Economist Tinashe Murapata has criticised the Zimbabwean government for implementing measures which authorities say are aimed at protecting the integrity and transparency of the value chain, as well as countering unfair competition from informal traders. Murapata argues that these measures, announced by Finance Minister Mthuli Ncube, are regressive and hinder economic progress.
The government says <a href="https://www.pindula.co.zw/2024/01/04/zimra-has-started-implementing-measures-announced-by-finance-minister-ncube/">the measures, enforced</a> through the Zimbabwe Revenue Authority (ZIMRA), aim to promote the use of the Zimbabwean dollar (ZWL) in the market. One of the measures restricts purchases from manufacturers, stating that only registered wholesalers can buy directly from them, excluding retailers and individuals. Additionally, informal traders are limited to purchasing from wholesalers and not directly from manufacturers. Individuals are also restricted from buying more than $1,000 worth of goods per month from wholesalers and are prohibited from buying directly from manufacturers.

Murapata argues that these measures contradict global practices in the distribution chain, which have evolved since the 1970s. Modern practices, such as just-in-time management, online shopping, and globalization, allow manufacturers to sell directly to consumers through online platforms, reducing costs and bypassing traditional distribution channels. This approach benefits consumers by lowering prices and eliminating the need for extensive warehousing. The economist said:

The short sighted measures are not in congruent with world wide practices of the disruption of the distribution chains since the 1970’s. The minister is turning back the hands of time. Just in time management practices, online shopping and globalization is such that the manufacturer can sell directly to consumers through mostly online sales. Internationally that can be as much as 50% of goods, bypassing the entire distribution chain and consequently reducing the price to the final consumer. Vat is charged by the manufacturer.
Consumer prices have come down because the cost of storage for finished goods has reduced substantially over time. The manufacturer does not need to wait for the wholesaler to order, nor the wholesaler wait for the retailer. Thats why a tour of old manufacturing plants had hectares of space for finished goods warehousing. The product range was very limited. The cost of storage, bank financing was further borne by the consumer.
The liberalization of the market was such that a farmer or shop keeper in a remote part of Zimbabwe could bulk buy from the manufacturer. This direct demand from consumer reduced the storage/warehousing costs for the manufacturer, since, they need not wait for wholesaler to sell. This increases the stock turn. Therefore the manufacturer came up with extra merchandise and hues. They had more cash sells than credit.
This evolution happened around the world. Amazon and eBay are direct to customers platforms.
But direct to customers approach did not cannibalise the wholesaler. On the contrary, the wholesaler merged into a retailer of sort, because consumers demand variety and shop hop. Wholesalers naturally specialized in certain product lines or became competitive in pricing in particular product ranges. Typical of oligopoly competition.
Retailers were not worse off because they increased their margins on breaking bulk. Consumers buy a chocolate bar with 100% margin at a retailer and never at a wholesaler. That’s why retailers focus more on the aesthetic appearances of their shops than wholesalers. My favourite bread costs $4 a loaf. I’m enticed by the shopping experience and ambiance to buy. The same loaf at a wholesaler would never sell because my mindset at a wholesaler is fundamentally different.
The tuckshops in Zimbabwe serve a purpose- in many regards it’s Africa’s version of eBay and Amazon. They get product from manufacturer and break bulk to the bare minimum called tsaona. In turn they help manufacturer with cash cycle. Bank financing is expensive in Zimbabwe.

Murapata warns that the government’s measures will lead to goods being rationed as manufacturers face increased storage costs and limited financing options. This may result in manufacturers focusing on fast-selling products and reducing production of slower-selling items. Consequently, informal traders will step in to import goods and fill the gap left by shortages from manufacturers.
The economist believes that the government’s approach hinders progress and fails to recognize the changing dynamics of the global market. He suggests that embracing direct-to-consumer models, like Amazon and eBay, can benefit both manufacturers and consumers, while wholesalers and retailers can find their niche in the evolving landscape.

ZIMRA Announces An Auction Of Uncleared and Forfeited Vehicles And Goods

The Zimbabwe Revenue Authority (ZIMRA) has deployed extra staff and increased the use of Information and Communication Technology (ICT) systems to handle the anticipated surge in travellers and vehicles.
In the past, ZIMRA’s ICT systems have been blamed for delays in processing cargo, vehicles, and travellers during peak periods. However, this time, ZIMRA states that it has addressed these issues and is confident in its ability to handle the traffic flow effectively. The Beitbridge Border Post typically clears around 30,000 travellers, 3,000 private cars, and 300 buses during peak periods. Said the tax collector:

As we approach the festive season, Zimra has put in place a number of strategies including deploying additional staff numbers by 15 December 2023.
All leave days for Beitbridge staff have been suspended to ensure all staff members are at work and beef up the shifts.
Additional laptops and printers have been secured to ensure all possible service counters are adequately manned. A service kiosk manned by ICT personnel will be available for clients to use.
In addition, computer equipment will also be available to clients to register their electronic Temporary Import Permits (TIP) for those driving foreign vehicles.

