Anyone who runs a household economy knows the importance of keeping costs down and saving. This means cutting expenditure and deploying some savings to critical areas. That’s what everyone is doing. Except for one man. If Zimbabwe were a household, Mnangagwa would be a bad parent.

Zimbabwe is in the doldrums. It can’t pay decent wages to its doctors it has fired them. They will now head to countries like the UK which is opening up for doctors. After all the costs of training them! Instead, Mnangagwa expanded his Cabinet and appointed more deputy ministers.

The post of deputy minister is a pointless expense in these times of difficulty. After all, Ministries have Permanent Secretaries who do most of the administrative work. Deputies don’t even sit in Cabinet when the Minister is absent. Instead, an Acting Minister is appointed.

And yet a deputy expects and is entitled to the perks that come with the ministerial office. There is no good reason for this useless layer apart from political patronage – handing outposts to the boys; balancing factional interests. But it’s not Mnangagwa’s money. He doesn’t care.
