The Government is targetting informal traders for taxation in a bid to increase revenue and also over fears that as the economy becomes more dollarised, the tax base could decrease by 25 percent as the informal sector fails to pay tax.
Zimbabwe’s economy is largely informal, and as a result, the country’s tax collection agency, the Zimbabwe Revenue Authority (ZIMRA) faces several challenges in raising revenue to fund the Government’s operations.
<a href="https://businesstimes.co.zw/tax-dragnet-closes-in-as-govt-targets-informal-traders/">Business Times</a> reported Treasury sources as saying the fiscal authorities were targetting foreign-owned shops among several strategies to broaden the tax base. Said a source:

The government has a programme that is targeted towards compliance with reserved sector regulations with particular attention to foreign-owned shops in the downtown area.
Those that have not complied are duly required and requested to comply with the law.
Definitely, this will increase tax revenue into fiscus while reducing a lot of illicit transactions that have also been taking place in that area.

In his mid-term budget strategy paper, the outgoing Minister of Finance and Economic Development, Mthuli Ncube, said the Government will devise various strategies to increase its tax base. He said:

Achieving the target collections is underpinned by tax administration initiatives that enhance enforcement and tax compliance, in particular, of business processes and adoption of new technology, among other initiatives.
Expansion of the base through embracing emerging industries, including those in the informal sector, as well as capturing the digital marketplace where sellers and buyers of goods and services converge through e-platforms will ensure that eligible taxpayers contribute towards national development.

The president of the Confederation of Zimbabwe Retailers Denford Mutashu told Business Times that the integration of informal traders into the economy was a welcome development.

Govt Targets Informal Sector To Broaden Tax Base

The Zimbabwe Revenue Authority (ZIMRA) employees have announced their intention to strike due to the failure of their representatives and the employer to reach a consensus on salary matters.
Represented by the Zimbabwe Revenue &amp; Allied Workers Trade Union (ZIMRATU), the workers stated that Collective Bargaining Negotiations were conducted on the 13th of March 2023, 23rd of March 2023, 20th of April 2023, and 9th of May 2023. Unfortunately, a deadlock was declared by the Negotiating Committee during the last session.
Throughout both formal and informal discussions, both parties presented proposals, including the request to receive Housing and Transport Allowances in United States dollars (USD). Additionally, various proposals were put forth, such as considering the Salary Value Presentation Model, all in an effort to reach an agreement. Regrettably, these attempts were unsuccessful.
In light of the impasse, the matter was referred for conciliation after the full council of the NEC (National Executive Committee) failed to resolve the issue.
In a show of solidarity, the <a href="https://www.pindula.co.zw/Zimbabwe_Banks_and_Allied_Workers_Union" title="Zimbabwe Banks and Allied Workers Union">Zimbabwe Banks and Allied Workers Union (ZIBAWU)</a> expressed support for the ZIMRA workers and their collective job action. They encouraged all workers to stand together and support the strike until their demands are adequately addressed. They posted on Twitter:

The revenue collector used to be a renowned employer of choice, largely due to generous salaries. However, employees now contend that the devaluation of the Zimbabwe dollar has made it impossible for them to fulfil their daily work obligations. They assert that providing basic necessities such as housing, transportation, food, and education fees for their families has become an unattainable dream, despite their pivotal role in revenue collection for the government. The workers are additionally frustrated by the insufficient transport allowance, which fails to cover even half of the required monthly payment of US$104 due to the continuous depreciation of the Zimbabwean currency. These concerns have led the workers to accuse the revenue collector of disregarding their grievances.

ZIMRA Employees Announce Strike Over Salary Disagreements With Management

The Zimbabwe Revenue Authority (ZIMRA) has reportedly lost tax records dating back to six years ago after its digital repository and server crashed.
<a href="https://newshubzim.co.zw/2023/06/20/zimra-loses-tax-records/">NewsHub</a> reported sources as saying ZIMRA’s server might have been hacked or the designer did a shoddy job.
ZIMRA is now reportedly requesting its clients to resubmit online their Pay as You Earn (Paye) P2 forms, Valued Added Tax (Vat), and Income Tax (ITC) records stretching to 2017.
ZIMRA described the returns as “outstanding”, even though numerous clients told the NewsHub that they were up to date with their submissions.
Prosper Chitambara, an economist, allayed fears of financial losses at ZIMRA due to the systems crash. He said:

It is highly likely that most companies or organisations are up to date, hence it will not prejudice the state that much.
</blockquote>
However, there are fears that current tax evaders might take advantage of the records loss, resulting in heavy leakages in potential revenue.
The Government is heavily dependent on taxation to fund the fiscus, with the 2022 mid-term fiscal review indicated that taxes—among them Vat, customs duty, Paye, corporate tax, excise duty—contributed 97.6 percent to government revenue.
In its revenue performance report for the fourth quarter ended 31 December 2022, ZIMRA reported that it collected a total net of ZWL$2 trillion against the targeted ZWL$1.6 trillion.

