The Zimbabwe Energy Regulatory Authority (ZERA) has increased diesel and petrol prices in USD and decreased in Zimbabwean dollars with effect from 7 September 2023. In a statement published by Pindula News, ZERA said the new prices are as follows:

<li>Diesel 50: ZWL8 160.44/litre</li>
<li>Diesel 50: US$1.76/litre</li>
<li>Blend – E20: ZWL$7 648.14/litre</li>
<li>Blend – E20: US$1.65/litre</li>
</ul>
For comparison purposes, we present August and July prices. <a href="https://www.pindula.co.zw/2023/08/09/zera-raise-fuel-in-usd-reduce-in-zimbabwean-dollars-8-august-2023/">August prices</a> were as follows:

The prices for September 2023 are based on M-1 which refers to refer to the cost of importing fuel into Zimbabwe. The M-1 price is determined by various factors, including international crude oil prices, transportation costs, port charges, insurance costs, and taxes. The M-1 price is used as a basis for setting the local pump prices of petrol and diesel in Zimbabwe. The M-1 price is subject to change depending on the fluctuations in the global oil market and other factors that affect the cost of importing fuel.
ZERA said the price will remain effective until 4 October 2023. ZERA has advised the public and operators that the blending ratio is at E20. Operators are allowed to sell petroleum products below the prescribed prices depending on their trading advantages and should display prices in a prominent place as stipulated by the fuel pricing regulations.

ZERA Raises Fuel Prices In USD, Reduces In Zimbabwean Dollars: 7 September 2023

The Zimbabwe Energy Regulatory Authority (ZERA) has announced a further reduction in the price of Liquified Petroleum Gas (LPG) for the month of August.
According to a statement obtained by Pindula News, the regulatory body stated that the LPG prices for August 2023 were determined in accordance with the Petroleum (Liquid Petroleum Gas Pricing) Regulations 90 of 2021, as outlined below:

<li>ZWL price/kg: 6761.80</li>
</ul>
This represents a decrease from the previously announced rates of US$1.57/kg or ZW$8474.04 on the 7th of July, 2023.
ZERA advised operators to display the prices of Liquified Petroleum Gas (LPG) at their retail outlets using clear and legible letters. The authority added that it is permissible to sell LPG at prices lower than the prescribed rates, subject to one’s trading advantages.

Over the past five years, there has been a notable rise in the use of gas for domestic purposes in Zimbabwe. This increase in Liquified Petroleum Gas (LPG) usage can be attributed to the prevalence of load shedding, which has become a regular occurrence in the daily lives of Zimbabweans. As a result of unpredictable power outages, many households, particularly in urban areas, have turned to LPG as a reliable alternative for cooking and heating.

ZERA Further Reduces LP Gas Price

The <a href="https://www.pindula.co.zw/Zimbabwe_Energy_Regulatory_Authority/">Zimbabwe Energy Regulatory Authority (ZERA)</a> has penalised almost 140 illegal fuel dealers for operating without licenses this year, while three other retailers had their operating permits revoked for selling products sourced from unlicensed wholesalers.
ZERA imposed fines ranging from US$50 to US$600 on individual offenders. ZERA’s CEO, Edington Mazambani, stated that the industry regulator would continue to weed out illegal fuel dealers and enforce licensing regulations to maintain long-term order in the sector. Mazambani said eight retailers were prosecuted last month for pegging fuel prices above prescribed levels. He told <a href="https://www.sundaymail.co.zw/zera-rounds-up-140-illegal-fuel-dealers">The Sunday Mail</a>:

In 2023, 137 petroleum companies have been prosecuted for operating without the requisite retail licences.
Fines ranging from US$50 to US$600 have been imposed on the different companies.
So far, three retail operators have had their licences suspended for purchasing fuel from unlicensed wholesalers.
The operation is not about recovering fuel but enforcing licensing regulations and long-term order in the sector.
Most unlicensed retailers sell petroleum products well below gazetted prices because they would have procured their products illegally.

He also said investigations are underway, but it is suspected that unlicensed retailers get their fuel through fraudulent activities, including smuggling, misdeclaration, and adulteration. Mazambani warned the public not to be lured by very low fuel prices as such products would have been tampered with.

Zimbabwe Announces Fuel Price Changes Effective June 5, 2023

The <a href="https://www.pindula.co.zw/Zimbabwe_Energy_Regulatory_Authority">Zimbabwe Energy Regulatory Authority (ZERA)</a> lowered the price of Liquefied Petroleum (LP Gas) for May 2023.
The new LP Gas prices are US$1.72 per kg and ZWL1,912.22 per kg down from the previous prices of <a href="https://www.pindula.co.zw/2023/04/08/zera-reduces-price-of-lp-gas/">US$2.02 per kg and ZWL$1 911.28 per kg.</a>
In an update seen by Pindula News, the regulator said retail operators are required to display these prices prominently in clear letters. It is allowed to sell LPG below the prescribed prices based on individual trading advantages.
LP gas cooking is popular in Zimbabwe due to its affordability, convenience, and accessibility. It is also considered a safer and cleaner alternative to traditional fuels such as firewood and charcoal.