ZIMRA is encouraging travellers to complete the TIP application process in advance, from the comfort of their homes. The authority has also made free Wi-Fi available for those who need it to comply with border clearance procedures. Travellers are advised to ensure they have all necessary vehicle documents and invoices for any goods they may have purchased. ZIMRA recommends downloading declaration forms and declaring goods in advance to expedite the processing of TIPs upon arrival at the border post.
ZIMRA emphasised that there should be no payment for the services rendered, and if any payments are made to officials, clients should insist on receiving a payment receipt.

ZIMRA Deploys Extra Staff And Increases Use Of ICT Systems To Handle Anticipated Traffic Surge

Former Deputy Minister of Finance, <a href="https://pindula.co.zw/Terence_Mukupe">Terrence Mukupe</a>, has been sentenced to an effective three years in prison for fraudulently importing over 130,000 litres of diesel without paying duty. The Zimbabwe Revenue Authority (ZIMRA) discovered the scheme in 2017 when they intercepted trucks owned by Mukupe and found that they were transporting water instead of diesel. Mukupe was initially sentenced to three and a half years, but six months were suspended on the condition of good behaviour. In addition to the prison sentence, Mukupe has been ordered to pay US$12,000 in restitution.
Mukupe’s conviction and sentencing come after a prolonged legal process. He and his three accomplices were found guilty of smuggling fuel across Forbes Border Post in January 2017. They had misrepresented the destination of their tankers as the Democratic Republic of Congo to evade payment of duty amounting to approximately US$55,600. The quartet was intercepted by ZIMRA officials at Chirundu Border Post.
During the court proceedings, ZIMRA presented a Victim Impact Statement to highlight the financial harm suffered by the state. The sentencing of Mukupe.
This is not the first legal trouble Mukupe has faced. In April 2018, he was arrested and fined for assaulting the then 58-year-old Finance Director of his ministry, Ignatius Mvere, for allegedly giving him a “paltry $910 travel allowance”.

Former Finance Deputy Minister Mukupe Sentenced To 3 Years In Jail

The Zimbabwe Revenue Authority (ZIMRA) has announced the conditions governing the temporary importation of visitors’ vehicles. In a statement seen by Pindula News, the authority said visitors to Zimbabwe bringing in a foreign registered private vehicle may be issued with a Temporary Import Permit (TIP) by ZIMRA upon entry into Zimbabwe. Read the statement:

Who is a visitor?
A visitor is any person who is not resident in Zimbabwe but travels to Zimbabwe for a specified period from their arrival. This includes Zimbabweans working or living in other countries and with valid residence or work permits of the respective countries.
Types of vehicles eligible for Temporary Import Permit (TIP)
<ul>
<li>Passenger-type motor vehicles commonly known as saloon cars or sedans and station wagons</li>
<li>Goods carrying motor- vehicles with a gross vehicle weight not exceeding 5 tonnes such as pick-ups and double cabs</li>
<li>Passenger carrying motor vehicles with a seating capacity not exceeding 15 people including the driver</li>
<li>Trailers and caravans pulled by the above vehicles.</li>
</ul>
Any other vehicles which do not fit the above descriptions, for example a passenger carrying vehicle with seating capacity exceeding 15 people, would require a Commercial Temporary Import Permit (CTIP) covered by a Commercial Vehicle Guarantee obtainable from a Zimbabwean registered clearing agent with the relevant bond.
Conditions Governing the TIP
<ol>
<li>The vehicle should be for the personal use of the visitor</li>
<li>The driver should undertake to remove the vehicle from Zimbabwe at the expiry of the TIP or at the time they leave Zimbabwe, whichever occurs first</li>
<li>No visitor shall sell, offer, or display for sale, lease, hire, lend, pledge or dispose of the vehicle in any other manner to any resident in Zimbabwe without prior written authority of the Commissioner General of ZIMRA and payment of full duty applicable at the time the vehicle was imported into Zimbabwe</li>
<li>In the event of extended stay of the visitor, the TIP holder should approach the nearest ZIMRA office for extension of the TIP upon payment of Carbon Tax and insurance.</li>
<li>In the case of a breakdown or an accident, the holder of the TIP should report to the nearest ZIMRA office immediately over and above making a report to the Police.</li>
</ol>

