The permanent secretary in the Ministry of Information, Publicity and Broadcasting Services, Nick Mangwana, has dismissed claims that the government has reneged on its pledge to issue thousands of title deeds to residents of Epworth, Harare, and other settlements across the country.
In a statement, Mangwana said in Epworth, the designs for water, sewage, and roads for Ward 7, Ward 6 Extension, and Glenwood Extension were completed by the consulting engineers.
He said the designs for the water treatment plant for the whole of Epworth have been completed, and so far, 1,000 deeds have been issued, and 18,000 offer letters are ready for issuance this June.
Mangwana added that the Epworth Bond Holding Management Company has been registered. Reads the statement:

Similar processes of surveying, infrastructure designs, and bond management company registrations are taking place in other areas such as Chitungwiza, Gimboki, and Cowdrey Park to ensure readiness for deed issuance.
In most of these areas, we are at the stage of issuing offer letters, which is what immediately precedes deed issuance.
Longstanding municipal tenants and government-enabled housing beneficiaries can immediately apply for and receive their title deeds.
Once the deed issuance starts, there is the capacity to issue at least 1,000 deeds a day from the Kwangu Trust Command Centre, which has state-of-the-art equipment and is staffed to meet these targets.
In a bid to curb cases of fraudulent title deeds, Govt will soon unveil digital title deeds.
There are 200,000 securitized papers for the digital title deeds. The securitized paper has high-security features and cannot be tampered with or replicated.
The system that processes the title deeds is built on blockchain technology, providing an additional layer of security.
CHITUNGWIZA:
55,000 deeds will be issued in Chitungwiza for long-standing municipal tenants.
SOUTHLEA
9,000 deeds will be issued in Southlea Park after the construction of services and the obtainment of a certificate of compliance.
Additionally, 21,000 deeds will be issued for the government-enabled housing program nationwide under the Ministry of Housing and Social Amenities.
This programme is set to benefit all informal settlements that are targeted to be regularized, all longstanding Municipality Tenants, and beneficiaries of Government enabled Housing under the Ministry of Housing and Social Amenities and Rural Business Growth Points.

On Wednesday, some members of the National Assembly asked Housing and Social Amenities Minister Zhemu Soda to explain the government’s position on the issuance of title deeds in urban areas.
Soda said that without proper servicing of these stands, the government cannot issue title deeds.

Presidential Title Deeds Issuance Programme On Course - Mangwana

100 000 title deeds will soon be issued to homeowners in Chitungwiza, Southlea Park and Epworth under the Presidential Title Deeds and Settlement Regularisation Programme, a Government official has said.
In an interview with <a href="https://www.sundaymail.co.zw/100-000-title-deeds-ready-for-issuance">The Sunday Mail</a>, Justice, Legal and Parliamentary Affairs Permanent Secretary Vimbai Nyemba said overall, the Government is targeting to issue title deeds to more than 1.5 million homeowners under the initiative over the next few years. She said:

Almost every local authority has a long waiting list of citizens who need title deeds. The Government is expected to issue 18,000 in Epworth, where homeowners have received offer letters from the local authority.
Also, at least 55,000 deeds are expected to be issued in Chitungwiza for long-standing municipal tenants, and 9,000 deeds will be issued in Southlea Park after the provision of services and the obtainment of a certificate of compliance.
Additionally, the Government will issue 21,000 deeds for the Government-enabled housing programme nationwide under the Ministry of National Housing and Social Amenities.
So far, 1,000 deeds have been issued and 18,000 offer letters are ready for issuance.

Nyemba said a task force chaired by the Secretary for Justice, Legal and Parliamentary Affairs was established to oversee the programme.
She added that the Government was developing a digital land administration system, which would enable the issuance of securitised title deeds. Said Nyemba:

Currently, securitised papers sufficient for 200,000 digital title deeds have been procured and are in stock.
The securitised paper has high-security features and cannot be tampered with or replicated.
The system that processes the title deeds is built on blockchain technology, providing an additional layer of security.
We foresee a sharp decline in deeds-related disputes, including fraudulently acquired title deeds.
This is so because the securitised paper, together with the automated system, prevents replication or counterfeiting of deeds…
Phase two of the project will involve title deed validation of all existing titles to verify their authenticity and reprint them on securitised paper.

Nyemba said the Presidential Title Deeds and Settlement Regularisation Programme is to benefit all informal settlements that are targeted to be regularised, all long-standing municipality tenants, beneficiaries of Government-enabled housing under the Ministry of National Housing and Social Amenities, and rural business growth points.
To acquire the title deed, the homeowner is required to produce:
<ul>
<li>an original copy of their offer letter,</li>
<li>a copy of the agreement of sale,</li>
<li>a cessation document where applicable,</li>
<li>relevant documents in case of deceased estates</li>
<li>proof of payments of the purchase price and related costs</li>

100 000 Title Deeds To Be Issued In Epworth, Chitungwiza And Southlea Park - Government

President Emmerson Mnangagwa has assured Epworth residents that his Government will give them biometric title deeds to regularise their homes.
Mnangagwa on Saturday reaffirmed the promise he initially made when he launched the ZANU PF by-elections campaign in Harare’s dormitory settlement early this year.
Addressing ZANU PF supporters at a rally in Epworth on Saturday, 23 April, to celebrate ZANU PF legislator Zalerah Makari’s by-election victory, Mnangagwa said the process to offer title deeds to residents was delayed by the proliferation of fake title deeds.
He said the title deeds for Epworth residents would be of the same type as the recently introduced electronic passports. Mnangagwa said:

We promised you title deeds, I remember telling you the last time that we had completed the geospatial mapping, which allows us to see the state of the settlement and we were ready to give title deeds.
However, our security told us that some crooks were printing their own title deeds. We had to go back to the drawing table and find a way around that, we are now introducing biometric title deeds with security features.
These are title deeds which cannot be fraudulently printed by individuals. These title deeds have the same security features as e-passports.
We procured equipment from Germany, which allows us to print secure documents with impenetrable security features.
So far we have ordered for 50  000 to be printed, some of which will be brought here.
</blockquote>
Mnangagwa also promised to solve all of Epworth residents’ challenges that were forwarded to him by Makari for action. He said:

Yesterday, your MP (Makari) told me that there is a struggle for water in Epworth.
I have four Presidential borehole drilling rigs, three that are in Harare and one in Binga.
So yesterday around 6 pm I called the team running the scheme and I told them of this event, I told them that they should spend the night drilling one borehole.
I am proud to say by this morning they had completed drilling the borehole and installing the whole system.
It will take time to solve water challenges because there are structural issues which need to be taken care of.
But in the meantime, we will put two boreholes in each of the seven wards in Epworth.
