The Tourism Business Council of Zimbabwe said that they are not involved in the externalisation of foreign currency and urged the Reserve Bank of Zimbabwe (RBZ) to understand how they operate.
The RBZ recently granted a moratorium to all operators, who have unregistered tourism agreements and unapproved offshore accounts to regularise the agreements and offshore foreign currency accounts with the central bank before the end of this month.
The Hospitality Association of Zimbabwe (HAZ) said the regularisation of unapproved offshore accounts and unregistered agreements will control tourism leakages and pave the way for accurate reporting on the tourism satellite account.
However, Tourism Business Council of Zimbabwe president Wengayi Nhau told <a href="https://www.newsday.co.zw/thestandard/business/article/200015846/tourism-operators-react-to-rbz">The Standard</a> that they are not involved in externalisation. Nhau:
<blockquote>
For argument’s sake, we have a client in Europe or the United States who wants to go on holiday.
Then on the other end, we have a destination management company (DMC) that is, in most cases, based either in that particular destination within the country or they operate remotely.
And then you have what we call a travel agent and a tour operator.
The DMC is more like the supply chain manager. It consolidates all services, manage everything on the ground.
The tour operator provides a service of taking people for the tours.
The travel agent does packaging in conjunction with the tour operator and the DMC.
The travel agent is back in the source market; in this case, it’s in Europe or the United States.
The travel agent then contacts the local ground handler, which is the DMC in the case of Zimbabwe and asks for services which include accommodation, tours, and safari activities, and they are given a quotation based on the rates that we have got locally.
</blockquote>
Nhau further explained that when the travel agents in Europe or the United States check all the costs; they put their own mark-up which the local operators have no control over.
He added that if there is an intermediary between the overseas client and the regional client, they also put their mark-up. Said Nhau:
<blockquote>
I might be dealing with the South African operator, who would be dealing with the Canadian operator or American operator.
I give a quotation to the South African operator who put his mark up and give it to the overseas operator who also put their mark up.
What they transmit and remit to Zimbabwe is only what I’ve invoiced and we have no control over all other things.
So, the bone of contention that has been happening is that with the RBZ and Zimbabwe Revenue Authority in some cases they’ve attempted to also factor in the difference between what the agents have collected and what I have charged.
We have what we call special tour operators rates. These are contract rates.
When I book accommodation as an agent in Zimbabwe I get it at less 20%, 15% or 10% depending on what negotiations we have done and when I pass on to this operator, I also give him maybe less 10% or 5% whichever. He puts his mark-up.
So, what then the authorities are thinking is that the difference between what we have quoted here and what the client has paid, they take that as externalisation.
Since these are contracts and as you know we are dealing remotely, people feel secure and safe to pay after the service. In the case of agents and operators, they prefer to pay one invoice.
</blockquote>
He said where the money is paid into the Zimbabwean account, they also collect payments on behalf of other downstream operators who are outside Zimbabwe’s jurisdiction.
He said when they receive this bulk payment into the country, they should then be able to forward the payment and keep it as a deposit until the time the payment is due we transmit it. Said Nhau:
<blockquote>
Our exchange control regulations are very inconsistent to the extent that people no longer feel secure holding the money for a longer period here because even if we have an account that allows you to hold payments in foreign currency, they have up to 90 days that you must have used that money.
But in a lot of cases, we hold deposits for 6, 12, 18, 24 months or beyond.
As we speak, we are running activities and services for payments that were deposited prior to COVID-19 that were interrupted by the pandemic, but where there is that extended control requirement that we must liquidate payment, we become handicapped.

We Are Not Involved In Externalisation - Tourism Operators

The <a href="https://www.pindula.co.zw/Zimbabwe_Tourism_Authority_(ZTA)">Zimbabwe Tourism Authority (ZTA)</a> has said South Africans constitute the majority of tourists who visit Zimbabwe.
ZTA’s head of corporate affairs, Godfrey Chief Koti, spoke to eNCA and said almost 220 000 South African visitors toured Zimbabwe last year alone. He said:
<blockquote>
Predominantly, South Africa has always been the highest feeder as far as regional tourism is concerned, into Zimbabwe. It is great to see them again, maintaining that position. This is something that we are definitely monitoring and watching. We are certain that we will be increasing our efforts into South Africa.
</blockquote>
Statistics seen by <a href="https://www.iol.co.za/news/south-africa/south-africans-make-up-majority-of-foreign-tourists-streaming-to-zimbabwe-21bc19f8-1b54-40b3-b003-c1636d6122eb">IOL</a> show that the number of South Africans who toured Zimbabwe in 2022 increased by 205 per cent compared to the previous year.
Zimbabwe also recorded a boom in tourists from Botswana, Malawi, Angola, Mozambique and Zambia.
According to the Zimbabwe Tourism Authority’s statistics, South Africans constituted the majority of tourists who visited the country last year. Out of a total of 693 281 tourists who visited Zimbabwe, South Africans were 219 141.
Zimbabwe boasts world-famous attractions dotted across the country, including the breathtaking Victoria Falls, one of the Seven Wonders of the World, the Hwange National Park, Mana Pools National Park, Matobo Hills, the Great Zimbabwe National Monument, and the Eastern Highlands.
In recent years, the government of Zimbabwe has made efforts to revamp and develop the tourism industry through various initiatives such as easing visa requirements for tourists, upgrading tourism infrastructure, and promoting the country’s unique cultural heritage and wildlife.
Zimbabwe’s tourism industry has remained resilient and continues to attract visitors from around the world despite challenges such as COVID-19 and other natural disasters.
The industry has the potential to generate significant revenue for the country, create employment opportunities, and contribute to the growth of the economy. ZTA says the tourism sector generated approximately $1.2 billion in revenue in 2019. As of September 2022, the sector had contributed US$580 million to the economy reflecting a 137.7 per cent jump from US$244 million realised over the same period in 2021.

