United States President Donald Trump has announced new guidelines for states to emerge from the COVID-19 shutdown, SABC News reports. The new guidelines recommend that states go through a 3 phase process of reopening and that they record a 14-day “downward trajectory” in coronavirus cases before beginning the three-phase process.

Speaking at his daily briefing on the coronavirus, which has killed more than 32 000 Americans, Trump said some states could begin re-opening immediately and that 29 others could take that step “relatively soon.” The recommendations are not orders, although earlier this week Trump claimed he had total authority to direct states to re-open or remain closed.