</blockquote>
<ul>
<li>Drivers of the foreign registered vehicles should read and understand the declaration and undertaking at the bottom of the TIP before signing it and ensure all details entered are true and correct.</li>
<li>Post-clearance checks may be done at any given time by ZIMRA Officials to check on compliance. These can be in the form of roadblocks and patrols.</li>
<li>Any breach of the conditions governing the temporary importation of visitors’ vehicles will result in the vehicle being liable to seizure</li>
<li>Beware of touts, seek the assistance of ZIMRA Officers at the points of entry.</li>

The Zimbabwe Anti-Corruption Commission (ZACC) says it will confiscate at least 2 000 vehicles that were imported through the abuse of the civil servants’ rebate scheme.
The underhand dealings were unearthed during an operation dubbed “Operation No to Abuse of Civil Servants Rebate Scheme” conducted by ZACC working together with the Zimbabwe Revenue Authority (ZIMRA).
Speaking in an interview with <a href="https://www.herald.co.zw/zacc-to-impound-2-000-illegally-imported-vehicles/">The Herald</a> before her appointment as Zimbabwe’s Prosecutor-General, former ZACC chairperson <a href="https://pindula.co.zw/Loice_Matanda-Moyo">Justice Loice Matanda-Moyo</a> said:

Working jointly with ZIMRA, ZACC through its investigations department has also engaged in “Operation No to Abuse of Civil Servants Rebate Scheme”.
The operation anticipates conviction-based forfeiture of about 2 000 vehicles which were acquired through the abuse of the civil servants’ rebate scheme.

In 2019, the Government introduced the civil servants motor vehicle rebate scheme.
Under the scheme, civil servants who had served in the civil service for 10 years and above were allowed to import motor vehicles up to a specific value for each employment grade without paying import duty.
The scheme is governed by Statutory Instrument 52 of 2019 of Customs and Exercise [General] [Amendment] Regulations.
Last year, <a href="https://www.pindula.co.zw/2023/06/21/zacc-arrests-car-dealers-using-civil-servants-to-import-vehicles-duty-free/">reports suggested that some car dealers in Harare and other areas were importing vehicles using fake civil service rebate letters</a>.
Some civil servants were allegedly importing vehicles for others and charging a fee of up to US$1 500.
The vehicles remained registered in the civil servant’s name but driven by someone else.

ZACC Says To Impound 2 000 Vehicles Illegally Imported By Civil Servants

The <a href="https://www.pindula.co.zw/Zimbabwe_Revenue_Authority/">Zimbabwe Revenue Authority (ZIMRA)</a> has said it is taking steps to automate its systems in order to reduce income leaks and corruption. Tax evasion, commercial misinvoicing, and corruption at border posts have led to substantial revenue losses for the taxman.
Manual processes create opportunities for corruption hence the move towards automation, the <a href="https://www.newsday.co.zw/thestandard/business/article/200017389/zimra-moves-to-plague-revenue-leakages">Standard</a> reported citing ZIMRA Commissioner <a href="https://www.pindula.co.zw/Regina_Chinamasa/">Regina Chinamasa</a>. Speaking during the annual conference of the Chartered Governance and Accountancy Institute in Zimbabwe on Thursday, Chinamasa said:

We want to ensure that as an organisation we are fully accountable because with manual processes, we are creating opportunities for corruption. So, automation of systems is one of the drivers we are implementing to ensure we optimise revenue collection, our organisation is strengthened and ensure facilitation of trade.
We are putting in place technological initiative intervention to mitigate revenue leakages and we are also looking at the single window which is going to ensure all border stakeholders pay and log in.
This is to enable faster clearance of border processes. We are going to be launching drone projects where we will be doing surveillance at our borders which have been deemed porous and we agree they are porous. This will enhance revenue mobilisation and protection of our civil society.

She added that ZIMRA is preparing to launch a tax revenue management system next month to enhance the strength of its taxation system. The new system will have the ability to interface and integrate with other institutions to streamline data collection and reduce redundancy. Chinamasa believes that this system will be a game changer, benefiting tax consultants and public officers while improving the ease of doing business. Strengthening the institution is seen as crucial for achieving the government’s Vision 2030 and aligning with the National Development Strategy 1 (NDS1).
Chinamasa added that ZIMRA is actively seeking feedback from stakeholders to improve client satisfaction and address the concerns faced by taxpayers and accountants. The focus is on providing low-cost services, transparency, and administrative tools that facilitate compliance with fiscal laws.