South Africans Constitute Majority Of Regional Tourists Into Zimbabwe - ZTA

The Zimbabwe Revenue Authority (ZIMRA) has challenged players in the tourism sector to voluntarily pay their taxes to enable the government to improve infrastructure within the tourism sites across the country.
Addressing tourism players in Bulawayo on Friday, ZIMRA commissioner general, Regina Chinamasa, said:
<blockquote>
There is a need to complement the tourism sector with equally world-class services such as roads, security and health services within the tourism sites across the country.
Such services are driven by the government through largely the taxes and levies we all pay. Tax compliance by the tourism and hospitality sector is therefore key.
We want the tourists to have a memorable drive to the different sites across the country, enjoying the scenic sights along the way.
</blockquote>
Currently, the tourism sector contributes about 7% of Zimbabwe’s gross domestic product (GDP).
Chinamasa believes the sector can contribute more to economic recovery as the country is considered one of the preferred destinations by tourists. She said:

The sector has vast potential to be among the anchor sectors of the country. Currently, tourism and hospitality is among the top three foreign currency generators in our country.
The country is home to a robust, diverse and rich culture that is admired by many. Your sector is ably managed as evidenced by the world-class hotels, lodges, resort sites, and camps among other sites that offer a hospitality environment.
With such a glamour record, the country is considered one of the preferred destinations by tourists.

ZIMRA Urges Players In The Tourism Sector To Pay Tax

Russia’s invasion of Ukraine in February this year is having ripple effects across the planet, including in Zimbabwe.
Economic sectors, including tourism, which has been slowly recovering from the COVID-19 pandemic, are now suffering from the impact of Vladimir Putin’s war.
A 39-year-old mother of five, Elina Ncube, of Victoria Falls, now survives by scavenging for food at the municipal dumpsite.
Ncube is a former housekeeper at one of the prime lodges in Victoria Falls who lost her job due to the coronavirus.
She got a temporary reprieve when the tourism industry reopened late last year after her former employer rehired her as a gardener, but her contract was terminated when Russia invaded Ukraine.
Ncube’s employer is one of the many tourism operators in Victoria Falls who relied on Russian safari tourists in Zimbabwe.
However, the number of tourists from Russia has fallen since the war began. Said Ncube:
<blockquote>
My husband is disabled and when I lost my job my neighbours introduced me to Masuwe dumpsite where we survive by picking up old clothes to wear, food to eat and plastic and metallic objects for resale to recyclers.
I can no longer afford to buy basic groceries such as bread and flour to feed my family and prospects of finding another job in this COVID-19 era are near impossible.
The war in Ukraine has made the situation even more desperate because most of the tourists that booked at our lodge were from Russia and we were told that most of them had cancelled their bookings.
</blockquote>
The president of the Employers Association for Tours and Safari Operators, Clement Mukwasi, said Russia is a big source market for Zimbabwe’s hunting industry.
Mukwasi said the war had an immediate impact on the country’s tourism industry which was beginning to recover from the impact of COVID-19 lockdowns. He added:
We were hoping that we would begin to see some tourist arrivals from all over the world, but we have seen that the tourists, specifically those that come from Russia have completely stopped coming to the continent of Africa.

Russian citizens are unable to transact on any of the monetary platforms because of the sanctions that the country has been hit with and also when there is instability, it becomes difficult for people to freely move.
So what is going to continue happening is that certain sectors of tourism are going to be affected, especially the hunting sector which is mainly dominated by the Russian, Belarusian and Ukrainian tourists.
Tourist arrivals from Russia’s neighbours such as Ukraine, Turkey, Poland and Germany have also dropped significantly.