ZIMRA Loses Tax Records Dating Back To 6 Years Ago | Report

Zimbabwe Revenue Authority (ZIMRA) workers say they are financially incapacitated and as a result, are unable to report for duty five days a week.
The Zimbabwe Revenue Authority and Allied Workers Trade Union (ZIMRATU) has since petitioned the ZIMRA Commissioner General to craft a timetable with three days per week working slots as workers’ salaries have been eroded by inflation.
The letter by ZIMRATU president Dominic Manyangadze was also copied to the board chairperson Antony Mandiwanza.
Manyangadze said ZIMRA employees can no longer afford basic human needs like shelter, transport, food and school fees for their families. The letter reads in part:

Further frustrated by the inadequacy of the transport allowance due to continuous erosion of the value of the ZWL payment caused by the exchange rate premiums against the intended US$2 per trip, being paid to the worker by ZIMRA; thus the amount is less than half of the US$104 required to pay for transport in a month.
… Frustrated that the majority of ZIMRA workers are exposed to paying rent twice for themselves and their families due to the nature of their job; the current housing allowance being paid at the official bank rate is less than half of the official amount being demanded by landlords.

ZIMRATU said its members can only report for duty three days a week since the employer has failed to address their concerns. Said Manyangadze:

Now therefore, given the foregoing and the inadequacy of remuneration, please take notice that our members will not have the capacity to consistently report for duty and thus a request for a work arrangement which enables them to report for duty three days a week.
The workers further request that you prepare and favor them with a timetable /schedule stating the days each one is to report for duty by Friday, May 26, 2023.

Over the years, ZIMRA was considered the employer of choice as it was widely believed that the authority paid hefty salaries but the rapid depreciation of the local currency has rendered Zimbabwe dollar salaries unsustainable.

ZIMRA Workers Claim Incapacitation, Propose 3-day Working Week

The Zimbabwean government has been sued over the ban on the importation of sex toys.
In a High Court application filed on Thursday, Women’s Academy for Leadership and Political Excellence (Walpe) executive director Sitabile Dewa sought an order declaring the ban on the importation, possession and or use of sex toys unconstitutional.
Dewa filed the application after a Gwanda State University (GSU) female lecturer was jailed for six months late last year after she imported sex toys from Germany.
Shirley Chapunza was given an option of paying a $60 000 fine to escape the jail term.
The sex toys were seized by the Zimbabwe Revenue Authority (ZIMRA).
Dewa argued that the criminalisation of the importation of sex toys infringed Chipunza’s rights as the gadgets were therapeutic and good for anyone’s well-being. Dewa said:

In the alternative, I seek a declaration from this court to the effect that devices for personal and private lawful sexual acts (sex toys) are exempt from the application of the aforesaid provisions.
I further aver that in the interests of my sexual and reproductive health, I must engage in some sexual activity. Some form of penetration is key to exercising my pelvic floor muscles and is therapeutic.
Vibrators and other sex enhancing devices are not only toys, but are also therapeutic devices that can be used to attain the highest standards of physical and mental well-being.

Dewa cited ministers <a href="https://www.pindula.co.zw/Mthuli_Ncube">Mthuli Ncube</a> (Finance), <a href="https://www.pindula.co.zw/Ziyambi_Ziyambi">Ziyambi Ziyambi</a> (Justice), <a href="https://www.pindula.co.zw/Kazembe_Kazembe">Kazembe Kazembe</a> (Home Affairs), Zimra and the Attorney-General’s Office as respondents, respectively.
She argued that section 61 of the Constitution provides for the right to freedom of expression as well as freedom of thought, opinion and expression regarding sexuality.
Dewa said this section covered the right for a person to express themselves in sexual conduct of their choice.
The Walpe executive director said laws against sex toys were intrusive and an affront to the absolute right to dignity.
She added that the moral indignation and pontification with which the authorities and the courts find sex devices are feigned and hypocritical as these have always been part of our cultural heritage. Dewa argued:

We publicly acknowledge sex devices through the display of similar artefacts in the Great Zimbabwe Museum for the public and international tourists to view. It is an indication that these were designed, possessed, and used by my ancestors.
The openness and the pride with which the sex artefacts are held, is irreconcilable with the position taken in statutes as currently interpreted that such objects stand for moral depravity.