ZIMRA Taking Steps To Automate Systems And Reduce Leaks - Chinamasa

The South African Revenue Services (SARS) recently fixed a technical glitch that had seen transporters of commercial cargo face long delays at the <a href="https://www.pindula.co.zw/Beitbridge/">Beitbridge Border Post</a>.
SARS spokesperson, Mr Siphithi Sibeko, yesterday said they were working on ensuring a flawless passage for traffic. He said:
<blockquote>
 You will note that we don’t have a major challenge besides the fact that our online system is a little slower.
However, we are working on it and things will get better in the shortest possible time.
</blockquote>
The delays occur a few months after SARS officials went on strike demanding a 12% pay rise, while their employer offered to review salaries by 1.7%, resulting in a stalemate. However, negotiations between the employees and the revenue collector later resolved the matter. 
Slow-moving queues of freight trucks had become a common occurrence on the Zimbabwean side of the border, but following the upgrade of the Beitbridge Border Post, Zimbabwe no longer causes any delays to transporters of commercial cargo. The Zimbabwean side has been clearing an average of 900 trucks daily since the transformation of the border post.
Zimborders Consortium, responsible for managing the facility under a Build Operate Transfer (BOT) concession with the government, aims to clear at least 80% of freight within three hours by the second quarter of next year.

RETRACTION Of Article Titled "ZIMRA Loses Tax Records Dating Back To 6 Years Ago"

The <a href="https://www.pindula.co.zw/Zimbabwe_Revenue_Authority/">Zimbabwe Revenue Authority (ZIMRA)</a> has reportedly lost tax records dating back to six years ago, raising concerns over potential revenue leakages and tax evasion. It is speculated that the records may have been lost due to a server crash or a lack of a reliable backup system.
ZIMRA has requested its clients to resubmit their Pay as You Earn (PAYE) P2 forms, Value Added Tax (VAT), and Income Tax (ITC) records stretching to 2017, citing them as “outstanding”, although some clients claim to have already submitted the records.
Zimbabwe heavily relies on taxation to fund the fiscus, with taxes contributing 97.6% to government revenue in 2022.
<a href="https://newshubzim.co.zw/2023/06/20/zimra-loses-tax-records/">NewsHub’s Sofia Mapuranga</a> reports that ZIMRA’s head of communications, Gladman Njanji, did not respond to questions. Another official in the same department, Francis Chimhanda, requested the questions in writing but did not respond despite repeated reminders.
Economist Prosper Chitambara allayed fears over the possibility of financial losses due to the systems crash, stating that many companies are likely up to date with their tax records, so the impact on the state would not be significant.
The loss of tax records has raised concerns that current tax evaders may take advantage, resulting in significant revenue leaks. Zimra has admitted that tax evasion is limiting its revenue collection efforts. In 2021, Global Financial Integrity reported that Zimbabwe lost US$1 billion through under-invoicing in the past decade. The Zimra commissioner general, Regina Chinamasa, has also acknowledged that fraudulent conduct has resulted in the state being prejudiced of taxes and levies.
A consultant handling the financial services of over five companies has expressed concern over the risk of firms indicating arbitrary figures to satisfy compliance, potentially prejudicing the state. Tax-related corruption, such as direct tax evasion and under-declaration, is common in Zimbabwe.

ZACC in conjunction with the <a href="https://www.pindula.co.zw/Zimbabwe_Revenue_Authority/">Zimbabwe Revenue Authority (ZIMRA)</a> have seized 36 vehicles in an operation initiated to prevent the misuse of tax rebates granted to civil servants by the government to import vehicles duty-free.
The corruption begins with civil servants importing vehicles for others and charging a fee of up to US$1,500, while the vehicles remain registered in the civil servant’s name but driven by someone else, according to The Herald.
ZACC and ZIMRA are conducting joint investigations with the Criminal Investigations Department (CID). 
The abuse of government rebates has defrauded the State of revenue and resulted in duty-free cars being sold, while some of the saved duty ends up with civil servants. The rebate conditions require that the state employee have a valid driver’s license, serve for at least ten years, and import only one car every five years depending on their grade.
According to the National Anti-Corruption Commission Strategy sub-committee 2 report presented last week, investigations into the misuse of Government rebates are still in progress and huge successes are being registered.
In May 2022, Zimbabwe’s Finance and Economic Development Minister, Professor Mthuli Ncube, set a range of US$3,500 to US$10,000 for deputy directors and below, while MPs were allowed to import two duty-free vehicles during their five-year term, with a maximum value of US$60,000 for the second vehicle. The regulations apply to all members of the National Assembly, Senators, the Speaker of the National Assembly, and the President of the Senate and their deputies. The imported vehicles must be less than 10 years old and can be procured using a loan or personal resources. The rebate does not apply to senior civil servants issued with a condition of service motor vehicle or under disciplinary proceedings.
Despite the government’s duty-free vehicle policy for civil servants, most of them are unable to purchase vehicles due to their meagre salaries. Consequently, some individuals have viewed the policy as an opportunity to generate additional income for themselves.