A combination of the Russia-Ukraine war and COVID-19 has also been blamed for a rise in fish poaching where poachers resort to using mosquito nets to catch larger volumes of fish.

Russia's Invasion Of Ukraine Derails Safari Hunting In Victoria Falls

The Zimbabwe National Parks and Wildlife Authority has announced new prices in for tourism &amp; other services it offers. The new prices are in USD but customers have the option to pay RTGS$ based on the “prevailing” rate.
A report by the Herald says new fees were published in Friday’s 10 May’ Government Gazette under Statutory Instrument 108 of 2019 in terms of Section 129A of the Parks and Wildlife Act.
Here are some of the payment conditions under the new pricing structure:
<ul>
<li>War veterans would also be exempted from paying fees during Independence, Heroes and Defence Forces holidays</li>
<li>Children under five years will be exempted from paying</li>
<li>Those between six and 12 years will pay 50 percent of any fee</li>
</ul>
Pindula will publish the actual fees once it has them.

Zimbabwe National Parks Announces New USD Prices For Tourism

The country recorded 2,6 million international tourist arrivals in 2018, 6 per cent up from 2,4 million received in 2017.
The was a notable growth in arrivals from all source regions and most major markets with the exception of the Americas which recorded a 1 per cent decline.
More than 80 per cent of international tourists came from Africa while the Middle East had the least visitors at just one per cent.
A report released by the Zimbabwe Tourism Authority (ZTA) says:
<blockquote>Though we are still to reach the 1999 performance (an all-time high in terms of overseas tourist arrivals, 597 010), the increase was quite significant and signalling a renewed interest on the destination.
It shows that Zimbabwe is warming up to the outside world.</blockquote>
The United States of America remains the biggest overseas market, followed by the United Kingdom and Ireland, Germany, South Korea and Japan respectively.

Members of the National Employment Council (NEC) for the tourism sector met early this week and agreed on a new and slightly improved wage deal for workers in the tourism sector. According to terms of the new agreement, lowest paid workers in the leisure business mainly hotel employees (sector 1) will earn $260 up from $254 per month. Lowest paid workers in the hunting business (sector 1b) will earn a basic salary of $206 up from $200 per month. The lowest paid workers in in conservation, safari and wildlife operations (sector 2) will get a basic salary of US$122 per month.

Tourism industry agrees on salary increments

Zimbabwe National Statistical Agency (Zimstat) has revealed that more than half of the tourists said that they had been harassed by the <a href="http://www.pindula.co.zw/Zimbabwe_Republic_Police" target="_blank">Zimbabwe Republic Police</a> and tax collector<a href="http://www.pindula.co.zw/Zimbabwe_Revenue_Authority" target="_blank"> Zimra</a>.  Zimstat polled 38 680 tourists in a 12 month period between November 2015 and November 2016 through the visitor exit survey (VES).
According to the survey, tourists were harassed as follows

<li>43.2 percent Zimbabwe Republic Police</li>
<li>14.7 percent Zimra</li>
<li>8.7 percent Immigration</li>
</ul>
In the report Zimstat said:
<blockquote>In order to retain the reputation of Zimbabwe being a hospitable nation, there is need to ensure continuous training of frontline personnel who interact with visitors creating the first and last impressions on the destination such as Immigration, customs and police.</blockquote>
ZCT chief executive officer Paul Matamisa also blamed the police for driving down tourism saying:
<blockquote>We don’t have to beat around the bush in terms of the damage that is done by (police) roadblocks to the product.
If you are going to Bulawayo and there are 20 roadblocks you spend time stopping on 20 roadblocks. In other countries, you do not see so many roadblocks on roads to tourist resorts. That has to be dealt with effectively. They are doing tremendous damage to the tourism industry</blockquote>

60 percent of tourists harassed by ZRP and Zimra - Zimstat Survey

Addressing a Press conference in Harare last week, Tourism and Hospitality Industry Minister Dr <a href="http://www.pindula.co.zw/Walter_Mzembi">Walter Mzembi</a> urged Zimbabweans to desist from violence as such behaviour scares away tourists. Mzembi said,
<blockquote>The thing that hit Zimbabwe was the invented conflict on our streets. I call it invented because it falls into insignificance when we look at the definition of conflict in the world. People burn a few tyres, put stones in the streets and BBC is on point capturing this imagery which they run for weeks creating an impression of an unsafe and insecure destination which drives away tourists.</blockquote>
Mzembi said only voting determines who leads the country and not violence.
<blockquote>It starts with us the civil society understanding that the theatre of change as we agreed in 1980 is the ballot box. Why destroy property to create an impression of a destination under siege? The police’s inordinate response exacerbates that situation. In the end the ultimate answer becomes dialogue. It does not matter how attractive your country is, you may have the best tourist attractions in the world but if they are situated in conflict no one can go there.</blockquote>
