The Zimbabwe Council of Churches (ZCC) has condemned the recalls on 15 CCC MPs saying it poses a threat to democracy and constitutionalism.
In a Pastoral Statement dated 13 October 2023 titled “Parliamentary Recalls: A Call for Responsible Leadership,” ZCC said political actors should respect voters who sacrificed their time on election day to elect their preferred candidates. Reads the statement:

The Zimbabwe Council of Churches (ZCC) continues to journey with the nation towards a united, peaceful, just and prosperous nation, where all citizens experience holistic salvation.
In the aftermath of the 2023 elections, the Church has been closely monitoring developments in the nation and is deeply concerned with the emerging behaviors from Parliament, the random recalling of the 15 members of the Citizen Coalition for Change Party.
The process places a serious dent in the nation’s drive for development under the 10th Parliament. The Church is deeply concerned that:
<ul>
<li>The recalls of the CCC Parliamentarians place a wedge between political actors and their supporters, hence further perpetuating the deep polarization and divisions that have characterized our nation before and after the August 2023 elections. The country is still recovering from the disputed 2023 election processes, outcomes and results. The recalls will relapse the country into partisan discourse instead of healing and uniting the nation towards a common vision.</li>
<li>Whilst the move to recall MPs was initiated by political actors, it disrespects the will of the electorate who sacrificed their time on election day to cast their vote and select the leaders they want. These recalls strongly send signals that political actors are power-focused and do not consider the will of Zimbabweans who vote, thus undermining the significance of elections as a process that portrays the will of the people.</li>
<li>Given the fragile political landscape, the recalls could be interpreted as a deliberate move to silence and dismantle opposition alternative voices leading the country towards a one-party state which is a violation of the 2013 Constitution (Section 3(2)(a) and Section 67 (4)).</li>
</ul>
<ul>
<li>The recalls pose a threat to democracy as this could lead to consolidation of power which contradicts the key democratic tenets.</li>
<li>The recalling of MPs creates a vacuum in the lower house which ultimately affects the legislative quality and capacity. The legal agenda presented in the State of the Nation Address by His Excellency, President E.D Mnangagwa, revealed that there will be critical bills to be reviewed hence the recalls weaken the quality of laws that will be passed during the period.</li>
<li>By law, the recalled MPs and councilors require replacements through by-elections. This implies that the country will continue to be gripped and fixated on election mode. Instead of focusing on nation-building and economic development in the post-2023 elections, Zimbabwe’s development will remain stunted affecting the country’s capacity to support the poor and vulnerable.</li>
<li>Elections have a heavy fiscal strain on the limited resources that can be directed towards developmental programs. The 2023 elections revealed that the limited fiscal resources have a huge bearing on the logistical capacity of the Electoral Management Board, ZEC, to conduct elections. The possibility of holding by-elections against the background of constrained fiscal resources raises questions on the capacity of ZEC to conduct such elections in a credible, free and fair manner, especially as we are a few months if not weeks away from our harmonised elections.</li>
<li>The Church has noted the alleged manner in which the Speaker of Parliament has handled the recall process, that is, the recognition of a letter from the interim CCC spokesperson yet disregarding the communique from the CCC President. This allegation taints and validates the long-standing assertion of unfair practices in our strategic state institutions.</li>
<li>The country is hurting and trying to recover from allegations of the use of loopholes and the application of law to shrink the democratic space. Thus, this unfolding incident will buttress the assertions of captured institutions. This is a serious dent in the drive for re-engagement which His Excellency is leading and will undoubtedly distract the country from focusing on national development as all efforts are redirected to politics and by-elections.</li>
</ul>
In view of the above, the ZCC:
<ul>
<li>Reiterates the prophetic call for dialogue towards disentangling the country from the election mode and finding a path to a collectively defined future; building unity, shared national values and vision; inclusive and shared economic prosperity; healing, justice and peace; and entrenchment of constitutional democracy,</li>
<li>Calls for the review and repeal of section 129 (1)(k) of the Constitution of Zimbabwe which has been widely abused to disempower the electorate and resulted in significant waste of resources through by-elections,</li>
<li>Calls its Member Churches and the broader Christian community in the nation and beyond to continue preaching the message of love, hope and compassion that was demonstrated by our Lord Jesus Christ which surpasses all the prevailing challenges that the country is going through,</li>
<li>Appeal to all Zimbabweans in the country and beyond to remain calm and to offer prayers and supplication,</li>
<li>Political leaders to be guided by the biblical teaching of Philippians 2 vs 3 which calls on people to do nothing out of strife and vainglory but to be humble and to esteem others better than themselves. This is what characterizes responsible leadership.</li>