The new prices are US$2.02 per kg and ZWL$1 911.28 per kg, down from the previous prices of US$2.06 per kg and ZWL$1 861.35. In an update seen by Pindula News, the regulator said:

ZERA also advised members of the public to always purchase their LPG from a registered LPG retailer to avoid accidents. 
As of April 3, 2023, the average global price of LPG is US$0.76 per litre, but prices vary widely between countries. Generally, wealthier countries have higher LPG prices, while poorer countries and those that produce and export natural gas have lower prices. These price differences are due to varying taxes and subsidies. Despite all countries having access to the same natural gas prices on international markets, they choose to impose different taxes, resulting in different retail prices for LPG.

As of 03 Apr 2023, the average price of diesel around the world was 1.28 United States dollars while the average price of petrol was 1.32 United States dollars per litre.
In South Africa, petrol is being sold at ZAR22.61 or US$1.262 per litre, while diesel is being sold at ZAR22.946 or US$1.281 per litre. These prices include all taxes and fees and are at the retail (pump) level.

ZERA Looking For A Legal Graduate Trainee

The <a href="https://www.pindula.co.zw/Zimbabwe_Energy_Regulatory_Authority">Zimbabwe Energy Regulatory Authority (ZERA)</a> has announced new fuel prices effective March 6, 2023.
In a statement seen by Pindula News, the regulator said petrol would now be sold at US$1.62 or ZW$1455.32 up from US$1.59 or ZW$1 241.01 announced on 26 January 2023.
The authority also said the retail price for diesel is now US$1.67 or ZW$1 499.26 down from US$1.68 or ZW$1 315.09 up from US$1.62 or ZW$1 188.77. Read part of the statement:

The average price of diesel around the world is 1.29 U.S. Dollars per litre while the average price of gasoline around the world is 1.30 U.S. Dollars per litre. 
GlobalPetrolPrices.com says the differences in prices across countries are due to the various taxes and subsidies for diesel. All countries have access to the same petroleum prices of international markets but then decide to impose different taxes. As a result, the retail price of diesel is different.
President Emmerson Mnangagwa last year <a href="https://zero.pindula.co.zw/i-directed-reduction-of-duty-on-fuels-no-duty-for-diesel-president-mnangagwa/">directed that duty on fuels be reduced by US 13 cents</a> among other measures to ensure the supply in the market remains stable and affordable.
Fuel prices went up in February with the government attributing the increase to the <a href="https://zero.pindula.co.zw/ukraines-foreign-minister-putin-launched-full-scale-invasion-well-defend-and-win/">war between Russia and Ukraine</a> which they said disrupted global trade as the two countries are the main producers of oil.
Analysts noted, however, that while the conflict had an impact on economies all over the world, Zimbabwe’s fuel prices were greater than those of its regional counterparts because of higher taxes.

ZERA Announces New Fuel Prices Effective 6 March 2023

The <a href="https://www.pindula.co.zw/Zimbabwe_Energy_Regulatory_Authority">Zimbabwe Energy Regulatory Authority (ZERA)</a> has urged consumers to be efficient with electricity and adopt renewable energy sources.
A senior ZERA official who declined to be named told the <a href="https://www.chronicle.co.zw/zera-urges-use-of-renewable-energy-sources/">Chronicle</a> that efficient use of electricity was critical at a time when the country is battling power outages amid reduced generation capacity from local plants. Said the official:

People should try to be efficient with electricity in order to help ease the power outages countrywide. We are here to educate you on how to use electricity efficiently and we are encouraging you to use the right lighting bulbs in your homes.
We are saying no to using incandescent lights or bulbs as they do not save electricity. We encourage you to buy light-emitting diodes (LED) and compact fluorescent lamps (CFL) as they are more energy-saving than incandescent lights.
</blockquote>
The ZERA official also urged households to use solar to generate their own electricity at home as it is also a good alternative source of energy, which is environmentally friendly.
Mr Hugh Mlauzi, ZERA Regional technical inspector, said the use of Liquid Petroleum Gas (LPG) as an alternative to electricity was commendable. He said:

Zimbabwe has been facing a power crisis for several years, with frequent power outages and load shedding being experienced in different parts of the country.