She said the government, by freely distributing condoms, condoned any sexual activity by adults.
According to Dewa, there are many ways that government can regulate sex toys such as putting in place measures where the objects are only accessible to adults through strict licencing methods.
Dewa argued that section 71 of the Constitution entitles her to acquire, hold, use, and dispose of all forms of property as an individual anyhow.

Government Sued Over Ban On Sex Toys

The Zimbabwe Revenue Authority (ZIMRA) says it has deployed adequate personnel and material resources at all the country’s borders in anticipation of increased volumes of human and vehicular traffic this festive season.
In a statement on Friday, ZIMRA said it has deployed more workers to Beitbridge and Plumtree which are usually the busiest inland ports of entry during peak periods and major holidays. It said:
<blockquote>
We have put in place measures at all our border posts to efficiently manage the seasonal influx of travellers and traffic over the festive season.
Traditionally, traffic increases at Beitbridge and Plumtree border posts between mid-December and the first week of January.
This consists mainly of private travellers being Zimbabweans visiting their families, visitors coming to visit friends or relatives, tourists on holiday and other nationals transiting to destinations beyond our borders, all using either private or public transport.
… On the software front, the electronic Temporary Import Permits (e-TIP)) application has been enhanced to ensure that the motoring foreign travellers can easily log on and complete their applications prior to their arrival at the port, thus minimising dwell time at the border.
Furthermore, the two borders close to Plumtree – Mphoengs and Maitengwe – have also been duly capacitated to receive significant private traffic in an effort to reduce the load on the Plumtree Border Post.
Travellers can thus make a choice on which of these ports of entry is closest to their location and plan accordingly.

The Zimbabwe Revenue Authority (ZIMRA) has challenged players in the tourism sector to voluntarily pay their taxes to enable the government to improve infrastructure within the tourism sites across the country.
Addressing tourism players in Bulawayo on Friday, ZIMRA commissioner general, Regina Chinamasa, said:
<blockquote>
There is a need to complement the tourism sector with equally world-class services such as roads, security and health services within the tourism sites across the country.
Such services are driven by the government through largely the taxes and levies we all pay. Tax compliance by the tourism and hospitality sector is therefore key.
We want the tourists to have a memorable drive to the different sites across the country, enjoying the scenic sights along the way.

Currently, the tourism sector contributes about 7% of Zimbabwe’s gross domestic product (GDP).
Chinamasa believes the sector can contribute more to economic recovery as the country is considered one of the preferred destinations by tourists. She said:

The sector has vast potential to be among the anchor sectors of the country. Currently, tourism and hospitality is among the top three foreign currency generators in our country.
The country is home to a robust, diverse and rich culture that is admired by many. Your sector is ably managed as evidenced by the world-class hotels, lodges, resort sites, and camps among other sites that offer a hospitality environment.
With such a glamour record, the country is considered one of the preferred destinations by tourists.

ZIMRA Urges Players In The Tourism Sector To Pay Tax

Four (4) female Zimbabwe Revenue Authority (ZIMRA) employees were reportedly abducted and held for ransom in Musina, South Africa, on Monday night.
The victims, who work at the Beitbridge border post, had entered South Africa at around 3 PM to do some shopping and were all in ZIMRA uniforms.
<a href="https://www.zimlive.com/2022/09/4-zimra-officers-kidnapped-held-for-ransom-in-south-africa/">ZimLive</a> reported a source as saying the four we kidnapped at gunpoint and robbed of all their possessions before ransom demands were made. Said the source:

They were all in ZIMRA uniform. The kidnappers must have known who their targets were.
The kidnappers demanded R10 000 to free them, but they didn’t have the money on them.
The ZIMRA officers were made to contact their colleagues at the border and one of them had an FNB account, and a transfer was effected.
… The kidnappers were apparently Zimbabwean because they spoke Shona.