The fraudsters, who identify themselves as <a class="MarkdownLink_linkifiedLink__KxC9G">tax auditors</a>, use various names and tactics to solicit bribes from unsuspecting clients.
ZIMRA has advised its clients to be cautious and to avoid falling for these criminal demands. The statement outlines that all ZIMRA tax auditors approach clients in pairs, wear ZIMRA uniforms, and carry valid staff identity cards. Clients are also reminded that <a class="MarkdownLink_linkifiedLink__KxC9G">ZIMRA tax</a> auditors never ask for cash deposits into personal bank accounts. Subsequently, they solicit bribes from unsuspecting clients so as not to have their tax accounts audited.
ZIMRA clients are advised to be wary of such fraudsters and to avoid falling for their criminal demands. Clients are encouraged to be aware, that: 
• ZIMRA is not associated with and has no links with the bogus tax auditors masquerading as ZIMRA officials. 
• All ZIMRA tax auditors approach clients in pairs, clad in ZIMRA uniforms and carry with them valid staff identity cards.

ZIMRA Suspends Services At Kurima House Due To Plumbing Issues

President Emmerson Mnangagwa’s spokesman <a href="https://www.pindula.co.zw/George_Charamba">George Charamba</a> has threatened to jail journalists for reporting findings of <a href="https://zero.pindula.co.zw/watch-episode-01-of-al-jazeeras-gold-mafia/">Gold Mafia a documentary by Al Jazeera which exposes gold smuggling operations in Zimbabwe</a>.
In a Twitter post seen by Pindula News, Charamba said the documentary is defamatory. He said:

 Al Jazeera released the <a href="https://zero.pindula.co.zw/watch-episode-01-of-al-jazeeras-gold-mafia/">first episode</a> of the documentary titled Gold Mafia on Thursday last week.
The documentary implicates <a href="https://www.pindula.co.zw/Henrietta_Rushwaya">Henrietta Rushwaya</a> (the president of the Zimbabwe Miners Federation), <a href="https://www.pindula.co.zw/Uebert_Angel">Uebert Angel</a> (the presidential ambassador at large to the Americas and Europe), <a href="https://www.pindula.co.zw/Simon_Rudland">Simon Rudland</a> (the owner of Gold Leaf Tobacco), Lamkesh Pattni (the owner of Suzan General Trading – a jewellery shop), Fidelity Printers and Refineries and the Zimbabwe Revenue Authority (ZIMRA).
The documentary notes that there is a network of individuals who are exporting gold from Zimbabwe in exchange for dirty money from abroad. The money is then cleaned in Zimbabwe. This is said to be a move to bust sanctions imposed on Zimbabwe.
Rushwaya is said to be the one cleaning the dirty money.
Lamkesh Pattni, on the other hand, is allegedly <a href="https://zero.pindula.co.zw/accountant-reveals-how-kamlesh-pattni-is-duping-zimbabwe-gold-mafia/">siphoning cash from Zimbabwe</a> in connivance with ZIMRA officials instead of bringing it from gold and jewellery proceeds. 
Smuggling in Zimbabwe:
Smuggling is a big problem in Zimbabwe, and it is hurting the country’s economy. 
The country is losing billions of dollars because of the illegal trade of goods like gold, tobacco, fuel, and diamonds. 
The government estimates <a href="https://zero.pindula.co.zw/zim-last-year-lost-30-34t-of-gold-through-smuggling/">that $1.5 billion</a> is lost each year due to gold smuggling and $300 million due to tobacco smuggling. Fuel shortages have also contributed to smuggling, which results in the loss of revenue for the government. 
Smuggling creates an uneven playing field for legitimate businesses and can increase crime and corruption.