ZERA Is Hiring: Financial Analyst Electricity

The <a href="https://www.pindula.co.zw/Zimbabwe_Energy_Regulatory_Authority">Zimbabwe Energy Regulatory Authority (ZERA)</a> has raised fuel prices in its latest review, which is effective February 10 2023.
In a statement seen by Pindula News, the regulator said petrol would now be sold at US$1.61 up from US$1.59 or ZW$1 341.07 up from ZW$1 241.01.
The authority also said the retail price for diesel is now US$1.70 up from US$1.68 or ZW$1 418.08 up from ZW$1 315.09. Read part of the statement:

The average price of diesel around the world is 1.31 U.S. dollars per litre while the average price of gasoline around the world is 1.30 U.S. dollars per litre. 
GlobalPetrolPrices.com says the differences in prices across countries are due to the various taxes and subsidies for diesel. All countries have access to the same petroleum prices of international markets but then decide to impose different taxes. As a result, the retail price of diesel is different.
President Emmerson Mnangagwa last year <a href="https://zero.pindula.co.zw/i-directed-reduction-of-duty-on-fuels-no-duty-for-diesel-president-mnangagwa/">directed that duty on fuels be reduced by US 13 cents</a> among other measures to ensure the supply in the market remains stable and affordable.
Fuel prices went up in February with the government attributing the increase to the <a href="https://zero.pindula.co.zw/ukraines-foreign-minister-putin-launched-full-scale-invasion-well-defend-and-win/">war between Russia and Ukraine</a> which they said disrupted global trade as the two countries are the main producers of oil.
Analysts noted, however, that while the conflict had an impact on economies all over the world, Zimbabwe’s fuel prices were greater than those of its regional counterparts because of higher taxes.

ZERA Increases Prices Of Both Petrol And Diesel Effective 10 February 2023

The <a href="https://www.pindula.co.zw/Zimbabwe_Energy_Regulatory_Authority">Zimbabwe Energy Regulatory Authority (ZERA)</a> has reduced the prices of Liquid Petroleum Gas with effect from the 8th of February 2023.
In a notice seen by Pindula News, the authority said LPG will be sold at US$1.77 down from US$1.91 in January.
ZERA said the new price in Zimbabwe dollars will be ZW$1 449.85. Reads the notice:

ZERA Is Looking For An Assistant Accountant

The <a href="https://www.pindula.co.zw/Zimbabwe_Energy_Regulatory_Authority">Zimbabwe Energy Regulatory Authority (ZERA)</a> has raised petrol prices and reduced diesel prices in the latest review which is with effect from the 18th of January 2023.
In a statement seen by Pindula News, the regulator said petrol would now be sold at US$1.54 per litre up from the previous US$1.53.
The cost of petrol was increased from ZWL$1 080.01 to ZW$1 124.61 in local currency.
Diesel is now priced in US dollars at US$1.62 per litre, down from US$1.63 per litre, while it was priced in Zimbabwean dollars at ZW$1 188.77, up from ZWL$1.147.01 per litre. Read the statement in part:

The Zimbabwe Electricity Transmission and Distribution Company (ZETDC) in conjunction with the Zimbabwe Energy Regulatory Authority (ZERA) have advised members of the public to be alert as there could be fallen electricity poles or cables in their areas. In a statement seen by Pindula News, the two companies urged members of the public to report such incidents to avoid loss of life. Reads the statement:
Do not touch low-hanging or fallen electricity poles or cables even if they appear harmless. They are usually live and you may be electrocuted.

In the local currency, the petrol price was raised to ZW$1 016.49 from ZW$1 007.45.

Fuel Price Update: ZERA Reduces Petrol Price

The Zimbabwe Energy Regulatory Authority (ZERA) has announced a drop in fuel prices for petrol and diesel effective 15 December 2022.
In its latest update seen by Pindula News, the regulator said blended petrol is now pegged at US$1.50 or $1 007.45 per litre from US$1.55 or $1 023.77 while diesel is now pegged at US$1.62 or $1 090.38 per litre down from $1.66 or ZWL 1 095.55 per litre.

Previously, ZERA reported that the annual consumption of Liquefied Petroleum Gas (LPG) in the country has risen from 1 million kilogrammes to 50 million kilogrammes in 5 years.

