthless by the time he gets it considering that the economy is highly inflationary.

Zimbabwe Human Rights NGO Forum has issued a statement in remembrance of the people who died during the January 14, 2019 fuel protest dubbed #ZimShutdown.
The protest degenerated into chaos with protestors vandalising and looting, in that order, infrastructure and commodities.
State security forces were unleashed into homes as a result and they tortured, killed and sexually abused some members of the public.

The ruling ZANU PF party has warned the MDC that if the violence witnessed in January is repeated on August 16, it will be the end of the opposition.
The MDC led by Nelson Chamisa, which used the MDC Alliance (MDCA) name during last year’s harmonised elections, on Tuesday filed a notice with the police to demonstrate against the deteriorating economic situation in the country.
Zanu PF youth league boss, Pupurai Togarepi blamed the MDC for violent demonstrations which broke out in January after the government announced a steep fuel price hike. He said:
<blockquote>Any thuggery will be confronted with equal measure.
If they decide to be funny as they did in previous so-called demonstrations, there won’t be anything called MDCA from that day.
We are not going to sit back and watch them tear the Constitution of our country with impunity.</blockquote>
At least 17 people lost their lives, hundreds were seriously injured and more than a thousand were arrested when the government responded to the protests.
ZANU PF youths and the armed forces were all implicated in the violent crackdown against the protestors.

ZANU PF Threatens To Obliterate The MDC If January Violence Is Repeated

European Union (EU) ambassador to Zimbabwe Timo Olkkonen described the 2018 post-election and mid-January 2019 military killings as a problem to Zimbabwe’s international relations.
Speaking at the public press committee at a local hotel in the capital Olkkonen said:
<blockquote>The violence in August and January was a setback for our relations, and we will not shy away from this. It was also a problem for Zimbabwe’s reputation in Europe – and we need to talk about this, also with the government. There can’t be impunity.</blockquote>
On 1 August 2018 6 civilians were killed after violence engulfed Harare following reports of Presidential election outcome manipulation. In January 2019, President Emmerson Mnangagwa announced a 150 percent fuel price hike prompting  countrywide protests led by the Zimbabwe Congress of Trade Unions (ZCTU). Again the military was deployed leaving at least 17 people dead according to a Human Rights NGO Forum report.

'August And January Violence A Problem For Zimbabwe’s Reputation In Europe'

Government has suspended a non governmental organisation (NGO).
The NGO allegedly encouraged people to stage public protests in January over the high cost of living following President Emmerson Mnangagwa’s announcement of fuel prices of up to 150 percent. Masvingo district administrator Ray Hove suspended with immediate effect Community Tolerance and Reconciliation Development Trust, a youth organization that promotes democracy, development and human rights issues. Masvingo district administrator Ray Hove suspended with immediate effect Community Tolerance and Reconciliation Development Trust, a youth organization that promotes democracy, development and human rights issues. Hove declined to provide details leading to the suspension of NGO when contacted by VOA Zimbabwe Service.
Community Tolerance and Reconciliation Development Trust programs manager Zivanai Muzorodzi dismissed claims that the organization encouraged people to revolt against the government, adding that they are properly registered in Zimbabwe.

Govt Suspends Masvingo NGO

President Mnangagwa yesterday notified Parliament of his decision to deploy members of the Zimbabwe Defence Forces to assist the police following violent demonstrations on August 1, 2018 and January 14 to 16, 2019.
The demonstrations saw people dying and left a trail of destruction. The notice was read by Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi in the National Assembly in terms of Section 214 of the Constitution. Ziyambi said the deployment by the President who is also the Commander-in-Chief of the Zimbabwe Defence Forces was also made in terms of the Public Order and Security Act.

Mnangagwa Notifies Parliament Of Decision To Deploy Army In January

Industry and Commerce Minister, Nqobizitha Mangaliso Ndlovu said Government has pegged interest rates for loans to be accessed by looted businesses during January’s fuel protests.
Ndlovu said businesses will pay between two and four percent per annum. He said the repayment period depends on the type of loan accessed. Speaking at an exhibition dinner hosted by the Grain Millers’ Association of Zimbabwe (GMAZ) in Bulawayo last week, Ndlovu said:
<blockquote>I wish to be clear from the onset that from a Government point of view, this is our duty of rescue, we are doing this to keep the businesses afloat and it is not compensation. Those who listed equipment and wish to replace it will be paying an interest rate of three percent per annum and have 12 months to 24 months to repay. And those who list their buildings during the process will access the facility at a concessionary rate of interest of two percent per annum with 10 to 15 years repayment period.</blockquote>