The ZIMRA officers were reportedly released at around 12 AM on Tuesday.
Limpopo Police spokesperson Brigadier Motlafela Mojapelo had not confirmed the incident on Tuesday while a ZIMRA spokesman said they were still gathering details.

Four ZIMRA Officials Kidnapped, Held For Ransom In SA By "Zimbabweans"

It is a requirement that all vehicles being imported into Zimbabwe from countries which experienced nuclear incidents be inspected for radiation contamination. The requirement is in terms of Statutory Instrument 281 of 2020; Radiation Protection (Safety and Security of Radiation Sources) (Amendment) Regulations 2020 (No.5). 
Affected vehicles
Persons who import motor vehicles into Zimbabwe from countries that have experienced nuclear disasters directly or indirectly are required to submit Form RP1 which is a declaration of inspection for radiation contamination of vehicles. The form should be submitted at the Port of Entry to officers of the Radiation Authority of Zimbabwe (RPAZ), prior to clearance of the motor by the Zimbabwe Revenue Authority.
Testing procedure
A prescribed fee will be paid before tests are conducted for radiation contamination by officers of the Radiation Authority of Zimbabwe (RPAZ). A certificate of non-contamination is issued by RPAZ for a motor vehicle free of radiation. RPAZ officers shall de-contaminate any vehicles found to be contaminated at a prescribed fee to be paid by the importer.
Clearance procedure
The certificate of non-contamination together with import documents such as invoices consignment notes, bills of lading are then presented to the Zimbabwe Revenue Authority officials for customs clearance of the vehicle.
NB: Any person who fails to submit the Form RP1 at the port of entry and/or fails to ensure the vehicle is subjected to radiation contamination inspection or any person who makes a false statement or declaration or falsifies any documents concerning the country of origin of a vehicle shall be guilty of an offence and liable to a fine not exceeding level 5 or imprisonment for a period not exceeding six months or both such fine and such imprisonment.</blockquote>

FULL TEXT: ZIMRA Speaks On Inspection Of Imported Vehicles For Radiation Contamination

The Zimbabwe Revenue Authority has demanded that Direct Fuel Imports Group Zimbabwe (DFIGZ) pay US$7 million to clear the duty arrears.
DFIGZ which is a grouping of small-scale fuel procurement firms has since approached the High Court seeking a relief order that will nullify Zimra’s demands.
Following promulgation of Statutory Instrument (SI) 161 in August, fuel importing firms are now obliged to pay duty in foreign currency but the DFIGZ says Zimra’s demand is void since the imports in question were shipped into the country before the legal instrument came into effect. Reads the application:
<blockquote>This is an application for a declarator and consequential relief in terms of Section 14 of the High Court Act (Chapter 7:06). The basis of the application is that the first respondent (Zimra) is acting unlawfully and is threatening applicant’s members with demands to pay duties on fuel imports in foreign currency retrospectively. The first respondent has no right to do so as the applicant’s members paid the duties in the Zimbabwean dollar equivalent on time and in full.
The total being claimed from the members of this class is in excess of US$7 000 000,00 as fully appears from the letters addressed to applicant’s members annexed hereto marked ‘C1-C7’. The first respondent is seeking this figure in addition to what applicant’s members have already paid in Zimbabwean dollars equivalent.
The conditions laid out by the Reserve Bank of Zimbabwe (RBZ) for applicant members to operate Special FCA Nostro Transitory accounts at the relevant period did not allow them to settle local liabilities in foreign currency. The RBZ only authorised local payments from Nostro accounts in circular number 3 of April 2020 in its Covid-19 mitigation measures.</blockquote>

Zimra Demands US$7M Fuel For Duty Arrears

The Zimbabwe Revenue Authority (ZIMRA) on Sunday introduced a pre-clearance system for all vehicle imports and goods imported by road.
Under the new regime, customs import procedures are completed before the traveller or import arrives at the selected port of entry.
The goods are only checked for conformity upon arrival and this reduces the time spent by importers at the country’s borders. A public notice by the revenue collector read:
<blockquote>With effect from 1 November 2020, importers are advised that goods imported by road into Zimbabwe must be pre-cleared before their arrival.
All privately imported motor vehicles driven or transported by car carriers must be pre-cleared before they are dispatched to Zimbabwe.</blockquote>
ZIMRA said importers or their appointed agents are expected to submit online scanned copies of invoices, bill of lading, export documents, proof of payment, freight statement, copy of passport, police clearance and a letter of rebate where applicable.
Importers or their agents should also send any other relevant documents relating to the import to enable customs officers to calculate values and advise them of the customs duty payable.
<blockquote>Motor vehicles can only be loaded onto carriers or driven into the country when the relevant processes have been completed, including the payment of duties, where applicable.
Clearance details must be sent to the carrier to enable them to load vehicles. Please take note that carriers have been notified of this requirement.</blockquote>