Zimbabwe Council Of Churches Denounces CCC Parliamentary Recalls

The Zimbabwe Council of Churches (ZCC) has reiterated its call for “honest and inclusive dialogue” after the disputed 2023 Harmonised Elections.
ZCC represents mainline churches such as the Roman Catholic Church, Methodist Church, Presbyterian Church of Africa, Evangelical Lutheran Church and the Salvation Army.
In a statement released on 06 September 2023, ZCC commended Zimbabweans for voting peacefully and the Zimbabwe Republic Police (ZRP) for maintaining peace and order across the country during the polling days.
However, ZCC said it noted “significant flaws” which include delays in the opening of polling stations, shortages of voting materials, coercion, missing names in the voter’s roll, electoral disinformation, and intimidation of voters especially in rural areas.

The Zimbabwe Council of Churches (ZCC) would like to commend the people of Zimbabwe for conducting themselves in a peaceful manner during the just-ended Harmonised Elections that were held on 23 and 24 August 2023.
The Church would want to applaud all the political parties for respecting the Peace pledges that they signed pledging to promote and maintain peace before during and after the Harmonised elections.
This election process was subsequently followed by the inauguration of the President, His Excellency Emmerson Dambudzo Mnangagwa as the President of the Republic of Zimbabwe on 04 September 2023 after being declared the winner by the Zimbabwe Electoral Commission.
This will be followed by the swearing-in of the Members of Parliament and Ward Councillors. The Church however notes with concern the disputes over results and the expression of dissatisfaction by the opposition and frustration among some of the people of Zimbabwe.
The Church expresses its disappointment in that though the elections were soaked in prayer resulting in peace, tolerance, and restraint, they fell significantly short of the elections we wanted and prayed for, as they have once again produced a contested electoral Presidential result.
The Church notes with concern that the results of this election process show that our country is deeply divided.
The deepening polarization between urban and rural voters, younger and older voters, as well as richer and poorer voters, requires urgent redress through a holistic process of nation-building and envisioning.
The ZCC election observation missions noted that the August 2023 elections were characterised by significant flaws, chief among them being the delays in the opening of polling stations and the shortages of voting materials which resulted in some polling stations suspending voting as they waited for additional supplies.
Voters also faced challenges due to coercion, missing names in the voter’s roll, electoral disinformation, and intimidation of voters especially in rural areas.
We also express great concern over the role that Forever Associates of Zimbabwe (FAZ), a non-governmental organisation affiliated with the ruling party, played in the whole electoral process.
The exit poll survey that was allegedly led by the organisation resulted in widespread intimidation of voters since it involved the taking down of voters’ personal details.
The administrative challenges of the elections manifested, starting with the delimitation and nomination court processes.
Subsequently, the results have further polarised the country and sowed deep divisions that need all critical stakeholders to come together and find a path to the desired future.
As the Church, we commend the President, His Excellency E.D Mnangagwa, for extending the polling day to the 24th of August 2023 after recognising the challenges that manifested on the 23rd of August 2023.
We further appreciate the Zimbabwe Republic Police (ZRP) for maintaining peace and order across the country during the polling days, including their efforts to remove the exit survey desks that were set up largely in rural polling areas as a means to coerce the electorate.
We commend the Christians and all people of Zimbabwe for the prayers that contributed to the peaceful pre-election environment, and the resultant peace and restraint in the aftermath of elections.
The peace and tolerance that was demonstrated by all Zimbabweans during this election is something we seek to guard jealously as we continue to pray and make efforts to maintain peace.
In this post-election period and given the glaring challenges we faced with the election as well as the subsequent disputes, the Church calls upon political parties, their leaders, Chapter 12 Commissions, Traditional Leaders and the people of Zimbabwe to remain hopeful and calm and work towards building unity as the nation navigates the way forward.
The Church reiterates the call for the Zimbabwe Electoral Commission (ZEC) to be fully transparent and release the results that are verifiable and auditable.
This is not only important because it’s mandated by the Law, but it enhances people’s trust and confidence in elected leaders and is essential in building unity, love, and peace as we all seek to work together for the betterment of our country.
As the Church, being cognizant of the deep divisions and polarity the elections have created, and the desire of Zimbabweans for peace, their love for each other and the need for unity, the Zimbabwe Council of Churches reiterates its call for honest and inclusive dialogue and engagement towards establishing a firm foundation for the transformation of our country.
The Church will continue to prayerfully engage all stakeholders including Civil Society, Independent Commissions, Security Sector and political players seeking to build a better Zimbabwe through dialogue, engagement and national reimagination.
We call upon the people of Zimbabwe to unite and pray for our political leaders and all key stakeholders to seek God’s wisdom as we collectively work towards finding a lasting solution to the challenges we are faced with.
By promoting peace, cohesion, harmony, and tolerance, we sow the seeds for a Zimbabwe that is peaceful, united, prosperous, and harmonious (Psalms 122:7-8).