Govt Pegs Interest Rates For Looted Businesses Loans

In an interview with The Standard, Justice Minister Ziyambi Ziyambi said some soldiers were arrested for their role in human rights violations after the fuel protests in January this year.
Speaking to Xolisani Ncube (XN), Ziyambi (ZZ) denied reports that some military intelligence personnel were being shielded from prosecution. Below is an excerpt of the interview:
<blockquote>XN: So far, has any soldier been charged for their role in human rights violations post the January 14 protests?
ZZ: What I know is that indeed, yes, we have some who were arrested.
I was briefed by the commissioner-general of police that there were some prison officers who were among the demonstrators. We also have some military personnel who were also arrested, so indeed the arrests that were carried out were not discriminatory.
All those who were suspected to have been involved were accounted for.
What is pleasing is that all those who were arrested were subjected to due process of law.
XN: There have been reports of soldiers and members of the military intelligence being shielded from prosecution by the authorities. Does this mean they had the blessings of the government to commit the crimes? A quick example is the case of the Mbare shebeen robbery involving Military Intelligence Department and Central Intelligence Organisation operatives.
ZZ: The policy of government is that no one is above the law.
The president has been very clear that, in fact, if you look at our Transitional Stabilisation Programme and our Vision 2030, they are anchored on respect for the fundamental human rights and rule of law.
Government has no policy whatsoever to shield anyone who breaks the law. No one is above the law.
The president has indicated that anyone who is caught on the wrong side of the law must face the music.
We strongly believe that if there were complaints about certain individuals who were shielded, reports must be made and due process of ensuring justice prevails will be followed.</blockquote>

Soldiers Arrested For Human Rights Violations After Protests- Justice Minister

Mkoba MP and the MDC’s organising secretary Amos Chibaya was on Friday acquitted on incitement of violence charges. Chibaya was arrested following widespread protests over an increase in fuel prices in January.
Gweru magistrate Clarity Maphosa acquitted Chibaya after a trial, but the MP remains charged with treason over an alleged plot to overthrow the government.

Deputy Minister of Defence and War Veterans’ Affairs Victor Matemadanda said some women were ordered to lie that they were raped by soldiers and policemen during the crackdown on Shutdown protestors in January.
Matemadanda said this during a meeting with war veterans in Bulawayo on Wednesday. He said as a result men applying for visas to travel to other countries now have to be checked if they were not accused of rape at some point. Said Matemadanda:
<blockquote>Now people are being ordered to lie that they were sexually abused by soldiers and policemen. They forget that they have relatives in the diaspora who will be viewed as rapists and untrustworthy. It’s embarrassing to lie about people who protect us. Those who are applying for visas to travel to other countries now have to be checked if they were not accused for rape at some point because these countries have been made to believe that Zimbabwean men are rapists.  This is all because of some people’s political egos. We all know this is not true and it’s bad. If anyone wants to lead this country, they should have respect for every citizen wherever they are.</blockquote>

Women Ordered To Lie About Being Raped By Soldiers- Matemadanda

High Court Judge Justice Foroma on Thursday ordered the release of chairperson of the Crisis in Zimbabwe Coalition and Heal Zimbabwe Director, Rashid Mahiya after granting him US$1 000 bail.
Mahiya was also ordered to report to the ZRP twice a week. He was also ordered to surrender his passport. Mahiya was arrested on February 25, 2019 when he surrendered himself to police after learning law enforcement agents were looking for him in connection with violent anti-government protests that rocked the country in January.

Crisis in Zimbabwe Coalition Chair Out On Bail

Speaking on Twitter, British Minister of State for Africa at the Foreign and Commonwealth Office, Harriet Baldwin said her Government is monitoring how the Zimbabwean judiciary is handling cases against opposition MPs and human rights defenders.
Speaking on Twitter, Baldwin urged President Mnangagwa’s Government to uphold the rule of law and human rights. Said Baldwin:
<blockquote>It is essential that Zimbabwe upholds the rule of law and human rights. We are watching closely in Harare how cases against opposition MPs and human rights defenders are progressing, including attending court hearings.</blockquote>

Britain Monitoring How Cases Against MDC MPs Are Being Handled

Zimbabwe Lawyers for Human Rights (ZLHR) have said that Crisis In Zimbabwe Coalition (CIZC) chairperson Rashid Mahiya handed himself to police on Monday, 25 February.
ZLHR said police charged Mahiya with attempting to subvert a constitutional Government. He has been detained and will appear at Rotten Row Court tomorrow. Mahiya was among the list of people wanted by the Zimbabwe Republic Police (ZRP) for allegedly organising a stay-away that resulted in looting, vandalism and lawlessness. There were reports soldiers picked up Mahiya’s mother from her Chitungwiza home to put pressure on the CIZC chairperson who was in hiding.