ZIMRA Introduces Pre-clearance System For Importers

The Zimbabwe Revenue Authority (ZIMRA) has dismissed reports saying that the tax collector now requires proof of COVID-19 testing from its stakeholders.
It was also being alleged that ZIMRA was demanding that all clearing agents undergo mandatory testing for them to access services.
In a statement that was issued in response to reports on social media, ZIMRA said:
<blockquote>The Zimbabwe Revenue Authority wishes to correct misleading information that was contained in an internally generated notice that was issued to clearing agents on the 6th of August, 2020.
The statement under the heading Notice to all clearing agents, transporters-meausures to contain the rise in cases of Covid-19 infections at border posts, gives the incorrect impression that all persons, clients and stakeholders visiting Zimra premises are required to produce proof of having been recently tested for Covid-19.

ZIMRA Responds To Reports Saying It Now Demands Proof Of COVID-19 Testing From Stakeholders

The Zimbabwe Revenue Authority (ZIMRA) is set to hire a human resources consultancy firm to carry out an employee audit.
This was revealed in the Government Gazette published last week on Friday under General Notice 949 of 2019. Part of the notice reads:
<blockquote>The Zimbabwe Revenue Authority would like to hire the services of a human resources consulting firm specialised in conducting staff rationalisation and optimisation.
… The main responsibility of the consulting firm is to carry out comprehensive data-driven diagnostics of the current status in relation to the; organisational structure, headcount per role, staff capacity per role.
Working with the project team, to come up with an ideal structure in collaboration with divisional executives.
Using statistical methods to determine the optimum headcount per role in line with the proposed structure and strategy.</blockquote>
ZIMRA devised a strategic plan in 2018 meant to raise the revenue it collects to $7 billion annually within the next five years, that is, 2019-2023.

The Zimbabwe Revenue Authority and Allied Workers Trade Union (ZIMRATU) has called on all its members nationwide to go on strike starting Monday, January 14.

BREAKING NEWS: ZIMRA Workers On Strike, Abandon Revenue Collection

The Zimbabwe Revenue Authority (Zimra) says it will start attaching properties belonging to defaulters to recover up to $2, 5 billion in unpaid taxes spanning back to 2009. Zimra’s acting commissioner, domestic taxes Regina Chinamasa, told journalists on Wednesday that the authority was this year targeting to recover at least 20 percent of the tax debt.
Zimra Acting Commissioner General Happias Kuzvinzwa said:
<blockquote>We can only garnish you and we can attach moveable property but you have not heard of Zimra attaching property, all you have heard up to now is the garnishment. Our patience is soon running out, we will start attaching property for unpaid taxes”.</blockquote>
In 2016, Zimra collected $1, 11 billion in outstanding debts. The Corporate Income Tax debt last year went up to $751.49 million from $474.97 million in 2015 while the Pay as You Earn debt was $662.16 million from $591.89 million in 2015. In October 2014, Zimra gave an amnesty to defaulters to allow them to regularize and catch up on tax payments but the authority said the response was underwhelming.

Zimra to start attaching property to recover $2,5 billion in unpaid taxes

The<a href="http://www.pindula.co.zw/Zimbabwe_Revenue_Authority" target="_blank"> Zimbabwe Revenue Authority (Zimra)</a> has confiscated 30 tonnes of donated books, that were sourced by the Chitungwiza International Rotary Club from South Africa.
Zimra has held the books for more than 2 weeks and is refusing to release them without the payment of duty. However, The Rotary Club’s past president, Mr Denny Makoni revealed that his organisation has been shipping books from South Africa for charity since 2011, with no problems. He revealed that this was the first time that a consignment had been asked to pay duty.
Said Makoni:
<blockquote>These are part of books we were handing over to primary and secondary schools countrywide
So far, we have distributed some in Midlands, Mashonaland West, Manicaland and Chitungwiza, as we stretch our efforts to promote the delivery of quality education across the country.</blockquote>