Churches Call For "Honest And Inclusive Dialogue" After "Flawed" Polls

President Emmerson Mnangagwa has said his administration respects freedom of worship as enshrined in the Constitution.
He made the remarks while addressing thousands of Zion Christian Church (ZCC) congregants gathered for the church’s annual Easter Passover festival at Mbungo Estate, Bikita, in Masvingo Province on Sunday. <a href="https://www.herald.co.zw/freedom-of-worship-guaranteed-under-second-republic/">The Herald</a> quoted Mnangagwa as saying:

The relationship between the State and the churches remains solid as we value freedom of worship.
We assure you that you are free to exercise your right to religion. As the Second Republic, we guarantee freedom of religion.
We need that cooperation between the Church and the State. Church people are patriotic about their country.
They do hard and honest work, they love their country.
</blockquote>
Mnangagwa had been invited by the church to commission a dam they constructed and a clinic.
He commended ZCC for supporting the Government’s education system through the construction of 18 schools, both primary and secondary schools, which include Mutendi High School.
Mnangagwa promised the congregants that the Government is willing to offer land to ZCC for the construction of a university.

We Guarantee Freedom Of Religion - Mnangagwa

Churches under the Zimbabwe Council of Churches (ZCC) are urging eligible citizens to register to vote in the upcoming general elections.
The churches have incorporated the “Pray, Register to vote and Vote” theme into their main Sunday programmes.
ZCC general secretary Wilfred Bimingo told <a href="https://www.newsday.co.zw/local-news/article/200008447/churches-join-voter-registration-blitz">NewsDay</a> that Christians should understand that voting is a God-given right. Said Bimingo:

Previous elections in the country have been violent and it had distanced the people of Zimbabwe, including Christians, from the electoral process.
We launched this campaign to educate and encourage people to vote, especially in the upcoming elections.
It does not focus on registration alone but on all other electoral processes. We are targeting young people.
People should exercise the democratic right to vote, which also is a right given by God.
We have seen an improvement in the participation of Christians in electoral processes following the launch of this campaign.
</blockquote>
According to ZEC, 5 804 975 people were on the 2023 voters’ roll as of April 2022, against an eligible voter population of 8 738 628.
ZEC is set to conduct its last voter registration blitz that will run from 12 to 21 March 2023.