The Zimbabwe Revenue Authority (ZIMRA), wishes to advise its valued taxpayers that Finance Act No. 8 of 2022 inserted Section 37AA to the Income Tax Act [Chapter 23:06] which provides for the submission of separate tax returns where any part of income from trade or investment is earned in foreign currency. In light of the above requirement ZIMRA advises as follows:
<h2>1 ) Creation of Forex BP numbers</h2>
ZIMRA has introduced a separate business partner (BP) number that will be used for processing of forex returns. The forex BP number has 9 digits prefixed by a 3 instead of a 2 for ZWL e.g. 300000001 and will have the same contract accounts that the taxpayer is registered under the ZWL BP number. Taxpayers will be expected to submit all the forex returns and make forex tax payments through this new forex BP and applicable contract account number. si The ZWL BP number will remain in use for the submission of ZWL returns and the tax payments thereof.
The Authority has automatically created the forex BP numbers and respective contract accounts for taxpayers with ZWL BP numbers and these will be emailed, by respective Regional Managers, to taxpayers using email addresses already captured in the ZIMRA master . . data. Taxpayers who do not have a ZWL BP number should follow the normal BP registration process.
<h2>2) Master data Update </h2>
Taxpayers should ensure that their information availed and captured in the ZIMRA database is up to date. Master data includes email addresses, forex and ZWL bank details, title, name, physical address, contact numbers and public officer. Every taxpayer who is registered by ZIMRA whose basic taxpayer data has become obsolete due to changes in circumstances of the taxpayer, must update the changes using the Rev 2 Form which is available for download from the ZIMRA website (www.zimra.co.zw).
<h2>3) Effective dates for submission of separate returns</h2>
The effective date for submission of two separate returns, where tax is payable in both local and foreign currency, are as follows:
⇒ 1 January 2022 for the year of assessment ending 31 December 2022 for income tax. 
⇒ 1 December 2022 for all the other tax heads. 
<h2>4) Computation of Taxable income from trade and investments </h2>
In computing provisional tax payable on QPDs, taxpayers should apply the quarterly average auction rate of exchange to convert allowable expenditure to either local or foreign currency. Balances brought forward from the 2021 year of assessment (e.g. trading stock, income tax values of assets, assessed losses) should be claimed against local currency income except where the Commissioner has approved otherwise.

Currently, our system is being configured to register declarations (bills of entry) that enable payment of duty on non-designated goods in foreign currency. In the meantime, while our ICT department is working on configuration of our ASYCUDA system, the following measures have been taken to assist clients and to facilitate trade:
Clearance of consignments of non-designated goods for which importers opt to pay duty in foreign currency shall be done through lodgment of manual bills of entry and the following procedure shall be adopted.
• The importer or clearing agent shall apply to the Shift Manager/Station Manager to lodge a manual bill of entry. 
• When authority to lodge the manual bill entry has been granted, the importer or clearing agent shall submit the manual bill of entry and supporting documents for processing in the usual manner.
NB: Please note that this is a temporary measure meant to facilitate trade that will end upon successful configuration of the system.

ZIMRA Gives An Update On Traffic Build-up At Forbes Border Post

The Zimbabwe Revenue Authority (ZIMRA) Friday announced plans to sell nearly 50 impounded and unclaimed vehicles including top-of-the-range models that have been stuck at its depots for as much as 13 years.
In the latest government gazette, ZIMRA Commissioner-General Regina Chinamasa said the vehicles would be auctioned if they remained unclaimed within 30 days. Chinamasa said:

Notice is hereby given in terms of section 193(11) of the Customs and Excise Act [Chapter 23:02], that the following goods that are specified in the schedule below have been seized/detained and will be dealt with in terms of section 193(13) of the Customs and Excise Act [Chapter 23:02] if proceedings are not instituted in terms of section 193(12) of the Customs and Excise Act [Chapter 23:02].
The owners of these goods are unknown and the goods will be sold if not claimed within thirty days of publication of this notice.

According to the list, 37 of the vehicles are at Manica Depot in Beitbridge while 11 are at Harare’s Bak Storage container. 
In terms of section 193 of the Act, any person from whom the properties have been seized may institute proceedings for the recovery of the property within three months. After the elapse of the three-month grace period, no such proceedings may be instituted.

The Authority’s Information and Communication (ICT) Division is working flat out to resolve these challenges to enable the affected agents to successfully lodge their electronic applications. The Commissioner would like to advise affected agents that in view of the foregoing, the renewal window has been extended to 30 November 2022 to enable all affected agents an opportunity to lodge their applications once the system challenges have been resolved. ZIMRA Announces Measures To Rectify Issues Facing Clearing Agents Applying For 2023 Licences