Government through the Minister of Information, Publicity and Broadcasting Services on Monday denied reports claiming President Mnangagwa threatened to track down lawyers who represented rioters during the Shutdown protests last month.
The Monica Mutsvangwa led ministry also denied Mnangagwa threatened doctors who treated the wounded. The Herald argues the remarks by Mnangagwa were wholly-taken out of context and sadly so by journalists who know what he actually said as they attended the rally. ‘

Govt Denies Mnangagwa Threatened To Track Down Lawyers, Doctors

In a statement released on Monday, the Southern African Development Community (SADC) Chairperson, Namibian President Hage Geingob was silent on the people who were allegedly killed by soldiers during last month’s shutdown Zimbabwe protests.
Zimbabwe Human Rights NGO Forum documented 17 deaths due to state-sanctioned brutality. SADC also blamed NGOs supported by external forces, for attempting to destabilise the country. The southern African regional bloc said demonstrators used the fuel price increase as an excuse to implement their intention to destabilise Zimbabwe. Said Geingob:
<blockquote>The SADC Heads of State and Government noted that since coming to power, the new Government of Zimbabwe has continued with concerted efforts to address socio-economic challenges and transform the economy, particularly through the Zimbabwe Transitional Stabilization Programme (2018-2020), and to consolidate unity and peace in the country. This, notwithstanding, some internal groups, in particular NGOs, supported by external forces, have continued with efforts to destabilise the country.
The SADC Heads of State and Government also noted that in an effort to address the economic challenges in the country, the Government recently increased fuel prices. Unfortunately, violent demonstrators rode on the back of increases in fuel prices, to implement their intention to destabilise the country. The demonstrations resulted in the destruction of property and loss of life. SADC condemns, in the strongest terms, the violence that ensued, and expresses sympathy with the affected families for the loss of their loved ones and their properties.</blockquote>

SADC Silent On Army Killings And Violent Crackdown On Protesters, Blames NGOs For Trying To Destabilise Zimbabwe

Zanu PF Secretary for Information and Publicity, Simon Khaya Moyo has responded to Shepherd Magorimbo’s claim that he got an army uniform from the party’s headquarters in Harare.
Mugorimbo said this when he appeared before magistrate Rumbidzai Mugagwa. He was arrested for terrorising Harare residents clad in army uniform. Khaya Moyo challenged Magorimbo to come forward and identify the persons who gave him the uniforms. Said Khaya Moyo:
<blockquote>Zanu PF abides by the rule of law, the open call for perpetrators to be identified and brought to book in accordance to the laws of the land and in line with and President [Emmerson] Mnangagwa’s calls for peace and unity in the country and in the spirit of political parties dialogue which he kick started last week. Those alleging that they were given army uniforms at the Zanu PF headquarters must come forward and identify the persons who gave them the uniforms.</blockquote>

Zanu-PF Challenges Activist To Come Forward And Identify Person Who Gave Him Army Uniform During ShutDownZim Protests

Zimbabwe’s President Emmerson Mnangagwa accused western countries of supporting violent countrywide protests in January that were sparked by a huge rise in fuel prices.
Said Mnangagwa:
<blockquote>We regret the loss of life but we needed to protect property as well as other citizens not involved in the protests. We have told the western countries that they cannot turn around and raise concerns when they are the ones sponsoring the violence.</blockquote>
Police have arrested more than 1100 people, including opposition lawmakers, trade unionists and even some children as part of a violent crackdown. The crackdown has been criticised by the US, the European Union and Britain as well as by rights groups.