Pray, Register To Vote And Vote - Churches

The Zimbabwe Council of Churches (ZCC) has expressed concern over recent reports of politically motivated violence against opposition supporters in Murewa North.
In a statement, ZCC also made reference to several other cases of politically motivated violence in 2022 during which opposition supporters were killed.
ZCC urged the police to investigate and prosecute the perpetrators of violence and ensure that justice is done. Reads the statement:
<blockquote>
1. The Zimbabwe Council of Churches (ZCC) is appalled and expresses deep concern over reports of politically motivated violence, that rocked Bhunu area (Ward 4) in Murehwa North Constituency where a total of 7 people reportedly affiliated to the Opposition Political Party; Citizen Coalition for Change (CCC) were brutalized. The circulating social media videos show a group of politically affiliated youths assaulting, humiliating, and victimizing the elderly CCC supporters over allegations of convening an ‘illegal’ political meeting. The Church is concerned by the inhumane treatment and serious injury caused to these elderly citizens of Zimbabwe.
2. This recent incident, while seemingly isolated, signals the deepening and intensification of systemic political violence and intimidation as we approach the 2023 elections. The incident connects with episodes of violence, political victimisation and destruction of property that occurred in Gutu District towards the end of 2022 and those that characterized the 2022 by- elections. Violent cases were reported in Matobo South Ward 2, Kwekwe, Nyatsime, Chire, Nyamaropa, Hurungwe, Gokwe Centre and Gokwe Kabuyini between March and September 2022.
3. The Church strongly condemns these acts of violence and bad politics. The Church reminds the nation that we are one, we are a family, we are friends, and we are neighbors before we are members of political parties. Our Christian values coin us to live in harmony, in peace, unity and love – respecting the elderly.
4. We remind the nation that two people (Bongeni Ncube and Moreblessing Ali) lost their lives due to political violence related to the 2022 by-elections, tens were injured, and 
5. The ZCC seeks to further remind all citizens that the Zimbabwe Constitution and laws allow for plural politics meaning the coexistence and operation of different political parties in Zimbabwe. The law allows political parties to conduct political meetings anywhere and anytime as far as these are conducted as guided by the Law. The same law does not allow political party ownership of some geographical zones or territories; thus, freedom of assembly and association is acknowledged for all without discrimination.
6. Zimbabwean youths should not be fronted by rogue political leaders to incite violence. Youths have a developmental leadership role for our country and are called to adhere to the rule of law, peacefully participate in electoral processes, particularly taking up leadership positions in the upcoming 2023 elections for them to catalyze transformation in political and economic systems of the country.
7. We refer to the ZHOCD Elections We Want (2022) document, and the Ecumenical Election Covenants which call for an election process that is peaceful and non-violent; free, fair, and credible; as well as electing leaders that have the desire, commitment, and capability of driving the socio-economic transformation of the country.
8. We all have the responsibility to contribute to an election process characterized by peace and tolerance before, during and after the elections. Such an electoral process will set the desired foundation for socio-economic transformation that result in the upliftment of our people out of the current excruciating socio-economic hardships.
9. Ours, therefore, is a Call for:
a) The police to investigate and prosecute the perpetrators of violence and ensure that justice is delivered to all. We urge the police to provide details of their investigations to the public, 
b) The Zimbabwe Electoral Commission (ZEC) to make sure that measures are put in place and reinforced to decisively deal with cases of electoral related violence as espoused in the Elections Act. ZEC is further called to allow parties to comply with the best standards for conducting political campaigns including disqualifying potential candidates if proven to have perpetrated political violence,
c) Political parties to investigate, caution, publicly condemn and punish their members who are perpetrating violence. Political party leaders must continue encouraging their supporters to remain peaceful and tolerate political diversity,
d) We encourage all political leaders to desist from barbaric politics, preach the gospel of love for one another, peaceful co-existence and adopt dialogue towards settlement of differences.
e) Convening of an urgent All Stakeholders National Peace Conference where we take stock of the national peace infrastructure, and all political parties sign an Election Peace Pact prepared by the Church working with Chapter 12 Commissions. All political actors and the security sector are encouraged to promote the upholding of individuals freedoms of movement, assembly, association, speech and access to information.
In conclusion, we ardently call for peace and tolerance. As we approach 2023 elections lets all contribute to an environment characterized by freedom to campaign, articulate issues, and participate without fear, favor, and prejudices.
