Government is mulling developing a biometric register of its workforce. This will be done in order to flush out ghost workers on the government payroll. This will consequently reduce government expenditure. It is estimated that more than more than 80% of government revenue is used to pay civil servants. This leaves very little capital available for infrastructure development. President Mnangagwa said
A time-lined raft of measures on that front will be announced soon, including an exercise in developing a biometric register of all civil servants on Government payroll which should eliminate leakages through ghost workers.
