The Ministry of Transport and Infrastructural Development has reshuffled senior management at the Vehicle Inspection Department (VID) and the Central Vehicle Registry (CVR) in a bid to curb corruption.
The transport ministry will not tolerate corruption in all parastatals under its purview, <a href="https://www.newzimbabwe.com/vid-senior-management-reshuffled-as-corruption-soars/">New Zimbabwe</a> reported citing Transport Minister <a href="https://www.pindula.co.zw/Felix_Mhona">Felix Mhona</a>. 
He made the remarks addressing delegates at the ministry’s strategic planning workshop in Bulawayo Thursday. He said:

We have transferred all officials at VID following allegations of corruption. I and the permanent secretary had a mammoth task at CVR where some senior officials were resisting promotion.
You had people with masters declining to be promoted. Why? No one has a goblin at work.
The transport and transport infrastructure sector has not been spared by the vagaries of climate change. Equally, our choices, use and development of the sector have a bearing on the status of climate change in our motherland.
Transport in all its forms is an integral component of our everyday activities and lifestyles. It defines both our countryside, urban spaces and centres. The challenge is the continued carbonisation of the atmosphere, an issue that has seen the increase in climate change, sometimes as a result of the types of vessels, equipment, machines and vehicles we use.

For years, VID officials have been accused of demanding bribes and fleecing money from those seeking to acquire driver’s licenses while corruption allegations and poor work ethics by some workers at CVR have also been cited.

VID, CVR Senior Management Reshuffled Amid Corruption Reports

The University of Zimbabwe (UZ) has finished refurbishing a factory shell and installing a production plant that will produce vehicle registration plates.
The US$1 million project is being jointly implemented by the Ministry of Transport and Infrastructural Development in conjunction with the Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development.
Acting Information, Publicity and Broadcasting Services Minister Dr<a href="https://www.pindula.co.zw/Sekai_Nzenza"> Sekai Nzenza</a> made the announcement while addressing Tuesday’s post-Cabinet briefing. She said:

The refurbishment of the factory shell to house the National Number Plate Programme at the University of Zimbabwe has reached 90 per cent completion, with the number plates production plant having been installed.
The plant has the capacity to produce seven million e-number plates annually.
</blockquote>
The development is expected to reduce the import bill as well as the cost of vehicle registration plates.
Zimbabwe reportedly spends more than US$800 000 annually in importing vehicle number plates.
In 2021, Higher and Tertiary Education, Innovation, Science and Technology Development Minister <a href="https://www.pindula.co.zw/Amon_Murwira">Amon Murwira</a> announced that the production of plates would be coordinated through a national project being implemented by a consortium of <a href="https://news.pindula.co.zw/2021/07/19/local-colleges-venture-into-vehicle-number-plates-production/">universities and colleges at their innovation hubs.</a>
Murwira told State media that universities and colleges will use local resources and skills to develop a system that will ease the shortage of vehicle number plates and create a new generation vehicle registration system that will improve driving standards and prevent fraud.

University Of Zimbabwe Set To Start Producing Vehicle Registration Plates

The Zimbabwe Republic Police (ZRP) has announced the commencement of an operation targeting unregistered and unlicenced vehicles as well as those without plates. 
A police statement said there are no exemptions emphasising that all vehicles that do not have plates, that are unregistered or unlicensed will be impounded. Pindula News presents the police statement:

The Zimbabwe Republic Police informs that the operation targeting plateless, unregistered and unlicensed motor vehicles commenced today, 15th January 2022, and we continue to urge motorists to abide by the law and comply with police directives.
As we carry out this operation, the motoring public is advised that there are no exemptions in as far as this operation is concerned. All plateless, unregistered and unlicensed motor vehicles will be impounded and cases referred to Court for prosecution, including Government vehicles.
The operation is being conducted in order to account for criminals who are committing crimes using these plateless, unregistered and unlicensed motor vehicles. 
We continue to warn all those with criminal intentions that we will be 
ruthless with them in ensuring that sanity prevails on our roads.

Operation Targeting Plateless, Unregistered And Unlicensed Vehicles Commences

The payment of vehicle licence fees in United States Dollars (US$) has been outlawed after <a href="https://news.pindula.co.zw/2021/04/17/reimburse-motorists-who-paid-for-number-plates-in-us-high-court/">Mfundo Mlilo challenged the impounding of his vehicle without a warrant of a court order.</a>
The court ruled that authorities had violated the provisions of the Finance Act by charging the vehicles’ registration and licence fees in US$. Reads part of the order:
<blockquote>IT IS ORDERED THAT:
<ol>
<li>The 1st respondent’s actions, on the 21″ of September 2020, in impounding the applicant’s Sul motor vehicle, without warrant of court order, were unlawful, null and void.</li>
<li>Part 1 relating to items 1 to 4 being fees that are expressed in United States Dollars, of the Vehicle Registration and Licensing (Amendment Regulations 2020) (No 21), published as Statutory Instrument 166 of 2020 be and is hereby declared ultra vires the provisions of the Finance Act Chapter 23:04 be and is hereby set aside.</li>
<li>The respondent pays the costs of suit.</li>