Security agents implementing an operation dubbed “No to Cross border Crimes” Thursday intercepted copper cables worth around US$100 000 that were being smuggled to South Africa. 
The <a href="https://www.pindula.co.zw/Zimbabwe_Energy_Distribution_and_Transmission_Company">Zimbabwe Electricity Transmission and Distribution Company (ZETDC)</a> and the <a href="https://www.pindula.co.zw/National_Railways_of_Zimbabwe">National Railways of Zimbabwe (NRZ)</a> have positively identified part of the recovered cables as theirs.
The police are yet to make arrests after the driver of the truck that was carrying the cables fled upon sensing that he had been detected by intelligence officials at the <a href="https://www.pindula.co.zw/Beitbridge">Beitbridge Border Post.</a>

We are yet to make any arrests and our intelligence officers are firm on the ground following up on the case.
Initial indications are that our officers reacted to a tip off and swooped on a South African bound commercial truck at the border.
Unfortunately, the truck driver escaped before they could get to him and we have leads and are looking for him.

Ndlovu said following a physical examination, it was discovered that the truck was laden with nearly 5 tonnes of copper cables with a street value of US$97 400.
She said the copper cables, copper scrap, used cans consignment, the horse and trailer had been seized and handed over to the <a href="https://www.pindula.co.zw/Zimbabwe_Revenue_Authority">Zimbabwe Revenue Authority (ZIMRA).</a>
Ndlovu said they had deployed enough manpower and discovered the methods some criminals are using to smuggle goods in and out of the country. 
She said police had also busted a number of warehouses around Beitbridge town which were being used to store smuggled goods from South Africa.

The <a href="https://www.pindula.co.zw/Zimbabwe_Revenue_Authority">Zimbabwe Revenue Authority (ZIMRA)</a> says companies missed the target for the quarter by 17.8% due to depressed economic performance and the negative impact of the COVID-19 pandemic.
Companies are some of the major contributors to revenue to the national purse.
The tax collector got $43.654 billion from companies against a target of $53.092 billion.
In a revenue performance report for the second quarter which ended June 30 2022, ZIMRA acting Commissioner-General Regina Chinamasa said the authority would continue to enforce compliance to improve the performance of the revenue head. Said Chinamasa:

Companies missed the target by 17.78%. Most companies are still depressed and struggling to recover from the effects of the COVID-19 pandemic.
Gross revenue collections for the quarter amounted to $332.26 billion against a set target of $193.75 billion, which translates to 71, 49% positive variance. Net collections were $316.81 billion after deducting refunds of $15.46 billion.
This gives a positive variance of 63.51% against the target.

In the same period last year, $106.64 billion was realised, showing that nominal and real net revenue collections grew by 197.09% and 23,83%, respectively.
Statistics from ZIMRA show that all other revenue streams besides that of companies surpassed the set targets in the second quarter.
The positive variance on Vat on local sales of 39,19% is attributed to high inflation which augmented the positive performance of this tax head.
Chinamasa also noted that contributions by individuals performed above expectation due to salary adjustments, cost of living adjustments and payment of salaries in foreign currency.
The Intermediated Money Transfer Tax surpassed the target by 102.54%, driven by electronic payment transactions which constitute over 90% of the total payments in the country.

ZIMRA Says Company Tax Contributions Missed The Set Target In 2022 Q2

A total of 75 Zimbabwe Revenue Authority (ZIMRA) employees have been arrested and prosecuted for various corrupt activities between 2018 and 2021.
The revelations come days as ZIMRA is investigating three Beitbridge-based revenue officers who built mansions in Harare, but failed to account to their employer how they raised the money following a lifestyle audit.
ZIMRA acting Commissioner-General Ms Regina Chinamasa last week told a stakeholder meeting in Masvingo that in addition to the 75 employees, 34 stakeholders were also arrested, according to <a href="https://www.sundaynews.co.zw/75-zimra-officers-nabbed/">The Sunday News.</a> 
Mrs Chinamasa said provinces like Masvingo which are along the main Beitbridge-Chirundu highway should play a pivotal role in dealing with corruption. She said:

Masvingo is strategically located on the North-South corridor and there is a lot of enforcement activities that is happening in the region.
Given its importance geographically we also find that it’s so important that as Masvingo we embrace the fight against corruption because it could be very rife in this area.
Given our strategic location in the region, as ZIMRA, it is our pledge not to allow Zimbabwe to be the final destination or transit of smuggled goods.

In responding to issues on the aspect of remuneration as the officers face temptation from businesspeople who try to avoid paying duties, Mrs Chinamasa cautioned that there was a very thin line between being greedy and being adequately remunerated.
She said the authority believes negotiated positions always bring out a win-win situation which promotes opportunities that compel officers to resist, report and reject corruption.
Speaking at the same event, Minister of State for Masvingo Provincial Affairs and Devolution Ezra Chadzamira said corruption was a nationwide scourge which requires people to join in the fight. He himself was last year <a href="https://news.pindula.co.zw/2021/09/06/minister-of-state-for-masvingo-ezra-chadzamira-arrested/">arrested for alleged corruption</a> involving sugarcane plots at Kilimanjaro, Chiredzi.