Mnangagwa Accuses Western Countries Of Sponsoring Violent Protests

Two police officers Thulani Nyathi (33) of Lobengula West and Victor Peter Munondo (28) of Entumbane were arrested for allegedly stealing two gas tanks and several cellphones which were part of the goods looted during the recent violent protests in Bulawayo.
The duo appeared before Bulawayo magistrate Ms Sithembiso Ncube facing theft charges. They were remanded in custody to today for bail ruling. Allegations are that a report was made at Entumbane Police Station indicating that there were looted goods that had been hidden in a broken down car at Entumbane Bus Terminus. Two police officers who were initially sent to investigate came back empty handed.
Nyathi and Munondo then allegedly went to the Bus Terminus. They tricked a security guard manning the premises into showing them where the goods were hidden under the pretext that they were sent by their superiors to recover the loot. They then took the looted goods, but did not surrender the loot at Entumbane Police Station.

Police Officers Arrested For Stealing Goods Looted During Protests

Several senior police officers have been retired for allegedly failing to prevent fuel protests that rocked Zimbabwe on January 14. This is the third major reshuffle since President Emmerson Mnangagwa took over power in a military coup in November 2017.
ZimLive reports that Bulawayo will be under a new commander after Senior Assistant Commissioner Happymore Sigauke was ordered to retire. Commissioner Bernard Dumbura arrives from the Police General Headquarters as the new police chief. Sigauke was only promoted to the position last December after Learn Ncube was elevated to Deputy Commissioner General. Commissioner Erasmus Makodza is the new police chief for Mashonaland East, taking over from Senior Assistant Commissioner Lee Muchemwa. Muchemwa has been retired after protests rocked Marondera, the province’s capital. Chief Superintendent Didymus Masiwa Sakarombe from Mashonaland West police headquarters replaces Chief Superintendent George Nenguwo, who was the district police chief for Marondera. The district police chief for Chitungwiza, Chief Superintendent Sekayi Mujiwa, has also been retired.
A police source told ZimLive that President Mnangagwa’s administration is targeting senior police officers for failing to come down hard on protesters.

Mnangagwa Retires Senior Police Officers For Failing To Deal With Protests- Report

Evan Mawarire will spend the weekend in remand prison after the High Court deferred its ruling on his application for bail to next week.
Mawarire is facing charges of subverting a constitutional government or alternatively inciting violence following last week’s violent protests in Harare and other cities. He was last week denied bail at the magistrates’ courts. Mawarire who is founder of #ThisFlag Movement, challenged the decision at the High Court.
Justice Tawanda Chitapi heard arguments from both the defence and prosecution counsel. He reserved his ruling to Tuesday next week.

Evan Mawarire To Spend Weekend In Prison Until High Court Rules On Bail

In a statement released on Friday evening, Minister of Justice, Legal and Parliamentary Affairs Ziyambi Ziyambi said Goverment will thoroughly investigate allegations of misconduct against any member of the security services.
He urged those with complaints to report them to the police where he promised they will be treated with impartiality and sensitivity. This follows allegations that soldiers were indiscriminately beating up people in high density suburbs. There are also allegations that soldiers raped women whilst looking for people who engaged in violent protests last week. Said Ziyambi:
<blockquote>In the same vein Government wishes to assure the public that all allegations of misconduct against any of our Security Services will be thoroughly investigated and the law will be allowed to take its course. Those with complaints should report them to the police and they will be treated impartially and with sensitivity.
It is also important to note that the Zimbabwe National Army (ZNA) has issued a statement appealing to all those who wish to complain against the Army to report their allegations to the Military Police on the following numbers:

Harriet Baldwin urged President Mnangagwa to ensure soldiers who raped women during a violent crackdown on protesters are brought to justice.
Baldwin is a Member of Parliament for West Worcestershire and United Kingdom’s joint Minister of State at the Foreign Office and Department for International Development. She was reacting to a report by ITV News where a woman named Melody said she was raped by 2 soldiers whilst children watched. Said Baldwin:

South African President Cyril Ramaphosa for the lifting of sanctions against Zimbabwe.  He also said that his government, which recently declined a US $1.2 billion debt request by Zimbabwe is in discussions with Harare about how best to help.
Ramaphosa said Zimbabwe’s situation was a challenge for the whole of Africa and he planned to meet its President Emmerson Mnangagwa at a later stage.
Zimbabwe is currently facing a currency crisis which has resulted in acute fuel shortage. An increase in fuel prices, which was expected to normalise the demand and supply of fuel last week triggered violent riots and a crackdown from the police. Despite the fuel increases, fuel shortages remain.