ZERA Announces Prices For LP Gas For December 2022

The <a href="https://www.pindula.co.zw/Zimbabwe_Energy_Regulatory_Authority">Zimbabwe Energy Regulatory Authority (ZERA)</a> has penalised some service stations for mixing fuel with water.
ZERA also charged and withdrew licences from some petroleum dealers, NewsDay reported citing the regulator’s 2021 annual report.
The authority said it conducted nationwide fuel quality monitoring activities in 2021 covering 592 sites from which 860 fuel samples were collected and tested, with 12 failing to meet standards. ZERA said:

Four blend samples and 8 diesel samples failed to meet specifications resulting in the prosecution of the retail sites in the year. The offending sites paid fines ranging from $20 000 to $200 000 and one of the retail sites had their licence cancelled.
The authority received complaints from motorists concerning suspected fuel quality from 10 service stations. Investigations confirmed that one customer had received water-contaminated blend from a retail site, which has since been prosecuted.
Three of the complaints were received out of time for Zera to take relevant samples for testing. Zera is stepping up consumer awareness of the authority’s quality testing services and is emphasizing the need for consumers to make prompt reports to enable timeous sampling of fuel batches in the investigations.

Twelve retail sites were caught with fuel contaminated with water compared to three cases in 2020.
Of the 12 cases recorded in 2021, seven retail sites had low flash point diesel while three retail sites had low-density petrol and two sites had water contamination.
On the electricity side, Zera said distribution code compliance audits conducted in the year under review found that power utility <a href="https://www.pindula.co.zw/ZESA">ZESA</a> was unable to connect customers within 21 business days largely due to a lack of operational vehicles.

<h2>PETROLEUM PRICES –  — 16 November 2022 </h2>
Please be advised of the fuel prices for diesel and blend effective 16 November 2022.
The prices are as follows: 
<blockquote>
Diesel 50 (ZWL/ litre) – $1 101.84
Blend — E20 (ZWL/ litre) – $1 022.47
Diesel 50 (US$ / litre) – $1.73 
Blend — E20 (US$/litre) – $1.60 
</blockquote>
ZERA advised the public and operators that the blending ratio remains at E20. 
Operators may sell petroleum products below the prescribed prices depending on their trading advantages and should display prices in a prominent place as provided for by the fuel pricing regulations. 
<h2>ZERA on 03 November 2022 reviewed prices as follows:</h2>

ZERA Announces Fuel Prices Effective 16 November 2022

The Zimbabwe Energy Regulatory Authority (ZERA) has invited members of the public to a five-day Solar Water Heater Design and Installation Training Course which the authority is conducting in partnership with SIRDC. In a statement seen by Pindula News, ZERA said it is targeting individuals with a technical background. Reads the statement:

<h2>INVITATION TO SOLAR WATER HEATING DESIGN AND INSTALLATION TRAINING </h2>
Zimbabwe Energy Regulatory Authority (ZERA) in partnership with SIRDC shall be conducting a five-day Solar Water Heater Design and Installation Training Course to improve local capacity in Solar Water Heater installations. The training targets people with a technical background preferably plumbing who are working for companies that design, install, and distribute Solar Water Heaters in Zimbabwe. 
Mutare 21- 25 November 2022 (proposed dates); 16 November 2022 (Deadline for CVs Submission)
 Gweru 12-16 December 2022 (proposed dates); 7 December 2022 (Deadline for CVs Submission)
Those who meet the above criteria can send their CVs to tmudzingwa@zera.co.zw for consideration, by the 16th of November 2022 for Mutare training and by the 7th of December for the Gweru training. ZERA Invitation To Solar Water Heating Design And Installation Training

The Zimbabwe Energy Regulatory Authority (ZERA) has invited quotations from psychometric and assessment tests consultants. In a notice seen by Pindula News, ZERA said the deadline for submission is 14 October 2022. Reads the notice:

<h2>SCOPE OF WORK: PSYCHOMETRIC AND ASSESSMENT TESTS</h2>
The Zimbabwe Energy Regulatory Authority (ZERA) wishes to engage a consultant to undertake the following:
1. Develop relevant tests as part of shortlisting criteria for different grades. 
2. Administer the tests and present reports on the findings to assist in shortlisting and reduction of biases. 
3. The tests should outline the critical areas to be covered for different levels from Graduate Trainees to Senior Managers and Heads of Departments, 
4. The tests should enable Management to match potential candidates to specific roles and identify some hidden issues about the candidates to improve objectivity in the hiring process.
Ideally, the tests should be different for different grades and will assist management achieve the following which is not an exhaustive list.
• Get an in-depth evaluation of someone’s strengths and weaknesses, personality traits. behaviour, and motivation 
• Complete candidates’ profiles with more data 
• Compare potential candidates 
• Assess the potential for a culture and personality fit 
• Reduce subjectivity in shortlisting candidates
 • evaluate the candidate’s capacities and assess potential for improvement. 
• Assess candidate’s ability to learn new skills
Accompanying the proposals should be the following.
 a) Quotations showing the cost of conducting the above activities payable in ZWLS. 
b) Gantt chart showing activities, responsibilities, outputs, and timeframe. 
c) Referrals from at least three organisations where similar work was done.