Zimbabwe Revenue Authority (Z1MRA) wishes to advise all declarants (Clearing Agents) that with effect from 1 February 2022, in addition to capturing the trailer registration number(s), it is now mandatory to also capture the horse registration number on the bill of entry.
The horse registration number shall be entered in box 18 and the trailer registration number (s) shall be captured in box 21.
Clients are encouraged to comply with this requirement as failure to capture full truck details, may result in issuance of Form 45 which will attract accounting fees.

Reporting Structure

Key Responsibilities
The Commissioner General shall be responsible for the following;

ZIMRA Invites Candidates To Fill Vacant Posts

The Zimbabwe Revenue Authority (ZIMRA) has been commended for its role in domestic resource mobilisation (DRM) at a time when international funding has dwindled.
Among the revenue authority’s key milestones have been the facilitation of exports worth US$58 billion and imports worth US$86 billion since 2003.
Since 2001, the Government has been setting a target for ZIMRA to collect an average revenue of US$1.84 billion every year and authority obliged by surpassing the targets after US$1.99 billion was collected every year.
Official figures show that ZIMRA only missed the revenue target by small margins in 2001, 2009, 2014 and 2016 due to different internal shocks that the revenue collector had to grapple with.
Cumulatively, ZIMRA managed to contribute a total of US$39.8 billion to the national purpose from 2001 to 2020.
While officiating at a dinner celebration to mark ZIMRA’s 20th anniversary on Wednesday evening, Finance and Economic Development Minister Professor Mthuli Ncube said:

Since 2001, ZIMRA has helped the country stand on its feet by providing over 90 percent of the country’s budgetary resources annually.
 Coincidentally, the birth of the ZIMRA in 2001 coincided with the imposition of sanctions by western imperial forces on Zimbabwe which took effect in 2002 resulting in lines of credit being cut off by many development partners.
As most of the international credit lines closed when the sanctions were imposed on Zimbabwe, ZIMRA became key in domestic resource mobilisation which ensured that budgetary funding gaps were closed to a greater extent.
</blockquote>
ZIMRA is a product of Government reform and modernisation processes, which saw the amalgamation of the then Department of Taxes and the Department of Customs and Excise into one Revenue Administration.
It has grown to become critical in DRM enabling the Government to spearhead education, healthcare, water, and infrastructure development projects across the country. 
Analysts believe the authority could be collecting more revenue if tax evasion and the sponginess of borders and other issues causing revenue leakages have been fixed.

JOBS, JOBS, JOBS: ZIMRA Is Hiring

Two more <a href="https://www.pindula.co.zw/Zimbabwe_Revenue_Authority" rel="noopener noreferrer" target="_blank">Zimbabwe Revenue Authority (ZIMRA)</a> officials have been arrested and arraigned before the courts for criminal abuse of office after they released an assortment of goods the state had seized for violating customs laws.
It is the state’s case that the duo, Nelson Chinguwo and Innocent Sithole, released the goods to their owner thereby prejudicing the state of over $6,2 million USD8 000 in import revenue.
Chinguwo, who is alleged to have released goods valued at $5.9 million and US$8 000 was remanded to December 24 on $30 000 bail while Sithole who is accused of releasing goods worth $160 000 and was remanded to the same date on $20 000 bail when they appeared before Beitbridge Resident Magistrate, Mr Toyindepi Zhou.
The assortment of goods was seized at Beitbridge Border Post in June this year from various people for violating customs laws and were subject to release on conditions the owners paid import duty amounting to $6.2 million and US$8 000.
Prosecutor Mr Ronald Mugwagwa told the court that between November 24 and December 3, Chinguwo released part of the goods attracting the import duty of $5.9 million to their owners, while Sithole released goods worth $160 000.
Mugwagwa further told the court that the matter came to light after a senior official at Zimra checked the records after seeing some of the owners leaving the State warehouse at Manica Transit Shed.
The official then discovered that the duo had tampered with records to cause the release of the said consignment.
The matter was reported and the duo was eventually arrested.
This comes after three Zimra officials had been arrested last week for smuggling a fuel tanker prejudicing the state of US$85 000 in import duty.
Authorities believe that every year, the country is losing over a billion US dollars to smuggling of goods through the country’s porous borders.
